Biography: Born on February 4th, 1955, Eleanor McQuarrie's early life was spent in suburban conditions within a sheltered small family, her father being a retired judge and mother a small business hairdresser. In school she displayed a preference for humanities related subjects rather than scientific ones, which only became solidified after her graduation. She successfully applied into the law course in the University of Mississippi Law Center, a decision mainly influenced by her adoration towards her father and his career path. From a lengthy period lasting 1988 till 2003 she studied to earn a PhD in her chosen field. During this time she met her future husband Edward Brosnan while also participating in a limited amount of volunteer work on the behalf of 'Temporary Assistance for Needy Families', her main political orientation started to form on the basis of protecting children & preserving family values. During the 1980s and 1990s Anti-Abortion protests occurred around Jackson's abortion clinics which Eleanor frequently attended.

In 1980 she earned her Law PhD from Mississippi's University, for work related reasons she settled in Laurel to become an Attorney for potential clients. She married and subsequently renamed to Brosnan in 1984. In that same year she was heavily involved in a publicised Court Case, defending a client who had been assaulted as a minor by one of their extended-family members. The case was covered by local news, Eleanor appearing in some newspaper quotations and clips covering the occurrence. She used this opportunity as a beginning to fostering an outward reputation of being morally upright. The case ended only as a slight victory for the attorney, as the defendant agreed to a lighter plea bargain. From 1984-1990 she involved herself with the Children's Advocacy Centres of Mississippi, using involvement with the organisation as a way of improving her credentials related to social issues in the State. Her time as an independent Attorney was overall average, many of her cases being minor disputes and grievances.

In 1989 there was an opening in the FBI Jackson branch for an Attorney, Eleanor applied and was accepted after a series of rigorous security related interviews amongst an extensive field of other applicants. She advised the FBI on legal & jurisdiction related matters, giving counsel on a large selection of issues in the litigation sphere. As a member of the organisation she witnessed some of the inner workings of the Government and how security was handled. This was also the place where she developed an interest in politics in terms of management and hierarchy. Due to the classified nature of her work there isn't a large amount of information related to her workings in this line of work.

In 1994 a decision was taken by her to leave the FBI position in pursuit of other lines of legal work, this was mainly due to her giving birth to a son in the previous year and subsequent arguments over care-taking. The dispute was settled by Eleanor through manipulating Edward into quitting his work to become a stay at home husband. Her resounding education and previous involvement with the Government lead to her nomination by Mississippi's Governor to the Mississippi Supreme Court, the appeal of her becoming a justice was the fact that Democrats would support her nomination as she is a member of their party. Her nomination passed on mostly bi-partisan lines, she filled the spot of a retiring senior Justice who had not served out his reaming term. After a year a Special Election was held for her position as stated by the law, she won by 50.6% of the vote despite her status as a 'temporary' justice. Her main focus was on menial family related cases although she showed some opposition to the death penalty when repeals were presented to the Court, so much so that she garnered some attention from publications for her disagreement with the practice. A portion of her monthly salary was given to a charity organisation named 'Mississippi Families For Kids' during her tenure as a Justice. Often times she used her position a platform for political convictions, such as supporting the creation of a 'Mississippi Freedom Trail' as to celebrate African-American rights.

In 1999 she resigned from the Supreme Court out of personal ambition, beginning to outline her political manifesto through mainstream media and various local appearances. She backs the expansion of Medicaid and it's financing, tuition-free community college, ceasing corporate tax cuts in the state, ending the closure of rural hospitals, supporting pro-life legislation and upholding light gun regulations. Her main viewpoints were tilted towards a family & childcare related focus. She launched an exploratory committee into the Mississippi gubernatorial election on March 2nd 1999, officially announcing a three weeks later in rented town hall. The overall tone of the campaign was focused on her self-perception as a more conservative/moderate Democrat, attempting to gain favour with rural & socially conservative voters. In the Democratic Primary she faced criticism and opposition from more liberal candidates, outlining her closer proximity with the main viewpoints of the RNC. In response Brosnan's campaign shifted focus on the need for a moderate to unify Mississippi's Democratic Chapter, stating that the Democrats winning the Governorship would be more beneficial than 'fantasising about impossible populist victories'. Her attempts at appealing to both moderates and liberals was somewhat successful, as she won the primary by 59% of the vote.

The 1999 Gubernatorial Election was the closest in Mississippi history. Out of almost three-quarters of a million votes cast, Brosnan had won 8,300 more votes than Parker in a four-way election, but fell 0.38 points short of receiving a majority (as required by the state's 1890 Constitution). Since neither candidate received a majority of the popular vote, and had split the electoral vote 61-61, the Mississippi House of Representatives was required to hold a contingent election select the winner. They narrowly chose Brosnan on the first ballot, and was the only time the election of a Mississippi governor was decided by the Mississippi House.

