I would like to, once again, thank our friends at TAS for a very professional and well carried out hosting of the contest last edition, even in the circumstances. Congratulations also to Beepee who have finally achieved their first victory in the contest, a great result, and it is always great to induct a new winner into the hall of fame. I look forward to working with our friends at BONC and in Beepee more generally on the hosting of the 65th edition of the contest in the wonderful city of Hercules, and I look forward to getting to know the country better, as I hope will millions of viewers from around the multiverse. I know that the team at BONC will put on the best possible show and we will do everything in our power to ensure that it is so, and that indeed we can welcome more countries and more viewers to enjoy this great festival of song. What is the World Hit Festival?
The World Hit Festival (WHF) is a multiversal song competition. Each nation shall enter 1 song and 1 artist, and it shall be 'performed' via roleplay. Most nations tend to use a real-life tune as a musical backing, but every entry submitted to the World Hit Festival is required to have original lyrics (ie. if you submit a tune, you must re-write the lyrics), so this does mean that instrumental entries are blocked from entering the contest.

WHF operates with three threads, the OOC, Draft, and IC threads. The one you are seeing now is the OOC/Sign-ups thread, the main place for you to discuss the contest, reveal your entrant, etc. All OOC chatter goes here. The Draft Thread, opened by the host, is the second thread opened up during a WHF contest, and this draft thread is where nations will post and work on their entries until a deadline determined by the host. The IC thread, also opened by the host is the third and final thread attached to a WHF, and it is where the host will transfer your entries. In order to see how the whole thing works, feel free to explore the previous competition in Pemecutan, linked above, which will also allow you to get a feel for the contest and what is required.

The World Hit Festival has had a very long history in NationStates, and a thread by the second overseer (Euskirribakondara) has been created to compile part of this long history. Below you can find the rules of the 65th World Hit Festival!

Rules and Regulations...
ENTRIES
  1. For an entry to be accepted, must have at least a tune and a complete set of lyrics but must meet Acceptable Entry Standards for the World Hit Festival in order for it to be accepted. This includes information about formatting and things the Host and Overseer will do to ensure your participation. *1
  2. Reserved RL Tunes Nations must not send a reserved tune from this list. Songs that have been reserved are those that have placed in the quintile of any participating Festival, including Junior World Hit Festival. Songs that do not place in the top quintile are reserved for a year from the IC date of the Festival. You can find all information, and more, by browsing that link. The Overseer will be responsible for checking tunes, with the host double-checking before transferring the entry to the IC.
  3. All or at least most of the written lyrics must be original. Should any user spot any concerns, don't hesitate to let the overseer or current host know.
  4. In order for Semi-Finals to be initiated, there must be enough nations for there to be 13 nations per Semi Final. The number of participants before Semi Finals are initiated will be dependent on circumstances.
  5. The maximum amount of nations that can participate without more than one automatic qualifier (ie the host) is 18 nations per Semi-Final. Once this number has been broken, the top 6 (including the host) will automatically qualify to reduce 18 nations to 15 in each Semi.

CONTEST
  1. A nation is allowed to submit 2 puppets maximum to the contest, meaning that a user can be controlled at most 3 nations in the contest.
  2. Users must send a full ranking of all nations on the IC Thread to the host of the competition when the voting opens. If users usually split their rankings across multiple participating nations (master and at least one puppet), they are free to provide only one ranking - provided it directly aligns with how many points given out across the user's participating nations. Otherwise, the user must send a ranking per participating nation they own. Rankings should not be displayed by any given user until after the Festival has been completed.
  3. The nation ranked first will receive 5 points, the nation ranked second will receive 4 points etc. Nations ranked 6th or below will not receive any points.
  4. When participating with multiple nations, users can only give themselves 8 points maximum. Votes will not be accepted if users give themselves, through any of their nations, more than 8 points.
  5. In the event of a tie, the countback system goes as follows: Amount of nations - 5 - 4 - 3 - 2 - 1 - 6th places, 7th places etc.

