The User of Insulamia has decided that this embassy programme makes not sense in Their envisionment of a better and cohesiver "Forumic Canon"; the workings of which shall be explained further in an upcoming factbook. Therefore, They have decanonised this thread and have left me do the dirty work in this process.

If your nation established an embassy in Insulamia in this thread, all of the equipment and personnel brought along with the diplomatic mission have been safely returned to appropriate locations within your country. Any memory of this canon of Insulamia in any being of the vast multiverse has been erased. The world of this canon has been frozen and archived, and the souls that inhabited it have been sent to Alliluya to be cared for, and, perhaps, reincarnated.

The Insulamian embassy in Calomarde, Equai has been vacated. Any Equaians who may have been employed at the embassy have been released, with their memories of the embassy also erased.

As of the compilation of this communication, the Forumic Canon includes the interactions with East Plate's Ministry of Timeless Affairs. Therefore, the letter from Minister Theodore Campbell will be duplicated into the Forumic Canon, albeit without the application form.

Please update your records in accordance with the information above. But think not that this is the last opportunity your nation shall have to communicate with the Government of Insulamia. I am sure that, in due course, the Insulamians of the new Forumic Canon shall again attempt to establish communications with the multiverse.

The Commonwealth of Insulamia, or la République Insulamienne in French, is a bilingual island country in the North Atlantic. We are home to gorgeous forested mountains and valleys, spectacular vibrant cities, and beautiful seaside cliffs and beaches. The history of our nation goes back thousands of years to the Arctic and Inuit settlements, then French and British settlements by the early 1500s, unified as one in 1777 and gaining independence in 1888. Often regarded as one of the most developed and progressive nations in our world, we have an incredibly high standard of living while also maintaining high equality with our extensive government programmes and worker-owned companies. Our government is a parliamentary democracy, with the head of government being the primeminister, currently Joshua Canning.

On 7 July 2021, a copy of our nation was created and transported to the multiverse, leaving two Insulamias - the "canonical" Insulamia, undisturbed by the forces of the forum, and the "multiversal" Insulamia, able to interact freely with other nations of the multiverse. We, here, are of course the "multiversal" Insulamia. For a long while, we did not pursue formal diplomatic relations with multiversal nations, but by launching this embassy programme, we hope to commence better connections with this strange new world.

Applications are now open to all. Fill in the form attached at the end of the post, and we hope that your nation and Insulamia are able to forge helpful and friendly relations.

Your nation's embassy

Your nation's embassy can be located in one of two cities, either Whitecastle, our official capital city, or Franclinton, our de facto capital city. In Franclinton, our Government will let your nation lease a plot of land with a pre-built embassy in five year periods, each at an approximate cost of NS$100,000. In Whitecastle, a plot of land will be leased to you by our Government for free (also in periods of five years), however, the embassy building must be constructed with your nation's own funds.

The City of the Whitecastle upon Armstrong, otherwise simply Whitecastle or the French Châteaublanc, is the official capital city of Insulamia since 2021. It holds the headquarters of the Ministry of Foreign Affairs and several foreign embassies. Whitecastle is the 10th-largest city in Insulamia by population, at 315,343 in 2020, and it lies in the heart of our nation, on the tripoint border of our three mainland provinces: Aubert, Henria, and Septentria. It is a historic city built around its namesake, the Whitecastle, which lies on Castlemount near the city centre. Whitecastle has been the site of some of the most important moments in our history, most notably the 1777 Whitecastle Conference, where France and Great Britain, the two colonial powers on the island, decided to unify their colonies into one.

If your nation decides to place its embassy in Whitecastle, it will (unless specifically requested not to) be built in the district of Huguet, on the east of the river Armstrong, ceremonially in the province of Aubert. Huguet is several kilometres away from the city centre, but it is becoming a centre in itself, housing the aforementioned government buildings and embassies. The architecture in the area is mostly modern, most buildings being built very recently, though there are some historic buildings and some new buildings built in ancient styles.

The Federal Government of Insulamia will allocate land for an embassy in Whitecastle free of charge (only if built in Huguet). You will decide how large you want the area to be, with a maximum area of 25,000 square metres. It is up to your nation to finance and design the construction of the embassy itself, however.

Franclinton

Franclinton, officially the City of Franclinton-on-Sea, is the provincial capital of Henria and was the federal capital of Insulamia until 2021. It still holds most government buildings including the Parlinghouse (parliament), and many foreign embassies. With a population of 1,618,545 in 2020, Franclinton is our second-largest city, only dwarfed by its French Insulamian counterpart, Éteaux. It is located on the southern coast of Insulamia, on the Channel of Glass in Henria. Franclinton was the first English settlement on this island, founded in 1502, and it was named after Captain Francis Clinton who first discovered the area for the English.

