Welcome to “Twilight’s Last Gleaming”, an American Political and Character RP where players can explore the intricacies of government, from the cloak and dagger politics of the Capitol to plainspoken compromise in the heartland, to the gritty in-and-outs of running some of the world’s greatest cities.

The year is 2007, and the divisions from the 2006 elections remain. President John Cush won his reelection decisively in 2004, but the 2006 midterms saw the rise of the Democrats due to the now-unpopular War on Terror. Democrats with control of the Senate (52-48) and the House (233-202), and soon it will be an election year. President Cush is ineligible for a new term, and Republicans are confident that they can rely on Democratic infighting to cruise to a new Republican president.

However, something is brewing. The New Recession is about to begin, and nothing will be the same in its wake. Will you be a populist trying to change America’s DNA, a Republican hanging on to power, or a Democrat faced with the question of how to deal with what might become the most polarizing period in American history?

Play in the Cabinet or the inner corridors and echelons of power emanating from the White House. Or choose to be a Senator, Governor, Congressperson, Mayor, or any other figure with a hand in today's politics. Or run for office, from dogcatcher to the Presidency to fight for your slice of the American Political landscape. Create an original character, make history and steer them through... THE RULES:

1. The OP's words are the words of the Gods, but these Gods are not infallible, you can argue your position civilly but in the end, their decision is final.

2. No real people or celebrities as characters. There is no Bernie Sanders that you can play. Politicians post-1980 do not exist, or have been replaced with generic stand-ins: you can play them, should you wish. Records and history are the same, including statistics, save in the places where player-characters have brought about a change.

3. Regarding absences- If you, for whatever reason, must take a leave from the roleplay-that is of course fine. But please inform us ahead and how long it may take. If you are found to have just up and left the RP, we may have to simulate how your character acts in votes per se, especially depending on their importance.

4. When it comes to writing; please do it well. We expect a certain level of quality with your posts. One or two sentences will not be acceptable, but we can be permissive-if your character is engaged in conversation, a sentence is fine. It’s also recommended that you can start a google doc with the other person in the meeting, run the meeting and then post all at once.

5. Please make characters of quality and substance. We don't want Mary Sue flawless characters who are 30-year-olds, models, former sharecroppers with military service earning a medal of honor and then returning from Iraq to attend Harvard. Those characters aren't very fun to play or interact with, and are flat out just boring. But on the other hand-no sabotage characters. Just because you hate Democrats, don't make a hopelessly corrupt and scandal-ridden Democrat with no redeeming qualities. Character models also have to be googleable, no photoshopped models, if we can't google your character model you can't have them!

6. No cheat-edits. Once you've made an IC post, leave it. Edits to formatting are all right along with typos but don't try to change anything major compared to what you have already written, especially if it has already been responded to. If your character said it in public, it must stay. Gaffes happen, after all and make your character more interesting.

7. If you are not sure if something is legal or okay, ask OOC first. Always better to check-and there is limited leniency for bad things.

8. No events that directly affect another character without permission first. In essence, avoid physical altercations and outrageous "accidents". Assassination is banned, any external action taken against politicians will take place in the form of an event.

9. No meta-gaming. Do not let the OOC influence the realism of your character's actions. If they are in a closed situation in which information is limited, they cannot state-specific statistics, for example. Specifically for this no actions can be taken to prevent the financial crisis.

10. PG-13 limit. Per site-wide rules, nothing too saucy or racy. You know it when you see it. Even IF your character is a racist or sexist asshole and its in character you can still get our thread locked over it.

Administrators are responsible for decision making within the RP, they collectively manage polling, special events and so on. They are your last source of appeal if you have any issue within the RP. Do not hesitate to contact any of the above with any question or issue as you may have.

MODERATORS

Moderators are involved on an as-needed basis and help to moderate the OOC/IC and review applications.



