“Corruption is paid by the poor.”

This RP is for members of TWI exclusively. Unless you are an active roleplayer with a spot in the regional map, please do not post here. Now that this has been said, let's get on with business: I would like to use this thread for the purposes of brainstorming my first ever regionwide RP which will revolve around foreign reactions to and interference with the leadership of one of Hintuwan's most prominent political dynasties. Two men will struggle for control over a logging monopoly in central Luhan, each with the backing of different superpowers and international corporations who will have their own agenda to fulfill. It's a battle for influence in the heartland of the Southern Sea and all bets are on the table - the winners will possess unprecedented favor with the character they choose to support. This favor may be called in during succeeding RPs.

If you are not familiar with the political system of Hintuwan, I highly recommend reading (or at least skimming) this portion of my main factbook. Furthermore, I would be happy to clear up any misunderstandings or points of confusion regarding Hintuwani lore anyone may have if and when they arise.

Introduction:

The Commonwealth of Hintuwan presents itself as a democracy whose great families manage its lands for the people's benefit, with its chosen President in Chalet Rojo merely the first among equals. Yet the expansive, almost dictatorial powers those who hold his office have accumulated since the overthrow of the previous tyrant Cagalangan in the '80s contradict fictions so polite. One need not look any further than the army enforcing the power over the peasantry with an iron fist, or the policemen leaving behind them dissidents' empty homes to see how gripped the country continues to be by the word of its premier. All the while, the Commonwealth's would-be nobles masquerade as industrial capitalists, hire private armies, and lord over their fiefdoms in provinces scarcely attended-to by the central government: where God seems absent and Haijing far away. One has to wonder, does a dictator really rule Hintuwan? Or is the problem that his kumpares rule too much for him? Everyday - in the sleepy sun-soaked province of Tasikrong - the farmer, the foreman, the traffic-enforcer, the city councilor, the small business owner, and journalist ask themselves this very question as they watch another mass grave dug up from under the soil of the Mahadit Rainforest on their way to work while wondering whether the next breath they breathe will be their last.

Is it really paranoia when your own local government is actually out to get you? For nearly a decade, Batrieng political dynasty has installed family member after family member as governor under the ignorant eyes of the League of Christian-Muslim Constitutionalists (LCMC) - siphoning money from the public coffers to buy inland family-owned farms, which earned them bigger and bigger shares of the vibrant rubber tree industry which in time became (at least within the country) almost entirely exclusive to their dominion. This rubber was processed, packaged, and sent abroad through the port-city of Chico for consumption by the rubber-hungry militaries of the Southern Sea and The Western Isles - earning tariffs which of course were also funneled into personal bank accounts of the Batriengs through an assortment of money-laundering schemes devised by their allies in the national parliament. Some of these schemes involved setting up fake businesses in neighboring countries in the Southern Sea, and the Batriengs were not above bribing the occasional securities inspector or embassy-worker to acquire the necessary paperwork to do so. More money meant more available campaign funds, which of course, only precipitated the cycle.

For the most part all was going well for the Batriengs until December 2017, when their aggressive drive for even more inland territory led to armed confrontations between their military contractors and the local Abo-abuhan tribes - progenitors of the Hintuwan designated as indigenous peoples, whose lands were protected from being touched by humanitarian law. The Batriengs exerted their influence in Haijing once more, the laws were "re-interpreted" by the Supreme Court, and while a few Hintuwani citizens were outraged the fact was that there was simply very little they could do to affect the inevitable outcome. The Tasikrong Abo-abuhan may have begun waging a protracted war against the local government as a result of their maltreatment, but it would take more than that for the Batriengs to give up an empire took them so long and so much to achieve.

Trouble began in earnest on March 15th, 2021, when the dynasty's padre de pamilya Payakareik Batrieng was appointed Vice President by the Commonwealth's president Henry Theodore Bulalacao after the former's predecessor resigned due to health concerns. Payakareik, who was serving as Governor of Tasikrong at the time, was succeeded in his local post by his son-in-law - Tuapor Langpok - who at the time was serving as Vice Governor. While Langpok was a trusted friend of the family, his relationship with the Batriengs turned sour as soon almost as he assumed his new position. Langpok continued Payakareik Batrieng's governing policy and initially inherited the whole Tasikrong cabinet intact from his father-in-law who expected him to take his advice while running the provincial government; but Langpok soon grew frustrated with his father-in-law's control and thus began appointing officials who were more loyal to him than the Batrieng family.

