General
Include the name of your character whenever voting, and either their name, or the chamber, when posting.

The Speaker and President Pro Tempore will maintain order; i.e., declare which legislation is being considered.

House
Any bill may be brought up by a motion to suspend the rules, which requires a two-thirds majority to pass.

All motions require a second, save a motion to end the questioning period of a bill.

No bills ratifying treaties may originate in the House.

The Speaker retains broad powers to determine consideration of a bill, or close debate.

All remarks addressed to "Mr. Speaker."

A bill may be killed with a motion to lay on the table, which requires a simple majority to pass. It may be raised from the table via a suspension of the rules.

A bill may be killed with a motion to postpone indefinitely, which requires a simple majority to pass.

Senate
Limit to two posts/speeches per bill when in a set period of debate, but no limit on length, and the Senator speaking may yield to an unlimited number of questions.

All statements during a questioning period from the Senate must be in the form of a question, and all responses in the form of a statement.

No bills designed to raise revenue may originate in the Senate.

A small tear fell down Doc's eyes. Not from sobbing, but from the fact that he had just eaten a rather large onion beforehand, and the irritants made him water. He wasn't about to shed tears for one of the most controversial politicians in American history, but wasn't about to raise hell over some post office either... It was just a post office, anyways, and once this was out of the way, then the real legislative good-ness could ooze out, like a melty, cheesy... cheese pizza.

Doc was now hungry, unfortunately, but he supressed his grumbling stomach to vote on the bill.

Mr. Noble I hope you find solace in the fact that I agree with your bill and the fact that busing is a bad policy, however you and I both know we are facing an uphill battle in the upcoming election, and I would not like to jeprodize our house majority with a bill that could easily be re-submitted next legislative year.

Mr. Speaker, quite frankly, this argument could be applied to every bill. There are policies being proposed by members of our party that are far more controversial than this, yet they aren't being rejected on the grounds of protecting our majority. Not to mention the fact that we run the risk of a southern revolt if we are seen as weak on busing and similar issues. This bill would not jeopardize our majority, but in fact strengthen it by preventing the possibility of Republicans flanking us from the south as Silvermilk did in 1964.

Official Name: An Act to Protect the lives of American Soldiers and to Calm domestic concerns with respect to the ongoing War in Indochina

Nickname: Chesapeake Bay Resolution; Gulf-of Tonkin Repeal Act


Overview: This act shall enable the legislative house of government to take back the powers originally granted to it by the U.S. Constitution, which foremost is the power to approve declarations of war and peace with foreign states.

Section 1:
Under the authority of section 3 of the Gulf of Tonkin Resolution, it states the following: "This resolution shall expire when the President shall determine that peace and security of the area is reasonably assured by international conditions created by the actions of the United Nations, except that it may be terminated earlier by a concurring resolution of Congress"

Section 2:
Under this authority, this Congress now finds that peace and security of the area is now "reasonably assured", in spite of differing opinions by the commander-in-chief of our armed forces. The legislative house of government therefore, formally Repeals the entirety of the Gulf of Tonkin Resolution, owing to a more stable government in Indochina and the surrounding region.


This bill is then honorably presented to the Senate for consideration in order to solidify Congress's war making abilities away from the Executive branch to improve the United States Law and is backed by Abraham S. Simpson on February 9, 1968.

Mr. Noble I hope you find solace in the fact that I agree with your bill and the fact that busing is a bad policy, however you and I both know we are facing an uphill battle in the upcoming election, and I would not like to jeprodize our house majority with a bill that could easily be re-submitted next legislative year.

Mr. Speaker, quite frankly, this argument could be applied to every bill. There are policies being proposed by members of our party that are far more controversial than this, yet they aren't being rejected on the grounds of protecting our majority. Not to mention the fact that we run the risk of a southern revolt if we are seen as weak on busing and similar issues. This bill would not jeopardize our majority, but in fact strengthen it by preventing the possibility of Republicans flanking us from the south as Silvermilk did in 1964.


I have made my judgement Mr. Noble, I am not a man inclined to change his mind. I understand your frustration, but frankly it is unimportant to me right now, I have other things to worry about than your bill.