Brosnan subsequently served on various boards and associations (National Board for Professional Teaching Standards, Southern States Energy Board, Southern Regional Education Board). Brosnan presided over what is still considered the largest economic development project in Mississippi history. In August 2000, she launched the Advantage Mississippi Initiative (AMI) to create new jobs for the state, which brought in a new Nissan Motor Company production plant. The $1.4 billion Nissan Motor Company production plant created 5,300 direct jobs and over 25,000 indirect jobs. Nissan's arrival gave legitimacy to the notion that the Southeastern United States could become an automotive manufacturing leader. Brosnan's AMI economic development package also helped set in motion the mechanics needed to recruit Toyota to Blue Springs. Governor Brosnan also recognized the importance of building economic capacity through an educated workforce. Always a strong supporter of public education, Brosnan focused her attention while in office on building a foundation for economic growth through the state's public schools. During her tenure, she raised teacher salaries to the Southeastern average. Through her focus on education - In 2002, Mississippi was the first state in the nation to have a computer with internet access in every classroom. She also banned the usage of public funds for abortions and banned same-sex couples from adopting children - in line with her more conservative evangelical stances.

In 2003 she lost her re-election bid, owing to overwhelming Republican financing and support against her. Her opponent won with 52.59% of the vote. Straight after her defeat, owing to her educated background and historic status as being the first women elected as Governor in Mississippi history, she was invited to become Chancellor of the University of Mississippi - primarily a ceremonial position.

A BILL
To remove a lot of unfair barriers unions have to face and make it easier for them to represent their employees.

A summary of the bill:

-Requires that when a majority of employees has signed authorizations designating the union as its bargaining representative, the union will be certified by the National Labor Relations Board (NLRB) should the signatures be valid.

-The employer and union must reach a collective agreement within 90 days, either party can request mediation by the FMCS. If no agreement has been reached after 30 days of meditation, the dispute is referred to binding arbitration. The results of the arbitration shall be binding on the parties for two years. All time limits can be extended by mutual agreement.

-Makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership.

-Prohibits employers from taking adverse actions against an employee, including employees with management responsibilities, in response to that employee participating in protected activities related to the enforcement of the prohibitions against unfair labor practices.

-Permits employees to vote off their employers’ premises, in a neutral, non-coercive environment of their choosing.

-Expands unfair labor practices to include prohibitions against replacement of, or discrimination against, workers who participate in strikes.

-Allows the National Labor Relations Board to fine employers up to $50,000 for every violation of labor law. Allows the NLRB to fine employers up to $100,000 in the case of repeat offenses by an employer. It would bring monetary compensation to employees involved in such cases. Expands the available remedies for employees subject to such harms to include two times the amount of actual damages (e.g., back pay), consequential damages, and punitive damages.

-Permits a labor organization to encourage the participation of union members in strikes initiated by employees represented by a different labor organization (secondary strikes) and prohibits the employers to bring claims against unions that conduct such secondary strikes.

-Prevents employers from interfering in representation cases

-Permits the National Labor Relations Board (NLRB) to conduct economic analysis.

-Allows collective-bargaining agreements to require all employees represented by the bargaining unit to contribute fees to the labor organization for the cost of such representation, notwithstanding a state law to the contrary.

-Prohibits employers from entering into agreements with employees under which employees waive the right to pursue or join collective or class-action litigation.

-Requires the NLRB to seek a federal court injunction when there is reasonable cause to believe a company has discharged or discriminated against employees, threatened to do so, or engaged in conduct that significantly interferes with employee rights during an organizing campaign or contract negotiations.

-Requires the NLRB to promulgate rules requiring employers to post notices of employees' labor rights and protections and establishes penalties for failing to comply with such requirement.

-Requires the NLRB to immediately seek an injunction to reinstate the employee who suffered retaliation while their case is pending. It also gives the NLRB the power to enforce its own rulings, like other federal agencies, instead of waiting for a decision from the Court of Appeals.

-Allows workers to seek justice in court when employers unlawfully interfere with their rights or retaliate against them for exercising their rights, if the NLRB’s General Counsel fails to prosecute their case.

