Hey y'all, me and my co-author Salem have been working on this for a month and we believe that we've reached the point where we can't improve the draft without soliciting further feedback. As usual, every critique is appreciated.

Current Draft:
The Security Council,

Recognizing Karputsk as a devoted protector of regional sovereignty and an outstanding contributor to the international community,

Recalling Karputsk’s origins as a resident in New Sorvun, a burgeoning region that was occupied and almost destroyed by invaders, saved only at the last possible moment by a valiant self-defense led by Karputsk. Determined to let no other region suffer the same fate as New Sorvun almost did, Karputsk would dedicate the rest of their existence to the defense of vulnerable regions,

Observing New Sorvun’s admission into the Founderless Regions Alliance (FRA), an organization founded for “the protection and stabilization of founderless regions around the world”, and Karputsk’s entrance into the FRA Rangers, its illustrious military,

Applauding Karputsk's remarkable service to the FRA in various capacities, where:
  • as Regional Liaison Officer, they initiated the Regional Development Project, a progressive program aimed to facilitate the buildout of member regions, which went on to play a vital role in reviving several communities, including 00000 A World Power and Global Right Alliance,
  • as Chief of Defense, they commanded the FRA Rangers and spearheaded its resurgence into activity despite the limited resources available. Under Karputsk's leadership, the Rangers would go on to be recognized as the leading defender military of 2013 and provide crucial support to many large-scale operations, including the liberations of Makhnovia and Coalition of Leftist Comrades, and
  • as Arch-Chancellor (head), they provided much-needed stability to defending at a time of inordinate political turmoil and worked to improve relations with other contemporary defender organizations like Ten Thousand Islands Treaty Organization (TITO),

Praising Karputsk's work to establish and develop the Spiritus Defense Force (SDF) as its first Minister of Defense. The SDF would experience its heyday under Karputsk's guidance, reaching a record-high membership count of over 20 members and extending pivotal support and leadership to numerous major missions during Karputsk’s tenure,

Extolling Karputsk's masterful orchestration of some of the greatest triumphs experienced by the defender community in its storied history, including:
  • taking back SPACE from the clutches of invaders in March 2013, the first of many notable operations Karputsk would go on to lead,
  • rescuing the furry residents of Furry Federation from the hands of an invader coalition in April 2013, despite possessing meagre resources at that time,
  • uniting over 40 defenders from various organizations to restore Asia back to native control in December 2013, an operation that became one of the largest liberations of its time,
  • leading the refound of Hogwarts, once locked away as a trophy by invaders, along with Deadeye Jack and TITO in 2015. The region would go on to house a lively community containing some of the best storytellers in the world,
  • liberating the residents of Anontia from a contingent of celebrating invaders with over 40 defenders in tow in 2019, and
  • crashing the annual invader tradition of occupying Christmas by plucking it out of invader control with the help of over 40 liberators in 2020,

Lauding Karputsk's covert engineering to prevent manifold invasions from taking place, best seen in their brave infiltration of The Black Hawks, a notorious invader organization twice condemned by this chamber. As Ursidae, Karputsk would disrupt multiple operations there, including a planned incursion into Anarchy,

Acknowledging Karputsk as one of the foremost pioneers of modern defender collaboration, evident by their construction of a neutral communication channel where defenders from everywhere could cooperate to protect imperiled regions from invasions. While no longer in use, it transfigured the way defender operations were conducted and inspired the creation of an even more successful iteration that still remains a cornerstone of continued defender success,

Admiring Karputsk’s further commitment to improve communities around the world, pronounced through their contributions to Equinox, a historical region with a diverse and quirky community:
  • as one of its earliest Foreign Viceroys, they laid foundations of the region’s modern diplomatic network by conducting crucial bureaucratic reforms,
  • as the Speaker, they incentivized citizens to get involved with the regional legislature and oversaw a resulting high level of sustainable activity in it,
  • as the Imperial Adviser, they imparted valuable wisdom to regional leaders in various dilemmas and crises,

Believing that Karputsk’s momentous efforts to tirelessly protect and develop the international community deserve acclaim from this august council,

Hereby commends Karputsk.

