This thread takes place after the conclusion of The First Summit, in which a failed diplomatic attempt between Janpia and Southeast Marajarbia was attempted.

Some Days Prior to the Second Summit


The day in Liberty, the Capital City of the Confederacy, was rather drab and dreary. Overcast clouds and rain were the forecast for the day and it had not let up a single minute since it started earlier in the morning before sunrise. This was usual for the city, especially during the waning months of Summer entering Fall. The gentle pitter patter of the rain droplets on the window added a sense of calm to the otherwise tense briefing room inside the Confederate White House. The Presidential Briefing Room, like most of the old building, had been renovated recently during the 16th Presidents time in power. It was further renovated when President Canisilus assumed power, adding a few more non-human comforts that were sorely needed for the diversified era that Anagonia had entered upon his election. The modern renovations over the terms of the two Presidents also included additions of modern technology, which the Presidential Briefing Room had been one of the recipients of.

President Mileethus Canisilus did not, however, ponder on the rooms contents. He did not look at the varied flatscreen monitors embedded in the walls for the purpose of properly conveying multitudes of information. He did not look at the central meeting table with its modern displays, texture, and fittings meant to provide for the users as they conveyed information. He did not look at the flags in the corners of the room, nor the plants, nor the chairs, nor the textures or even drapes of the windows. He instead stood at one of the windows looking out of the Briefing Room, out onto the front lawn of the Confederate White House, watching through a gap between two Arborvitae plants as the traffic came to a halt and resumed each time a traffic light turned red. The rain clouded the window and his breath added to the mist each time he released it, though his mind did not register it. His eyes bore down his snout, out the window, as one clawed hand rested across his chest and supported the other shoulder as that claw rested under his chin.

It was a day of ponderings, of bad tiding and possible opportunities.

"And they just....walked out?"

The Presidents question was answered in silence, at first. Only the sound of nervous shuffling in the meeting room interrupted it. Those present were the usual high level officials; Chief Admiral Dave Evans representing the Military, Major General Lucias Zoilu representing the Confederate National Intelligence Agency, Chief Secretary Forest Patton representing the Department of the Confederate States, and Vice President Franklin Johnson who was the 16th President of the Confederate States until his defeat with the current President.

Dave was all but the defacto Chief General, but refused to take the title, leaving the President in an ongoing crisis politically as to choose the successor to the now-deceased Chief General Elliot Armstrong. He was a reliable man, if a tad bit headstrong, but his heart was in the right place. He preferred to have staff conduct interviews with the press which irked the President a tad. When he did conduct interviews, it was usually over superficial matters and nothing more. He had all but remained quiet during the meeting, only giving the required information, and was the only one who didn't shuffle nervously in his seat. He looked on at the President with some disregard, though nothing unprofessional. He remained silent as the Vice President spoke up.

"I think your plan for Janpia has hit a roadblock, Mil," he stated. The only one present allowed to use nicknames due to the close friendship between the two. "I'll continue to vouch for you, but this will be a political hit. You've used a lot of resources for this."

There was silence in the room again. The President gave a passing glance towards his Vice President, the two exchanging that glance briefly before Mileethus looked back out the window. He tapped his chin, remaining silent.

"I tried," Forest spoke up then. "I'm sorry, sir."

"You did nothing wrong Mr. Patton," the towering Komodren assured. He stood at least two feet taller than most present, being a lizard humanoid. "Your results have been nothing but fantastic and I think, to be fair, I put you in a place you shouldn't of been."

"Sir?"

Another moment of silence. The President turned and returned to his seat at the meeting table. He gave a sigh as he rested back in the chair, now suitable for one of his build and bulk. The previous chairs made no accommodations for tails. Recent updates to their designs made them suitable for both non-humans and humans now. He looked to his Chief Secretary.

"I think I need to go there myself and sort this out," he clarified.

"That is not recommended, Mr. President," Dave finally spoke up. All heads turned to him, except the Presidents. "Even though we're at the cusps ends of this situation with these Scandin terrorists in our borders, there's a high likelihood that some cell remains active. They could find out about your travel. You could be targeted."

"That's not likely," Lucias spoke up. He was also a Komodren, though somewhat smaller in stature to the President. "Our sources indicate they've all been eradicated. It's over. If the President wants to move about, he should be safe to do so."

Both the Major General and Chief Admiral shared a glance but said nothing more in manner of retort to one another.

Mileethus looked at Dave. "Can the Exeter be utilized for a formal meeting?"

It wasn't so much as a question as it was an order. Dave gave a nod. "I can make the arrangements," he assured. "Just give the word, sir."

Simple. Direct. Polite and Professional. Mileethus inwardly seethed at his Chief Admiral. He would make an excellent Chief General. It was why he had refused to go about the process of selection for so long. As Commander in Chief, the military didn't question his decision to halt the process. Were those high-level officers irked somewhat by his decision? Absolutely they were. But they, like Dave, all knew who their Supreme Commander was. They had all hoped the Chief Admiral would have caved months ago. He hadn't. The President and the Chief Admiral shared a look. Dave held it for as long as he could before looking away, down at his hands on the desk. The President relented and gave a nod.

"Make the arrangements," he said, looking to Franklin then. "Mind taking care of business while I'm away from home?"

"You know I will," Franklin replied, smiling.

To whom it may concern,

The President of the Confederate States is traveling to the CSS Exeter, currently in the territorial waters off Janpia conducting maritime trade protection patrols. The Nimitz-class Supercarrier will be utilized as a neutral and protected diplomatic area to conduct an emergency meeting. We ask both your leaders, or representatives thereof, attend. This meeting concerns the fate of future relations between the nations of Anagonia and Janpia, as well as Anagonia and its relation with the KTO. Additionally, it is the hopes of the President to establish and formalize a previously refused trade agreement and utilize the nation of Yitanka as the necessary third member-state of the agreement.

The President will be waiting for your arrival once you receive this message.

The C-2A Greyhound touched down on the carrier deck with little applause. The ships flight deck crew were professional as they guided the transport plane to its holding area, the deck still active with departing and arriving fighter craft return from and beginning patrols. The President was greeted by an Aircraft Director before being handed off to the escort of the ships Marines. He was quickly guided into the tower, where the ships Captain met him personally.

