Factual error in proposal list message.

It's a cosmetic error, but whatever. The proposal list states that the next that "the next proposal to go before the World Assembly is due to be drawn from the Security Council". However, no SC resolution has currently reached quorum, so this isn't true.

I suppose the wording could be better: it means the next proposal will come from the Security Council, should there be one with quorum. It couldn't say it will come from the General Assembly, because that would make you think it was the GA's turn, then all of a sudden an SC proposal gets quorum and is selected instead.

I assumed it was mentioned somewhere that councils alternate whenever proposals from multiple councils are queued. :\

It could be made more clear, yes. :)

Just add to the line, "if one has reached quorum."?
