Most of the ocean is water, but once you look around, you start to see islands, Polynesians colonized these islands many millennium ago, then the Europeans came, divided the islands, and eventually left them.
The pacific was never United, one island fought the other in a petty battle for expansion, or sink beneath the ocean.
Kanaka Maol has decided their is one way to save the Pacific, Unite it, this Union has been made for two reasons:
1. To Unite pacific island nations to work together to make a better Pacific
2. To work together to limit the influence of climate change in the pacific, and try to work together to stop rising sea levels.
There is only one requirement to get into the Union, border (or hopefully, be surrounded by) the pacific, I would prefer island nations, but nations that border the Pacific can and will work to.
