Of the Poisoned Rose of Praksa
3

Skies above Praksa, Dominion of Praksa-Prima-et-Secunda, Taraskovyan Empire

“We can therefore conclude that ten thousand Earth years ago, the civilization of Prior aedificantes Praksaorum carried out a well organized operation to evacuate the system and destroy vital and critical data and infrastructure that could fall into the wrong hands,” the Professor continued his exposé. “It is comparable to how we would disengage from an operation and destroy critical components as we left. ”

“Professor, what was the reason for this disengagement?” an avatar for a TNDF officer queried.

“You would have to ask them once you find them,” the Professor answered calmly, as would a teacher to a very unintelligent pupil. “Their bombardment of the planet happened after they removed themselves from the surface. We do have observation data collected from observatories in the general far away distance,” the Professor waved his hand dismissively as if to say that it was really far away. “But what is more so important, this is shown by how very thoroughly they cleaned up after them. In fact, we’ve only been able to recover security recordings from one of their facilities, which are how we got to know how they look like.”

The visualization screen reproduced several recordings showing large technologically armoured praying mantises strolling about some corridors in silence. That information was already available to the Taraskovyans for a long time now, as it was recovered a while ago and was no news.

“We can conclude that such… artifacts were clearly forgotten during the disengagement process,” the officer nodded.

“Correct,” the Professor nodded in turn and continued on. “Furthermore, the Prior aedificantes Praksaorum were only present on the surface of Praksa for seventy nine Earth years before disengaging. Whilst the Criceta harenae Praksaorum, as well as the flora and fauna, are dated back a hundred thousand years."

The Professor made a dramatic pause in his speech and grinned at the raised eyebrows on the faces of the avatars of military and intelligence services officers, while the scientific community present physically and virtually were not surprised.

“The Builders did not create the hamsters?” came a rather straightforward question from one of the other officers.

“Correct. In fact, their disengagement coincided with a cycle in the life of the Criceta harenae Praksaorum that can be extrapolated to about four hundred years for the first observable cycle,” the Professor continued, as more and more information flooded the room. “The criceta praksaorum seem to suffer from civilization extermination events on a regular basis. You will see here the population graphs we extrapolated from their reproduction cycles applied to the data collected from archeologic scans. At certain stages in the demographics, an extermination event would eliminate about ninety to ninety-five percent of their demographics, leaving the remaining five-to-ten percent to continue their race.”

“So there is a self-destruct mechanism built into the hamsters?” yet again a question form the military.

“No,” the Professor retorted. “There is a self-improvement mechanism built into the… hamsters. Analysis indicates that every cycle yields more robust and healthier specimens by eliminating the larger and weaker part of the demographic. But the Ladies and Gentlemen from the Defence Forces and the Intelligence Community shall most likely be more interested in how exactly this happens. According to facts collected and data extrapolated and analyzed, after a trigger event, which we currently have yet to shed light on for we only have theories, populations start turning in on each other. We’ve seen and collected proof of heightened aggression and fanatical murder sprees, augmentation of the body mass and subsiding of the nervous system to cut off pain receptors and a necrosis of brain tissues, leaving specimens with only limited instincts. In this heightened state of aggression, the criceta praksaorum is capable of inflicting outstanding amounts of damage, while also taking just as outstanding a level of damage to its own organism.”

“Professor, please be brief. What exactly is it and how often does it happen?” one of the military avatars raised his virtual hand.

“As our esteemed friends from the Defence Forces wish,” the Professor nodded. “What exactly this is: hamsters become zombies.” He spoke it out as clearly as a kindergarten nanny would do it to toddlers. A rather stiff and humorless kindergarten nanny, of course. “And how often is a more complex question, as the events do not happen on regular intervals. However, given the technical analysis and the meantime necessary to happen, we can estimate that the event could have happened as far away as ninety-seven Earth years ago and may happen within the next one hundred and thirty-five Earth years.”

A silence fell on the room as the Professor smiled triumphantly and gave a look around the attendance, both physical and virtual.

“We only came to Praksa thirty-nine years ago, but I would not be surprised that the event miraculously did not happen before we arrived, thus putting the timeframe into the future and present?” one of TNDF officers finally broke the silence.