THE PROCESS

1. Character(s) introduce draft legislation in OOC to allow other players to offer to co-sponsor, constructive advice on language (not to debate)
a. Language of bills should be simple, at least two paragraphs

2. Once a player is comfortable, they submit their bill to the Congress thread, where it will be included in the respective chamber’s docket.
a. Respective House/Senate leader (i.e. Speaker of the House or House Majority Leader if applicable, Senate President Pro Temporore or the Senate Majority Leader if applicable) will determine agenda - all bills will be taken up, but this allows them to put more “urgent” bills to the front of the queue

3. House Leader/Senate Leader will say something along the lines of “The House/Senate will now take up the [Name of Bill], the Chair invites [Name of Bill Sponsor] to introduce the bill to the floor.”

4. Bill Sponsor has 2 RL days to post in Congress thread an overview of what the bill does.
After the bill is introduced or 2 days pass without comment from the sponsor, the House/Senate Leader will begin a 2 RL day period of debate.

5. Members of Congress (MOCs) may move to make amendments during this period. Need second. If motion is objected to, the respective chamber votes on whether or not to amend the bill. If ayes win, the bill is amended. If the nays win, bill language is unchanged. If the motion is seconded and does not face an objection, the bill is amended.

6. Once debate period has concluded, the Leader moves the chamber to a voting period, which will also consist of 2 RL days.
a. During this time, Admins will discuss how NPCs are voting based on influence of bill sponsor, whether it has support from Congressional leadership, White House support or lack thereof, and partisan lean of the bill (i.e. a super progressive bill will likely not have the support of most GOP MOCs, even if some GOP PCs sponsor or support the bill, and vice versa).

7. Once the voting period is concluded, Admin will take the role of the clerk and announce whether bill passed and vote breakdown.
a. If the bill passes, it moves to the next chamber’s queue, and the process repeats. If one chamber amends a bill passed in the other chamber (i.e. House amends a bill passed in the Senate), it must return to the first chamber for a new debate and vote.

8. Should a bill pass both chambers with the same language, it goes to the White House. The President has 1 RL week to announce to the OOC and/or IC thread if they plan to sign or veto the legislation that passed Congress.

9. If a bill is vetoed, Admins will discuss if there is a sufficient supermajority to override presidential veto (rare). If no supermajority, the bill is dead. If a supermajority to overturn a veto is possible, the bill goes back to Congress to overturn veto.

Research Of Solar Energy Act (ROSE Act)

A BILL
To support the research and development of more efficient and cost-effective solar energy technologies, and support the implementation of these technologies in the United States.

SECTION 1: SHORT TITLE
    This Act may be cited as the "Research Of Solar Energy Act" or the "ROSE Act".

SECTION 2: DEFINITIONS
    For the purposes of this act:

    (1) "Department" refers to the Department of Energy.
    (2) "Secretary" Refers to the Secretary of Energy.

SECTION 3: RESEARCH
    The Secretary shall establish a research and development program to provide more efficient and less costly thermal energy storage technologies in order to enable the shifting of electric power loads on demand and extend the operating time of concentrating solar power electric generating plants.

    The Secretary shall study and submit a report to Congress on methods to integrate concentrating solar power into regional electricity transmission systems, and to identify new transmission or transmission upgrades needed to bring electricity from high concentrating solar power resource areas to growing electric power load centers throughout the United States, as well as an analysis of cost-effective approaches to management and large-scale integration of concentrating solar power into regional electric transmission grids. The Secretary shall submit this report to Congress no later than 12 months after the date of enactment of this act.

    Additionally, the Secretary shall study and submit a report to Congress on methods to reduce the amount of water consumed by concentrating solar power systems. The Secretary shall submit this report to Congress no later than 6 months after the date of enactment of this act.

SECTION 4: PROGRAMS
    The Secretary shall establish a competitive grant program in the Office of Solar Energy Technologies to create and strengthen solar industry workforce training and internship programs in the installation, operation, and maintenance of solar energy products.

    In addition, the Secretary shall establish a research and development program to assist in the demonstration and commercial application of direct solar renewable energy sources to provide alternatives to traditional power generation for lighting and illumination, including light pipe technology.

    In addition, the Secretary shall establish a research, development, and demonstration program to promote less costly and more reliable decentralized distributed solar-powered air conditioning for individuals and businesses. The non-Federal share of research and development projects supported under this program shall be not less than 20 percent, and for demonstration projects shall be not less than 50 percent.