"Mr. President!" Captain Chapayev Leonidovich greeted, the Rudavian man was all but pleasantly surprised to greet his Commander in Chief. "An honor to have you on board. The crew is excited to greet you, if you'd allow."

"Of course!" the Komodren replied back, having to duck underneath the doorframe. His body build wasn't designed for this type of ship.

An hour passed where the President acquainted himself with the crew. Those still on duty had to wait till off duty to greet their Commander in Chief. By the end of the following day, Mileethus had made sure to either meet personnel directly or conduct meetings in the Mess Hall. He was a man of his people, which included very much the Military and its servicemembers. All Anagonians were Military at some point in their lives, having the mandatory requirement. Save for a few like Mileethus himself who had the option of it. By the end of it all, the President had situated himself in the onboard stateroom. There was an adjacent meeting room, specific for events such as these, that would be utilized for the affair if the other leaders decided to attend. If they didn't, it wouldn't have all been a waste. He at least got to personally greet those on the front lines so far from home.

Given the location and the members of the upcoming summit, the Ministry of International Communications Commissar, Dakiso Sklavat, arrives in a MH-2N helicopter after a flight from the Seinisch naval base. He is wearing a black suit, the badge of the party, a black naval coat with his party ranks, and a military-like cap, which is only worn by the commissars. The helicopter presented its Janpian tag to the IFF sensors, before approaching the carrier. As it guide itself and lands, Commissar Dakiso removed and left his coat at the helicopter, and proceeded under the guidance of the carrier crew.

Commissar Dakiso:"CSS Exeter I see. A very impressive ship"

Commissar Dakiso would observe Naval Task Force Exeter as it sailed in his nations waters, welcomed previously by the Janpian government which still stood till the present. The Confederacy-class Fast Battleships CSS Empire and CSS Confederation were the most prominent ship to observe upon approach, protecting either side of the Nimitz-class Supercarrier at the center of the task force. In front of the carrier and far enough away was the Edmond Goff-class Guided Missile Destroyer CSS Megan Vilma Mueller, screen for threats ahead of the fleet. To the sides and forming a perimeter was two Spruance-class Destroyers (CSS Yorksville and CSS Abletown) and four Andrew Shane-class Guided Missile Frigates; CSS Fortress Ostiv, CSS Liberty Castle, CSS Stewart Greene, and CSS Robert Leeson. Forming up the protection to the rear of the fleet were two Nightveil-class Guided Missile Frigates, the CSS Thomas C. Doom and the CSS Fallen Wind.

The Janpian MH-2N helicopter would be guided in by the Air Boss of the CSS Exeter, which sailed at the direct center of the fleet. Other aircraft would have time to land and take off before the helicopter began approach, the flight deck in a continuous and repeating cycle that had been drilled hard into the deck crew and pilots of the aircraft carrier. Upon landing, the MH-2N would be taxied and secured on the deck as the visiting dignitaries ride, the flight deck crew providing a courtesy as directed by the ships Captain by refueling and providing a screening of the helicopter for any visible damages.

After the flight deck crew finished settling the helicopter and a member of the crew opened the sliding panel door, a Confederate Marine was the first to greet Commissar Dakiso after he relinquished his jacket into his ride.

"Welcome to the CSS Exeter, Commissar! Please follow me!"

It would be a short, directed line between the helicopter and tower. This was done to prevent any mishaps from the operations of the flight deck endangering their guests by ensuring their visitors followed a safe, directed line to the interior of the ship. Once there, the first one they would meet would the Captain. He would extend his hand briefly in greeting.

"Welcome aboard my ship, Commissar Dakiso," the clearly Russian man greeted, his accent thick as he greeted a fellow communist. "It is a honor to have you on board. Come this way, the President is very eager to see you."

After an exchange of small talk, the Captain would direct the Commissar to the meeting room a few decks up on the tower. Once there, he would say his farewells - for the moment - and leave the Janpian official to the business of diplomacy.

The meeting room, behind the Stateroom which was the Presidents temporary residence on board, was comparatively larger than most rooms on board the Supercarrier. By official standards, it was spartan and small, made truly to a naval vessel. According to naval standards, it was quite luxurious and more than enough to provide for state and dignitary visits. Unlike most navy's, the Confederate Navy knew its presence counted as a diplomatic asset. It constructed within the majority of its capital ships staterooms and official meeting rooms for visiting representatives, diplomatic summits, and events. The Nimitz-class Supercarriers in the Confederate Navy were no exception, having been retrofitted long ago to include this rooms.

Upon entering, the Commissar would note that while it was spartan in texture and decoration, it did have a homely feel to it. Visible along the front wall, with a larger porthole showing off the flight deck, were three flags; the Anagonian in the center for ownership of vessel and room, with Janpian placed respectfully to the right to signify respect for the territory they were in, and the Yitankan on the left as honored guest. There were a few picture-frames visible with paintings of either important figures, the ship itself, or aircraft the ship housed. To the right of the room was a couch and miniature bar, which wasn't at all as astounding as it sounded to be. It was a simple table extension with provided drinks and foodstuffs, with a single crewman assigned with the task to act as butler for the duration of the meeting. The crewman, a visible Midshipman First Class by the rank pips, stood professionally and wore a dress uniform to compliment the attires of the diplomatic attendees. Upon inspection of the circular wooden-like table at the center of the room, there were provisions already laid out, complimenting the tastes of each dignitary. The table itself had, for the purpose of this meeting, three chairs with the remainder having been displaced temporarily.

The most prominent view of the entire room, however, was the Komodren who sat at the single chair at the front of the circular. His chair's back was faced towards the flags and porthole, while the front situated the lizard humanoid to gaze directly at Commissar Dakiso as he entered. He wore professional business attire, a two piece business suit, colored blue, with red handkerchief in the left pocket and an Anagonian flag pin on the right collar. He stood upon the entrance of the Commissar.

"Commissar Dakiso," the Komodren greeted, his voice surprisingly well-acquainted to the english language despite a slight gravel to the tone, "It is such a pleasure to formally greet someone from our friends in Janpia. I would like to first thank you for allowing us to have our military assets in your waters, as well as providing my crew with much needed resupply areas with the docking rights you granted us."

