Ministry of Economy Announces the Five-Year Plan
Rio de Janeiro, 16 December 2021


As everyone expected, the typical plan that dictates state finances for the next five years was released in December. Except for this time it contains a daring, never-seen plan for the revitalization of slums. "It's time to end the favelas. No, the solution for the favelas is not nuclear fire, but massive government investment in collaboration with private enterprises and local associations," said the Minister of Infrastructure and Housing, Henrique Paes. "Over the course of five years, no more and no less than $400 billion are to be invested in building up entire new neighborhoods, with decent access to education, healthcare, and services," the minister added. According to the minister of Tourism, Francisca Paiva, the favelas are not only a stain on Brazilian image abroad but also a sign of the difficulties Brazilians face. "For most of our history, the government was more preoccupied with appeasing the Catholic Church and the local barons. We're glad this age is over," stated Minister Paiva.

While the sum of almost half a trillion is going to elevate the debt that Brazil has, the government does not seem concerned about it. "With an annual income surplus of 5.4%, we will cover the expenses in a short period." said the Minister of Economy, Marcos Heringer. "Everything has a price, and this is the price of progress," the minister said before leaving the press conference. However, the news of the project to revitalize slums was not welcomed by everyone. The United Command, a criminal faction of Rio de Janeiro, announced that they will retaliate against any and all government intervention in the slums. Johnny Souza, the leader of the United Command, claimed to be ready for total war against the Military Police.

On the political side, the Liberal Coalition - also the smallest opposition group to the government - said that the government was adopting populist measures in order to collect votes to stay in power. "This mishandling of the budget is almost a crime. No, it is a crime of irresponsibility!" announced Antônio Brasil, senator for the state of Rondônia. Reportedly, Antônio is already working to start a motion of no confidence - which is bound to fail, given that the government holds the majority of the parliament.

The Socialist Coalition praised the initiative of the government, although they remained critical of the government's interventions in the favelas. The conservative coalition did not comment on the new Five-Year Plan.

Crisis in Brazil: Leaked Document Puts Government Integrity at Stake

Last night at the Tupi TV's prime time newscast - the Brazilian Diary - a leaked document puts the government of prime minister Ingrid W. Santos at stake. The document, labeled "the Vincenzi Letter", exposes the approximation of Ingrid Santos' government with the authoritarian Empire of Italy. The Vincenzi Letter details a Brazilian-Italian plot to restore the Brazilian monarchy under an authoritarian regime and create a Brazilian-Italian alliance. According to the plot, a false-flag attack on the Brazilian Congress was to take place in the first week of March, when the campaign for the 2022 Parliamentary Elections begins. The so-called "victim" of the attack was to be Ingrid herself, but the bomb was to be "misplaced", thus killing the main opposition leader, Senator Valdemir Souto (UDN-AL). The house of the prime minister, the Ipiranga Palace, also would be targeted. The organized terrorist attacks would serve as a pretext to install an emergence government and cancel the 2022 parliamentary elections. It is not explicitly detailed how the monarchy would be restored.

"We have a well-organized and detailed self-coup in the making", says journalist Renato Motta. "Thanks to our anonymous sources, the document was leaked and thus the attempt was thwarted." Motta goes further and says that "the government should step down right now." President Alessandro Malvezzi did not answer Tupi TV's calls and refused to talk to the press before the prime minister makes a public appearance. Several sources stated that the Vincenzi Letter is a forged document authored by the American-backed opposition led by the National Democratic Union (UDN). "The document is clearly false. It is a forgery made by the conservative opposition to destabilize the government and bring it down" says Maurílio Grossi, a federal deputy for São Paulo.

"We may be opponents of the government, but we will not tolerate American imperialism!" says the leader of the Brazilian Communist Party, Patricia Santana. "My support goes to the government against the UDN. The 'udenistas' are American lapdogs that seek to establish a colony in our motherland."

It is unknown for how long Ingrid Santos and the National Popular Front will remain silent. However, it seems the military is already acting behind the scenes. According to the Minister of Defense, Paulino Meneses, the Vincenzi Letter is a "big lie." Nonetheless, General Sebastião Magalhães has stated that "if the document is true, the government shall be dissolved - by force, if necessary."

Crisis in Brazil: President Alessandro Malvezzi Calls New Elections!

Almost a month after the shocking revelations of the Vincenzi Letter, President Alessandro Malvezzi finally took action against the government of Prime Minister Ingrid Santos. In a shocking turn of events, the President decided to call for new elections, using article 12 of the 1984 Brazilian Constitution as a pretext. The article - which never was put into use until last Friday - authorizes the President to call for new elections if the Supreme Federal Court deems the current government to be inapt to successfully maintain its duties.

Last Monday, 7 February, the Supreme Federal Court returned from its recess. On Wednesday, 9 February, the Supreme Federal Court passed a motion condemning the government for "conspiration, irresponsibility, and treason". The ruling basically gave Alessandro carte blanche to hold a new extraordinary parliamentary election. On the morning of Friday, 11 February 2022, the Brazilian president invoked Article 12. Upon consultation with experts from the Electoral Court, the election was scheduled to happen on 17 April 2022, a Sunday.