Biography: Meredith Otis Stewart Markoe has an overabundance of names, none of which are anywhere close to Bobby. But somehow, it became his nickname while growing up in an Old Money Pennsylvania family in the 1940s and 50s. It was the dawn of the Atomic Age—a time of unbridled optimism if one was a young, well-off white American. This instilled within him an excitement for the sciences, and given that he was a third son with few other uses, his parents encouraged this passion. Markoe studied at the Massachusetts Institute of Technology, then did postgraduate work at the University of Illinois, earning a Master's in Nuclear Engineering and a Ph.D. in Aeronautical and Astronautical Engineering. A good number of renown scientists, only some of whom were former members of the National Socialist German Workers Party, served as his mentors, and Markoe even got a gig as research assistant for a couple of projects under the Apollo program—though, truth be told, he was probably one of the least important of the 400,000 employees who helped put man on the Moon.

Following this, Markoe spent an impressive two decades as a professor at the University of Illinois at Urbana–Champaign, where his research touched on various fields of engineering and physics. And it was also around this point that he got involved in politics. His family were hardened conservatives who cheered on Taft, MacArthur, and McCarthy, and Markoe carried these biases against the burgeoning New Left. He took particular umbrage against environmentalists who launched hysterical campaigns against seemingly every innovation since the Middle Ages; Markoe defended Project Plowshare until the day it was terminated in 1977. That year also hardened his social conservative attitudes when an extramarital affair and messy divorce forced him to reconsider his life choices and become a born-again Christian. He still considers himself nondenominational, though he has described his beliefs as Calvinist.

It was Star Wars that finally turned him into a public figure. Markoe had been involved in the Fusion Energy Foundation—a think tank that promoted nuclear power, fusion energy, particle-beam weapons, and space colonization—since the late 1970s. He distanced himself from it in 1984, when the full extent of its ties to Lyndon LaRouche's US Labor Party became public, but by then one of FEF's main causes was already a matter of federal policy. President Reagan's Strategic Defense Initiative was a controversial missile defense program with the aim of making nuclear weapons obsolete. Many experts said it was impossible, but Markoe was determined otherwise. As a confident, well-spoken, rocket scientist, he became one of the most effective public advocates for the program in popular media, earning himself a place at the George C. Marshall Institute designed to support STI. Though it ultimately failed, Markoe maintains to this day that it directly caused the fall of the Soviet Union by forcing the Russians to overspend on their military in response, and that innumerous useful technological innovations came from the program.

By the time of the 1988 election, the George C. Marshall Institute started moving its focus to denial of global warming, and Markoe followed along with this. Indeed, the STI drama instilled into him a thirst for the limelight, and he spent much of the late 1980s as a paid consultant and spokesman skeptical of the alarmism surrounding things like asbestos, DDT, second-hand smoke, and mad cow disease. Even if it is outside his realm of expertise, Markoe thinks that he—as a literal rocket scientist—has the authority to dig around the data and give a definitive answer. His philosophy centers on opposition to the "regulatory-industrial complex" sustained by ideological activists, opportunistic personal injury lawyers, hysterical media outlets, demagogic politicians, and careerist bureaucrats who have a common interest in inventing new health and safety threats for the public to obsess about.

This has all made him rather popular among Republican activists, and especially Republican donors. Markoe had been hobnobbing around political circles since the early 1970s, and even ran unsuccessfully for a couple of local and statewide positions. Like most wealthy white men, Markoe thinks that the government is currently run by idiots, and he could do much better if given the opportunity. In 1990, he saw it has his chance to go big, filing paperwork to run for (not-Paul Simon's) senate seat. It was a miserable failure. Markoe lost overwhelmingly in the Republican primary to (not-Lynn Morley Martin) who in turn lost overwhelmingly in the general election to Simon. But then there was a miracle: (not-Edward Rell Madigan), the representative from Champaign's district, was nominated as President Cush's Secretary of Agriculture in 1991. Markoe narrowly won the primarily to replace him, then cruised to victory in the safe Republican seat.

Harkening back to his defense of STI, Markoe has perhaps best made a reputation in Congress as a hawk. Throughout the 1980s, he warned that the Soviet Union was on the verge of overtaking the United States in military might. By the time he entered Congress, that prediction had proved comically wrong. So, he shifted his focus to the need for American leadership in a changing world. This became especially salient after 9/11. Markoe is a fervent backer of the invasions of Afghanistan and Iraq. He compares it to World War II—an existential struggle between democracy and tyranny. Anyone who opposes military action is either a supporter of Al-Qaeda/Saddam/Iran, or else a useful idiot. His long hawkish history briefly earned him the top spot on the House Homeland Security Committee, until the Democrats retook the chamber.