During the opening ceremony of the newly-constructed Dr. Nathan Iskannom port of Pagagos on February 9th, 2022, Langpok criticized the national government for breaking its promise of building a new airport in Chico while Payakareik Batrieng was trying to deliver his own speech. Vice President Batrieng felt embarrassed by the action of his son-in-law and promptly walked out of the stage in the middle of his speech, which was reported by the press (who caught the entire scene on camera) as the sign of a growing rift between the local authorities in Tasikrong and the national government. The Hintuwani public, still reeling over the December 2021 Salampatihan Christmas Day attacks, promptly responded with fear, outrage, and panic. Fear of increased violence in an already blood-soaked corner of the Commonwealth. Outrage that people with such great responsibilities in government would put their petty squabbles over issues of national importance. Panic at the notion that the Abo-abuhan may seize the chaos to launch an offensive to take back their lost lands.

The schism has been dubbed by the papers as, "The Batrieng Affair".

The most recent development in the situation of this affair occurred on July 1st of this very year - in the morning of which the Attorney General of Hintuwan, Rambo Mozart Nankme, called a press conference announcing that its Quick Reaction Unit (QRU) has taken into protective custody a whistleblower designated Witness F who possesses sufficient enough evidence implicating the Batriengs as perpetrators of a crime empire to warrant an independent investigation by the Office of the Attorney General. If the allegations are proven true, they could endanger the careers of dozens if not hundreds of public officials both at home and across the Western Isles - attachés, businessmen, and private individuals who may have either knowingly or unknowingly participated in what the Batriengs had been instigating all these years. Though Langpok has been silent about his in-law's criminal activities, many speculate he will scapegoat his wife's family at the first chance he gets. If these allegations disappear on the other hand, the Batriengs will spare no traitor from the carnage they will almost certainly unleash.

Whichever the case, one thing is for certain: there is something very wrong with Hintuwan. While ordinary citizens go about their day, paramilitary activities target members of the indigenous people's community, financial crimes go unnoticed, and suspicious activities take place in foreign embassies. The players in this game, in which the pawns are the lives of innocent people, are evidently interested in Hintuwan for something, or perhaps something greater than the Commonwealth itself. Which of them will prevail and which of them will be exposed to protect the interests of the other players, only time will tell.

Discussion:

I'm not gonna put out a formal registration sheet, but for those who wish to express their intent to participate in this RP, please try to give a summary of the characters/organizations you wish to involve as well as their respective agendas. As stated at the very top of this post, the RP is mainly intended to focus around the conflict between Batrieng and Langpok but other subplots may emerge and will be permitted on a case-to-case basis. Probably the most glaring of these potential subplots will be the conflict with the indigenous people but I intend this to be more of a civilian RP with some military RP running in the background rather than a mainly military RP.

A number of TWI people have given me the names of their ambassadors to Hintuwan over the past few weeks and to those people I really urge you to seize this RP as your opportunity to worldbuild your ambassador. Perhaps they uncovered something key to the entire Batrieng operation and has secretly been accepting from the Batriengs in order to keep it quiet. Perhaps they have some very strong feelings about the way that the Hintuwani government is run and would like to cause a scandal. My word is law but in this initial planning stage, sky's the limit.

One last concern: I'm not sure how active I can keep this RP alive and active but I want to make it so that it can run itself even if I don't respond for weeks at a time. I will endeavor to be as active as possible of course, but I also have some things to do outside of NS so yeah let's just see where this leads us. However, if you have some conflict with another TWI member and want to wage it by proxy - this is basically the perfect time to do so. I will permit Hintuwan becoming a limited staging ground to maybe conflicts between spies, mercenaries, characters etc.

Targeted date for the IC to get up is next week, but imo this is a very generous estimate. Just stay active on the TWI RMB and Discord for updates.

So I have some ideas, given our locations and our past history, i like to think our two nations have a working economic and political relationship, so Ivolshok's leadership is eager to help the national government and keep the wheels turning. With that Ivolshok could:

* Offer some assistance in ensuring Witness F isn't able to implicate the Batriengs, I'm sure many in Ivolshok would have salivated over the money the illict actions could have brought them in a tightly regulated job market. This could be a "Outsider" (someone who doesn't work for the nationalized companies and makes money overseas) or someone more politically connected.
* Help ensure "peace and security" with the natives
* Have some Ivolshok nationals be caught in the crossfire, either incidentally or as acitvists, for the natives.