From what I've found by researching and what my co-author has revealed, it was far from what qualifies as a 'shitshow'. Karp was in TBH for almost a year, reached the rank of Lieutenant and then departed the org after the attempted Anarchy raid on pretty friendly terms with almost everyone there. It has been since then referenced around as a jolly meme by both sides and that meme was one of my main reasons to include it in first place. It never shaped up to be a shitshow like the one you're assuming it was.

EDIT: There's also a lot of lists here? Not that that would be enough to change my vote personally (:P) but some people might take issue with that.

Let's be clear here, the actual reason you're opposing this isn't some "shitshow" it's - per your own words:

There is no "shitshow". Ursidae was one of the least controversial infiltration in years, and relevant leadership on both sides was perfectly amicable about it.

There are few defenders more deserving of a Commendation than Karputsk, and this should pass with little to no controversy.

This is a nicely written piece of work, detailed and well laid out. I have a couple of very minor wording suggestions which I’ll get back to later today (I hope).

Gonna just confirm what Moon said about Karp's infiltration in TBH as someone who was Council at the time. When we confronted him on Council, the conversation went down really pleasant and within minutes of Council revealing to the Nest that Karp = Ursus we already had some hawks making some teasing memes about it like -

He was pleasant to have around as Ursus, and as Karputsk he handled being outed with lots of grace especially after all the hard work he had put into his infiltration. No shitshow, most of us hawks at the time are still friends with him. Being outed eventually doesn't make his infiltration a shitshow x)

This is not even true.

Ursidae was removed at the end of April 2020, Tinhampton did not even arrive at the region until the following month. She was not a member of TBH at the same time as Ursidae.

Opposed. Nominee not commendable. Under Karp's leadership the FRA was a diplomatic train wreck that ignored the interests and wishes of its member regions and occupied regions over the objections of natives despite claiming to be a "defender" organization

Unlike some critics I have no problem with lists as long as they are properly fleshed out as these are. One suggestion would be to re-order them slightly, make the most important position held first in the list. Again it's a minor point.

All my suggested changes are very small. As I said earlier this is a well put together piece of work. The fact that it gets no support from Tinhampton is the icing on the cake.

I’m happy with the way this draft turned out! I’ll have some final edits after the holidays hopefully, but until then, amazing draft!

Will add again that Karp being revealed was very wholesome, most of any stress was presumably minor betrayal (comparatively unimportant rly) and stress on Council from finding him (still not much, was fun sometimes).

Like realistically, it’s more a thing that I’m not clear how much he actually got from spying - Anarchy is the only thing I’m aware he leaked.

Karputsk is one of the greatest defender nations to have ever graced the halls of the World Assembly and my nation is proud to consider Karputsk one of their most cherished and long-standing allies. Karputsk is the paramount unheralded champion of the World Assembly Security Council of the past decade and if yours truly hadn't kept forgetting that they had not already Commended Karputsk, I would have been proud to bring similar legislation to the floor. The noble cause of protecting regions' right of self-determination would not have survived to the current era if not for the outstanding efforts and commitment from the nation of Karputsk. I implore all members of this body to look past immediate partisan reactions and see to it that a great nation is recognized and not forgotten.

Re: ordering in the Applauding clause, I put them there in chronological order. Hence the Regional Liaison Officer first (one term in 2008 and another in late 2012), Chief of Defense second (two consecutive terms in 2013) and Arch Chancellor third (four non-consecutive terms from mid-late 2013). Hope that makes sense.

I actually like how I worded that specific point, and several others said that they adore how it's written and framed. So unless there's more backlash against it, it's going to stay in.

RE "plucking:" I thought of turkeys; the question I'd be asking is whether there actually was an "annual invader tradition of occupying Christmas" in the first place - I can't remember any but then I'm a child of August 2016 :P

I like the use of “plucking” - gives it that sense of just in time.

Minor formatting query re your three bulleted lists. In two of them the first word in the bullet point is not capitalised, in the other they are. It’s a small inconsistency - use one or the other, but not both?

Minor feedbak:
Would replace "their term" with "Karp's term" in the Praising clause, simply because "their" could refer to SDF and could confuse someone until they realize it means Karp

"successes" would be better as "success" in the acknowledging clause. In same clause, would remove "together" as "cooperate" already implies togetherness.