“Correct,” the Professor nodded triumphantly. “We’re working on narrowing the possibilities down and we should have firmer estimations soon. Until that point, Ladies and Gentlemen, it would be wise to consider that we have several dozens civilian Praksans off-world and a classified number of Knights off-world as well.”

Everybody in the room knew that the Praksans off-world were subject to a very specific therapy, or a “decontamination procedure” as it was politically correctly called among the Taraskovyans, to render Praksans going off-world completely safe to all and any. They were no longer vectors for disease propagation and were just nice guys. The decontamination procedure was of course artificial, so at the “source genetic code” the Praksans were still as capable of quickly becoming disease bearers as ever, but this was not a threat to those that were part of the program. The program covered a very limited number of civilian Praksans and several thousand “Milites Praksaorum”, as they were officially called, or “Hamster Space Marines”, as they were called by the Solntseskhod. It also served as a good observation and scientific program to collect further information on Praksans outside of their homeworld.

Yet, as the scientific community representatives gave somewhat panicked glances around, already imagining zombified Praksan space marines ravaging through the planets and stars, the faces of the military avatars remained composed and somewhat indifferent.

“The Ladies and Gentlemen from the Military and Intelligence Communities do not seem to be surprised by our findings,” the Professor said in a somewhat annoyed tone. “May I enquire as to the reason?”

“Professor, you will understand that as ‘decontaminated’ as the off-world hamsters are, there is a reason why every civilian is always accompanied by a PMPA, and why every single knight is in a power armour suit,” an avatar of one of the representatives from the intelligence community answered. “We of course did not foresee the issue of zombie hamsters running amok, but our contingency plans will be sufficient. And I shall remind all in attendance that you are all sworn to secrecy, including our Solntseskhod friends.”

“The real issue, Professor,” one of the military avatars continued, “ is not off-world. The real issue is that we have hundreds of millions hamsters under the Imperial Mantle that can go ravaging their own selves at any moment.”

The Professor looked baffled by the exchange but regained his composure quite quickly. That the military and the intelligence higher ups would conceal contingency plans from him was a personal affront, for did he not have the required clearances? Or what kind of clearance would he need to have to be let in on everything, and he would really mean everything, concerning Praksa.

However, he had to accept the fact that the military people were right. The number of Praksans off-world was limited. The real nightmare would be on Praksa with massive casualties among Praksans.

“We will also have to draw up reflected light observations from about this hundred thousand years back and see who else has been to this planet,” the intelligence services officer said pensively. “At any rate, Ladies and Gentlemen, we shall take this offline. Professor, the Empire thanks you and your team for your excellent past and present service and expects even more from your team in the future. We need to ascertain the exactness of your predictions in having as narrow a window on a timeline as possible, plus we need you to ascertain the exact trigger mechanism. Is this something built into the hamsters or is it something in the planet itself. I understand from this meeting that this required further clarification. You shall be allocated the resources you need and may requisition hastily.”

The Professor made a slight nod of his head to acknowledge the praise as the meeting pretty much drew to a close with the relevant final words, final good-byes, the actionable items for future work and all the other issues necessary to the good flow of regular processes.

THIS POST HAS BEEN RETCONNED, BUT IS KEPT UNDER SPOILER FOR ARCHIVE PURPOSES
The location is not as important as the content

His Most August Majesty the Vasilevs Michael of all Taraskovya, and numerous other titles that would go on for line after line of text, but this was not important and irrelevant to the situation at hand. Irrelevant because the Vasilevs was about to have a conversation with somebody who judged others more on merit and achievement rather than fancy titles. Somebody with whom the Vasilevs, despite the apparent gaps between Taraskovya and her nation, could talk rather frankly and openly, avoiding the flowery language of aristocratic diplomacy. None else than Secretary-General Erika Silaco of the Republic of Sunset.

It so happened that with the inward isolation of many of Yut’s nations, the three that most actively remained were Taraskovya, Menelmacar and Sunset. Sunset, the good-will guys and gals as they were, rather in the middle and similarly open to all and any friends and allies. Taraskovya and Menelmacar in between themselves, however, were politely distant from each other, recognizing each other’s mutual obligations, yet being content with how things were. It was maybe ironically so, for both nations were of pointy-eared stock and drawing from tens of thousands of years of history into forming the modern monarchies that they were, or maybe it was specifically for these reasons that the relationship between the two was as it was.

