Yes we would use the same system as IAC-15 for a 24-team playoff. For transparency, each group winner will be getting a bye while 2nd/3rd-placed teams seeded 9-24 will be contesting each other in the round of 24. Hope this helps.

Poafmersia's bid for IAC XVI

Mainly to add excitement to the IAC, the Poafmersian Football Association (PFFA) has decided to present this bid to host the 16th edition of the IAC.

The Format
Regionals have always been an avenue for teams to try new things, showcase their culture (in football or otherwise), and give younger players an experience of the big stage. As such, we will adopt a format where we try to have at least 50% of the teams qualify for the knockout stages.

Preferred Group Stage formats will be as such. Ranks updated to IAC15 will be used as the basis of seeding, with no automatic Pot 1 status for Poafmersia should the rankings determine as such.
24 teams: 6 groups of 4. Top 2 teams and 4 best third-placed teams qualify for the knockout stages.
32 teams: 8 groups of 4. Top 2 teams qualify for the knockout stages.
40 teams: 8 groups of 5. Top 3 teams qualify for the knockout stages; Group winners gets a bye into the Round of 16 while the rest play in the Playoff Round.
48 teams: 8 groups of 6. Top 3 teams qualify for the knockout stages; Group winners gets a bye into the Round of 16 while the rest play in the Playoff Round.
64 teams: 16 groups of 4. Top 2 teams qualify for the knockout stages.


Group Stage Tiebreakers
1) Points (3 for a win, 1 for a draw)
2) Points from games between tied teams
3) Goal Difference from games between tied teams
4) Goal Difference
5) Wins
6) Coin Flip (OOC: Scorinated games between tied teams, with draws turned off)

Note: There will be no reuse of tiebreakers. For instance, if 3 teams are tied by Points, and only 2 of these 3 teams are level on head-to-head points, they will be tiebroken by the head-to-head goal difference between these 2 teams.


In the knockouts, teams will play each other in a straight knockout format, with a bronze medal match for the losing semifinalists. The bracket will be a fixed bracket based on group positions in the group stage, designed to minimise meetings till later stage in the tournaments. It would be similar to what is typically employed in the World Cup.

The Twist
Inspired from Savigliane's bid for the 3rd CAFA Cup (Anaia's football regional), this bid will allow teams to choose their group stage opponents based on seeding rules. However, unlike that bid, all teams will be given an opportunity to submit preferences for what will be their "ideal" group, with groups (and host venues!) being decided based on preferences from the participants.

Teams will submit two lists, namely, a ranking order of the Pot above them, and the Pot below them. For teams of the lowest pot, however, they only submit a list of teams of the pot above them. Teams of Pot 1 will submit a order of venues they would like to play in, and the list of Pot 2 teams instead.

Starting from the lowest Pot, teams will pick teams of a higher pot based on the preference of the lowest Pot. Should multiple teams place a higher pot team on the same preference, the team that is placed higher on the higher pot team's preference will be selected. The 1st preference of the lower Pot team will be looked at, followed by the 2nd preference, until all the teams have been paired up. This procedure than continues until Pot 2 finish picking all the Pot 1 teams.

For the Pot 1 teams, starting from their 1st preferrance, they will be allowed to pick the zone where they play their games in. If multiple Pot 1 teams pick the same zone, the priority will be given to the higher ranked Pot 1 team. This will continue until all Pot 1 teams have picked a stadium zone. The zone will then be the location of the group's games.

OOC Scorination details
The tournament will be scored using xkoronate, with the SQIS formula. For the knockout stages, any games involving the host will be scorinated by a third-party. Cutoffs will be held every 48 hours where possible, giving participants ample time to RP. The cutoffs will likely be around 7pm AWST, or 11am UTC, 7am EST.
For every cutoff, a cumulative RP bonus scale of 0-3 will be used. Apart from any RP bonus raked up, the host will be given an additional host bonus of 2. The RP bonus will be given primary based on quality and effort of RP, regardless of the medium of presentation.
Additional roster bonus will be given. To encourage rosters to be posted before the first cutoff, up to 1.5x the RP bonus will be given for all rosters posted before that. (Rosters posted after first cutoff will continue to be given a roster bonus, up to the max RP bonus.) A roster penalty of 1.5x maximum RP bonus will also be given to all teams without a roster after the end of the first stage. (The penalty will be removed should the team post a roster anytime after that. The minimum skill a team can have is 0.)

Host Experience
Poafmersia has previously hosted the 13th IAC, the 10th Melayu Archipelago Cup (another football regional, now known as the Mandalanusa Cup); the 40th World Lacrosse Championships; and the 2nd Sepak Takraw World Cup.

1) Given that I'll have a cohost, and a lot of the legwork has been done for both tournaments on my end already, I'm not worried about hosting multiple tournaments at once. I'm also not very busy IRL at the moment.

2) The last IAC I hosted, IAC-7, also used SQIS, and I liked how that tournament turned out. I feel like it's appropriate for a regional tournament.

1. No problems given the scale of that hosting. Cutoff is expected to alternate between the two when the IAC starts anyways.
2. I felt that in the context of a regional, which is much more relaxed and exciting, SQIS fits the bill as it does not heavily reward top teams as compared to NSFS.
