After almost suffering from a terrible civil war that almost disintegrated the Soviet Martilia, the founder and leader of this said alliance, the country is now back on its knees. As one of the priorities by the new established government, this alliance is hereby reestablished under the same Charters and Treaties that made this alliance possible. All Communist and Socialist Nations are hereby called to participate on this alliance that aims to preserve and protect the integrity and the ideology of Communism!

We, the laborers, workers and people of the Soviet Federation are tasked to preserve the integrity of Communism in the world, to unify our Communist brothers in arms around the world, to defend ourselves from the oppressors who wants to dispose and destroy the nature of Communism and Socialism

Soviet Federation Charter
Article I - Establishment of the Soviet Federation

• Establishes the Federation of Soviet Socialist Republics as an inter-governmental alliance and organization of Communist and Socialist states around the world that promotes peace and order between nations, regardless of political, economical and religious views, defending our oppressed Communist comrades and supporting them on their cause

Article II - The Vision and Objectives of the Soviet Federation

• Vision: The Federation of Soviet Socialist Republics envisions a peaceful inter-governmental alliance and organization for Communist & Socialist nations throughout the world, whose objectives are aligned in ensuring world peace
  
• Objectives: The Objectives of the Federation of Soviet Socialist Republics or FSSR are the following:
  - To promote peace and unity among Communist nations around the world
  - To preserve the integrity of Communism on the world
  - To provide humanitarian, economic or even military aid to our Communist comrades
  - To defend ourselves in the name Communism against foreign oppressors or ideologies who wish to crush us
  - To unite all Communist nations around the world

Article III - Leaders of the Soviet Federation

• General Secretary of the Soviet Federation
  - Will act as the Head of State for the Soviet Federation
  - Will act as the Chairman of the Supreme Soviet Council of the Soviet Federation deciding on the order of business and keeping the council in order
  - Elected by the members of the Supreme Soviet Council of the Soviet Federation through popular vote
  - Proposes federation bills, laws and treaties which will be voted upon by the members of the Supreme Soviet Council of the Soviet Federation and by the Supreme Court of the Soviet Federation
  - Ratifies federation bills, laws and treaties that has been passed by both Supreme Soviet Council of the Soviet Federation and Supreme Court of the Soviet Federation
  - Can be removed from power by the Supreme Soviet Council of the Soviet Federation and/or People's Assembly through a referendum of no confidence
  - Will represent the Soviet Federation on all diplomatic levels
  
  
• Premier of the Soviet Federation
  - Will act as the Head of Government for the Soviet Federation

  - Will act as the political, head of state and head of government, and military leader of their Autonomous Soviet Federation Republics (or ASFRs) that will be under the subject of Soviet Federation
  - Considered as one of the members of the Supreme Soviet Council of the Soviet Federation representing their Autonomous Soviet Federation Republic
  - Proposes laws and bills for their ASFRs which will be reviewed by the Supreme Soviet Council and People's Assembly

Article IV - Admission of Nations on the Soviet Federation

• Nations who will apply on this alliance/organization must possess a government who follows Communist & Socialist ideology
• Nations can apply regardless of the existence of official state religions

Article V - Supreme Soviet Council of the Soviet Federation

• Acts as the upper legislative body of the Soviet Federation in conjunction with the People's Assembly
• It is lead and directed by the General Secretary of the Soviet Federation
• It is made up of five legislators who vetoes the bills placed
• Members of the Supreme Soviet Council may place any legislation to be voted by the members of the Council
• Members of the Supreme Soviet Council is considered as one vote
• All passed legislation or proposed bills that is placed by members of the Supreme Soviet Council may be enacted even without the vote of the People's Assembly
• Any legislation or proposed bill will only pass if most of the members of the Supreme Soviet Council agree upon the given legislation or proposed bill
• If the legislation passes within Supreme Soviet Council through a popular vote, then it will be enacted as a legally binding document of the Soviet Federation