Regardless, the Vasilevs chose to address his Solntseskhod allies for help with brokering a certain matter with a certain nation. And so the well familiar face of the blonde woman was visualized before the Vasilevs.

“Your Most August Majesty,” the Secretary-General acknowledged with a polite nod.

“Your Excellency,” the Vasilevs returned the polite nod with one of his own.

“I’ve read your basic outline, Michael, and what exactly motivates you to go along with this? I don’t think that there is any urgency in between your Empire and their United Imperial Kingdoms.”

There were very few people the Vasilevs could allow to address him by name without titles or proper forms, and Erika was one of those few people.

“There is no urgency, Erika, but...” the Vasilevs answered as he drew in the air a triangle. “This is us as it stands right now, Taraskovya, Sunset, Menelmacar. Even outside of any Yut set up, we can assume that the three of us are bound by this triangle. And now…” he placed another dot in the air and traced lines to Sunset and Menelmacar. “We add in Macisikan and you will see that there is no line in between Taraskovya and them. And in this, I honestly see a potential risk.”

“What risk can there be?”

“Anything can be when two rather arrogant interstellar Empires indiscriminately put warships in numbers uncountable next to each other,” the Vasilevs said pensively. “Our mutual ties to Sunset and Menelmacar can create an illusion of safety that may be proven catastrophically wrong. My Council of Ministers deems that this is prone to potential risks and misunderstandings and derivative consequences that, whilst open to management, should be mitigated and prevented from the outset.”

“Makes sense, in a way, we will of course be happy to broker between the two of you, but once we get you the opening, it’ll be up to your people to manage the rest.”

“Worry not, I shall send my best ambassador for the occasion!”

“Timur?” Erika blinked in surprise. “You want to send the Hamster to Macisikan?”

“Oh, no, he’s one of my best, but not the best,” Michael chuckled and shook his head. “And whilst I know your people’s passion and liking for the Praksans, for this occasion I shall send my very best ambassador and trusted advisor. My own sister, Vethara.”

“Is she aware of your plans? I understood she wanted to take a break from politics...”

“When the Empire calls, she answers,” the Vasilevs smiled. “We all answer. And then I shall wait for word from you on when we proceed with the rest.”

“You have it covered then and I’ll keep you posted!”

The link disconnected and things were put in motion. The rationale behind the approach as well calculated, for the Macisikani were quite bureaucratic and the Taraskovyans saw little to no reason to play the game of writing to an address specified. Instead, the Empire believed in the efficient use of all of the assets in its arsenal, and trusted allies were a very useful asset.

As to why Vethara would lead the way, it also had an explanation. Taraskovya wanted to show that it attributed a certain level of importance to this venture and that this level far exceeded that of regular contacts between the Ministers of Foreign Affairs. And yet, trying to arrange something between the Most August Monarch and the Holy Monarch would just take way too much time and get riddled in protocol hell and formal bureaucracy. Vethara, being the Vasilevs’es younger sister, was the perfect agent for this mission, for she was second in line to the throne, a well versed politician that was known as a trusted advisor to her brother, loved by the Taraskovyan people and with excellent international connections.

And what of the fact that she wanted to have some time to herself after decades of labourious work leading the Veche? Well, one in such a position and of such importance to the nation can only dream of rest, for there is always a new battle just over the horizon.

Duat, Great Civilization

Teerathe Soint Kweedrat Menek, the Lord Protector of the Karaboomerr, former 17th Prince of Karaboomerr, was deep in thoughts as he sat atop the desk in the Ambassador’s Study of the Taraskovyan Embassy to the Necrontyr Court and the Great Civilization as the newly appointed His Most August Majesty’s Ambassador Extraordinary and Plenipotentiary to the very same Necrontyr Court and the Great Civilization. Or, should it be said, reappointed?

Teerathe, very commonly known as Timur to the broader universe, already used to occupy the post numerous decades ago. Back when the Praksan sapient hamster-gerbil shot into the forefront of Taraskovyan Imperial foreign policy with his innovative, cunning, and creative approach to resolving problems. Back when he was a young prince of Karaboomerr, 17th in a line of brothers, without ever a chance to accede to the Throne of his Father, his fortunes changed quickly by the arrival of the Taraskovyans to Praksa, his native world, still stuck in the iron age whilst their new overlords expanded across the infinite stars.

