Okay, this premise creates more questions than it answers. Why does the opposition leader need to go abroad for treatment? Why can't @@NAME@@'s hospitals treat them? If the country is an autocracy, how come there is an opposition leader? Why do they need permission to go abroad from @@LEADER@@? As it stands, the issue description is terribly vague and doesn't make sense to me. You'll have to rework the angle, I think, to make this a workable issue idea.

Well, if I am honest, it created only more questions. Why are they serving life imprisonment, what did they do to deserve that? Why does the opposition think the nation's hospitals aren't capable enough to treat their leader? Is it because they fear he might be killed for being in the opposition, or are nation's hospitals bad? It would be incredibly odd for example to receive this issue when a player's nation has high Healthcare spending. So, if you want to go along the trope that healthcare is bad in @@NAME@@ you'll have to add in the appropriate validity, such as "low Healthcare". But even then, if healthcare across @@NAME@@ is bad why wouldn't there be greater outrage within @@NAME@@ about that? Why would only the opposition leader want to go abroad for treatment, it should be a much wider issue.

As it stands, I don't think the current issue description is going to work. That said, there is a way to salvage the idea you had in this draft, as you can do two things:

1. Rewrite the issue draft to be about the opposition leader fearing treatment in @@NAME@@ because it's an autocracy and he or she fears they might be poisoned/killed during their treatment.
2. Rewrite the issue draft to be about @@NAME@@'s healthcare being bad, and thus citizens are trying to leave the country to get treatment abroad.

Personally, I think going with option 1 would fit with your initial idea the best.

The issue does say that they launched 35 coups. That would probably end up with life imprisonment. Although then maybe it should have a validity for no death sentence.

You know, if the opposition leader is responsible for 35 coups, aren't they gonna be arrested? And they have massacred as well. I think a validity of non death sentence needs to be added.

This issue is not going to work in its current form. The 35 coups is too much of an exaggeration, and especially the part "killed your family" is infringing upon player autonomy in my opinion. Also, I see you have not updated the premise of the issue draft which is flawed at the moment. As I said earlier, I believe a thorough rewrite is needed to bring this to a workable state. I have already suggested 2 angles from which you can approach this.
