Knowing that Kyorgia has contributed massively to NationStates through its military prowess and distinguished regional services; and certain that such colossal contributions should not go unnoticed by this council,

Applauding Kyorgia's commitment to [region=the Rejected Realms] (TRR), serving an impressive seven terms as Officer (Minister) at various points between November 2014 and April 2020, and in that time fostering Reject culture by hosting events such as Wisdom of the Crowds where delegations participated in a competition surrounding the theory that the median of many guesses is more accurate than one guess,

Thrilled that, in Kyorgia’s December 2015 to April 2016 term as Outreach Officer of TRR (the Officer responsible for increasing the Delegate’s endorsement count), Kyorgia showcased its immense talent with communicating between the region and its member states and increasing its region’s influence in the world stage through endorsement campaigns; TRR Delegate Libetarian Republics saw a 90% increase from its endorsement count at the beginning of Kyorgia’s term and from the endorsement count of the Delegate before (from 111 to 211),

Praising Kyorgia's 212-day term as World Assembly Delegate of TRR from May to December 2019, where it:

• solidified TRR's relationship with [region=the North Pacific] (TNP) by signing the Unicorn Star Treaty between the two parties, thereby allying itself with a powerful region and a robust military power, keeping TRR secure;
• oversaw the Epic Gamer Party alongside Officers Dead I Jack and A Leaf on the Wind, a joint cultural event between TRR and TNP, conducting a week of contests and games for nations to participate in and strengthening the cultural ties between the regions; and
• showed support for the government of [region=The East Pacific] during the coup by Fedele, publishing statements, criticism, news articles, and foreign affairs preparation months before the coup and ultimately influencing the deployment of the Rejected Realms Army (RRA, TRR-affiliated military) to support the original (and widely believed to be the legitimate) government.

Acknowledging that Kyorgia (through the puppet state Arastaoir) served two terms as Statsminister of [region=Balder] in 2015, ensuring stability during a tumultuous transitional period following the resignation of its predecessors by managing the region's day to day affairs and keeping the government in check, improving communication between residents and officials via Balder's Regional Message Board and telegrams, and government approval polls, thereby improving the government's outreach to its regional nations and helping make Balder more inclusive,

Pleased that Kyorgia, with the puppet Congratulations On Being Featured since 2015, has supplied constant encouragement from its Foreign Office to the governments of small and upcoming regions and documented globally featured regions,

Inspired by Kyorgia's rich, 7-year military history and dedication to military affairs; seeing such an industrious military powerhouse, nefarious raiders mind-controlled the Kyorgian top brass (one possible suspect is known only as "E-girl serum") into participating in the invader sphere; among these invader organizations is the colorful [region=Canterlot] which Kyorgia unwillingly co-founded, intent on "spreading the colors of the rainbow and cartoon ponies across the world" through the abhorrent occupation of innocent regions and the heinous subjugation of native nations.

During Kyorgia's darkest hour, however, it saw the warm, bright light of defending; looking with disgust upon the suffering the unchecked wrath of evil brings, Kyorgia turned its back on invaders in 2017 when it was needed most by them and converted into a full-time diligent member of the RRA in 2020, further showing its dedication to TRR and its ideals. Its military (referred to as E-girls are ruining my life) has sieged the occupations of notable regions such as [region=Boston], [region=South Pacific], and [region=Christmas],

Holding that any nation with accomplishments of such a wide range and grand scale deserves Security Council recognition,

Hereby commends Kyorgia.

Praising Llorens for creating the first ever Culture competition of TLA, a biannual event to design and vote for new regional symbols, which has since become a regional tradition,

Acknowledging Llorens' Secretary service in The Leftist Assembly, serving for a regional record of four terms, a reign in which they empowered the region by applying the fore-mentioned changes, running an able administrative system and making it one of the largest leftist communities in the Multiverse,

Understanding that Llorens served as Chief Executive Officer of NationStates Today (NST), a widely circulated newsletter across NationStates and has also served the writing community of NST by;

Also aware that the size of an animal in reality can be quite different depending on an individual's perception,

And believing that some nations' governments might be rendered senselessly flabbergasted by the assertion of certain species' sizes by an international legislative body despite said governments already having legislation regarding said species regardless of whether they reside in said nations' territories,

Hereby,
1. Reminds this organization's member-states that although Security Council Resolution #361, also called the "Declaration On Hippopotamuses", exists at the time of this resolution's passing, there is still room for more extant legislation regarding hippopotamuses (herein also referred to as "hippos" or "hippopotami");

2. Affirms that no true hippo is larger than life, especially that of the Pygmy Hippopotamus, and in fact is quite small in comparison to most things in life, such as mountains, planets, the universe, most battleships, or political egos;

3. Notes that hippos may be very friendly, particularly when they are young, a point in which they are consequently small even by most individuals' standards;

4. Informs all of this organization's member nations that, with a known minimum length of less than 5 feet, and a minimum weight of under 440.0 pounds, Hippos are not necessarily very large.