Political parties have already begun their campaign for the extraordinary election. However, the National Information Service - the Brazilian intelligence agency - indicates the possibility of a military coup instigated by extremist elements in the military. It is well-known that General Sebastião Magalhães - who promised to 'dissolve the government by force' (sic) - is a hardliner. The Minister of Defense, Paulino Meneses, has assured that the "military is an apolitical body solely interested in the integrity of the nation" and that "the military high command is completely loyal to the ministry".

Crisis in Brazil: Santos Cabinet Resigns; Succession is disputed

Following the decision of president Alessandro Malvezzi's to hold new elections, Prime Minister Ingrid Santos and her cabinet wrote an open letter to the people of Brazil, thanking them for their support in the last years. "However, hidden malefic forces coerced us to resign and leave Brazil at the hands of no one", said Ingrid Santos. Ingrid also denounced Alessandro for being a "traitor" and a "snake". The president, who once was loyal to Ingrid Santos and the National Popular Front, seems reluctant to speak to the press, especially about questions relating to his sudden shift in interests. Ingrid accused Alessandro of conspiring against Brazil and collaborating in the elaboration of the Vincenzi Letter - considered a forgery by the National Popular Front, Santos' party.

Now the office of the Prime Minister is vacant. According to the 1984 Brazilian Constitution, if a Prime Minister renounces the parliament must be summoned to elect a new head of government. However, the Parliament is on recess and only will return after this year's carnival. In this special case, a provisional cabinet must be put in place and it is the duty of the President to appoint the provisional prime minister. However, the self-proclaimed centrist and independent president Malvezzi shows no clue on who he will appoint to the office of prime minister. Four parties have already presented their candidates to president Malvezzi.

The National Democratic Union presented Valdemir Souto, Senator for the state of Alagoas, as their candidate. Valdemir is a young conservative who comes from a family of lawyers. He is known for his support for the privatization of state companies, the Apolitical Education Bill (which would standardize the curriculum of Brazilian elementary and high schools), and also calls for the ban of the Brazilian Communist Party.

The Brazilian Communist Party announced Patricia Santana as their candidate. One of the youngest members of the Chamber of Deputies, Patricia was an activist against sexual violence and gender inequality. A sociology professor at the São Paulo University, Patricia calls for a raise in the minimum wage, the legalization of abortion, and affirmative action.

The Liberal Party appointed Maurílio Grossi as their candidate. A pediatrician, Maurílio became known for his successful campaign for the legalization of Euthanasia in Brazil. Maurílio Grossi supports more funding for research and healthcare, the abolition of the death penalty, and the expansion of the welfare network.

The National Reorganization League, led by Hélio Buchmann, announced the unexpected Giovanna Gottschalk as their candidate. While the other parties consider this announcement a joke, president Malvezzi accepted the LRN's candidature bill. Gottschalk is a retired model married to Hélio Buchmann. She became involved with politics, promising better living conditions for the Brazilian working class and the redistribution of wealth. Despite the clearly left-wing appeal, the LRN's militaristic and isolationist rhetoric made political analysts consider it a neo-fascist party.

Another three parties - the National Legimitist Legion, the Brazilian Socialist Party, and the Green Party of Brazil - sent candidature bills to President Malvezzi, but he rejected the candidatures for unspecified reasons. It is unknown what is going on in Malvezzi's head, but one thing is for sure: the 2022 parliamentary election will be a decisive chapter in Brazilian history.

Crisis in Brazil: Giovanna Gottschalk Appointed as Prime Minister

In a shocking turn of events, activist and retired top model Giovanna Gottschalk was appointed Prime Minister by President Alessandro Malvezzi. The announcement came this morning, shocking everyone. It can be said that not even the most hopeful of the few members of the National Reorganization League were expecting such a crazy decision. "While the other candidates have valid reasons to be head of government, it is my duty as President of Brazil to trust Gottschalk in her capabilities of leading Brazil through such a troublesome period", stated Malvezzi.

The National Reorganization League is a nationalist party founded in 2005 as opposed to what they called "vira-latismo", or "stray-dog politics" of the federal government. The namesake comes from the Mongrel Complex, a Brazilian phenomenon observed by writer Nelson Rodrigues in the aftermath of the 1950 FIFA World Cup, in which Brazil was defeated by Uruguay in the final. The Mongrel Complex is a collective sense of inferiority felt by Brazilians - however, in political contexts, the Mongrel Complex can be considered to be a state of submission to foreign agents and interests. Among those stray-dog policies criticized by the National Reorganization League includes the lack of laws regulating emigration, the lack of funding for what they consider "real Brazilian art", and the lack of patriotism in schools.

