The idea was to see if I could get some 'characters' to participate in this...but since our ship wasn't at the start of this shindig it would be sailing in mainly on part of its own ocean cruise and arrive in port more for provisions etc than any original intent of joining the festival.

(I grew up on the coast and I remember when a paddlewheeler came to the harbor in town out of nowhere, and everyone went down to the harbor to check it out. It wasn't there for any promotional or event, it was just making its way from the river it used to operate on to its new spot and had to sail past us and stopped in for fuel and food. Also it was a river boat, so they didn't want to get stuck out on open water at night...)

The second item was more about your limitations about military ships and personnel in the rules. Really, the line of 'civilian' and 'military' are a bit more fuzzy in A+H; just didn't want someone to question "why are all your people in the military when this is a damn yacht" in the OOC, no problems if it is in the IC.

The rule about military personell is more intended as a rule against this turning into a proverbial dick measuring contest as to who can copy-paste wikipedia articles best and to encourage that, if one really wants military vessels, to think about the history of the own NS-nation a bit and maybe to come up with something original.
Plus, museums are cool. ; )

That all being said, application accepted, welcome aboard.
Your ship can already be in harbour, in fact, I would prefer that, but if they aren't in for the festival, that's fine, too.