He towered above Dakiso at seven feet, his head having to angle down to prevent him from impacting the ceiling, but his composure was not threatening. He gestured towards the Midshipman.

"Midshipman First Class Andrews is here to help provide comfort and refreshments to our guests," he said, giving a nod to the navy crewmen who stood a bit straighter at the mention of his name.

"If you require anything, sirs, please do not hesitate to ask," the Midshipman offered in way of reply, returning to his vigil as he waited to be called.

The President nodded again before looking back to Dakiso. "Please, Commissar, take a seat on this side of the table if you'd like," the Komodren said motioning to the right side of the circular table with the single chair there. "We already have some Janpian-specific refreshments and appetizers laid out for you. Thank you so much for coming to this important diplomatic summit."

Having launched from the guided missile cruiser YSN Oyayi, a disarmed Ka-29TB lands on the deck of the Exeter. The door of the helicopter slides open, and Chairman Shinzu Taihau steps out with some difficulty. The man looks remarkably different from every photo and video of him that has been circulating. He is leaning heavily on a cane, his body shaking slightly, his movement slow and exhausted. His breathing seemed labored. Whatever health the media had portrayed him as having was now nothing more than a shattered illusion.

Identification was shown, confirming the Chairman's identity and that of his two bodyguard and his aides, and the Yitankans allowed themselves to be ushered in towards the meeting room.

Much like the Janpian helicopter, the Ka-29TB was guided in and landed in an appropriate spot. After being taxied into a safe parking area, right beside the Janpian MH-2N. Equal services were rendered to the Yitankan helicopter and a equally respectable reception was delivered to Chairman Shinzu Taihau. Captain Chapayev Leonidovich personally greeted the Chairman as well, expressing his admiration as well as appreciation. The Marine escorting the Chairman and his entourage offered assistance, but did not pressure the assistance. Instead, they were led to the meeting room. Once there, President Canisilus had just finished his greeting to the Commissar, turning his head to greet the Chairman.

"Chairman Taihau, thank you for coming," the Komodren greeted. "It is an equal honor to have you here. As I stated to Commissar Dakiso, the Midshipman to my side will provide refreshments to you should you require it. We also have a seat open for you."

The President gestured to the Chariman's left at the open seat, already having the appropriate refreshments with the recommended tastes of the Yitankan.

"Thank you both for attending Commissar Dakiso and Chairman Taihau," the Confederate President said after politely waiting for the Chairman to near his seat. Once the two were situated respectively, he sat himself in his own seat.

"Before I begin, is there any business I can help situate with either of you? Any business you have with Anagonia that needs attention other than the topic of the meeting today?"

"I can assure you our efforts are to maintain or establish stability throughout the world with the majority of our allies, friends, and partners across the globe. Trade is a vital part of civilization. Without it, the majority of what we've established as a society would crumble. I believe it is vital to establish and foster these relations to better acquaint ourselves with present and future international partners. As a nation, our most vital strategic asset is our line of trade. We take any action against it seriously as while it may at the time impact someone else, the ripple effects will inevitably impact Anagonia back home. It is my job to ensure that those ripples remain just that - ripples."

Commissar Dakiso was quite surprised when he saw the Komodren, seeing him towered above him. Not losing his composure, he greeted back in a friendly, yet formal manner, offering him a handshake

Commissar Dakiso:"Indeed it is nice to meet the head of state of the Anagonian Confederation. As I see, I believe my introduction won't be needed"

He says in a respectful manner as he lays back, put down his officer's cap to the table, and tries to drink the replenishment being offered. He paused for a minute as he simmers the taste, seeing how it captures the Gorihalo drink of the Hansichosa region

Commissar Dakiso:"My compliments to the Midshipman. The iced cold mix of sago pearls and cream taste authentic"

He smilingly says, as he is indeed quite amazed and appreciative to how the crew of the CSS Exeter to put up accommodations. Indeed just putting up the palette must've required effort to do so. Putting the cup down, he sits back, and answers to the Confederate President

Commissar Dakiso:"I believe that there's not much topics or situation regarding with the Confederate states of Anagonia, other than the topic of today's meeting"

Midshipman First Class Nicholas Andrews gave a curt bow of his head in appreciation to the Commissar, particularly for the compliment given. Before the meeting had even been appropriately planned, the Nicholas had acquainted himself with local traditions and customs of the Janpian homeland - particularly ones that excited the flavor and provided a more intense comfort. It took quite a bit of research, but he settled on a drink for the expected Janpian Representative to be from a region of their country popular with flavor. He didn't quite grasp if he had chosen correctly on the grounds of a comfort drink, but by the expression on the Commissar's face he had chosen well by looking further into the traditions of the people from the Hansichosa Region. The Gorihalo drink had been expressed to be a rather difficult one to duplicate and he had taken a personal challenge to do so.

"Thank you, sir, for your compliments," the Midshipman offered as he remained at his position. "The crew and I worked hard to properly accommodate our guests. We hope you find satisfaction in our results."

The last part the Midshipman had stated in the Janpian dialect. He hoped it was appropriate and respectful, seeing as it was stated to be a particularly respectful statement in Janpian culture. He simply bowed his head again respectfully and resumed his watch, waiting to be called.

The President gave a genuine smile of appreciation towards the Midshipman before resuming his glance at the two at the table. He turned his attention to the Commissar.

"Thank you for your kind words, Commissar," Mileethus said, giving a smile - or what passed for one for his species. "It is good to hear we do not have any other business to attend to, so I will get straight into business if it pleases both the Chairman and yourself. My first order of business is, in fact, with your country, Commissar."

He looked to his side. Midshipman Andrews was quick to respond as he opened a small cabinet along the bar with visible folders inside. He grabbed the correct one and went to the Presidents side, offering it. Mileethus took it with a word of thanks before Nicholas resumed his vigil at the bar. Flipping open the folder, the President shifted through some papers before producing three. He handed one to the Chairman out of respect, so as to not leave the Chairman unawares of the current line of conversation. The next he handed to the Commissar, and the last to himself. He closed the folder, which had no label but the seal of Anagonia, and looked to the Commissar.