Article VI - People's Assembly of the Soviet Federation

• Acts as the lower legislative body of the Soviet Federation in conjunction with the People's Assembly
• It is lead and directed by the Premier of the Soviet Federation
• It is made up of eight legislators who vetoes the bills placed
• Members of the People's Assembly may place any legislation to be voted by the members of the People's Assembly and Supreme Soviet Council
• Members of the People's Assembly is considered as one vote
• Any passed legislation or bill that is proposed by the members of the People's Assembly will not be enacted unless it is passed in the Supreme Soviet Council
• Any legislation or proposed bill will be passed in the People's Assembly if 3/4s of the members of the People's Assembly agreed upon the given legislation or proposed bill

Article VII - Supreme Court of the Soviet Federation

• Acts as the main judicial body of the Soviet Federation
• Enforces the federation laws, bills and treaties of the Soviet Federation
• Decides the penalty of nations who break the laws, bills and treaties of the Soviet Federation
• Consists of five permanent members and other several judicial members representing each member state
• Five permanent judicial members of the Supreme Court will be chosen by both the General Secretary and/or Premier of the Soviet Federation
• Unbiased decision of the fate of the Defendant whether they are guilty or not

Article VIII - Council of the Field Marshals of the Soviet Federation

• Acts as the Military Council to both the General Secretary and Premier of the Soviet Federation
• It is lead and directed by the Defense Commissar of the Soviet Federation which is also one of the members of the Council of Field Marshals
• Consists of three permanent and four non-permanent members. The four non-permanent members will be appointed by the Defense Commissar of Soviet Federation
• Any military requests, military aid, military treaties or agreements needs to be passed by the members of the Council of the Field Marshals before it will be enacted.
• Any military requests will only pass if the 3/4 of the members of Council of the Field Marshals agreed upon the military request

Article IX - Council of Workers and Laborers of the Soviet Federation

• Acts as the Economic Council of the alliance
• It is lead and directed by the Economic Commissar of the Soviet Federation which is also one of the members of the Council of Workers and Laborers
• Consists of three permanent and four non-permanent members. The four non-permanent members will be appointed by the Defense Commissar of Soviet Federation
• Any economic agreements needs to be passed by the members of the Council of Workers and Laborers before it will be enacted.
• Any economic agreements will only pass if the 3/4 of the members of Council of Workers and Laborers agreed upon the military request

Article X - Laws, Treaties and Agreements within the Soviet Federation

• All Laws, Treaties and Agreements passed will be imposed to all members of the alliance
• Any Laws, Treaties and Agreements may be re-amended by any members of the alliance by submitting a "Proposal for Re-amending" to the People's Assembly
• Any Laws, Treaties and Agreements can be removed to any single nations (or more) or fully upon the request by the General Secretary or the Premier of the Soviet Federation or through a popular vote of the Supreme Soviet Council
• Both Treaty of the Hammer & Sickle and Treaty of the Soviet Federation will be permanently in effect to all members of the alliance

Treaty of the Soviet Federation

As a signatory of this treaty, I hereby agree to the following provisions:

1 ) Establishes the Federation of Soviet Socialist Republics as an inter-governmental organization focusing on the interests of the Communist and Socialist Nations around the world

2 ) Agrees provisions that are on the Hammer & Sickle Treaty

3 ) Preserve Communism as one of the main ideologies on the world

4 ) Provide support to our Communist brothers who are being oppressed by the foreign nations and their ideologies

5 ) Clearing all conflicts with co-member states once joined

6 ) Promoting a peace and unity between our Communist and Non-communist comrades

7 ) Supporting one another in times of difficulties that will come into this organization

8 ) Will be considered as one of the founding members and primary signatories on this organization

Hammer & Sickle Treaty/Communist Pact

Overview:
Due to the decline and failure of establishing the Organization of Communist Nations, also known as OCON, the Supreme Soviet of Soviet Martilia decided to create a pact/treaty for the Communist Nations, Social Democratic Nations, and Socialist Nations around the world. This pact will ensure that Communist Nations must not be considered as a threat to the Peace and National Security of Democratic Nations in the world.

