Apparently banning nukes means I now have the death penalty?

I got the issue "Build Bigger Bombs, Advise Scientists". I decided that I wouldn't be building bigger bombs. "All weapon research has been banned." That sounds about like what I expected when I chose that option. What I didn't expect was the new policy that this decision apparently introduced, "Capital Punishment". I'm having trouble seeing the connection.