An embassy built in Franclinton will be allocated, unless specifically advised not to, on the Road of Nations in the district of Collindsey, near the city centre. Collindsey and surrounding districts all generally have architecture styles from 1920 onwards; the district is known to have many buildings in the Art Deco style. Your nation's Franclinton embassy will also most likely have this style too.

The land and the building will be allocated and leased to your nation from our Government for a price of about NS$100,000 every 5 years, which fluctuates depending on the building and its land area. This land area will be approximately 1,000 square metres and the building will have 3 to 5 floors. Your nation is not to destroy nor modify the floorplan of the building unless permitted, but it can renovate it and decorate the exterior (including any porch or garden that it may have).

Diplomatic immunity

---

Insulamia is a party to the Vienna Convention on Diplomatic Relations. We will provide diplomatic missions with the immunities and protections specified in this document, nothing more, nothing less.

• The host nation at any time and for any reason can declare a particular member of the diplomatic staff to be persona non grata. The sending state must recall this person within a reasonable period of time, or otherwise this person may lose their diplomatic immunity (Article 9).
• The premises of a diplomatic mission, diplomatic premiers are the houses of ambassadors and are inviolable and must not be entered by the host country except by permission of the head of the mission; likewise, the host country must never search the premises, may not seize its documents or property, and must protect the mission from intrusion or damage (Article 22). Article 30 extends this provision to the private residence of the diplomats.
• The archives and documents of a diplomatic mission are inviolable and shall not be seized or opened by the host government (Article 24).
• The host country must permit and protect free communication between the diplomats of the mission and their home country. A diplomatic bag must never be opened, even on suspicion of abuse, and a diplomatic courier must never be arrested or detained (Article 27).
• Diplomats must not be liable to any form of arrest or detention, and the receiving state must make all efforts to protect their person and dignity (Article 29).
• Diplomats are immune from the civil and criminal jurisdiction of the host state, with exceptions for professional activities outside the diplomat's official functions (Article 31). Article 32 permits sending states to waive this immunity.
• Diplomatic missions are exempt from taxes (Article 34) and customs duties (Article 36).
  Family members of diplomats living in the host country enjoy most of the same protections as the diplomats themselves (Article 37).

Requirements and restrictions

---

Asides from the protections mentioned above, diplomatic missions must conform to Insulamian law, whether federal, provincial, or local. This entails several main restrictions which may differ from other nations' rules, so these must be considered carefully.

• Diplomatic missions in Franclinton, cannot have firearms, bombs, or any weapon similarly or more destructive, even for security purposes. However, Whitecastle missions are allowed firearms, but only when approved by the city council.
• Force is not to be used on Insulamian citizens unless they are using, or have a high potential to use, equal or greater force. Even so, each case of violence against Insulamian citizens by your government must be reported to our Ministry of Foreign Affairs, where they will be thoroughly investigated.
• Many species of flora and fauna are prohibited from being brought into Insulamia, to preserve local ecosystems. It is best to not bring any organic material into the country.
• Diplomatic missions are not allowed to hire Insulamian citizens unless they are worker-owned and the Insulamian citizens have a democratic say in the operation of the mission. Considering that this does not apply to most nations' diplomatic missions, we will allow our citizens to be hired by missions indirectly, through our Federal Government. Your nation must pay at least NS$34.28 per Insulamian worker per hour, but this amount can increase for more skilled andor labour intensive jobs.

Failure to comply with the above regulations and other Insulamian law will result in a warning from our Government, or, in serious cases, even declaration of persona non grata to diplomatic staff or a forced withdrawal from our embassy programme.

Miscellaneous information

---

• The maximum number of foreign persons that a diplomatic mission can bring to Insulamia under diplomatic visas (this includes non-diplomatic foreign staff, like security guards, chefs, family of ambassadors, etc.) is usually thirty (30). However, this can be negotiated in special circumstances.
• Nations are discouraged from driving in convoys on Insulamian roads, though they can bring multiple vehicles to the country.
• Diplomatic staff will be provided with healthcare in Insulamia, though the costs will not be covered by any Insulamian government.

It is with the greatest of joys that I write to you again to confirm that the Ministry of Timeless Affairs has correctly received your correspondence, undisturbed and undamaged by the perilous voyage across time and, apparently, also through dimensions. I must confess that we were fairly surprised by your letter, as we were unaware that interdimensional travel was also possible by using our current methods. It has now become apparent that, despite our previous belief, we are still far from mastering the techniques that have allowed us to establish a connection with you and your honorable government. God willing, we hope this letter will reach you and find you and your co-head-of-state Queen Elizabeth II both alive and well, proving that our communications have not provoked any disturbance in the continuity of our timelines.

