Because of how advanced our technology is compared to the rest of human civilization, we typically have no use for the nuclear weaponry of other nations. The super-railguns carried by most of our capital ships are capable of delivering a more devastating and harder to prevent orbital bombardment, and the nuclear weapons we do still possess are much higher quality than those of other nations. Therefore, we dismantle captured nuclear weapons and use the radioactive material as fuel in nuclear reactors.

We see nuclear war as the #1 threat to the survival of humanity, so any nuclear weapons that are seized are dismantled and the cores are extracted to be melted down into fuel for our nuclear reactors. Any other metals are melted down to be used for industrial purposes.

This is a hypothetical situation; Grussland has not annexed territory in modern history.
If such a situations were to occur, a number of weapons would be destroyed and a number would be retained. The retained weapons would be used mostly for research purposes (as opposed to destructive/defensive purposes) and a very limited number would be maintained for display and deterrence purposes. This would be dependent on the number and condition of the weapons.

Our Military doesn't use nukes. We want to be able to set up mines and such when we take a place over, and have the conquered population do the grunt work within them. The new slaves wouldn't be too effective if they were constantly keeling over from radiation poisoning, or later, crashing early due to radiation-induced cancers.

Despite this, we want to make sure that any captured nukes don't get into the hands of any enemy who may use them against us. We're radiation-proof, and can transform and fly away to avoid the explosive force - but a nuclear blast still screws up everything within a several-mile radius. Keeping the nukes for ourselves ensures that this sort of structural damage doesn't happen to us, at least not from the nukes in question. Yet, the Military is not interested in storing these things, which would just take up space on our bases. Therefore, they are sold to any Decepticon citizens that can afford them.

Typically, big syndicates buy the nukes in bulk, and resell them out of their storefronts. This is great for our Military, because it saves our government people from having to deal with one-by-one retail sales - and the customer service that goes with them.

Nukes are mostly status symbols and symbols of personal power to the Decepticons who buy them, and purchases aren't typically made with actual use of the weapon in mind. Top gangsters are especially prone to displaying a nuke or two, standing on end, in their living rooms or just inside their entranceways. Even so, there are some exceptions to this rule, and if you know what to look for, you can spot areas of Cybertron that are mysteriously newer than the rest. A variety of fights and interplanetary invasion attempts cause these rebuilt areas to exist, so to be sure a nuke was to blame, you'll need to get out your Geiger counter.

Since we're machines, we're not at all bothered by the radioactivity and don't even make a note of it. Biological tourists, on the other hand, will want to be more careful if they don't have radiation-proof suits. There is no cleanup of fallout since it can't bother either metal people or a metal planet.
