I can logically conceive of why a nation might ban the consumption of any meat other than human. Nations have been allowed to permit Cannibalism for years, but we haven't formally recorded it as part of a nation's policies previously. As part of some related changes that will introduce new unlockable Banners (which aren't yet finalised, but are nearly there) we also chose to have Cannibalism added to the recorded policies a nation can pursue, implemented last night.
As with other policies, it's enabled/disabled via your issues choices. At present, only two issues affect Cannibalism - #88 and #1352, one of which enables it, and the other disables it. We could do with having more issues that address this topic.
Obviously, if your nation decides to pursue compulsory vegetarianism, you will no longer be considered to permit Cannibalism. NationStates doesn't cater to nations of sapient vegetables at present.