It saddens us to learn that our most beloved colony seems to have never existed in your "timeline," but it also reinforces our goal of fighting against the passage of time to prevent our people from being forgotten. At the same time, as our existences seem to be unconnected, the Ministry has taken the liberty to explore the information available to us about your nation more freely, and it indeed seems that there are no traces of Insulamia in our universe, although, oddly, it also seems that some of our past history overlaps, as if our timelines intersected and entangled at times. Upon such revelations, the Ministry has taken a much more strict approach towards investigating and learning about Insulamia.

Nonetheless, we are still very grateful for our contact with your nation, and we consider it to be in East Plate's best interest to indeed pursue a deeper relationship between us, our governments, and our countries, and as such, the Ministry of Timeless Affairs is happy to inform you that we have accepted your request for the establishment of a Cultural and Diplomatic Legation in Insulamia, which we have actually learned that you call as an "Embassy." We have arranged for Mr. Melville Woolahan to travel to Insulamia as soon as your government sees it fit, and to present you with all needed documentation to begin his work in your nation as the Minister in charge of our new Legation in your country. We have attached a photograph of him to facilitate his identification.

Please keep in mind that, due to the special nature of this Legation, you will probably not find any mention of the existence of a "Mr. Melville Woolahan" in your national records, nor in international ones. However, if you wish to keep the temporal and interdimensional oddities of this Legation a secret from the public, we recommend you check all records from 1843 (the date of birth of Mr. Woolahan) onwards to make sure any documents mentioning him are properly disposed of. He will provide you with documents and a pre-made story elaborated by the Ministry of Timeless Affairs to fill in any blanks to explain his sudden appearance in your timeline. Woolahan studied law at the Royal University of Montevideo and became a lawyer in 1866, although he never really worked as a lawyer, instead focusing on his passion: Egyptology. He has traveled several times to Egypt as part of several expeditions under the command and patronage of other wealthy travelers and egyptologists. During his visits to Egypt, he has written several novels inspired by the tales of pharaohs and early Egyptians, achieving moderate success in East Plate. His manuscripts included many references and drawings, recording monuments and inscriptions, and making a large number of architectural plans. In addition to his passion for Egypt, he has a deep interest in world history, and in particular, the history of the pre-British East Plate. He never married nor had any children, and had a very small group of friends, with most information about him being known thanks to his manuscripts and novels. The Christian Republic of Nomayuki has been ACCEPTED into the embassy programme of the Commonwealth of Insulamia, albeit WITH SOME CONDITIONS. Nonetheless, we hope that this will be the first step in a stronger connection between our two nations.

I would like to explain to you the caveats of this embassy agreement foremost.

Firstly, like it says in the initial page and the templative document, the payment for the embassy is not required for Whitecastle embassies. You will need to contract a local building company yourselves; the Government of Insulamia will not build your embassy for you, we will only grant you the land on which to build.

Secondly, regarding the request for you to build a church near the embassy. Insulamian law is quite strict in foreign land ownership, so you will have to negotiate that with our Ministry of Commerce. However, I suggest you build a church on your embassy grounds, as there is plenty of room to do so. For scale, the largest cathedral in the world, St. Peter's Basilica, could fit on your embassy grounds with room to spare. Else, there are plenty of Christian places of worship in Huguet that your staff could attend, if their denomination is similar.

Thirdly, after long discussions and negotiations with the Whitecastle City Council, they have decided to allow your weapons into the city, on the condition that their quantities are cut. The Council have requested that you bring at most:

• 10 M-7 rifles
• 5 M1943 enhanced DMRs

I apologise for any inconveniences this reduced arsenal may cause, but keep in mind that the Council are being quite generous with their gun laws here. Your vehicles are fine to be transported to Insulamia.

President Edward de-Saint-Pierre dispatches a messenger to deliver the following message to Montevideo, 11 September 1876.

The envelope is slipped into 78 Wade Lane, and is opened by the Minister of Timeless Affairs. It reads:

Dear Minister,

I have received your letter from the 10th of September. I write this three days after I sent my telegramme to you, though, with any luck, you should receive this only one day after. Such is the beauty of time travel—waits can be reduced by simply going to the past. Anyhow, since then, I have had several updates to deliver to you, and some elaborations on the short message I was able to send through the telegraph. This letter I will arrange in order of what I consider the most urgent and important to the what I consider the least.

On Mr. Melville Woolahan. I am happy to announce that we have located him and his accompanying cultural expert, and he is now safe inside our London embassy. We've got quite a few odd folks in that embassy now, and Woolahan's the latest. There is also an Australian fellow who is wanted for helping leak state secrets of several countries and sexual abuse charges; to be honest, I do not know why we still keep him in there, but I digress. Woolahan and his entourage of one are safe, and they will be onroute to Franclinton shortly, where we have allocated a nice home and office for him on 12 Amberley Terrace in the district of Collindsey. It is a spacious two-storey townhouse with a small courtyard also. As you requested, Woolahan and his cultural expert will receive all the assistance they require to adjust to life in 21st-century Insulamia, including clothes, vaccines, and a medical examination once he arrives in Franclinton.