Agreements within the Treaty:
The Hammer & Sickle Treaty/Communist Pact will set standards for different agreements to the nations, that will enter the pact, which are, but not limited to, economic agreements, military agreements, mutual defense agreements, political agreements.

• Economic Agreements:
  All nations within the pact:
  1) will help each other to increase the development of the economy of a certain nation
  2) will receive an Economic Aid if that nation, within the pact, needs one
  3) will have Free Economic Agreements (such as FTAs, lower tariffs, etc) with each other
  4) that have been blockaded by third-party nations but have not declared war, the entire signatories of this pact will cease trading, cease any economic or military, humanitarian aid within that certain third-party nation and establish a full blockade. If this have escalated into a war, see No. 1 in the Military Agreement.
  
• Military Agreements:
  All nations within the pact:
  1) will enter a Mutual Defense Treaty/Agreement, which states that any third-party nations who declared war to any nation that have signed in this pact, the entire signatories of the pact will declare war to that specific third-party state, but if any nation that have signed in these pact have declared war to any third-party nations, the signatories of this pact will not join the war, unless a request was asked and 75% of the signatories of this pact have agreed.
  2) will enter the Communist Military Training System, in which armies of different signatories will have military exercises/training to increase it's readiness, capacity and capability in case of a war.
  3) will share their scientific knowledge to the signatories of these pact. New military technologies of any certain nation that have signed in this pact will be available to all other nations within the pact, but the effort and name will retain to that nation.
  4) will receive a Military Aid if that nation needs one
  5) that have any military aid to third party nations must be postponed and review by the entire signatories of this pact. If this has been passed, the military aid will continue, but if this was denied, all military aid to that certain third-party nation will be relinquished.

By his people he is not addressed as Tsar Grigory, just Comrade or Grigory. I have tried to maintain the Marxist purity of it but it hasn't worked well so it is more like Maxism-Leninism eg.

'The (urban) proletariat can successfully achieve revolutionary consciousness only under the leadership of a vanguard party of professional revolutionaries — who can achieve aims only with internal democratic centralism in the party; tactical and ideological policy decisions are agreed via democracy, and every member must support and promote the agreed party policy.

Democracy is used to make decisions, the results count on the vote which must be unanimous. Our government consists of the Tsar, the Governor of Greenland (formerly the second Dictator), people of the public (selected randomly before government is brought to session) and people of the services such as fire brigade, armed forces etc.
We also try to use Trotskyism with his ideas:

'Trotsky's politics differed sharply from those of Stalin and Mao, most importantly in declaring the need for an international proletarian revolution (rather than socialism in one country) and unwavering support for a true dictatorship of the proletariat based on democratic principles.

We also use some policies of Titoism such as:

'Elements of Titoism are characterized by policies and practices based on the principle that in each country, the means of attaining ultimate communist goals must be dictated by the conditions of that particular country, rather than by a pattern set in another country.'

This means we try to use our own form of Communism, we shall not be governed by other countries or follow their regime such as the Eastern Bloc followed.
We also use anarchy which is almost a form of Communism as in it everyone is equal and they have no leader voluntarily, although there is a Royal Family, the nation is all even including the Tsar. The Tsar only comes in on national situations/incidents, otherwise there is no proper leader other than the Tsar. Whilst the Most Royal, Imperial And Holy English Empire of St George, does not subscribe to any one economic and political system, several, including a limited form of socialism, are practised throughout the Empire, and His Most Imperial And Royal Majesty wishes to garner good relations with nations of all political and economic standards.

With this in mind, the Most Royal And Holy Empire wishes to have observer status within the Soviet Federation.