    In addition, the Secretary shall establish a grant program to states to demonstrate advanced photovoltaic technology.

SECTION 5: APPROPRIATIONS
    The research and development program to provide more efficient and less costly thermal energy storage technologies listed in section 3 shall be appropriated $9,000,000 for each of the fiscal years 2008 through 2012.

    The competitive grant program in the Office of Solar Energy Technologies to create and strengthen solar industry workforce training and internship programs in installation, operation, and maintenance of solar energy products listed in section 4 shall be appropriated $10,000,000 for each of the fiscal years 2008 through 2012.

    The research and development program to assist in the demonstration and commercial application of direct solar renewable energy sources listed in section 4 shall be appropriated $3,500,000 for each of the fiscal years 2008 through 2012.

    The research, development, and demonstration program to promote less costly and more reliable decentralized distributed solar-powered air conditioning for individuals and businesses listed in section 4 shall be appropriated $2,500,000 for each of the fiscal years 2008 through 2012.

    The grant program to states to demonstrate advanced photovoltaic technology listed in section 4 shall be appropriated $30,000,000 for each of the fiscal years 2008 through 2010 and $70,000,000 for fiscal years 2011 and 2012.

Judicious Use of Surveillance Tools In Counterterrorism Efforts Act of 2007

A BILL
To amend the PATRIOT Act and Foreign Intelligence Surveillance Act to limit surveillance powers to suspected terrorists, and protect the rights of American citizens.

SECTION 1: SHORT TITLE
    This Act may be cited as the “Judicious Use of Surveillance Tools In Counterterrorism Efforts Act” or the "JUSTICE Act".

SECTION 2: PATRIOT ACT AMENDMENTS
    a. Amends the PATRIOT Act to curtail the domestic surveillance powers of federal law enforcement and intelligence agencies. This legislation limits the scope of investigation of, and access to the communications, financial records, credit records, medical records, and library records of suspected terrorists or suspected spies.

    b. Federal law enforcement and intelligence agencies must prove that library records and medical records belonging to American citizens are related to suspected terror or espionage activities.

SECTION 3: FISA AMENDMENTS
    a. Amends the Foreign Intelligence Surveillance Act, or FISA, to (1) impose limits on roving electronic surveillance and the use of pen registers and trap and trace devices (defined as devices for recording incoming and outgoing telephone numbers); (2) enacts provisions barring immunity to telecommunication providers for illegal disclosure of subscriber records; (3) prohibit the warrantless collection of certain communications of U.S. citizens known to reside in the United States; and (5) revise certain reporting and evidentiary requirements;

    b. Amends FISA to require that the government limit the collection of phone calls, emails, and text messages to suspected terrorists, spies, or those suspected of intentionally providing material aid to terrorist organizations. Any materials collected without a warrant can only be listened to, used, or distributed if the government can demonstrate that they have reason to believe that the collected communications relate to terrorism or espionage. Federal law enforcement and intelligence agencies are required to list the name(s) of the person(s) and place(s) that they require to be tapped

SECTION 4: EXCEPTIONS FOR NATIONAL SECURITY EMERGENCIES
    Federal law enforcement and intelligence agencies will be permitted to continue secret searches targeting U.S. citizens only in emergency or urgent circumstances against suspected terrorists, those suspected of intentionally providing material and/or monetary support to terrorists, terrorist organizations, or to further acts of terrorism.

SECTION 5: ENACTMENT
    The JUSTICE Act will be enacted with full force of law one (1) year after passage. The United States Government and its relevant agencies are expected to make the necessary changes to federal policy in order to be in compliance with the JUSTICE Act by the date of enactment.

Veterans Health Care Improvement and Suicide Prevention Act

A BILL
To amend title 38, United States Code, to make certain improvements in the provision of health care to veterans, to direct the Secretary of Veterans Affairs to develop and implement a comprehensive program designed to reduce the incidence of suicide among veterans, and for other purposes.

SECTION 1: SHORT TITLE
    This Act may be cited as the "Veterans Health Care Improvement and Suicide Prevention Act".