"Commissar Dakiso, what that paper details is our strategic plan for the area surrounding the United Revolutionary States," the President said. "You'll no doubt read this yourself, but to clarify some points being listed, I'd like to go over them with you. My first order of business as President of the Confederacy for this meeting is to ensure that our interests are not falling out of line with yours. Janpia has quickly become a very vital, strategic partner in an area of the world we have little influence or capability in. We can, if we wished, extend our resupply and logistics this far out, but it would cost double the amount than having a nation granting us docking rights and - perhaps - basing rights. Your country is situated perfectly, along a direct line from where Janpia is now to where Anagonia is in the Gholgoth Region of the world. It is a few days trek, to be truthful, but if we were permitted continual and guaranteed docking rights, or if we were permitted to construct our own naval base on your land or a piece of island near your mainland, our capability to extend our naval reach to protect international trade would be extended and the cost of such operations significantly lowered.

As you can read in the paper I handed you, it gives a list of reasons as to why Janpia is both situated perfectly and is at the best possible center for a possible base of operations for our Navy. While only two low-end trade routes from Anagonia go through your waters, there is a significant number of other, more important international trade routes that pass near or directly through your country. By tapping into these routes my nation can ensure stability and economic prosperity for my people. Additionally, the route directly from Anagonia to Janpia can be utilized as a primary shipping route where we could utilize your country as a hub and you could utilize ours as a hub for our unique trade routes. I believe if we were to discuss this possibility together, we could come to terms on a unique opportunity for both our nations.

Therefore, as listed, my proposal is a joint military naval base agreement. You place one on our shores, and we on yours, and that way we can both extend the reach of our navies to protect the vital trade routes we can establish at this meeting today."

As the Midshipman finishes his sentence, Commissar Dakiso was delighted from his efforts and gave a small applause knowing that someone took effort to prepare and research the drink, making it fine and perfect. Indeed the first impression already gave him a positive remark. Going into business, Dakiso was handed out with a folder and slowly checked its contents, all while listening to Anagonian President's summary. Once he was finished, he maintains the folder in his hands and replied.

However, I would like to note that the Union of Party Members Committee (UPMC) wouldn't like the proposal - or more specifically, the proposed Anagonian military base ownership due to various reasons. As based on the current political dynamics from this past few months, I can only say that they will view this as foreign military subjugation in Janpian soil, while some may view it as colonialism. So in my honest opinion, I can say that an Anagonian military base at Janpia may be challenging to say - impossible at the very least. However-"

Commissar Dakiso:"If I may suggest, I propose for a long term docking rights payment which includes everything as I have stated, in which a single payment will be covered of up to 30 to 50 years, which can be reapplied again after negotiations. Not only this wouldn't go into conflict with the UPMC, but also provide a proper maintenance and presence that the Confederate wishes. However, I believe that a condition must also be set that the same would apply to us for this matter"

"I believe this is an excellent compromise," Mileethus stated, genuinely pleased. "I was not expecting much leeway in the manner of Janpian diplomacy here today. I can say I am pleasantly wrong, I do apologize. I would enjoy to set up this treaty and purchase an extended agreement to utilize your full facilities. That would help us with rearming and repairing our fleet, as well as refueling as drydocking if you have such a facility on loan. Would we be able to station troops there, in that case, as well? Would they be tended to instead by your people? That's the only two legitimate questions I have. Additionally, we can discuss a similar arrangement for our shores if you're interested in that?"

The President turned to Chairman Taihau.

"But while we are on this topic, I would like to propose-" the Chairman started to say before interrupting himself by coughing into a handkerchief. Taking a few shaky gulps of water, he continued, "My apologies. I would like to offer both Janpia and Anagonia the rights to build a jointly controlled and operated port along Yitanka's Arctic coast. We only request that at least 55% of the workforce be made up of Yitankan citizens and that said rights will last 50 years, after which the agreement can either be renewed or the port can be returned to Yitanka. Otherwise the port and surrounding land, which we can figure out the dimensions of later after assessing the land and what needs both your nations will have in such a port, will be entirely under the joint jurisdiction of Janpia and Anagonia."

Mileethus nodded towards the Chairman, politely ignoring his coughing fit and not displaying any recognition of it. The Midshipman refilled his water dutifully before returning to their post.

"I think this is an excellent start to an offer, possibly a treaty in the works here," the President said after the Chairman made his proposal. "If I may work on your offer, with respect, Chairman Taihau? I would propose that something similar be in the works for all of us. Something we three can universally work with. Your proposal is a fantastic example of a sharing agreement that not only provides benefit to our economies and local work forces, but also provides each of us an opportunity to work closely together. Chairman Taihau, Commissar Dakiso, with respect to the issues we've discussed and also the limitations, perhaps a joint naval basing rights agreement is in order? It could be uniquely tailored to each of our needs. For example, for Janpia, due to their limitations, we could agree to pay for a loan on a naval base of their construction. In the case of Yitanka, we could arrange your requested proposal, Chairman."

He wrote a few things down quickly on a notepad he produced from inside his two-piece. After a moment, he tapped his chin with his pen, looking to both the Chairman and Commissar.

"Alternatively," he proposed, "we could base this agreement entirely on what the Chairman has so generously proposed here today. Commissar Dakiso, would your nation be open to also providing such an agreement? If this is the case, I can have Anagonia provide a similar arrangement, and we can more easily draft an agreement between us three that bases itself off the generosity of the Chairman and Yitanka."

We still need space for a naval headquarters and other necessary facilities on the port, so limitations is indeed necessary. The port facilities will be tended by the respective unions in charge of course. Though I believe the Revolutionary Council would also like a similar agreement on Anagonian shores."

Mileethus smiled as he produced a paper on the table. The Midshipman was quick to approach, gathering the two other sheets and handing them to both the Commissar and Chairman. Mileethus nodded to the two.

"This is a reworked trade agreement treaty that went broke a few days ago," the President explained. "I've reworked some critical parts and added a few pieces. I think this can work for a generalized trade agreement between our nations. After we deliberate this, I can move on to forming the military agreement we discussed. What do you both think?"




The Trilateral Trade Association Accord


On this day, September 22nd, 106 AUR, has the nations of the Confederate States of Anagonia, the United Revolutionary States of Janpia, and the People's Republic of Yitanka come into terms concerning issues pertaining to trade and commerce. Henceforth these are the agreed upon terms of compliance for this Accord:

1.) Anagonia, Yitanka, and Janpia shall be classified as the founding members of the Trilateral Trade Association (TTA) and shall contribute 1% of an agreed-upon amount of funding to appropriately fund the formation, management, supervision, and operation of the TTA as an independent and unbiased entity. Funds provided shall go to payment of staff, which shall consist staff of equal portion applicable each member-nation within the TTA.

