Rules:
1. Attending nations must stay until a compromise is reached or a majority of attending members votes that compromise is impossible.
2. Profanity and personal attacks are not to be used during negotiations.
3. The treaty must be filled in and edited at the agreement of the majority of the attending nations.
4. The treaty must be agreed by a majority to be fair and accomplish these goals:
-Keeping the peace indefinitely
-Reforms in the Galapagos to prevent an authoritarian regime of any kind from ruling the nation
-Pulling Coalition forces out of the Galapagos without creating a power vacuum
-Stabilize the region

Fred Edwards would put the following debatable treaty on the table:

The Galapagos Treaty:

Article 1: To ensure true democracy, all parties will continue to run, this includes fascist and communist parties.

Article 2: Coalition Forces will slowly pull out of the Galapagos, but the companies of coalition companies and immigrants that have arrived remain in the Galapagos.

Article 3: The Hard Labor Camps are to be abolished completely, and Galapagosian prisoners of war freed regardless if they are Pro-Coalition or Pro-GLA. With the Camps effectively serving as small towns and/or cities with their own farms and neighborhoods, small towns will be built on the site of each camp.

Article 4: The Galapagos shall hold elections for President and Parliament, with the position of Governor being reduced to the powers of a mere figurehead

Article 5: Foreign nations, especially pro-coalition ones, are to trade with the Galapagos. Meaning that the Galapagos is not to be isolated, in order to allow for more economic growth.

Article 6: Coalition troops will establish forward operating bases off the coast of the Galapagos to ensure that, in the event of a treaty violation, these rebels can be dealt with.

Finally article 1 should be edited to ensure no communist nor socialist parties can run although liberal ones are allowed.

I would suggest amending Article 9 as well to have the Provisional Council and the Galapagosian government on equal footing.”

"Galapagos will be given the privilages of free trade from foreign nations. Meaning that the Galapagos is not to be..."
.

This will make other nations not part of the coalition to receive equal rights on trading with Galapagos.

Article 7: The Galapagos cannot have an army, and will have to rely on the Civil Defense Force instead.

Article 8: The Galapagos cannot have or develop nuclear weapons.

Article 9: The Provisional Council will still remain and be above the Galapagos Government temporarily to ensure that the treaty isn't violated. However, the Provisional Council will have limited power, and would only be able to act in situations deemed as emergencies.

Article 10: The Free States of the Galapagos is to be recognized by both sides as a Galapagos and nation independent from the Tourist Paradise of the Galapagos.

Since SM refuses to compromise here is the GLA peace treaty

The Galapagos Peace Treaty

Article 1: The coalition forces will immediately withdraw from the Galapagos
Article 2: The GLA will assume control of the Galapagos until democratic elections can be held
Article 3: The coalition government will be imprisoned or executed depending on their role in attempting to enslave the Galapagos
Article 4: The Galapagos will abandon communism and socialism and will return to a capitalist nation
Article 5: The GLA will assume the role of the army for quick mobilization against another attempt to extinguish democracy by the coalition
Article 6: SM immigrants moved here to attempt to assimilate the Galapagos will be deported or shot
Article 7: Coalition members will not be allowed to trade with the Galapagos and will be banned from Galapagos waters

Now unlike SM we are willing to negotiate with some of these articles.

Article 3 is merely to punish those who betrayed democracy and sided with the communist slavers Article 7 can be negotiated and you may be able to trade with the Galapagos under restrictions until your intentions are more clear and less barbaric

Governor Obama clears her throat and begins to speak. "I do think that we ought to take a moment and let our tempers cool. There's no need to go to either extreme here. I think that both sides are being somewhat prejudicial and misinterpreting the actions of one another. Let's take a step back and talk about something a little easier, yes? I think one of the biggest priorities is to keep the peace. Why not have coalition forces sign an NAP with whatever the new government of the Galapagos is, yes?"

The GLA can keep the peace just fine. The coalition forces have proven to be barbarians and slavers and are to leave immediately