SECTION 2: GRANTS FOR SUPPORT OF THERAPEUTIC READJUSTMENT PROGRAMS FOR VETERANS
    Authorizes the Secretary of Veterans Affairs (hereafter “the Secretary”) to make grants to private, nonprofit entities to conduct workshop programs to assist in the therapeutic readjustment and rehabilitation of veterans who served on active duty in a theater of combat operations after the Persian Gulf War, or in combat during a period of hostilities after November 11, 1998, and are discharged or released from active duty on or after September 11, 2001 (covered veterans). Limits grant amounts to $100,000. Requires annual reports from the Secretary to the congressional veterans committees on the use of such grants and their benefits to covered veterans. Authorizes appropriations.

SECTION 3: TRANSPORTATION GRANTS FOR RURAL VETERANS SERVICE ORGANIZATIONS
    Directs the Secretary to establish a grant program to provide innovative transportation options to veterans in remote rural areas. Limits grant amounts to $50,000. Authorizes appropriations.

SECTION 4: READJUSTMENT AND MENTAL HEALTH SERVICES FOR OPERATION ENDURING FREEDOM AND OPERATION IRAQI FREEDOM VETERANS
    Directs the Secretary to carry out a program to provide, through contracts with community mental health centers, peer outreach services, peer support services, and readjustment and mental health services to covered veterans. Requires training for covered veterans and clinicians providing services under the program.

SECTION 5: EXPANSION AND EXTENSION OF AUTHORITY FOR PROGRAM OF REFERRAL AND COUNSELING SERVICES FOR AT-RISK VETERANS TRANSITIONING FROM CERTAIN INSTITUTIONS
    Revises provisions concerning a joint VA-Department of Labor demonstration program of referral and counseling for veterans transitioning from certain institutions (including penal institutions) and who are at-risk for homelessness to: (1) remove the "demonstration" designation; (2) require the program to be carried out in at least 12 (under current law, six) locations; and (3) extend the program through FY2011.

SECTION 6: PERMANENT AUTHORITY FOR DOMICILIARY SERVICES FOR HOMELESS VETERANS AND ENHANCEMENT OF CAPACITY OF DOMICILIARY CARE PROGRAMS FOR FEMALE VETERANS
    Removes the FY2003-FY2004 limit on the authorization of appropriations for a VA program to provide domiciliary care programs for homeless veterans. Requires the Secretary to ensure that such programs are adequate, with respect to capacity and safety, to meet the needs of women veterans.

SECTION 7: FINANCIAL ASSISTANCE FOR SUPPORTIVE SERVICES FOR VERY LOW-INCOME VETERAN FAMILIES IN PERMANENT HOUSING
    Directs the Secretary to provide financial assistance to private nonprofit organizations or consumer cooperatives to provide and coordinate supportive services for very low-income (less than 50% of the median income for the area) veteran families residing in permanent housing. Provides a preference for families who are transitioning from homelessness to permanent housing. Requires: (1) the provision of such assistance to be equitably distributed across geographic regions, including rural communities and tribal lands; and (2) the Secretary to provide appropriate training and technical assistance to entities providing such services. Authorizes appropriations.

SECTION 8: EXPANSION OF ELIGIBITY FOR DENTAL CARE
    Makes homeless veterans eligible for dental care through the VA after receiving certain other types of care (such as domiciliary or community residential care) through the VA for 30 (under current law, 60) consecutive days.

SECTION 9: SENSE OF CONGRESS
    Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary, in developing and implementing the comprehensive program outlined in this Act, should take into consideration the special needs of such veterans and of elderly veterans who are at high risk for depression and experience high rates of suicide.

SECTION 10: COMPREHENSIVE PROGRAM FOR SUICIDE PREVENTION AMONG VETERANS
    Directs the Secretary to develop and carry out a comprehensive program designed to reduce the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs (VA) who interact with veterans; (2) mental health assessments of veterans; (3) designation of a suicide prevention counselor at each Department medical facility; (4) research on best practices for suicide prevention; (5) mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; (7) a toll-free hotline; and (8) outreach and education for veterans and their families. Authorizes the Secretary to develop and carry a peer support counseling program as part of such program. Requires the Secretary to report to Congress on the program.