All three ideas are excellent and are approved in concept.

For the first one, you can refer to the case of Pablo Escobar where Colombia's Attorney General tried to keep his family in another country for safekeeping. In this case, you'll have to make a really good case for Witness F's protection within Ivolshok but yes it is within the realm of possibility.

For the second, can I ask what sort of military aid you will be providing? Direct Ivolshuk gov't intervention might not be overtly permitted by Hintuwan (unless the situation really gets out of hand), however Ivolshok-based PMCs fighting on the Batrieng payroll would be pretty cool to RP. That would most certainly be approved, especially if they are discreet about their involvement.

The third is also approved - if you're amicable to it, maybe we can have some sort of hostage situation develop where Abo-abuhan terrorists kidnap a few Ivolshokians or yeah just getting caught in the crossfire.

Your participation in this RP is very much welcome. I would recommend that you start brainstorming specific Ivolshuk characters you want to involve (for example the backgrounds of the aforementioned citizens who might get held hostage or caught in the crossfire, their reason for being in Hintuwan, etc.)

Apologize for my late reply,

1.) My plan was more having a hit team of Ivolshuk/Hintuwan criminal elements hired by the Ivolshuk/Hintuwan conspiracy to ensure the permanent silence of the witness. I don't think I'd require Witness F to be in Ivolshok for that to happen.

2.) I was leaning more towards a police task force to "train and enable our Hntuwan allies against the plight of terrorism"

3.) I love the idea of a hostage situation, could the group be a team of biologist studying south sea flora and fauna in the Hintuwan rainforests?

Alright, I can work with this.

And I definitely could too. Enter in Henrite Security Services, your local PMC turned autonomous government in McHenry's Port. As for #1 if you wish, they could become hitmen on your behalf... as for #2, Ivolshok may be interested in the prospect of hiring Henrites in order to train Hintuwanis in things that are well, less politically palatable to the people of Ivolshok. As for #3, I love the idea - maybe i can get the international parks and nature organisation in on it - one of the international environmental organisations in order to try and ensure the survival of these scientists and their release. So yeah Ivol lemme know if you're keen on any of these and I could potentially tag along with what you've got for this RP.

Sending the Henrites to counter the threat of insurrection will earn Langpok prestige by increasing the stability of Tasikrong so I assume they'll mostly be working for him if you're involving them in the RP.

I'm OK with this plan and if both of you are still on board I could probably launch the IC now. I'll make the opening post about a few Tasikrong government officials welcoming Henrites PMCs into the port city of Chico.

Gday gday - an additional part of the RP we will be a part of is an attempt to exert our soft power a bit to try and ensure a sustainable and reformed political force in the country exists - ideally one not absolutely rife with corruption. Hintu’s told me that there’s essentially two factions in the League of Christian-Muslim Constitutionalists - those that want to turn the country into a right wing one party state run under a rationalist approach (which to be fair ahnslens could work with) or (what we would work with better) and then a group of moderate, rational, evidence-driven centrists who hate both liberals and socialists. Thankfully, this party also seems to be strongly supportive of a separation of church and state.

So essentially what will happen here with all the classic deniability of a political party that happens to be in government influencing politics in another country is that a bunch of ACEGAD party ideologues will look to improve relations with Hintuwan and in particular the LCMC in order to reform the party and give it a more modern and fresh complexion - one that the youth can get around… one that the younger generation if not drawn to the party itself will be drawn to the sort of ideals that they represent themselves. This’ll mainly be done through universities, research institutes, think tanks and all that sort of stuff.

This will be Ainslie’s attempt to try and ‘fix’ Hintuwan from the inside and set it up for the future, rather than an attempt to bring Hintuwan into an Ahnslen sphere of influence. As well documented, Ainslie’s not overly interested in exporting its ideology but it will try and help nations to reform.

And we’ll see that agenda here in Hintuwan to varying different effects - I’ve got plans but nothing overly concrete… just something to get the RP kicking along and to show Ainslie is doing something after the big human rights abuses etc come out. It wont launch a massive response but this small shift will likely be the result of the revelations surrounding human rights and corruption.

Although I already signed off on it unofficially via Discord, I'll sign off on it here as well. Let me know how you want to kick things off: I suggest going with either the state visit or the talk at the university, whichever you want to go with first.
