The Communist Confederation of States, also known colloquially as the Treaty of Xarana [Xarana Pact] or COMCON, is a multinational confederation of Communist and Socialist states for the purposes of economic cooperation, mutual protection, and friendship. The Treaty of Xarana, formally known as the Xarana Treaty for International Communist Protectionism, was signed into law by His Eminence Ixion Castiel on Wednesday, November 24th, 2010 at 4:30 PM Azuran Standard Time. At this hour, the men and women of the official governing body of New Azura, the Xulashael are producing an official partnership registry for other Communist states to enroll in. The Federal Socialist Republic of New Azura is proud to charter COMCON within our territorial sovereignty, and do in good conscience cordially invite the Marxist states of the world to unite in solidarity under the shared vision of a global Socialist Revolution.

COMCON and the Xarana Pact both are designed to foster better relations between the Communist nations of the world, and to ensure protection from the ever-present threat from Capitalism, Fascism, and the many hostile ideologies of the Bourgeoisie. The Communist Confederation of States is the official union body of Communist nations and Socialist Revolutionary Groups, where states and factions can gather to share technology, establish economic pacts, and foster cultural ties between various ideologies. The Xarana Pact is the official military cooperation agreement between the various Communist states of COMCON. Adhering to the principles outlined in the Treaty of Xarana, all signatory states pledge to assist one another in defending a Communist nation from attack in the Xarana Pact.

We, the signatories of this binding treaty for the advancement of the Communist ideology and the global Socialist Revolution, do in good conscience stake our names, our lives, and our blood to the protection and mutual defense of the signatory states to this treaty, and do in good conscience prepare our men, our materiel, and our sovereign will for the coming struggle against Capitalist imperialism, Fascist fanaticism, and all other stumbling blocks on the road to a Socialist world order. We do in good faith proclaim our allegiance and our mutual support, by the grace of the Lord Our God, to defend our Socialist neighbors in their time of plight, under the duress of the rule of this body of law. I. We, the signatories of the Xarana Treaty for International Communist Protectionism, do in good conscience pledge to militarily defend every signatory state who suffers a military incursion made against it, whether sought or unsought, whether deliberately provoked or whether unjustly accrued.

II. We, the signatories of the Xarana Treaty for International Communist Protectionism, do in good conscience agree to assuage a deliberate military provocation against a signatory state of the Communist Confederation of States, or a nonpartisan party with which we are aligned, by the means of a simple majority vote in the affirmative, which shall forever stand as one more than half of the cumulative number of signatory states present at the time of the event in question.

III. We, the signatories of the Xarana Treaty for International Communist Protectionism, do in good conscience agree to assuage the enemies of our Pact with a preemptive military offensive, to be enacted by the means of a simple majority vote in the affirmative, which shall forever stand as one more than half of the cumulative number of signatory states present at the time of the event in question.

IV. We, the signatories of the Xarana Treaty for International Communist Protectionism, do in good conscience pledge to cooperate with other signatory states for the purposes of fostering better ties of friendship and camaraderie through the sharing of military technology and the exploration of shared military tactics.

V. We, the signatories of the Xarana Treaty for International Communist Protectionism, do in good conscience agree to add new prospective signatory states to the roster of signatories, by the means of a simple majority vote in the affirmative, which shall forever stand as one more than half of the cumulative number of signatory states present at the time of the event in question.

VI. We, the signatories of the Xarana Treaty for International Communist Protectionism, do in good conscience agree to expel a signatory state from the roster of signatories, by the means of a simple majority vote in the affirmative, which shall forever stand as one more than half of the cumulative number of signatory states present at the time of the event in question.

VII. We, the signatories of the Xarana Treaty for International Communist Protectionism, do in good conscience agree not to form an official peacekeeping body of military personnel and materiel under the flag of this Pact, nor to impose upon a signatory state the compulsory mandate to house military personnel, materiel, or installations of another signatory state during times of peace.

VIII. The Xarana Pact
The Xarana Pact (pronounced ZA-RAY-NUH) is an official treaty agreement for military assistance and mutual defense between willing participants within the Communist Confederation of States. While all members of the Xarana Pact are members of COMCON, not all members of COMCON are signatories to the Xarana Pact. Whereas the Communist Confederation of States is predicated entirely on forming a Socialist bloc of nations for the purposes of fostering economic, cultural, and political ties across territorial borders, the Xarana Pact is the military engine which ensures its survival. As such, it is often considered the face of the Communist Confederation of States, and is a highly influential military treaty alliance within the confines of the modern geopolitical spectrum.


The Official Shield of the Xarana Pact.

The Xarana Pact is a mutual assistance treaty designed to service the needs of the Communist Confederation of States in times of prosperity, while servicing the needs of each individual Pact member in times of turmoil. Under usual circumstances, the Xarana Pact signatories are only called upon to defend other member-states of the Pact from an unlawful incursion by a belligerent. However, per the majority vote of the Xarana Pact members, the signatories to the Treaty of Xarana can be deployed to protect non-signatories within the Communist Confederation of States, or be used in an offensive manner to debilitate an enemy combatant or faction. While nations of the Pact may abstain from voting (and participating) in an offensive maneuver or in the defense of a non-Pact nation-state, participating in the defense of a Xarana Pact signatory state is compulsory. Disobedience or negligence of this responsibility may result in unequivocal expulsion and the undertaking of punitive military action.

There is no specific flag by which the member-states of the Xarana Pact serve under. There is no uniform peacekeeping force flying the colors of the Treaty of Xarana. Each signatory state to the agreement is wholly responsible for the upkeep of its own military personnel and materiel, and will never be forced to house Xarana Pact troops on their own soil in times of peace. However, the member-states of the Xarana Pact are highly encouraged in the spirit of cooperation, friendship, and mutual military assistance to work closely with one another in the formation of new military technology and the discussion of military tactics.