To provide Federal Government aid for the readjustment in civilian life of returning Iraq and Afghan War veterans

SECTION 1: SHORT TITLE
    This Act may be cited as the "G.I. Bill of 2007".

SECTION 2: Eligibility
    In order to be eligible for the benefits under this bill, veterans are required to have served at least one tour of duty in the Wars in Iraq or Afghanistan as part of the War on Terror. Veterans shall be eligible for the benefits under this bill for a length of 10 years after an honorable discharge of the United States Military.

SECTION 3: BENEFITS
    This bill shall allocate the following benefits for veterans' eligible as per SECTION 2 of this bill:
    • Full funding of educational tuition for any four year undergraduate program at any public university within the United States.
    • 30% subsidization of educational tuition of any private university, graduate, or professional school which may opt-in to this program.
    • An annual stipend of up to $1,000 to cover other educational costs. (For instance: books, supplies, fees)
    • Up to $2,000 towards one-time licensing or certification tests
    • For veterans pursuing higher education a percentage of their rent payments may be subsidized by the Department of Veterans' Affairs for the duration of their education. The percentage varies depending on the amount of tours of duty served. 15% for those who served 1 tour of duty, 30% for those who served 2 tours of duty, 45% for those who served 3 tours of duty, 60% for those who served 4 tours of duty, 75% for those who served 5+ tours of duty.
    • For veterans outside of higher education a percentage of their rent payments may be subsidized by the Department of Veterans' Affairs for a period of 3 years. The percentage varies depending on the amount of tours of duty served. 15% for those who served 1 tour of duty, 30% for those who served 2 tours of duty, 45% for those who served 3 tours of duty, 60% for those who served 4 tours of duty, 75% for those who served 5+ tours of duty.
    • Veterans may also see a percentage of their mortgages subsidized by the Department of Veterans' Affairs for a period of 3 years. The percentage varies depending on the amount of tours of duty served. 12% for those who served 1 tour of duty, 24% for those who served 2 tours of duty, 36% for those who served 3 tours of duty, 48% for those who served 4 tours of duty, 60% for those who served 5+ tours of duty.
    • Veterans who become disabled while serving a tour of duty in Iraq or Afghanistan may see their a percentage of their rent payments subsidized. 60% for 3 years, then 40% for 5 years.
    • The Department of Veterans' Affairs will pay for the treatment of injuries veterans received during a tour of duty in Iraq or Afghanistan, both physical and mental.
    • Veterans may apply for and a receive a years' worth of unemployment benefits upon their honorable discharge.

SECTION 4: APPROPRIATION
    Congress shall appropriate an amount of $80,000,000 to the Department of Veterans' Affairs for the implementation of this bill until such a date of 10 years after the conclusion of the Wars in Afghanistan and Iraq.

SECTION 5: AMENDMENTS TO THE MONTGOMERY G.I. BILL
    This bill shall eliminate the $1,200 program enrollment fee paid by the veteran at the beginning of military service currently required by the Montgomery G.I. Bill.

SECTION 1: SHORT TITLE
    This Act may be cited as the "Mourning Act".

SECTION 2: FUNCTION
    The function of the Mourning Act is to mourn the victims of the September 11th attacks. The act will approve of making September 11th a national day of mourning and will suspend all activities such as school or work. The act will also approve of the construction of a statue near the 9/11 memorial pools honoring the brave passengers of the United Airlines Flight 93 for their brave actions of stopping the terrorists of crashing the plane.

    The act will require all White House flags to be flown at half-staff for one full minute in order to honor the dead, the flying of the flags of other governmental buildings is optional and not required although it is encouraged.

SECTION 3: ENACTMENT
    The Mourning Act will enter effect on September 11th of 2007.

Sneakily sipping at a small can of Diet Coke he sneaked in, he read the Washington Post as he waited for the session to begin. After putting the paper down, he had a conversation with a staffer about the general workings of Congress.

