The above is an excerpt from Franz Kafka's Prometheus, which outlines his perspective on four aspects of the myth behind the Titan whose name is borne by the mobile reactors that restored power to areas hit hardest by Super Typhoon Rai in December of last year. The City of Ubay in this very province was one of those areas. Home to AFB Ubay, an airbase that was already running on Prometheus, within 36 hours the base's reactor was connected to the grid and providing emergency power to the city, with two more reactors moved to Panglao and here in Tagbilaran from other bases in the Confederation. With the solar farms off Jagna, Tubigon, and Talibon out of commission during the time, the reactors were crucial in maintaining power for critical infrastructure needs: hospitals were less dependent on generator power; communications were restored earlier than projected timeframes expecting a seven-day comms blackout; water was running again across the province within the next 24 hours; cities and major towns with piped gas had it again within the next 72 hours.

Up until the solar farms resumed operations in February, the three reactors were what Bohol survived on, and even Governor Chatto couldn't help but thank the Department of Defense for its efforts in helping clean up the province in the aftermath of Rai, which international weather agencies have classed as the equivalent of a Category 5 hurricane. Foreign aid from the Free Lands--aid that some would argue was quid pro quo, a favor returned for the Confederation's assistance to that country's COVID-19 response last year--also helped in speeding up the rebuilding of Bohol. While Boholano infrastructure has already bounced back completely from the devastation of three months ago, the lessons Rai taught this province are lessons learned in coin and blood, and the best we can do to honor the 282 Visayans who died across the Confederation as a result of the super typhoon's onslaught is to redouble our efforts in making the Province, and ultimately the Confederation, a veritable bastion against natural and man-made disasters alike.

On a parting note, it would not be fitting for any devout Boholano to be oblivious to the fact that tomorrow is the Solemnity of St. Joseph, Husband of Mary, Foster Father of Our Lord Jesus Christ, and Patron Saint of the Universal Church, who as San Jose Obrero is the patron saint of the Archdiocese of Tagbilaran. ¡Viva Señor San Jose!

Moreover we wish to clarify the purpose of the military navigation package.

For civilian purposes, satellite navigation to an accuracy of 3 meters is often considered sufficient, especially if cross-checked against other navigation systems (such as other satellites, cellular networks, or inertial navigation) to improve accuracy. In our view, the navigational accuracy of the Panoptes Navigation Package is sufficient to guide precision weapons systems to their targets, as well as to perform advanced calculations of various types. However it is probably insufficient on its own for high-precision engineering tasks such as seismographic research and engineering stability tests (where to the millimeter precision is required). Cross-referencing data from Panoptes satellites with other sources of data will, once again, improve accuracy further.
