Atmoran State Visit to Fusou (HELISTE)

Katherine II, looked out the window as her Fokker C-150 Polaris made its final descent into the Fusou capital of Kirishima. With tensions rising in Halkeginia between Atmora and Vozh and across the Emporic Ocean in Rohane with Aravaea over Ghelen. The High Queen made the decision while the Chancellor and her Warhawks may beat their chests for war with Vozh and Aravea. That is her duty to ensure that Atmora survives any potential conflict with Aravea. Just a month ago the High Queen was in Aellyria meeting with the Aellyrian Emperor of maintaining Atmoran bases in southern Aellyria. Along with making headways to secure Aellyrian neutrality between Aravea and Atmora.

However, it is now the time for the High Queen to turn her attention to the south to the jewel of the Anemoisic, Myria. Katherine is more than smart enough to know that she cannot court the Fusoese and the Aldians to her country's cause against Aravea. For why would Myria care for Northern Emporic affairs when they can remain neutral and collect the tolls from both sides at the Myrian Canal.

That does not mean, though that Katherine II cannot gain favour with Myria in the least, that Atmora is not here to force the hand of Myria. But Atmora comes as a valuable trade partner. Katherine hopes that her and Empress Moerukaze can be close allies in the Anemoisic region.

As the Polaris finally lands at the capital airport, Katherine II looks out the window seeing the Fusoese officials at the tarmac there to welcome her to the Fusoese Empire.

As the Polaris land it is guided to its parking location, as the C-150 is heading to its destination Katherine looks and sees an armed Humvee following the plane along the wing tip its gunner scanning the area but especially the airport perimeter and as the plane approaches, she sees soldiers standing at Attention and a pair of tanks with the fabric of Flags fluttering from the barrels. The Humvee breaks off as the C-150 comes to a stop and the stairs are guided to the plane without haste. Upon closer inspection Katherine sees the Flags of both Empires Tied to the barrels of the Kyu-Maru Shikis that are raised in salutes. the Soldiers standing in perfect formation in their dress uniforms. awaiting Katherine. among them was also police and priests. and the Tenno Kogo herself and the Princess of Fusou at the end of the red carpet laid out for the Empire's guest of Honor. Moerukaze has so far kept her word that only the best welcome for the Empress of Atmora.

The first two out of the cabin of the Fokker C-170 was two Lijfmarechaussee from the FMAR Secret Service, followed by them was the High Queen and her entourage. At the back of the crowd was some more Lijfmarechaussee in plain clothes. Katherine was impressed by the performance put on by the Imperial Fusoese Armed Forces. The High Queen was excited after hours of flying from Alexandria to have finally arrived in Kirishima to meet with the Empress of Fusou, and a fellow Commonwealth head of state. The two women had much to talk about most notably the upcoming Rim of the Anemoisic Ocean exercise and potentially a sale of an Atmoran carrier to the IFN. One of the many pieces in Katherine's plans to foster strong relations among the Anemoisic states.

Katherine made her way down the stairs, greeting the Atmoran and Fusoese media as the cameras flashed as the two Commonwealth heads of states would soon be meeting. As the High Queen made her way down the stairs, the two first Lijfmarechaussee stood at the base of the stairs waiting for the High Queen. As the two Lijfmarechaussee walked with the High Queen in front of her to the Empress, they were joined as the remaining Lijfmarechaussee flanked in from behind. When the High Queen neared the Empress, the Lijfmarechaussee stepped aside allowing the High Queen and the Empress to greet each other.

Katherine extended her hand when to give the Empress a handshake, as the two women were shaking hands the High Queen spoke "It is finally nice to meet you Moreukaze, and it is finally nice to make it your realm after a long flight from Alexandria."

As Katherine approaches the soldiers salute her and the priests offer prayers of good health and of prosperity to the leaders of both nations. When Katherine reaches out her hand to Moerukaze the Ten’no Kogo takes her hand and shakes it before bowing as a sign of respect her daughter Bowing as well. Moerukaze then states, “Blessings of peace, prosperity, and good health be with you Lady Katherine, and welcome to Fusou. i hope your trip went well?”, she offers a warm and welcoming smile before releasing Katherine’s hand. Behind her several black clad members of Fusou’s imperial intelligence division bow in respect. Katherine could tell that Moerukaze wasn’t overly fond of the media Circus before princess Takao stepped forward with a gift in hand, “on behalf of Kazane Royal Family, I princess Kazane Takao offer this gift for you on behalf of the Empire as a welcome to our humble nation.” She bows once more and hands the box to Katherine.