In a suitably austere mood, Jack took to the podium and paused for a long look up to the gallery, where were seated some families of Tennessee veterans he’d invited to the Capitol.

“Thank you, Madam Speaker.

“Madam Speaker, few among us can have failed to take note of the prevailing sense of the country in recent months that something must be done to address the creaking system of care set up for our veterans. Reports out of Walter Reed Medical, the harrowing personal testimony of ABC News journalist Bob Woodruff speaking with those whom have experienced traumatic brain injuries similar to his own, the personal accounts that many of us have heard directly from our constituents, have all contributed to a growing outrage that we are simply not doing enough to take care of those of whom we have asked the greatest sacrifice, to risk their lives in service of our freedom.

“I cannot pretend the bill I introduce today will overnight fix that system, or address that outrage. But it is a necessary step, the first of what I hope will be many this new Congress will take in the spirit of bipartisan unity, in beginning with the true cost of war, that is, not just the dollars spent on missiles or tanks, but on taking care of our service personnel even after they come home. And a particularly neglected aspect of that care is that of mental health.

“Madam Speaker, some of my colleagues here today, Senators, Governors, even airline CEOs, have been heading, and will continue to head, to Iowa. We all know why. How many, on their way to stump for votes and offer precinct captains patronage and be photographed by the butter cow, how many of them will stop, in Davenport, at the Army Reserve Center, the home of the 339th Military Police Company. Perhaps not many. If they did, they might encounter the story of Joshua Omvig. Specialist Omvig served his country in Iraq and came home, only to die by suicide here, let down by an inadequate mental health care system.

“He is one name, among many. Far too many. The numbers in themselves are startling, shocking, and inexcusable. One in five suicides in this country is of a veteran, despite veterans accounting for fewer than one in ten of population. Nearly one third of all Operating Enduring Freedom and Operation Iraqi Freedom veterans receive mental health diagnoses, yet over 100 VA clinics offered no mental health care whatsoever, as recently as last year.

“And Madam Speaker, with my friend the gentleman from North Dakota, I introduce the Veterans Health Care Improvement and Suicide Prevention Act. This legislation would create a grant program for therapeutic readjustment services offered to returning veterans, and would further provide for transportation grants for rural veterans, a particularly underserved constituency. It would offer domiciliary assistance to homeless veterans, provide financial assistance towards very low income veterans at risk of homelessness, and expand eligibility for dental care.

“This legislation would further introduce a campaign to reduce stigma surrounding seeking help or training for VA staff in suicide prevention and education; the creation of peer counselors to understand risk factors and to assist families during the readjustment process; and a 24-hour counseling line so that veterans, especially those in rural areas, could seek help whenever they need it.

“There will be, Madam Speaker, a great many debates in this coming Congress over the future of our engagements in Iraq and around the world. But in those debates, let us not forget about things past, and the commitments already made to those who have served. Irrespective of one’s opinion on particular military engagements, the basic and essential truth that those who serve our country deserve proper care when they come home should be something all those here can agree on.

I think it is fitting that we should take up this bill after unanimously passing the Veterans Health Care Improvement and Suicide Prevention Act, and that that Act was the first order of business of this session. My friend from Tennessee spoke of the creaking system of care for our veterans, the outrage from Americans of our not addressing these glaring holes in the system. Oftentimes here in Congress, we get so swept in foreign policy crises, and, and the need for war, that we often forget the very human impact of our actions. We look at maps and speak of the power of our forces that we forget about the very human impacts of our actions, sending sons and daughters off to war, sometimes taking them away from their jobs and potentials here at home. A lot of the time, they drop everything to go into combat, skills and potential they could have realized, then we they come back, oftentimes we forget about them.

Our brave heroes, they come home to fanfare and celebrations, but then oftentimes they're send off into the darkness, thrust into society after so long being away from it, defending it abroad. They return oftentimes with nothing to do, and nothing to fall back on, ignored by society and left to fend for themselves. It's very easy for them to fall into bad ways, into addictions, into homelessness, into crime, I can attest to that, I've seen that, as a veteran of Vietnam.