Unfortunately, Mr. Woolahan's Colt M1862 was confiscated by the British authorities and we were unable to negotiate a recovery for it. Luckily, the rest of his belongings have been secured.

As the monetary and economic difference between our two nations is substantial, being of different time periods and "universes" and having different currencies, we have decided to fully cover the costs of Mr. Woolahan's stay in Insulamia, so there is no need for your government to transfer us money. Also, even if you did send us money, it would be, at best, outdated, and at worst, nonexistant as legal tender, such is the case of the Eastplatine pound. And sending us any valuable commodity such as gold, I imagine, would be too difficult and inconvenient. Additionally, we see the Eastplatine legation to be quite valuable, so we are willing to pay comparatively minor expenditures to facilitate it.

If I may (and I know I promised not to in applying for the legation), I would like to inquire a little about your processes of sending Mr. Woolahan to our world and our time. He says he travelled to Chelsea, where he followed your ministry's directions on how to get to us. He arrived in our world, but he stayed in the same location geographically. Was this what was intended to happen? Did you intend for him to arrive on Insulamian soil? If you did, your technicians may want to investigate if there was a fault in your procedure that made him end up still in Britain. If you did not, I understand that; teleportation can be quite difficult. Our procedures of sending people to your timeline (these are the messengers that deliver my letters to you, including this one) involve them going to our world's Montevideo first, after which they will undergo the travellage process and stay in the same location. I understand that it would be difficult for Mr. Woolahan to go to the middle of nowhere in the freezing North Atlantic Ocean, where the Insulamian land does not exist for you.

Moving on, about your attempts at telegraphic communication to Insulamia. Our technicians have identified a probable reason why telegraphic communication to us didn't work—Insulamia barely has any telegraphic network left. I apologise for the ambiguity of my last message on my telegramme that may have led you into believing that we still use telegraphs frequently, but unfortunately most of the world does not operate them anymore. Nevertheless, I have commissioned for a small intertemporal telegraphic receiver to be manufactured for my office in order to hopefully get easier and hastier communication between us and our nations. Speaking of nations, we have identified the "game" that you mentioned your telegrammes arrived at. Apparently, one of our members of Parliament has also been involved in some peculiar incidents regarding this "game". We will be investigating it further.

About Queen Elizabeth II. Her Majesty passed away on the 8th of September, and it was certainly a tragedy. I appreciate yours and your government's kind words in this time of hardship for not only our country but for the whole world. King Charles III, her son, will now be my new co-head-of-state. Though it was certainly stange that Her Majesty passed away around when I sent you the first letter, I find it hard to believe that anything concerning our communications influenced that event. I believe it was merely a coincidental correlation, so there is no need to worry that our communications will affect my “world” in any such ways.

You may have inferred this from reading our historical resources, but Her Majesty was not only Queen of Insulamia but also of the United Kingdom and the rest of Her many Commonwealth realms. She was the longest reigning British monarch in history and second to only Louis XIV of France (does he exist in your timeline?) in the world. She was also the great-great granddaughter of your own Queen Victoria, who existed also in our universe, proving once again that our timelines are different yet somehow intertwined.

Leading on from that, I would also like to deliver you more information about our universe, specifically, regarding the status of your colony in our universe. I assume you may be interested in knowing about it, and it is not mentioned in any of our "factbooks". I believe that the information below differs so much from what will happen in your future that it will have no impact on the continuity of your timeline.

Anyways, in our timeline, the geographical area where East Plate lies does exist, unlike Insulamia in your "universe". However, like I mentioned in my first letter, East Plate as a colony does not exist, and in its place is a Spanish-speaking country called the Oriental Republic of Uruguay. I have identified that the "point of divergence" of our timelines, besides the formation of the isles of Insulamia, may be the lack of British involvement in the Cisplatine War in our timeline. In our world, the Cisplatine War was between only Argentina, Brazil, and the Thirty-Three Oriental revolutionaries, and it resulted in independence for Uruguay. The United Kingdom did have influence in the mediation and resolution of the war, but did not militarily get involved and thus did not annex Cisplatina into the Empire.

Lastly, you may have noticed that there was no stamp on this envelope. That is because we had our messenger deliver it directly to 78 Wade Lane this time, instead of having it sent by mail. We did not deliver it directly last time because we did not know where the address was and how to get there, so we had it sent by mail and had our messenger follow the deliverymen to locate where it was. This turned out to be quite troublesome, not because of the stalking, but because we didn't have a 19th-century penny to purchase the required stamp, though, the messenger was able to pickpocket someone at the post office. I profoundly apologise for this crime and I hope your government can forgive it just this once.