Repeal "Condemn the Black Hawks"

Description: The World Assembly,

Noting The Black Hawks' long and notorious history of flagrant violations of the national sovereignty of regions, which has been addressed in Security Council Resolution #217 "Condemn The Black Hawks",

Asserting that Security Council Resolution #52, also named "Condemn The Black Hawks", is a poorly written resolution that makes hardly any case for condemnation — let alone two — of The Black Hawks, and should be repealed in order to maintain the high standards of this distinguished body,

Dumbfounded by the extreme vagueness on display in SC#52, which undermines the resolution's effectiveness in presenting The Black Hawks as a threat to society by failing to include any region raided or targeted by The Black Hawks or any significant operation undertaken therein, a distinction that was even made by Security Council Resolution #1 "Condemn Macedon", a resolution that has since been repealed for its subpar writing,

Believing that attention-seeking practices such as drafting a "self-commendation" are not noteworthy enough to warrant condemnation from the Security Council and should be ignored,

Observing that SC#52 cites "hundreds of regions" having been raided by The Black Hawks, when in reality they were likely the mostly harmless and easily reversible "tag raids" which only affect the outward appearance of a region and its embassies, and do not usually involve "regional bans to permanently exert their control",

Recognising that since all resolutions, regardless of whether they have been repealed, are stored in an accessible database for all to peruse, SC#52’s standing as a supposedly "historically significant" resolution would not be notably diminished or forgotten as a result of its repeal,

Further recognising that no "history" of The Black Hawks’ heinous raiding activities from before 2011 would be erased as a result of a repeal, as the complete lack of details of such activities renders SC#52 completely useless in garnering any significant knowledge of The Black Hawks’ raiding from that time period,

Understanding that a new type of resolution in the Security Council, the "declaration", has been established for the Security Council to express its opinions on certain matters, and believing that a declaration would be better to ‘condemn raiding’ than a poorly written condemnation from over a decade ago,

Further believing that whilst some claim that The Black Hawks are deserving of two condemnations due to the scope of their dastardly deeds, SC#52 does a very poor job in capturing the notoriety of The Black Hawks, and that if The Black Hawks are indeed found to be worthy of two Security Council condemnations they should be recognised with a resolution that adequately details the heinous activities that they have engaged in throughout the years,

Concluding that SC#52, which utterly fails in presenting The Black Hawks as a region deserving of condemnation, should therefore be repealed, hereby:

Repeals Security Council Resolution #52, "Condemn The Black Hawks".

Historical Founderless Region Preservation Act

Noting that throughout the NationStates Multiverse there are regions of truly ancient status that were founded in the time before founding nations held executive power amongst their peers;

Acknowledging that among this group of regions the majority had one nation that took executive powers over the region through many different means, including democratic elections and godly appointments, while a select few did not;

Naming the few regions thought to be the last of these truly ancient regions which have never had a founder nation lording over them to be Belgium, Bucketheadland, Carioch, Eutopia, EWU, Hattrick, Haven, Lake ilopango, Liberal Paradise, Secularia, Seven Eleven, South Pacific, The AGS Commonwealth, The Proletariat Coalition, The West, User Friendlia, NationStates, Canada, Middle Earth, St Abbaddon, Stargate, Yorkshire, Space, and LUE;

Believing that these regions hold a significant historical position within the interregional community, as they are among the last of the first regions ever founded within NationStates, and that due to this status these regions should be especially protected from destruction and loss;

Differentiating the regions listed within this resolution from other truly Founderless regions that hold the name of Feeder, Sinker, and Warzone in so far as the regions with those titles are not at the same risk of regional destruction;

Hereby states that regions and organizations should take the following steps to protect these special historical regions from being destroyed and founded under new nations:

• Interregional protection treaties. All major regions of defender, Independent, Imperialist and non-aligned ideologies can sign and adopt treaties to protect these regions from aggression.
• Regional laws if they have a functioning government. These laws would restrict the regional military forces from attacking these regions and keep them from destroying them by removing all native nations and refounding.
• Using preemptive liberation resolutions to keep the regions from being passworded and to protect them from internal threats. This would make it harder to refound the region by passwording the regional borders to prevent new nations from moving in.
• Preserving the regional history and message boards through making copies of their contents and publishing them in their regional libraries for all nations to see.