But it doesn't have to be like this, we can support our veterans, we can help them come back, to return to civilian life, we can give them a boost. Remember, oftentimes they're battling their own demons, and the consequences of war, they need help. They had left society, to fight for it, and while they were gone they changed, and oftentimes it is very hard for them to come back.

But there's a framework for helping veterans return from war to civilian life, after World War II, Congress bipartisanly passed the G.I. Bill. A bill that helped veterans pay for education, that helped veterans get a mortgage, to start farms and businesses, and jumpstart the economy, and help veterans return to civilian life after 4 long years of war. It educated a generation, a generation of innovators, entrepreneurs, and intellectuals, Americans who would reach the highest echelons of power, people like Senator [not-Bob Dole].

My bill, the G.I. Bill of 2007, is heavily based on the G.I. Bill of 1944, it would pay college tuition for veterans of Iraq and Afghanistan, help them pay higher education, rent, and mortgages. Give them a years' worth of unemployment benefits to help them as they begin their journey of returning to civilian life, support veterans who became disabled in line of duty, and reward those who served longer. In the spirit of bipartisanship let's pass this new G.I. Bill, let's help our brave heroes return to civilian life, let's fund another generation of innovators, entrepreneurs, and intellectuals. Let's help our veterans, let's pass the G.I. Bill of 2007.

Thank you, Madam Speaker. I yield back the floor."

Madam Speaker, I ask unanimous consent to be enrolled as a co-sponsor.

I join my colleague from California in admiring the spirit of bipartisanship earlier, and I applaud his initiative in introducing important legislation on educational benefits for veterans. However, his comparison to the G.I. Bill ignores the reality of our modern reality, which is not drafted as were the Armed Forces during World War II, but is a volunteer, professional service. It is a worthy job, a very important job, and a wholly laudable job -- but a job nonetheless.

I feel the concerns expressed by the Department of Defense that this bill will lead to service members leaving the military to pursue educational careers, leaving our armed forces understaffed, have not been taken account of. Many service members may themselves not wish to pursue further education but may end up taking advantage of the tax credits involved simply because they are there.

As such, I move the following amendment:

    Insert into Section 3

      Any veteran eligible for benefits under this bill may elect to transfer up to 100% of their benefits under this bill to their spouse or their child(ren), on condition of entering into an agreement to remain a member of the Selected Reserve for a period of not less than four years.


This amendment would allow those who might otherwise have left military service to pursue low-value educational courses with little motivation other than making use of their benefits to instead transfer those credits to their dependents, in exchange for continuing their reserve service.

I have a second concern with this bill. The funding arrangements allow for private schools to opt-in to the program. While there are many private schools in this country that operate to the benefit of their students, there is also a great and growing number of for-profit colleges that operate as little more than diploma mills, churning out essentially worthless diplomas to no apparent benefit of their students. We should not be subsidizing such ventures.

As such, I move the following amendment:

    Insert into Section 3

      , excepting any for-profit college.


I believe these changes will ensure that we ensure the benefits being paid are going towards the genuine cause of advancing educational achievements and not merely fueling a runaway system of unsustainable for-profit college debt.

Greg dropped to the back of the chamber to speak with his Legislative Coordinator, John Snoops, after Regan Storm had introduced her proposed amendments to the G.I. Bill. He had no problem with the first amendment to the bill, and he had wanted to give veterans the opportunity to go to for-profit schools, that might have opted into the program, and which may have been more prestigious, or provided a good education. But Greg and John decided that for the show of bipartisanship, that Greg should support the amendments. The amendments were also pretty liberal, and Greg knew that he wouldn't win, particularly over the for-profit issue, with most on his side of the aisle probably lining up behind the amendment, and Greg begrudgingly came to genuinely support the amendment with some nudging from John.

He went back to his seat.

"Madam Speaker. Too often we here in Congress are too proud to admit our mistakes sometimes, while pride can be a good thing, there can be too much of a good thing. In the spirit of bipartisanship, and in trying to improve of our care of our veterans, I listened to my friend of Connecticut, and have decided to admit my mistakes and shortcomings, and to support her amendments to this bill. Madam Speaker, I second the motions by the gentlewoman from Connecticut."