Upon the act of the Chairman signing his document, President Canisilus signed his. Midshipman First Class Andrews was careful to transfer the papers around between the Commissar, the Chairman, and the President in a circle. Both the Chairman and the President signed all three documents by the end of the rotation, leaving a single document in front of the Commissar to be signed. That such taxes, tariffs, fees, and trades or therefore any amount of currency gained as fees in the process of the act of commerce or trade shall not violate an unfair and biased proportion as determined by the TTA. That such transactions overseen and preformed by the TTA shall be monitored, fairly initiated, fairly concluded, with the funds and accumulated fees thereof fairly distributed to relevant member-nations after such conclusion of commerce or trade.
--3a.) The TTA shall oversee the distribution of goods, in the manner of trade and/or commerce, that may be fairly taxed, if such trade consists of bartering for goods. Bartering shall therefore be defined as "exchange (goods or services) for other goods or services without using money", that therefore upon such agreed upon barter that such goods may be traded fairly and equitably, insofar as to be advantageous for both parties undertaking the bartering process. That the process of taxing said act of bartering may be paid in goods bartered instead of currency.

Taxes and tariffs to fair and equitable commerce and trade, as understood by this Accord, may alternatively be paid by an agreed-upon item, currency, or therefore anything agreed upon so long as such agreement is fair and equitable to both parties commencing and concluding said commerce and trade. That therefore the TTA shall be required to oversee and ensure the fair process of commerce and trade if such transactions as described take place.

4.) That therefore this Accord of the Trilateral Trade Association shall be made open to additional member-nations upon agreement of the original founding members and ratification of this Accord. That such new member-nations shall additionally fall under the jurisdiction of the articles listed in this Accord including but not limited to be required to provide 1% of an agreed upon fund to fund the TTA as a whole. That additional member-nations may be added by agreement of the original founding member-nations of this Accord. That staff of the newly added member-nations may also be fairly and equally represented in the TTA as applicable by this Accord. That newly added member-nations shall also fall under the protections and responsibilities of this Accord.

5.) That all member-nations, upon agreement, may ratify this Accord to add or detract articles of jurisdiction and enforcement as necessary for the continuation of the Trilateral Trade Association. That all member-nations, at any time, with a fair vote and voice, may dissolve the responsibilities and enforcement of this Accord should it no longer be necessary for the economic prosperity of all member-nations involved.
--5a.) Member-Nations of the TTA may convene directly, in person, or thereby any long-distance method of communication deemed fair to represent the words and intentions of Member-Nations of the TTA so as to properly allow voting and representation. That such alternative methods of direct or indirect council among Member-Nations shall be recognized as legal and justified by this Accord.

6.) That therefore any newly added member-nations shall have their representatives name added to this Accord to be applicable to the provisions and articles of this Accord. That therefore any member-nations concluded either voluntarily or by determination of a majority of member-nations to be out of agreement of this Accord shall have their representatives struck out as null and void to longer be applicable to the provisions and articles of this Accord. That with the exclusion of the founding member-nations of this Accord, any newly added member-nations may be struck out as null and void of found in violation of the provisions and articles of this Accord by majority decision of this Accords founding member-nations.
--6a.) The Trilateral Trade Association Accord shall be ratified to include the name and representative of the new Member-Nation, having been accepted by majority vote of participating Member-Nations, and shall be fairly represented on the pages of this Accord after such acceptance.
--6b.) If there exist such Member-Nation of the TTA found in violation of the laws of this Accord as presented or therefore the fair trade among Member-Nations by majority vote, they shall then be required to pay a fine according to the agreed-upon terms of legal Member-Nations of the TTA, that such fine may be paid instead of outright ejection or removal from the TTA.

7.) That therefore the funds distributed for the proper functioning of the TTA, as required by this Accord of all member-nations, may also be utilized by the TTA for but not limited to the following:
-Acquisition of assets to assist the functioning of the TTA such as office supplies, computerized assets, vehicles, aircraft, office spaces.
-Anything agreed upon by the TTA to assist with its proper functioning, up to the limit that such assets or property acquired shall not be utilized for a military purpose.
-Maintenance of property and assets as required for proper functioning.
-Fair and equitable funding of all staff and persons utilized in the process of TTA operations.

8.) The TTA shall not acquire assets that over-extend the provisional monetary supply of funding from member-nations. That the TTA shall fairly and sensibly utilize said funding and maintain a positive flow. That at no time shall any acquisition gained by the TTA for its proper functioning be utilized against the sovereign national interests of any member-nation of this Accord, in any capacity, for any reason.

9.) All Member-Nations of this The Trilateral Trade Association Accord shall hereby agree, by signing of this Accord, to contribute a military presence to the protection of trade and commerce of all TTA Member-Nation traffic passing through their territory whether by land, sea, or air. That such military presence must be made known to the operators of the specific commerce or trade route, regardless of route, and that the military protection must escort or thereby be nearby and under a state of readiness to provide assistance to traversing TTA commerce or trade traffic until such traffic leaves the Member-Nations territorial claims.

Midshipman Andrews was quick to -politely - acquire all three Accord papers and go about his duty of making two copies of each. The originals were returned to each individual representative, as well as two copies of each for record-keeping. The Midshipman handed these out appropriately, never forgetting whose original paper belonged to who and distributing the copies evenly. Once that was done, he refilled drinks as required and stood back at his post. The bulkhead door opened briefly, a Marine peeking in.

"All is well?" asked the Confederate Marine to the Midshipman.

"All is well," replied Andrews, giving a firm nod.

Assured that the extra noise was none other than standard business, the Marine returned to his posting outside and closed the door. It was standard to check in if something seemed way out normalcy. A copier would do that on a navy ship.

Once everything settled, the President looked between both the Chairman and Commissar.

"I can state very clearly that Anagonia is very pleased to be working with two fine trading partners as your nations," he said, giving a nod to both. "Our next order of business is the military land lease we discussed. Let me type something up quickly. I think it'll work for this situation."