Encouraging regional governments to take the following actions against military and non-military entities who disregard the protection of these regions:

• Political isolation by closing existing embassies, repealing any existing treaties, and pulling regional ambassadors back.
• Direct military intervention against the attacking forces, and any future endeavors by those attacking forces, to attempt to pressure the offending entities into following the outlines of this declaration.

RECOGNISING that many national leaders have been successfully manipulated into believing that [nation=Northern Borland] consistently acts in the interests of other nations, having served for many years until July 2017 as the Advocate and Arbiter General of [region=Capitalist Paradise], which entails defending suspects in regional trials and helping resolve internal disputes before they escalate to the court system;

FEARFUL, however, that this community service has only helped Northern Borland hide its true legacy as a nation utterly dominated by its unregulated market, so much so that it has long called itself "A Good Place to Raise Your Business" in its tourism campaigns (advertisement which is hardly proving beneficial for a country now ranked by the World Census as the third-most avoided out of over 255,000 nations);

CONCERNED that, although Northern Borland is facially an economic miracle - boasting of the world's highest average disposable income (and sixth-highest average income before "tax"), most efficient economy, and fourth-highest gross domestic product - many of these gains are pocketed by the highest-earning decile, the 27th-richest upper class of any country, which currently earns fifty-five times as much as the nation's poorest decile;

AWARE that this wealthy fraction have amassed enough Greenbacks to distort World Census rankings on industry, with support from a government that uses its entire budget to subsidise it: the nation currently ranks in the top sixty worldwide for twelve of the sixteen major industries tracked by the Census, resulting in the whole manufacturing sector being the 107th-largest in the world;

HORRIFIED at Northern Borland's refusal to imprison even its most hardened criminals, which - when combined with the fifth-rudest and fifth-most armed populace in the world, a sure sign of unscratchably-itchy trigger fingers - has produced the second-highest death rate, tenth-worst crime rate and 97th-worst youth crime rate of all nations;

DISMAYED that Northern Borlandians spend so much time working (Northern Borland has the multiverse's second-highest employment rate, fuelled by widespread child labour), spending (whether stimulating economic growth via the third-largest retail sector of any country or spunking a presumably tiny fraction of their life savings in the third-biggest gambling market), and eating (not only has hosting the biggest soft-drinks sector and fourth-largest pizza delivery market contributed to over 199 in every 200 citizens being obese - the highest obesity rate anywhere - but Northern Borland has helped countless dingy pizzerias advance similar outcomes around the world through its status as the fourth-largest exporter of cheese) that they inadvertently prop up their President and CEO by simply not caring, thus constituting the fourth most politically-apathetic populace;

OBSERVING that the Northern Borlandian government has proven duplicitous enough to set up three satellite states with largely opposing goals to Northern Borland itself, namely:

• [nation=East Borland], which not only harbours a larger manufacturing sector than Northern Borland but is also the most avoided, most corrupt, and eighth-most patriotic state, no doubt a result of His Supreme Eminence's desperate attempt to keep his subjects in line by banning everything from immigration and emigration to video games and the practice of religion, closing off access to family planning services, and even condoning slavery;
• [nation=Deep South Borland], the world's most religious and most primitive country, and supposedly the fourth-most visited nation by tourists - a figure that must be called into doubt in light of its refusal to allow any planes to land on its territory (whether or not carrying any holidaymakers), prohibition of zoos, bar on organised sports, strict nationwide curfew and sponsorship of a religiously-driven human sacrifice program; and
• [nation=Tzo], a socialist experiment which many observers, the World Census included, believe is an open-minded society (Tzo has the smartest citizens, strongest dedication to equality, finest culture and best-quality food of any nation) supported by a capable government (while the size - and average tax take - of Tzo's government is outdone only by Kindjal, its health service, public transport, schools and benefit system are not similarly competitive) and strong communities (Tzo's citizens are the second-safest, seventh-healthiest, and ninth-most compliant, in part due to their government cracking down on cars, guns, cigarettes and slot machines while completely surrendering fiscal affairs to a robot); and

CONVINCED that those seeking to embrace capitalism ought to steer clear of the Northern Borlandian model, which has brought its citizenry little more than death, boredom, and mass-scale impulse buying:

HEREBY CONDEMNS [nation=Northern Borland].