HOSTING
  1. The winner of the competition will automatically be given the right to host the competition. The winner will have 72 hours (maximum) to announce their interest in hosting the Festival to the Overseer.
  2. The host can reveal they will host the World Hit Festival after talks with the Overseer on when to do this.
  3. If within the first 72 hours, the host either doesn't announce their interest in hosting the proceeding contest or declines hosting rights, the nation who came 2nd will be asked and so on until it reaches the Overseer. The Overseer can give hosting responsibilities to a user placed below them if they are willing to host.
  4. If the host abandons their host duties, the World Hit Overseer will be responsible for what left needs to be done.
  5. We would like to ensure all World Hit Festival hosts can host the competition to the best of their ability. If you have any concerns about hosting if given the opportunity to, don't hesitate to speak to the World Hit Overseer.

Welcome to the 65th World Hit Festival!





HERCULES

A Brief History

The city of Hercules is located in the lush Cootamundra Islands region of Beepee. With a population of over 135,000, the city originally grew as a fishing port with easy access to the fertile tropical South Pacific waters. The city is backdropped by the tall Herculean mountain.

How the City Got It's Name

Hercules is named after the original settlers of the area, The Heracles, a historic civilisation which extended across large swathes of southern Beepee.

The Heracles were noted for their extraordinary strength and courage. As well as their sea faring abilities. Historical records show the Heracles were farmers, fisherpeoples and warriors.


The city then diversified into a bustling port city trading in silks, stone and timber, and pearls and pearl shells, which are abundant in the local area.

The town became a magnet for wealthy merchants and a number of mansions were constructed in the Garden Quarter.

Building upon its heritage and tradition, a thriving ship building sector grew providing jobs and resulting in a large population influx.

As the town grew in stature and wealth, tourists flocked to Hercules to breathe in the clean ocean air and visit the beautiful golden beaches.

As concerns for the environment and over fishing in the region grew, the City used its position as an important trading route pivoted to protect the natural beauty of the area. With many of the Cootamundra Islands and the waters around them becoming national nature reserves.

Today, the City focuses on tourism, administrative and service sectors as key financial drivers.


Visiting The Modern City

The history of Hercules has resulted in a variety of old and new buildings, historic sites and grand plazas.

The city is historically one of the most religious of the Beepeean cities, a nation renowned for its secular views. Religiosity is on the wane however, with only the older generations maintaining service attendance. However, religious or irreligious visitors need not worry; everyone is welcome.

The suburbs of Hercules:

Harbourside

The Harbourside area, includes a mix of shops, offices, restaurants and tourist facilities. This 24 hour area of the city, is where the majority of tourists and revellers will spend there time in the coffee shops that line the harbour.

Also in this area is the ferryport where visitors can take a short ferry ride to the mainland with regular ferry's to the cities of Banksia and Golden Wattle Bay or along the mighty Huawan delta, to the quaint villages around Trinket Creek.

The ferryport is also the place if you wish to undertake a tour around the crystal blue waters around the Cootamundra Islands.

In this district, visitors can tour the historic shipyards and visit the nautical museum.


The Garden Quarter

Any visitor with an eye for the fancier side of life should take a trip to the Garden Quarter. Located only a brisk walk from the harbouring, this district.

Named due to the abundance of green space, visitors can marvel at the large merchant manions constructed in the 1850s-1910s. Many have been converted into luxury hotels, and its likely that delegations would enjoy the tranquil nature of this district.

Some of the mansions have been converted to museums exploring the pearl trade and history of the golden age of Hercules.

In the Garden Quarter visitors will also find a myriad of boutique, luxury importers. Here you will also find many antique emporium. Restaurants serve fine dining and fine wines, with wine bars becoming more common in the area.


The Lolucks

For those who like a more down to earth approach, the Lolucks is the district you would be most interested in. Rows of terraced housing constructed in the 1880s-1940s predominantly for the working and under classes and based around the old shipyards. The area fell into 'slum like conditions' from the 1970s, before the cheap housing and proximity to the main harbourside district attracted a speculative upwardly mobile crowd. Housing costs remain significantly lower in the Lolucks compared to other districts within Hercules, and as such immigrants, particularly those from the Praries, flock to this area.