Nodding to the Midshipman, Andrews produced the Presidents laptop for him to use briefly. After a moment the President finished his edits and fixes, handing it back to the Midshipman who made print-outs. He handed the Chairman and Commissar one, then the President.

"How is this?" asked Mileethus, looking between the two. "I fixed a few errors that we missed and added in a few things."




The Trilateral Military Land Lease Accord


On this day, September 22nd, 106 AUR, has the nations of the Confederate States of Anagonia, the United Revolutionary States of Janpia, and the Soviet Socialist Republic of Yitanka come into terms concerning Military Land Leasing for the benefits of Mutual Protection, Non-Aggression, and Trade Protection. That such establishment of a Military Land Lease shall promote further positive relations, encourage military cooperation through more readily available joint exercises, and establish a friendship through mutual protection. Henceforth these are the agreed upon terms of compliance for this Accord:

1.) Anagonia, Yitanka, and Janpia shall be classified as the founding members of the Trilateral Military Land Lease Accord (TMLLA) and shall agree by the signing of this Accord to a standardized fee for leasing of military outposts. Participants of the TMLLA agree that the military outposts, once territory has been leased, shall be established as sovereign territory of the military that inhabits the land utilizing the outpost. That such military outpost must maintain standardized and good payments to be in compliance with this accord and be allowed to maintain such sovereign overseas territory.
-- 1a.) Member-Nations of the TMLLA may establish the following types of Military Outposts: Naval, Land, Air, Sea. That such Military Outpost must be maintained in good condition and that such nation establishing a Military Outpost must tend to the land given to it under the agreement of the lease and maintain the land to promote healthy environments and foster positive relations between leaser and leasee.
-- 1b.) Leaser shall be defined as the Member-Nation leasing the land to another Member-Nation for Military Use. Leasee shall be defined as the nation having the territory leased to them by the host Member-Nation for an agreed upon payment and price.

2.) Anagonia, Yitanka, and Janpia shall be classified as the Founding Member-Nations of the TMLLA. By their decision shall other nations be allowed to join this Accord. Any further nation, having been voted approved by majority of the Founding Member-Nations, shall be required to comply with the rules and articles of this Accord including the act of payments to continue to have the right of sovereign territory of overseas military outposts.
-- 2a.) The Founding Member-Nations of the TMLLA may convene directly, in person, or thereby any long-distance method of communication deemed fair to represent the words and intentions of Member-Nations to alter or change the articles and rules of the TMLLA through Majority Agreement. That no nation that is not recognized as a Founding Member-Nation shall be allowed to discuss, alter, change, or thereby be allowed to vote on such alterations to the TMLLA.

3.) Member-Nations of the TMLLA may pay their Leaser Member-Nation in an appropriate currency or exchange such services through barter or trade, that such agreement must be agreed upon and acceptable, and that payment in either method shall be allowed by the terms and conditions understood by this Accord according to an agreement between Leaser and Leasee.
-- 3a.) Payment through Barter shall only be accepted if such payment has been requested or accepted by the Leaser nation. The Leaser nation shall define the method of payment required to lease land to the Leaser. Failure of payment shall void all services rendered and expel the Leasee Military from the Leaser Sovereign Territory.
-- 3b.) Failure of payment shall be defined as a failure to pay by an agreed upon time, date, circumstance, situation, or event as agreed upon by Leaser and Leasee. Failure of payment shall not immediately lead to expulsion should the Leaser and Leasee already have agreed upon such delay per the terms of their agreement. This Accord shall not infringe on any agreement made between Member-Nations concerning Land Lease should such terms be agreed upon by both Member-Nations, be understood and consented to, and be in good standing between Leaser and Leasee.

4.) The Member-Nations of the TMLLA Leasing the land shall not be allowed to preform inspections on the Leasee's Leased Territory without a Thirty-Day(30) notice in advance of such inspection.
-- 4a.) In the event of expulsion of Leasee from Leaser Territory, the Leaser Member-Nation must provide the Leasee Member-Nation a Sixty-Day(60) notice in advance of such expulsion in which time the first Thirty-Days(30) shall be permitted and recognized as a Grace Period for the Leasee to pay in full all required funds to abide by the Leaser's terms and conditions of Land Lease. If such payment, made in full and during such Grace Period, is paid in full, expulsion shall not be permitted by the terms, agreements, conditions, and articles understood by the TMLLA.

5.) The Member-Nations of the TMLLA utilizing territory leased to them as understood by this Accord shall not utilize their leased territory for the purpose of covert operations, secret actions, or thereby any military operation that shall be considered clandestine or prohibits dialogue on the subject thereof to the Leaser Member-Nation.
-- 5a.) The exception to article 5 shall be that if Leaser and Leasee agree to such clandestine actions in advance, then such actions shall be permitted and Article 5 shall not apply per the terms of agreement between Leaser and Leasee.
-- 5b.) Member-Nations of the TMLAA shall be in compliance with Article 5 of this Accord if the Leasee notifies the Leaser in advance of such secret or clandestine actions and thereby has such actions approved by the Leaser. The Leasee must provide all required information requested by the Leaser to be in compliance with Article 5.
-- 5c.) Leasee Member-Nations of the TMLLA found in violation of Article 5 shall be required to pay a penalty fee that shall be defined by the Leaser Member-Nation, that shall be no less than D$1 Million Denars or currency equivalent. Three or more such violations shall be grounds for expulsion from the TMLLA, the rights and permissions granted therein, and the forceful termination of violating units or individuals.

6.) Member-Nations of the TMLLA shall define between themselves the purpose and utilization of territory leased, that such agreement shall fall under the protections of this Accord and the requirements therein. That such agreements between Member-Nations of the TMLLA shall be recognized as agreements between Leaser and Leasee, regardless of payment defined or purpose of Land Lease.
-- 6a.) Member-Nations of the TMLLA may define between themselves the time between payments, that if such payment schedule be agreed upon that it shall additionally fall under the protections and rights granted by this Accord.

7.) Any agreement established between Member-Nations of the TMLLA, having been defined in such regard as to the purpose of Land Leasing, shall have those agreements protected under the rights and protections of this Accord. That such violations of those agreements shall equal to violations as defined by this Accord. That such violations must be paid or come into compliance according to both agreement between Member-Nations of the TMLLA and terms of violation compliance and/or payment as defined by this Accord.