Back then he knew not that thanks to the benefits the Empire brought he would become pretty much immortal in comparison to the few decades lifespans of his species. Generations have gone by, his Father was no more, just as a line of other “Kings of Karaboomerr”. Timur, his brother Kirill and several dozen other Praksans that occupied various roles private and public throughout the Empire, witnessing it as if demi-gods would witness the passing of time.

Back then he also knew not that through his skill he would improve the strained relations between Taraskovya and the Great Civilization and would go on to spearhead Taraskovya’s accession to the Triumvirate of Yut. Remarkably, Taraskovya was a place where talent was noticed, where talent was considered an asset to be employed to the benefit of the Empire.

And now, after handing his Letters of Credence to the Arnstorana Telissat Amris, after returning to the study he once occupied so long ago, he was already planning out his next steps in promoting the Empire’s interests.

Former Zero-One Sirenum, Mars

The Taraskovyan Empire and the Queendom of Zero-One were a story of a very close friendship arising out of very unlikely circumstances. It was, in fact, Zero-One that had the biggest ever external impact of any nations to ever interact with Taraskovya that led to the eventual recognition of machine and AI sapiency within the Taraskovyan Empire, a paradigm shift in Imperial politics, cultural and social fabrics.

The “divided, but united” city of Aesirgronde, former Kajali city straddling the new border between Taraskovyan Cimmeria and Zero-One Sirenum, became a key historic site for Taraskovya as it was there that the initial stages to the recognition of mechanoid and AI sapiecy were undertaken. It was a shining example of overcoming differences to not simply settle on neutrality, but continue to develop friendship and an allied relationship.

That friendship developed further, and in particular on and around Mars, where the Queendom and the Empire formed a very closely knit military umbrella set up to join up both their Mars Theatres into pretty much a single unified force under the auspices of the Taraskovyan-Zero One Regional & Territorial Security Establishment (T01RTSE, or colloquially known as the Turtoise), formally headquartered as it was in Aesirgronde on the Zero-One side of the border and distributed as it was because you no longer needed a general staff in a single room to make decisions. The T01RTSE assumed more and more functions, especially after Taraskovya joined the what is now the First Triumvirate of Yut, to eventually simply overlap and combine the QACF And TNDF Mars Theatres into a single command responsible for the entirety of surface and orbital assets and operations in and around the planet.

And so, when the T01RTSE suddenly went dark on the Zero-One side, it had quite a few Taraskovyans surprised and quite many worried. Taraskovyan liaisons and military elements in Zero-One Sirenum began reporting the deactivation of a number of combat warframes that became devoid of the mind that was previously animating them. SHODAN’s government gestalt apparently ceased functioning throughout Sirenum, leaving quite a few civilian minds and organic denizens surprised and then also quite concerned.

The QACF elements stationed in Taraskovyan Mars also reported “vacating warframes”, suddenly deprived of their minds, throwing into erratic protocols their interoperability with their TNDF counter-parts.

As unfortunate as it sounded, the Queendom of Zero-One most likely went into full scale “time-out”, leaving at least Sirenum dangerously close to disarray.

The Taraskovyan Empire therefore updated her allies through the Triumvirate of Yut, in its second iteration, and also the Martian Forum, securing support for a stabilisation operation, and then launched an operation to expand the Mantle over Zero-One Sirenum after all the diplomatic niceties were settled.

Of the Phantoms of the Future

Atheron, Kingdoms of Tresthyr and Vaurenere, Tarathia

The Kingdom of Vaurenere, located on the Tarathian mainland, to the south of Tarvalak and to the west of Dakathia, the sister to the Kingdom of Tresthyr, located on the Tresthyrean Isles to the south of Vaurenere and to the south-west of Dakathia.

Millenia ago the Tresthyrans, a Romance human kin speaking a language quite close to modern French, were a thorn in the side of the feudally divided Taraskovyans, busy as they were resolving outstanding issues between the Ros and Tarathian Kins even for centuries after the conclusion of the Strife.