The Lolucks are now considered one of the most diverse and lively areas of the city. Pop up urban art installations, hole in the wall coffee shops and buskers mix with the latest urban fashion.

Whilst high culture might he missing from the Lolucks the area includes some of the oldest operational religious buildings, some of the best preserved workers cottages are maintained as protected buildings.

By contrast, the Lolucks is also home to the cities 'red light' and 'blue light' areas. The area around Pelican Avenue is also considered as the city's 'gaybourhood'. where visitors will find many bars, clubs, restaurants, bookstores and boutiques tending to the cities LGBT+ communities.


Hills District

Accessible by a short drive, The Hills District is a predominantly suburban area located at the base of the Herculean Mountain. Mainly a commuter area, services are geared towards the local residents rather than tourists and visitors.

However, visitors may be interested in hiking the mountain or visiting some of the local farm shops around the base of the mountain. Local produces include numerous types of apple, pear, cherry and rosehip.

Recently a number of orchard farms in the area have diversified to create Local apple cider breweries and traditional cherry wine is also available to purchase. Tours of some orchard farms are available.



Cootamundra Islands

The Cootamundra Islands are an archipelago located at the mouth of the Huawan (Beepee's largest river) Delta. The Islands cover a land area of approximately 1,590 square kilometres (610 sq mi), with the largest Hercules the most densely populated. Many of the smaller islands are uninhabited, and classed as nature reserves.

The flora and fauna of the area is wide and varied, a variety of tropical fish, rays and sharks inhabit the waters around the islands.
Onland, the island themselves key native species range from amphibious mudfish to red spiny crab.

A variety of tropical and subtropical trees and plants grow.

The climate of the islands varies between tropical and subtropical. The archipelago has two main seasons, a cooler dry season from April to October and a warmer wetter season November to March. Temperatures ranger from 30-36°C in summer and 20-30°C in winter.

Cootamundra Hercules International Airport (CIH) is located in Hercules and accepts international flights.




VENUE AND STAGING

The Hercules Conference Centre, a recently constructed 8,000 seat capacity venue. The centre has capacity for all international delegations.

The raised main rectangular stage backed by a large LED screen behind. Extending from the centre of the main stage is a catwalk runway leading to a diamond shaped stage. Flaged by two sets of stairs. Above the diamond stage are four large screens which can either be utilised by delegations or show the camera view for the hall audience.

The full range of water, pyrotechnics, smoke and wind machines, and glitter canons are also available.

The Host

Utilising a modernist interpretation of the flag of Beepee is the official logo. The official slogan is "Amplify Yourself!", signifying the importance of music and self appreciation.

Someone who knows self appreciation is the host for this Festival: Paul Danza.

Paul is a 28 year old television presenter from Hercules.

Like many young men from this city he enjoys the 3 "f's" fitness, fashion and fastfood. He's sure to win you over with his warm smile and welcoming nature.

Charlotte's Party to represent Britonisea at the 65th World Hit Festival after coming third in VM2022...

Last edition, BVC withdrew from the World Hit Festival after the country scored only 12 points at the 63rd edition in Scotatrova. With BVC's attention turning to Vha Mehlodhivestoile, there wasn't enough time for BVC to send an entry to World Hit Festival meaning that BVC withdrew for the first time in 27 editions. However, with Vha Mehlodhivestoile now over, it has provided Britonisea and the World Hit Festival delegation a worthy representative in Beepee. Charlotte's Party, who finished third in Vha Mehlodhivestoile (and placed second in the International Jury) will represent Britonisea with a song completely in Britonish. This will be the first time Britonisea has sent a language other than English in 9 edition and the first time Britonish has made an appearance in 22 editions. Britonish has been used on five occasions at the festival, WHF30, WHF33, WHF35, WHF39 and WHF41 with this time being the sixth attempt.