8.) Leasee Member-Nations of the TMLLA may not utilize their Land Lease to stage a preliminary beachhead for the purposes of invading the Leaser, regardless of disagreement diplomatically or internationally, and may only utilize their Land Lease for purpose of mutual cooperation and mutual protection.
-- 8a.) Leasee Member-Nations of the TMLLA found in violation of Article 8 of this Accord will be expulsed from membership to this Accord and to its rights and protections as defined by this Accord. That such Member-Nations in compliance of the TMLLA shall be required assist militarily and through force the violated Leaser Member-Nation to repel any aggression by the expulsed aggressor nation and assist removal of expulsed aggressor nation.

The Trilateral Trade Association Accord

Funds provided shall go to payment of staff, which shall consist staff of equal portion applicable each member-nation within the TTA.

2.) The responsibility of the TTA shall be to oversee the fair acts of commerce and trade between member-nations. That therefore staff of the TTA with the responsibility thereof shall use their best, unbiased judgement to fairly monitor and advise trade routes between member-nations of the TTA. That the Confederate States of Anagonia shall be utilized as an unbiased third-party trade and redistribution point upon which trades between member-nations may be accumulated and thereupon a resource or item of trade or commerce of equal or needed value may be redistributed in the process of said fair and unbiased trade and commerce in return for the original appropriated item of trade or commerce. That such redistribution of trade and commerce shall not constitute an unfair taxation, tariff, or fee in the process of redistribution.
--2a.) Other founding Member-Nations of the TTA, so recognized by Article 1 of this Accord, may be utilized at any time as an unbiased third-party as described in Article 2 of this Accord. This responsibility of third-party arbitration of trade and commerce shall only be allowed to the founding members of this Accord.

Taking his copy of the next drafted agreement, Chairman Taihau studied the print out before. The focus he was committing to this agreement broke through his sickly countenance, as if the sheer willpower he had mustered was making him temporarily healthier. But in his focus, he moved ever slower across the fine print. Any missed clause here would bring more harm to Yitanka than the TTA Accord could, and so every precaution was taken.

As he happened upon a line or terms of even slightly dubious usage, he swiftly marked it with his pen. The annotations were many, and after a third pass through the accord the Chairman began to confer with his own staff over every marking he made. Going point-by-point through each note was a fairly quick process, save for one such note which seemed to tie the Yitankans up in a long and drawn out discussion. Finally, once everything had been settled amongst them, Chairman Taihau turned back to give his thoughts on the proposal.

"So far everything in this accord seems manageable," he said with a nod. "However, I'd like some clarification on Article 4, Subsection A. The way this is worded leads me to believe that an expulsion for any reason can be prevented by simply paying a fee in a timely manner, even if payment isn't the issue at hand. I understand there needs to be some level of precaution to prevent the Lender from evicting the Lendee without proper cause, but it seems like Article 4, Subsection A is very open to abuse by the potential Lendee. If I understand this correctly, of course."

I only just noticed this, but the pretitle for Yitanka in both agreements is listed as "the People's Republic of". The actual pretitle is "the Soviet Socialist Republic of". My account simply isn't old enough to reflect this on my NS page yet. I will delete this note if/when corrections are made to declutter the thread. My apologies for not seeing and addressing this sooner.

I only just noticed this, but the pretitle for Yitanka in both agreements is listed as "the People's Republic of". The actual pretitle is "the Soviet Socialist Republic of". My account simply isn't old enough to reflect this on my NS page yet. I will delete this note if/when corrections are made to declutter the thread. My apologies for not seeing and addressing this sooner.

Sorry about that! I redid all mentions of your pretitle for Yitanka in my last post, making it seem like the President fixed that oversight with some added dialogue from him. If you want me to go back further I will! I apologize! You're not cluttering anything!

I also edited the final version of the signed TTA to have your pretitle as well. I can edit posts before that if you wish to clarify if that's necessary.

"I see the confusion. That's my mistake. Let me correct it."

Once the President had finished adding in edits, new copies of the TMLLA were produced. The Midshipman dutifully handed these out as well.

"I've added in some further terms and conditions to Article 4," the President pointed out, "under subsection B. I've also clarified subsection A. I'm very happy you found these issues, Chairman. Perhaps we can continue to work to spot further issues that need to be addressed?"

Mileethus smiled, then added, "I also noted we made a mistake on the pretitle of your nation. I've gone back and made sure the appropriate corrections were made, Chairman Taihau. My apologies for that mistake. It appears the final, signed version of the TTA Accord has the corrections applied, thankfully. Most of the mistakes were in the TMLLA, an oversight clearly on my part. I've made those corrections, as stated."




The Trilateral Military Land Lease Accord


On this day, September 22nd, 106 AUR, has the nations of the Confederate States of Anagonia, the United Revolutionary States of Janpia, and the Soviet Socialist Republic of Yitanka come into terms concerning Military Land Leasing for the benefits of Mutual Protection, Non-Aggression, and Trade Protection. That such establishment of a Military Land Lease shall promote further positive relations, encourage military cooperation through more readily available joint exercises, and establish a friendship through mutual protection. Henceforth these are the agreed upon terms of compliance for this Accord:

1.) Anagonia, Yitanka, and Janpia shall be classified as the founding members of the Trilateral Military Land Lease Accord (TMLLA) and shall agree by the signing of this Accord to a standardized fee for leasing of military outposts. Participants of the TMLLA agree that the military outposts, once territory has been leased, shall be established as sovereign territory of the military that inhabits the land utilizing the outpost. That such military outpost must maintain standardized and good payments to be in compliance with this accord and be allowed to maintain such sovereign overseas territory.
-- 1a.) Member-Nations of the TMLLA may establish the following types of Military Outposts: Naval, Land, Air, Sea. That such Military Outpost must be maintained in good condition and that such nation establishing a Military Outpost must tend to the land given to it under the agreement of the lease and maintain the land to promote healthy environments and foster positive relations between leaser and leasee.
-- 1b.) Leaser shall be defined as the Member-Nation leasing the land to another Member-Nation for Military Use. Leasee shall be defined as the nation having the territory leased to them by the host Member-Nation for an agreed upon payment and price.

