This civilization isn't really a civilization yet since they are currently just bands of hunter-gatherers.
Tier 1: Neolithic Age
This civilization has begun settling in villages due to the invention of agriculture.
Tier 2: Bronze Age
This civilization has started making tools and weapons out of bronze. Cities are also growing.
Tier 3: Iron Age
This civilization has mastered the art of metalworking and makes tools and weapons out of iron.
Tier 4: Medieval Age
This civilization has started making primitive machinery, such as windmills, waterwheels, and catapults.
Tier 5: Renaissance Age
This civilization is in an age of prosperity and many new inventions are being created, like printing presses. Science is likely also prospering.
Tier 6: Industrial Age
This civilization has created complex machinery, likely powered by fossil fuels in some way. Concepts like mass production are also common.
Tier 7: Atomic Age
This civilization has successfully developed a means to split atoms. This can be applied to make energy or to destroy their civilization. This age can often be a dangerous time for a civilization.

Your number seems right. The scale seems to be designed so that lower class numbers= more advanced.
Which admittedly is confusing seeing as how tier and type have higher numbers for more advanced/larger civilizations.
