Combine the populations of Vermont, New Hampshire, Massachusetts, Connecticut, and Rhode Island, minus a lot of refugees, maybe a fourth of the pre-apoc levels of those states. I just haven't done the final estimate of that for RP purposes. Now it seems that I must.
