18th World Juniors Ice Hockey Championships - Signup Thread


After a long hiatus (1 RL year), the World Juniors return for ice hockey, as the sport's premier youth tournament is back for its 18th edition. Traditionally, the World Juniors are a national team ice hockey tournament, which is for players who are younger than 20 years old (which excludes players who are age 20).

This thread will primarily serve two purposes: players can sign up for World Juniors Ice Hockey Championships(referred to throughout this post as the 'World Juniors'), and prospective hosts can submit bids to host the competition. I am tentatively setting the following cut-off date for host bids, subject to adjustment based on numbers/when we get bids.

Host Bid Cutoff Date: Wednesday, August 17th, at 11:59 PM EDT.

As a further note regarding host bids- To be considered valid, host bids must contain (at a minimum) details relating to scorination and the format being used. Host bids should also mention whether or not they will use the ranks in the tournament(provided below). Below we have the past few successful World Cup of Hockey bids, so you know what bids for these hockey tournaments are looking like.

1) Sign-Ups
To sign up for the World Juniors, simply post in this thread stating your intention to participate. If you roleplay under a name different from your NationStates account name, please make a note of that in your post. Typically (although this is left to host discretion) nations that Cease-To-Exist (CTE) prior to the start of competition are removed from the sign-up lists; if your nation CTE's prior to the beginning of competition, you are advised to check on the status of your sign-up and, if necessary, sign back up.

1B) Puppet Policy
Each nation will be permitted to submit a second nation for participation as a puppet. To sign up a puppet nation, simply post a sign-up post with that nation as you would normally for a main nation, and note that you are signing up a puppet. Please note which main nation/account it is a puppet of. After this, post a confirmation with your main account/nation. Please note that, in the event that main nations wish to sign-up after a hard sign-up limit is reached, puppet nations are the first nations to be booted from sign-ups (apart from CTE'd nations) to make room for mains. Please also note that any additional puppet policy is at the discretion of the host.

    Format

    Single round robin group stage, with the top teams from each qualifying for a single elimination bracket. Because there are no ranks, I'd prefer a longer group stage to allow more time to build up RP bonus, and then a shorter knockout round, so if possible there will be just 2 groups, and the playoffs will begin at the quarterfinal stage, but this may be tweaked according to the final signup numbers.

    Scorination

    I will use Kelssek's modified HCL file. Style modifiers will be allowed in a ±4 range. There will be no ties. 3 points for a win in regulation, 2 points for an overtime/shootout win, 1 point for an overtime/shootout loss, 0 points for a loss in regulation. Points will be the first tiebreaker, followed by head-to-head result. If three or more teams are tied on points, the tie will be broken by creating a subgroup of them and ranking them by points in head-to-head matches; then by goal difference in head-to-head matches; then by result against the next-best team; then by result against the next-best team after that; finally by game-winning shot competition (OOC: a scorinated game between them); if after applying a tiebreaker only two teams remain, their head-to-head result is used.

    Experience

    I have hosted 1 previous edition of this tournament (the 7th, as Schutzenphalia and West Ruhntuhnkuhnland); not, in all honesty, a great tournament or spectacular hosting from me, but I can do better. I have hosted 5 editions of the main World Cup of Hockey (2 as Quintessence of Dust, 1 as Hannasea, 1 as SWR, and 1 as Græntfjall). I have also hosted a variety of other tournaments in various sports. I think a small tournament like this can comfortably be solo hosted but should anyone want to partner in a co-hosting bid I would consider it.

    Annoyingly, talking to someone reminded me of a holiday I'd completely forgotten about coming up, which would be smack in the middle of the hosting window for this. As I can't host it on holiday, and can't really ask the tournament to take a break and wait for me, I'm going to withdraw my host bid. Sorry!

    18th World Junior Hockey Championships ~ Delaclava

    Delaclava is a large "democratic" republic that enjoyed a long history in southeastern Atlantian Oceania before recently undergoing a groundbreaking terraformation onto the planet of Sonnel. Ice hockey has long been one of the more popular sports in the nation, driven by a variety of local cultures and playing styles. The Phoenixes have enjoyed limited success in the senior game, achieving the semifinals of World Cup of Hockey 16 and the final of Atlantian Oceania Hockey Championship 7. However, Delaclava invests heavily in the youth of the game, and have runners-up finishes in the last two World Junior Hockey Championships. In its first tournament hosted as a Sonnelian nation, Delaclava hopes to impart its passion for tomorrow's stars to the rest of the world.

    Format: As of the writing of this bid, there are 14 signups. If that stands, I will draw the teams into two groups of seven to play a single round robin, which takes place entirely within Delaclava. This will allow for a wider variety of opponents and for new RPers to get many chances to develop and score points before facing potential elimination. The top four teams in each group will advance to the quarterfinals, where they will be matched up A1vB4, A3vB2, A2vB3, A4vB1. The winners will advance to the semifinals and subsequently to the final. A third-place playoff will precede the final.

    If the field size reaches 16, 18, or even 20, the two-group structure will remain intact, although I may choose to employ a Round of 12 instead with the top two teams in each group receiving byes. If the field size improbably exceeds 20, I will introduce a third group and employ a Round of 12 to evenly draw the top four teams from each group.

    Games that are drawn at regulation will not proceed to overtime. Tiebreakers for the group stage are points (2 for a win, 1 for a draw, 0 for a loss), wins, overall goal difference, head-to-head points, head-to-head wins, head-to-head goal difference. A three-way tie or more is deemed broken when at least one team has been separated by a criterion; if a tie still exists, the tiebreakers will be applied in their entirety to that new tie. (Some may refer to this as "restarting" or "cycling back".)

    Role-play and Skill: The ranks will be used for seeding purposes only. RP bonus will be cumulative and non-degrading with a roster bonus worth up to three days of roleplay.

    Scorination: xkoranate 0.3.3, with the SQIS no-shootout formula and additive style modifiers in a ±5 range. I am familiar with the recent popular use of the modified HCL file, but I found through my experience hosting WJHC16 that the scoring levels of the SQIS formula were appropriate. I am open to discussion on the matter.

    Hosting Experience: In addition to the 16th edition of this tournament, Delaclava has hosted the 55th World Cup, 44th and 46th Cups of Harmony, 72nd Baptism of Fire, two International Basketball Championships, four World Bowls, and numerous minor tournaments.