Katherine smiled taking the box gently from the Princess, "Thank you, Princess Takao, it is a pleasure to be finally in Fusou". Katherine sensing the atmosphere turned to Moerukaze, "Perhaps it is best for us to make our way to the Imperial Palace. I do believe we have much to talk about". Katherine signalled to her guards to follow as the women began making their way to the parked motorcade. All the while the incessant shuttering of cameras of the press could be heard. Capturing a photo of the momentous moment when the High Queen of Atmora and the Empress of Fusou meet, a meeting between east and west.
While Katherine and the Imperial entourage were making their way to the motorcade, the High Queen brought up something to the Empress "You should be glad to hear, that the Parliament has approved of the sale of two former Atmoran carriers, if your government is interested in acquiring them. It appears would be willing to equip and bring them back up to serviceable conditions, should you so choose to acquire them".

Moerukaze smiled as she stepped into the car, “that is very good news. My mother had been trying for years to fix the situation with our military, the biggest problem has been rivalries between the branches due to the old guard. The Navy will be overjoyed to hear about the two new Carriers.” Moerukaze looks at the harbor. “The men chosen to captain the new carriers has asked that the previous captains and join them and the new crew for the rechristening ceremony. Something about Poseidon needing to know about the ship’s new name so he can put it down in his ledger. But as the daughter of a sailor I understand what they mean.” Moerukaze reaches into a bag she has and pulls out a list and examines it, “I would also like to talk about reviewing old trade agreements, potential for Fusou to have a naval base in Atmora, and potential war games between Fusou, Atmora, and Tianlong. Lunch will be ready by the time we arrive at the palace because nations don’t just run on brain power they run on the stomach of the people and those who lead the nation.” Moerukaze sets the list down for further examination by Katherine for further approval.

Katherine looked at the proposal by Moerukaze "Of course, Commodore Bernhard de Jonge of the HMS Sievering, and Vice Admiral Carel Schuiters of the HMS Koningin Katherina. The last captains of the carriers to be given to Fusou shall be attending. Considering the HMS Sievering and the HMS Koningin Katherina were placed in the reserve fleet, it will take some time to get up to standards. The Katherina will be ready in a few months; minor repairs are needed and will be fitted out at Kortgene; the Sievering will take some time to repower her reactor."

The High Queen pondered on a location for a naval in Atmora for the IFN for a moment "Marinebasis Den Osse, an old naval support station in the Pruzhana Bay that was closed due to the lack of need will be a suitable place for the Imperial Navy's basing in the Halkeginian Sea."

She sat trying to figure out a way to word what she would say next carefully. In an ominous tone, Katherine spoke, "There is a dark cloud looming over Halkeginia. In these last decades of our two reigns, my father and I have attempted to stave off the coming war. What I am trying to say is, to maintain the current status quo and this era of prosperity, I ask you to consider entering into a defensive alliance with my realm. With the combined powers of Atmora, Auricia, and Myria, I humbly believe that we may prevail in maintaining peace."

Moerukaze looks over to Katherine and speaks, “the location of Marinebasis Den Osse from what I was told by many advisors is considered strategically viable for the Navy and with some work it can also house one of our strike wings.” Moerukaze ponders further for a moment, “and in the event of war it would be suitable to not have to sail through waters Near Vozh territory in the event of war. As for you Proposed alliance I will accept because Defense of Atmora and Halkeginia is important to us as well, many here will say we haven't forgot where we came from and even though we are an independent nation Mizuho and Atmora are still our forebears and the time of hatred for the nations that once ruled us has long passed." Moerukaze looks over to Katherine, "My proposal is this. a faux invasion of Mizuho which I believe would make the leaders of Atmora's enemies very pleased. but we shall be fighting on your side. Fusou's Imperial Marines are already ready to mobilize. just give the word and the Marines shall March to war.”
