(The "plants grown on lunar soil" part is actually real, it happened like a few days ago. The "outpost Armstrong" obviously isn't, but consider that the US Permanent Station on the Moon. Germany, the UK, the European Confederation and Japan also have one each.) /skip

A violent devil cult that possibly has hostages is beyond the pale of what civilian police can handle.

Well in Laka because of the law effectively being a toned-down version of the infamous English Bloody Code police expect a large portion of the suspects to fight to the death- thus they are issued extremely heavy weaponry in relation to their western counterparts. In large cities they even operate armored units fielding decommissioned military armor, and in the capital they even have a few WMD’s ready for use. And yes they did use tactical nukes to strategically police whole cities in the past.
