Today is a dark day for the trading cards market. One of the Titans of the game, Hardscrabble, just disappeared:

I remember his thousands offers and thousands asks for almost every card of the game, and now they are all gone, like tears in rain.
Also his cards are not counted any more in game, so I wanted to ask: if Hardscrabble comes back and restores his Nation, he comes back with his old full deck? I hope yes.

Yes; all CTEd nations maintain their decks until they revive (I am not unsure about DEATed nations though...)

For as much as the FAQ proclaim that "If your nation ceases to exist and you don't restore it, then eventually your bank and any cards you have collected will be deleted.", it doesn't actually appear to be a hard coded feature

A fellow cards player took the time to test: https://www.nationstates.net/page=dispatch/id=1272836

Even if a year has passed, all of your cards are still intact.

Your bids and asks, however, are not, for obvious reasons.

Ah I wondered who it was that just cte'd.
I saw lots of mystery Bids disappear from random low owner cards yesterday.
But because it just says "x could not afford a bid any more" I couldn't work out who it was that cte'd

Wow, if one of my nations with a ton of active bids CTE'd I would be very hesitant to redo the work :( .
Always sad ti see card players and/or card collections CTE :(
This is why I put a lot of energy and attention in keeping my nations alive.