Although Giovanna is considered to be one of the "Liberal Reorganizers", there still are reasons to be worried. With Giovanna as head of government, Brazil can experience a sudden shift in foreign policy, becoming more isolated. Before the 2022 Crisis, Brazil was a close ally of the West since the breakout of World War II. However, now Brazil probably will pursue a more independent, non-aligned foreign policy. Approximation between Brazil and India is likely - however, Brazil is certainly going to be distant from Eurasia's radicalism, especially due to the growing tensions between Belarus-Ukraine and Aleksandr Dugin's Eurasia. "Brazil is going to seek closer relations and integration with its Latin American neighbors, as well as African countries," said International Relations analyst Júlio Pereira de Albuquerque. "Military interventions remain a distant possibility, however. I don't see Brazil spreading its wings - it will remain as the country of brotherly love," concluded Dr. Albuquerque.

Crisis in Brazil: PM Gottschalk Orders Intervention in Slums

It seems the militaristic aspect of Prime Minister Giovanna Gottschalk has been finally revealed. It did not take long - only one day - to appear. However, it probably will leave a lasting effect on the Brazilian psyche. Only three hours after the inauguration speech delivered at the Ipiranga Palace in Rio de Janeiro, PM Gottschalk has enacted Decree 392. The content of such decree? Well, it is surprisingly tough for a country that calls itself democratic. "The military and state police forces shall intervene in the Favelas of Brazil, thus ending the resistance to the application of the current Five-Year Plan."

However, not everyone in the military is happy with such a decision. General Alfredo Soares opposed the decree, saying that "it is a clear violation of human rights". In retort, Gottschalk reposted on her Twitter account a news article from 2017 in which General Alfredo Soares is linked to drug traffickers from the city of Fortaleza, who exported the drug to Spain. The investigation that had the possibility of ending with the arrest of Soares was "archived" in 2020 due to a lack of evidence.

Decree 392 - called the Pacification Decree by Gottschalk's cabinet - has always been part of the National Reorganization League's agenda. According to the party leader, Hélio Buchmann, the "government should care less about the opinion of foreign organizations and more about its own people. By pacifying the slums, we will see a sharp decline in crime and income inequality. In the end, everyone will benefit from the deaths of a few thousand," said Hélio. The speech has been widely condemned by the foreign press, comparing the rise of the National Reorganization League to that of the Nazi Party in 1930s Germany.

It is unknown how long the intervention in favelas will last. The government promised not to conduct any arbitrary arrests or extrajudicial killings, as the "intervention will be solely the presence of state security forces in these long-neglected areas," said the minister of Justice, Luisa Trindade. "The lack of presence of the Brazilian state in the slums allowed the formation of militias and drug cartels. No more; we will now not only open police headquarters but also hospitals and schools for the inhabitants of the slums," concluded Mrs. Trindade.

Intervention in Rio de Janeiro: Action is Condemned Internationally!

Today, 16 February 2022, will be a day that enters history. Not only as a day of decisive triumph but also as a day of infamy. Through Decree 394, Prime Minister Giovanna Gottschalk installed a state of war in the Federal District - the city of Rio de Janeiro - and ordered the mobilization of the Armed Forces. The Armed Forces are tasked to substitute the duty of the District Police, the latter deemed "too corrupt" to deal with such a "magnanimous task". Some even dare to say that the District Police will be dissolved in the near future, although this has been not made clear by the government.

Shortly after midnight, the 1st Division of the Army - assisted by twelve AMX A-1 fighters of the Brazilian Air Force - stormed the "Morro do Polaco", the biggest slum in the city. What ensued was a limited firestorm, caused by the missiles of the Brazilian Air Force fighters. The 1st Division fought its way through the dark alleys and narrow streets of the slum, killing everyone in its sight. According to eyewitnesses, even those who dropped their guns and surrendered were shot afterward.

The Target of the firestorm was the compound where Johnny Souza - leader of the United Command - lives. The compound was a fortified bunker that hoisted the flag of the United Command - a really easy target for the fighters. His current status is unknown, and Johnny is wanted "dead or alive, at all costs". The Morro do Polaco is now under complete control of the 1st Division. While the total number of dead is unknown, hardliner General Antônio Leite said that "not enough men were killed". The International Amnesty calculates a death toll of 10,000 dead, including those killed in the firestorm.

International reaction to the Massacre of the Polaco, as the operation became known, was overwhelmingly negative. As of now, only the Eurasian Federation applauded PM Gottschalk's attitude. French president, Valérie Pécresse, referred to the Massacre of the Polaco as a "genocide of the poor", an accusation dismissed by Gottschalk. "If we wanted to kill the poor, we would have started by the homeless," said Gottschalk in her Twitter account.

According to General Antônio Leite, the next target will be the Maria Slum (Favela da Maria). "We have noticed unusual activities in the area, probably resulting from the exodus of criminals escaping from the Morro do Polaco," said Leite. The 3rd Division of the Brazilian Army is already moving towards the Maria Slum, currently controlled by the United Command.