Also unsurprising given his background, Markoe is extremely skeptical of regulation. Sometimes, this in itself has generated controversy. In the aftermath of 9/11, he blamed the tragedy on asbestos regulations: the Twin Towers were originally planned to be built with fire-resistant lagging that would have allowed more time for people to evacuate before the towers fell. On another occasion, he asserted that (not-Rachel Carson) "killed more people than Hitler" due to a controversial analysis that restrictions on DDT have caused 20 million children to die of malaria. But above all, he opposes the "cult of global warming," which he regards as a fundamentally anti-humanist ideology that will only further entrench poverty and inequality. He is adamant that the Earth is not warming, and even if it is, then humans aren't causing it, and even if they are, then it's actually a good thing because increased CO2 helps the trees grow. Besides this, Markoe has been involved in a series of more quixotic efforts, like the Save the Greenback campaign organized by paper and ink interests to stop the paper dollar from being phased out.

Finally, like any conservative Republican, Markoe is a firm believer in family values. This means an opposition to abortion and homosexuality, of course. He has also proclaimed that evolution is "not a settled question" and schools ought to "teach the controversy." And his close ties with Christian Zionists who support the Jewish state as a tool for achieving the apocalypse has raised some eyebrows. But he stands out for having built a persona as a squeaky-clean Christian uncomfortable with sex, violence, and foul language in the media. Following the Columbine High School massacre, he was very quick to lay responsibility on the video game Doom. Though, his enthusiasm for the (not-Clinton) impeachment proceedings became awkward when media pointed out his own extramarital affairs that led his first wife to divorce him in 1977. To this, he could only offer a bumbling response about how he truly repented his actions, while (not-Clinton) is an opportunist who is only pretending to, and besides, they're not impeaching him for the affair itself, but for lying about it in front of the American people.

A journalist once described Markoe as a penultimate man of the 1950s, defined by a belief in American military might, traditional family values, and unbridled techno-optimism. He had his hayday in the early days of the Cush era, but he is now finding himself out of the cultural zeitgeist. However, far from discouraging him, this has strengthened his resolve to fight.

Because it is common knowledge (OOC!!) that Bob has a Klan past. I assumed, as did most people I think, that those would be pictures from Bob from years ago, when he was in the Klan. That wasn't specific enough, I guess, but nowhere was it specified the date of these photos...and nowhere in Woolworth's app is the specific year when Bob left the clan. This is all the information we get.

With the encouragement and support of his grandfather, he himself joined a local KKK chapter and led a gang of his school friends around town, harassing and sometimes assaulting black students and townsfolk.

Now, my conclusion is that it does make sense for Bob's Klan history to get out...but only for someone looking, it doesn't make sense for Amos Hammond to ask such pointed questions to Sarah Woolworth, or to draw such strong conclusions. Honestly, the same goes for my opp research mission targeted at Woolworth, but I really do plan to investigate other Democratic primary rivals as well, I just have been distracted. Which is why it's so surprising to me that it's coming out now. I don't get that. To reassess and refocus the United States' war on terror, begin a gradual redeployment of U.S. Armed Forces from Iraq, and provide the U.S. Armed Forces with the resources needed to fight terrorism abroad.

SECTION 1: SHORT TITLE

This Act may be cited as the "War On Terror and Iraq Reassessment Act".

SECTION 2: EMERGENCY DEFENSE APPROPRIATIONS

In addition to current funds, the following funds shall be appropriated:

Military Personnel, Army - $8,800,300,000

Military Personnel, Navy - $1,100,400,000

Military Personnel, Marine Corps - $1,500,000,000

Military Personnel, Air Force - $1,200,500,000

Reserve Personnel, Army - $140,200,000

Reserve Personnel, Navy - $86,000,000

Reserve Personnel, Marine Corps - $5,600,000

Afghanistan Security Forces Fund - $5,900,400,000, to remain available until September 30th, 2008.

Iraq Security Forces Fund - $3,800,300,000, to remain available until September 30th, 2008.

Iraq Freedom Fund - $350,600,000, to remain available for transfer until September 30, 2008: Provided that up to $50,000,000 may be obligated and expended for purposes of the Task Force to Improve Business and Stability Operations in Iraq.

Appropriations provided in this section are available for obligation until September 30, 2007, unless otherwise provided in this section.

A total of 85% of the funds appropriated in this section for operation and maintenance shall not be available for obligation until the Secretary of Defense submits to the congressional defense committees a report detailing the use of Department of Defense-funded service contracts conducted in the theater of operations in support of United States military and reconstruction activities in Iraq and Afghanistan: Provided that the report shall provide detailed information specifying the number of contracts and contract costs used to provide services in fiscal year 2006, with sub-allocations by major service categories, as well as include estimates of the number of contracts to be executed in fiscal year 2007, and include the number of contractor personnel in Iraq and Afghanistan funded by the Department of Defense, and also provided that the report shall be submitted to the congressional defense committees not later than August 1st, 2007.