The Tresthyreans invaded what was then southern Tarvalak, shielded from Northern Tarvalak by the tall mountains chains criss-crossing the region. And whilst Northern Tarvalak was cold and inhospitable, Southern Tarvalak offered a mild to semi-tropical climate. Unfortunately for the Tresthyreans, the lands were inhabited by the Tarsheath, who had for millenia sworn fealty to first the Tarathians, then the Taraskovyans.

Unfortunatelt for the Tarsheath, they weren't good at open field combat, being nomadic and without a central authority to unite the various clans. And so, despite some quite stubborn guerilla warfare, they were chases away. This in turn forced the Taraskovyans into open war to reclaim the lands for their allies.

What followered were centuries of war, fought by bow and then by gunpowder, during which time both sides contested Southern Tarvalak for themselves, as the nomadic Tarshians migrated north into what is now known simply as Tarvalak and bothered not returning to the South.

The war was finally settled by the Treaty of the Blood Cities, referring to a string of coastal fortresses founded by Taraskovyans in southern Tarvalak over the centuries of war over thr control of which much blood was spilled on both sides. The Blood Cities remained with Taraskovya, a portion of southern Tresthyr in the foothills of the dividing mountains passed into Taraskovyan hands to prevent the Tresthyreans from pushing north over them. For the remainder, the Tresthyreans secured their new Kingdom of Vaurenere in southern Tarvalak.

The two Kingdoms continued to develop as separate in title, but unified in administration. The Kingdoms of Tresthyr and Vaurenere became a close ally of the Grand Duchy of Taraskovya and then of the Taraskovyan Empire.

One item was of a particular note, and that was that the Crowns of Tresthyr and Vaurenere were not inherited, but elected by the leaders of the primary Duchies in both countries, this tradition and process unchanged for generations. Given how the Tresthyreans were human, and much more so even that their Ros neighbours intermingled as these were with the clinically immortal Tarathians, this meant that the countries saw a much larger number of rulers than Taraskovya.

The elective monarchy turned de facto into a succession of rulers from the House of Maumaront after successive monarchs ensured that upon their abdication or death, their eldest child would be elected to the throne.

But it came to be tha the King Endymion the Second of Tresthyr and Vaurenere, the fifth in the House of Maumaront to hold the Kingship in an uninterrupted manner, passed away in peace of old age, having refused as he did the prolongation of life offered by the Taraskovyans.

And this is when things ran into a problem. The old and aged Endymion the Second was nothing compared to his younger, rebellious and eager self. During his life, Endymion never actually stayed long with a single woman, sired numerous offspring out of wedlock. As his hair grew whiter and his body frail, so did his mind and during the last decades of his life, he was clear and certain that there was not much else to do in this world and life should fade away.

A quite stressful decade for his countries, but also for the Taraskovyan ally as the last thing the Taraskovyans needed was an upheaval in the neighborhood. And so for years Taraskovyans have positioned and promoted their interests, ensuring that whatever future held for Tresthyr and Vaurenere, this future was closely tied to Taraskovya.

And so the Taraskovyans also quietly promoted one of their own for the thrones of Tresthyr and Vaurenere. A rather controversial move, as clearly electing an immortal monarch for life would mean quite a big period of time would have to pass before a new election was ever held.

However, there was one specific candidate that was extremely popular among the Tresthyreans. And whilst the Vasilevs himself was indeed quite popular, it was not considered the best political course of action for His Most August Majesty, given the dynamics in Thresthyr-Vaurenere and the various undertows in the political ocean.

Instead, the Taraskovyans worked to ensure that another candidate had the backing of the Dukes. The Vasilevs'es own sister, Her Imperial Highness the Grand Duchess Vethara. Very popular in Tresthyr-Vaurenere after many decades of supporting the mutual relations between them and Taraskovya, being the face the Tataskovyans promoted to their neighbours.

And given how split the Tresthyr-Vaurenerans were between Catholicism, Reformism and even Orthodoxy, Vethara's own adherence to the Taraskovyan Church was a sufficient enough fit.

And given her long tenure in the highest echelons of power within Taraskovya, she was extremely well skilled and knowledgeable in navigating the open and hidden currents of politics.

The location is not as important as the content

There could hardly ever be a more august of councils in Taraskovya in session than the one being held in the virtual realms at that particular moment of time.