2.) Anagonia, Yitanka, and Janpia shall be classified as the Founding Member-Nations of the TMLLA. By their decision shall other nations be allowed to join this Accord. Any further nation, having been voted approved by majority of the Founding Member-Nations, shall be required to comply with the rules and articles of this Accord including the act of payments to continue to have the right of sovereign territory of overseas military outposts.
-- 2a.) The Founding Member-Nations of the TMLLA may convene directly, in person, or thereby any long-distance method of communication deemed fair to represent the words and intentions of Member-Nations to alter or change the articles and rules of the TMLLA through Majority Agreement. That no nation that is not recognized as a Founding Member-Nation shall be allowed to discuss, alter, change, or thereby be allowed to vote on such alterations to the TMLLA.

3.) Member-Nations of the TMLLA may pay their Leaser Member-Nation in an appropriate currency or exchange such services through barter or trade, that such agreement must be agreed upon and acceptable, and that payment in either method shall be allowed by the terms and conditions understood by this Accord according to an agreement between Leaser and Leasee.
-- 3a.) Payment through Barter shall only be accepted if such payment has been requested or accepted by the Leaser nation. The Leaser nation shall define the method of payment required to lease land to the Leaser. Failure of payment shall void all services rendered and expel the Leasee Military from the Leaser Sovereign Territory.
-- 3b.) Failure of payment shall be defined as a failure to pay by an agreed upon time, date, circumstance, situation, or event as agreed upon by Leaser and Leasee. Failure of payment shall not immediately lead to expulsion should the Leaser and Leasee already have agreed upon such delay per the terms of their agreement. This Accord shall not infringe on any agreement made between Member-Nations concerning Land Lease should such terms be agreed upon by both Member-Nations, be understood and consented to, and be in good standing between Leaser and Leasee.

4.) The Member-Nations of the TMLLA Leasing the land shall not be allowed to preform inspections on the Leasee's Leased Territory without a Thirty-Day(30) notice in advance of such inspection.
-- 4a.) In the event of expulsion of Leasee from Leaser Territory due to lack of payment, the Leaser Member-Nation must provide the Leasee Member-Nation a Sixty-Day(60) notice in advance of such expulsion in which time the first Thirty-Days(30) shall be permitted and recognized as a Grace Period for the Leasee to pay in full all required funds to abide by the Leaser's terms and conditions of Land Lease. If such payment, made in full and during such Grace Period, is paid in full, expulsion shall not be permitted by the terms, agreements, conditions, and articles understood by the TMLLA.
-- 4b.) In the event of expulsion of Leasee from Leaser Territory for any reason other than payment, the Leaser Member-Nation must provide the Leasee Member-Nation a Sixty-Day(60) notice in advance of such expulsion. The Leasee nation must vacate the premises leased to them within and up to the Sixty-Day(60) period. The Leasee must also vacate all property owned by them and leave the premises in the condition in which it was first leased in. Leaser and Leasee may come to terms to avoid an expulsion, in which case the Leasee must abide by all agreed-upon terms. If the agreed-upon terms to prevent expulsion of the Leasee from Leaser Territory are violated then the conditions of expulsion shall reapply and the Sixty-Day(60) notice shall restart to allow Leasee an appropriate measure of time to withdrawal from Leaser Territory.

5.) The Member-Nations of the TMLLA utilizing territory leased to them as understood by this Accord shall not utilize their leased territory for the purpose of covert operations, secret actions, or thereby any military operation that shall be considered clandestine or prohibits dialogue on the subject thereof to the Leaser Member-Nation.
-- 5a.) The exception to article 5 shall be that if Leaser and Leasee agree to such clandestine actions in advance, then such actions shall be permitted and Article 5 shall not apply per the terms of agreement between Leaser and Leasee.
-- 5b.) Member-Nations of the TMLAA shall be in compliance with Article 5 of this Accord if the Leasee notifies the Leaser in advance of such secret or clandestine actions and thereby has such actions approved by the Leaser. The Leasee must provide all required information requested by the Leaser to be in compliance with Article 5.
-- 5c.) Leasee Member-Nations of the TMLLA found in violation of Article 5 shall be required to pay a penalty fee that shall be defined by the Leaser Member-Nation, that shall be no less than D$1 Million Denars or currency equivalent. Three or more such violations shall be grounds for expulsion from the TMLLA, the rights and permissions granted therein, and the forceful termination of violating units or individuals.

6.) Member-Nations of the TMLLA shall define between themselves the purpose and utilization of territory leased, that such agreement shall fall under the protections of this Accord and the requirements therein. That such agreements between Member-Nations of the TMLLA shall be recognized as agreements between Leaser and Leasee, regardless of payment defined or purpose of Land Lease.
-- 6a.) Member-Nations of the TMLLA may define between themselves the time between payments, that if such payment schedule be agreed upon that it shall additionally fall under the protections and rights granted by this Accord.

7.) Any agreement established between Member-Nations of the TMLLA, having been defined in such regard as to the purpose of Land Leasing, shall have those agreements protected under the rights and protections of this Accord. That such violations of those agreements shall equal to violations as defined by this Accord. That such violations must be paid or come into compliance according to both agreement between Member-Nations of the TMLLA and terms of violation compliance and/or payment as defined by this Accord.

8.) Leasee Member-Nations of the TMLLA may not utilize their Land Lease to stage a preliminary beachhead for the purposes of invading the Leaser, regardless of disagreement diplomatically or internationally, and may only utilize their Land Lease for purpose of mutual cooperation and mutual protection.
-- 8a.) Leasee Member-Nations of the TMLLA found in violation of Article 8 of this Accord will be expulsed from membership to this Accord and to its rights and protections as defined by this Accord. That such Member-Nations in compliance of the TMLLA shall be required assist militarily and through force the violated Leaser Member-Nation to repel any aggression by the expulsed aggressor nation and assist removal of expulsed aggressor nation.

The Midshipman once again repeated the rounds with the documents for each signatory present. Once all the documents had been sorted again in front of the representatives, the President gave a nod and signed his line. The cycle repeated, with the final wait for the Chairman.

"Is there any further edits we should address, Chairman?" asked Mileethus. "if not, then I think we have a wonderful Accord here."