SECTION 3: Reassessment of Iraq Operations

Section 9010 of division A of Public Law 109-289 is amended by striking "2007" in each place it appears and inserting "2008".

No funds made available by this act or any other act may be obligated or expended by the United States to establish any military installation or base for the purpose of providing for the permanent stationing of United States Armed Forces in Iraq or to exercise United States control over any oil resource of Iraq.

Not later than 30 days after the date of enactment of this act, the Secretary of Defense shall submit a report to the congressional defense committees that contains individual transition readiness assessments by unit of Iraq and Afghanistan security forces. The Secretary of Defense shall submit updates to the report to the congressional defense committees every 90 days following the first report until October 1st, 2008. The report and updates of the report shall be submitted in classified form.

Increases the number of heavy and light armored vehicles authorized to be purchased by DOD for force protection purposes in Iraq and Afghanistan from 20 to 287.

Up to $155,000,000 from funds for the Iraq Security Forces Fund for fiscal year 2007 may be used, notwithstanding any other provision of law, to provide assistance to the Government of Iraq to support the disarmament demobilization, and reintegration of militias and illegal armed groups.

$750,000 is provided to the Department of Defense to commission an independent, private sector entity, which operates as a 501(c)(3) with recognized credentials and expertise in military affairs, to prepare an independent report assessing the following:

(1) The readiness of the Iraqi Security Forces to assume responsibility for maintaining the territorial integrity of Iraq, denying international terrorists a safe haven, bringing greater security to Iraq's 18 provinces in the next 12-18 months, and bringing an end to sectarian violence to achieve national reconciliation.

(2) The training, equipping, command, control, intelligence capabilities, and logistics capacity of the Iraqi Security Forces.

The designated private sector entity shall provide an unclassified report, with a classified annex, containing its finding to the House and Senate Armed Services, Appropriations, Foreign Relations, and Intelligence committees.

$60,000,000 shall be provided to non-governmental organizations in Iraq for economic and social development programs and activities in areas of conflict.

$60,000,000 shall be provided for the United States Agency for International Development, for democracy, human rights, and rule of law programs in Iraq, provided that not later than 60 days after enactment of this Act, the Secretary of State shall submit a report to the Committees on Appropriations describing a comprehensive, long-term strategy, with goals and expected results, for strengthening and advancing democracy in Iraq.

$5,000,000 shall be provided to operations to rescue Iraqi scholars.

The Department of State shall provide members of the Government Accountability Office (GAO) the country clearances, life support, and logistical and security support necessary to establish a GAO presence in Iraq for periods of not less than 45 days. The GAO shall use this presence to facilitate effective oversight of programs and activities in Iraq.

The President shall appoint a Coordinator for Iraq Assistance who shall be responsible for developing and implementing an overall strategy for political, economic, and military assistance for Iraq.

None of the funds made available by this act or any other act may be used to deploy any unit of the Armed Forces to Iraq unless the chief of the military department concerned has certified to the defense and appropriations committees at least 15 days in advance that such unit is fully mission capable.

None of the funds made available by this act or any other act may be used to initiate, execute, or continue any order that has the effect of extending the deployment for Operation Iraqi Freedom of any unit of the:

(1) Army, Army Reserve, or Army National Guard beyond 365 days.

(2) Marine Corps or Marine Corps Reserve beyond 210 days.

None of the funds made available by this act or any other act may be used to initiate, execute, or continue any order that has the effect of deploying for Operation Iraqi Freedom any unit of the:

(1) Army, Army Reserve, or Army National Guard if such unit has been deployed within the previous 365 consecutive days.

(2) Marine Corps or Marine Corps Reserve if such unit has been deployed within the previous 210 consecutive days.

The Secretary of Defense shall formulate and commence a plan to redeploy U.S. Armed Forces from Iraq no later than October 1st, 2007, with the goal of completing such redeployment within 180 days.

Notwithstanding any other provision of law, funds appropriated or otherwise made available in this or any other Act are immediately available for obligation and expenditure to plan and execute a safe and orderly redeployment of the U.S. Armed Forces from Iraq.

After the appropriate redeployment period, the Secretary of Defense is prohibited from deploying or maintaining members of the Armed Forces in Iraq for any purpose other than:

(1) protecting American diplomatic facilities, American citizens, and other U.S. forces.

(2) serving in roles consistent with customary diplomatic positions.

(3) engaging in targeted special actions limited in duration and scope to killing or capturing members of al-Qaeda and other terrorist organizations.

(4) training and equipping members of the Iraqi Security Forces.