In attendance were His Most August Majesty the Vasilevs Michael of all Taraskovya, His Most August Highness the Vasilevitch Alexander of Taraskovya, the son and heir to the Taraskovyan throne, and Her Imperial Highness the Grand Duchess Vethara of Taraskovya, the Vasilevs'es own sister and second in line to the throne.

It was not often that such a Council was held to debate on matters of policy rather than family, and this was one such particular occasion as the three deliberated a motion of international politics. Something usually entirely within the remit of the Chancellor of the Taraskovyan Empire and of the Minister for Foreign Affairs.

"Such is the disposition that the right assets have to be used for the right problems and you, my dear sister, are exactly the right asset for this task," Michael stated nonchalantly. "And you, son, shall draw a valuable lesson and experience."

Vethara virtually nodded in agreement as Alexander looked perplexed. The task his father was speaking about consisted of nothing else than bridging a decades long gap in the relations with one Taraskovyan ally with whom the Empire shared a love and hate relationship. Clearly, His Most August Majesty believed that the hate part was unnecessary. It was not in Taraskovya's interest at all, not in the slightest.

"We have prediscussed this matter with your father, nephew, and he concurs that your direct participation will be beneficial to this," Vethara acknowledged as she picked up the flow of conversation.

"I understand, aunt," Alexander acquiesced. "Besides, would actually enable me to set up the Eternal Heirs club, would it not?"

Both Michael and Vethara smiled at the jest, Vethara recognising in it the pique she threw at her nephew during one of their previous meetings in the physical realms.

"I commend you for thr spirit and I am certain you shall perform your duties to the Empire admirably, son," Michael continued. "I shall leave it with Vethara to arrange the exact details, and I count on you supporting her on every step, but no matter the path and the way, it is my wish that we clear out the bad feelings with the Menelmacari moving forward. Some of this has been of our making, some of theirs, yet this has gone on for long enough. I understand from Vethara and her initial prediscussion with the Elentari Sirithil that the feeling is mutual. Make this happen."

Both Vethara and Alexander inclined their heads respectfully in acknowledgment of their Liege's orders.

"Shall we actually render ourselves to Menelmacar physically, or how shall we proceed, though?" Alexander queried.

"I shall take it on myself to arrange, as your father has said," Vethara intercepted her nephew's thought before it went too far. "And should we tender ourselves physically, you will see Vinyatirion as an inspirational and majestic place, nephew."

Alexander nodded respectfully to his aunt. Having both the first and second in line to the throne going to the same foreign capital at once was not something Taraskovyans did lightly.

The three members of the ad hoc Most August of Councils continued the discussions on some additional points before parting to tend to their duties. The whole meeting took only a few seconds in the reality of time, a very productive few seconds for the Empire.

Excerpts from various Taraskovyan News Media

On the Upcoming YutTour by the Vasilevitch

The Council of Ministers and the Imperial Household have announced an upcoming international diplomatic tour by His Most August Highness the Vasilevitch to the Full Members of the Triumvirate of Yut, as well as to the Associated Members thereof. The tour would start with the Full Members that are the Menelmacar, the Solntseskhod, the Necrontyr, the Domain and the Kajali, and finish off with the United Imperial Kingdoms, the Eridani and potentially the Roanians.

Preparatory works are ongoing to align schedules, agendas and protocolary intricacies. The visits to Taraskovya's allies in Yut are expected to reiterate standing arrangements and relationships, whilst the visits to the United Imperial Kingdoms and the Eridani Imperium may coincide with steps to improve the bilateral ties between Taraskovya and each of the Powers. It has been confirmed that Roania is also being approached, but the exact modalities have not been released.

Sources confirm that, whilst the tour is being planned as a whole, each visit will be tailored around His Most August Highness to the specific objectives Taraskovya and the Host Power will wish to pursue, so additional Imperial dignitaries might join the specific visit.

This will mark the first major international outreach by the Vasilevitch in representing the Empire and her interests, with previous international assignments being to specific Taraskovyan allies and being far less public.

Briefing by the Foreign Ministry of the Taraskovyan Empire

On the Upcoming YutTour by the Vasilevitch

“The alignment of schedules is proceeding efficiently, and the agendas with our Yut allies have been largely alligned for His Most August Highness with state functions intermingled with social interactions. The visits to our long standing allies shall be a reaffirmation of Taraskovya’s continued commitment to our friendships. For the Associated Members, the goal is as well to reiterate our adherence to the principles expressed under the Charter of the Triumvierate of Yut. I shall now field questions.”

“Can you elaborate more on the preparatory works between the Empire and the United Imperial Kingdoms?”

“Of course, the visit to the United Imperial Kingdoms will also be used by the two sides to manifest the results of a series of negotiations that have been going on in the background for the past years. You have most likely followed the continued discussions between the Council of Ministers and the Veche’s Joint Committees on Foreign Affairs and Defence on the general vector of relations between Taraskovya and Macisikan. There is a clear simultaneous movement from both Powers towards closer relations. I am not at leisure to disclose everything, but I may confirm that His High Excellency the Foreign Minister, the Duke of Shetursk, shall be accompanying His Most August Highness the Vasilevitch on the visit to the United Imperial Kingdoms. Next question.”

“Have the Hypatians and the Arkasians been excluded on purpose?”

“Nobody has been excluded from anything, the scope of the current diplomatic mission is the Triumvirate of Yut, which consists of Full Members and Associate Members. We are working within the scope imparted by His Most August Majesty’s Council of Ministers for this specific diplomatic assignment.”

“But are there any plans for these two nations?”

“No plans involving members of the Most August Dynasty at this stage. But I remind you that Taraskovya’s diplomatic machinery is a much larger mechanism than just visits by the Heir to the Imperial Mantle, and this machinery acts in numerous ways at once to protect and promote our interests.”

Briefing by the Foreign Ministry of the Taraskovyan Empire

On the Phoenix Domain

"The Taraskovyan Empire, in light of the recent events surrounding the Phoenix Domain, will be drawing down our diplomatic representative network in the Domain to a strict minimum and shall be demanding the same of the Phoenixi network within Taraskovya. The Foreign Affairs Ministry shall keep the Council of Ministers appraised of the situation as a special item until further notice.

"It is our intent to fully terminate all diplomatic relations with the Phoenix Domain in due course and over the next few Vigvar Standard Days.

"Furthermore, the Domain has been stricken off the agenda of the diplomatic tour by His Most August Highness the Vasilevitch Alexander of Taraskovya. We confirm that there is no interest to proceed on the part of the Empire, and we may only conclude to the absence of interests on the Domain's part."

On the matter of Hypatia

"The Taraskovyan Empire continues to monitor the situation between Hypatia and Menelmacar.

"We have issued a Travel Advisory to Imperial Citizens and Subjects Under Imperial Protection to delay any unnecessary travel and to depart the Hypatian Commonwealth and any areas or assets under its jurisdiction in the coming days.

"The Taraskovyan Empire has also requested from the Full Members of the Triumvirate of Yut that Imperial Citizens and Subjects under Imperial Protection may seek support from the diplomatic networks of the fellow Yut memberstates, with the same courtesy extended by the Taraskovyan network to Allied Citizens.

"We furthermore reiterate that we will not be taking any additional security measures along the joint border between Gardarika and Halland; current security measures are fully sufficient to ensure the safety of Gardarika in case of a potential escalation between Hypatia and Menelmacar."

The Great Veche Stand Off and the Mars Treaty System

What was politely referred to as "internal matters" by some and maybe even blutly as an "internal crisis" by some other of Taraskovya's allies was not something that threatened the very existence of the Taraskovyan Empire. Yet, it was serious enough for extensive efforts to be put into resolving the outstanding dispute.

That situation was already referred to as the "Great Veche Stand Off" and it resulted in the Duma failing to achieve the required two-thirds majority to ratify a number of treaties composing the so-called "Mars Treaty System". Quite a heavy reputational blow to the Chancellor of the Taraskovyan Empire and the Council of Ministers, stalling the Empire's foreign policy advancement considerably. Given the fact that the Chancellor was appointed directly by His Most August Majesty the Vasilevs, and through this appointment the formation of the Council of Ministers was also a matter at His Most August Majesty's discretion, the Great Veche Stand Off risked becoming a political dispute between the elected Parliament and an executive appointed by the Monarch.

And why was the Duma in a sudden upheaval? The signs were there for a very long time of the continued dissatisfaction of a large part of the Legislative and in fact of a large portion of the Taraskovyan People with what many believed was a legacy remnant of absolutist times. Many wanted an elected executive. And whilst the general idea was clear, the exact details is where the political opposition began to fracture. Some desired only limited Legislative participation in the appointment of the Executive, others wished for the Executive to be answerable to the Legislative, others still wished for elections of the Chancellor. And some even deemed it worthy to elect the entire Executive, even the Ministers.

This debate festered in the distributed discussion space of the Duma and of the Senate for decades of Earth years, and it was hotly debated by activists of every colour of the political spectrum. The tension was slowly building up, yet as the Empire has always been focused on internal matters, rather than external, Taraskovyans were mindful to not let their differences have a negative impact on their own selves. Therefore, discussions lingered, things remained, the items were moved further down the agenda.

And yet, the built up political tension culminated when the Empire needed to formally ratify her adhesion to the "Mars Treaty System", a network of international treaties regulating a number of items that could collectively be referred to as Intergalactic Law. And as the non-adherence to these treaties did not have an immediate negative effect, many in the political opposition saw this as a good chance to get the topic of the formation of the Executive back on the agenda.

To some analysts this looked like an open rebellion by the Legislative against His Most August Majesty that needed to be crushed. They were a minority. Others spoke of the Imperial system being rotten to the core and that a new system had to be put into place immediately. They were also a minority. The majority of politicians throughout the Empire aligned that even if the Great Veche Stand Off would not change the Executive system right now, it would trigger extensive negotiations. His Most August Majesty, despite de jure being the absolute Autocrat of Taraskovya, was not interested in stomping out the very Legislative he helped create so long ago. And the opposition in the Veche was not interested in being seen as "rebels" or being accused of "political blackmail".

Therefore, negotiations did take place, led by His Most August Highness the Vasilevitch Alexander in person, holding physical meetings with various Party leaders and delegations and trying to sort out and arbitrate on an item that has been, willingly or not, shelved for maybe a bit too long. This caused the heir to the throne to miss on his pre-planned schedule of visiting Yut allies, but such circumstances were met with understanding and the events would be rescheduled in the near future.

The Great Veche Standoff and the Mars Treaty System
Why move to tomorrow things you can move to the day after tomorrow?

For many thousands of years the Taraskovyan way of resolving internal issues was to gather the hosts and march out to resolve matters by force. This often wielded very tangible results, with so many historic examples, namely when Lord Uidath torched down Kethar and Amalor, Lord Sherdarth subdued Tarvalak and the Grand Duke Alexander killed many slavers and expelled those that remained. However, ever since the Plague and the Time of Troubles that followed, Taraskovyans have decided to use a different approach. Internal political dialogue. And it has been working wonders, despite often being somewhat slower and maybe not yielding immediate results, on the long run things have been so much better.

The bit of sarcastic exposition aside, it was that the Great Veche Standoff would come to an end through political dialogue led by the Heir to the Throne and attended by the leadership of all political parties represented in the Veche. With the exception of the Handalar Alliance, who boycott the Veche since forever.

The dialogue did not result in any immediate reforms to the governance of the Taraskovyan Empire, yet a memorandum was signed by the leadership of the political parties, as well as His Most August Highness the Vasilevitch and the Chancellor of the Taraskovyan Empire, in that through a collective Executive and Legislative effort, arbitrated and overseen by His Most August Highness, working groups would move forward with studying concrete steps and designing an overhaul of both the legislative and executive systems, amending elections or introducing elections where appropriate.

On the agenda were such matters as switching the Duma from single mandate constituencies to party lists proportional, considering whether the Chancellor of the Empire would be nominated by the Veche, or elected directly by the Taraskovyan People, and a series of other matters.

In return, the Veche would unblock the voting on the Mars Treaty System and proceed to debate and ratify the treaties in due order.

Some analysts praised the young Heir to the Throne with a major political victory in the intricacies of internal Taraskovyan politics. Some analysts politely noted that the Vasilevitch has achieved absolutely nothing. The majority of analysts agreed that the resolution of political matters was postponed not to tomorrow, but to the day after tomorrow.

Nobody excluded further upheavals in internal politics, but after all, a system that was striving to become democratic was bound to have some hick ups along the way here and there.
