Synopsis

The year is 1992, and the Sun has begun to set on the 20th Century, which has arguably been one of the most eventful, influential, and consequential centuries in all of human history. Empires are reborn, others are on the way out, and some prosper while others suffer. With the reformation of the Soviet Union into the Union of Soviet Sovereign Republics, the seemingly imminent collapse of the People’s Republic of China, the high amounts of unrest in slices of Africa and the rest of the world that find themselves still under the colonial boot of Britain and France, and the conflict in the Persian Gulf, there is a high amount of uncertainty hanging over the heads of the world, even with the Cold War drawing to a close. Who will survive? Who will fall? Only time may tell what’s in store…

Introduction

Hello, dear friends, acquaintances, and weary multiverse travelers! Welcome to No Surrender, an alternate history geopolitical roleplay set in 1992! This is my first original nation roleplay for P2TM, something I've been wanting to do for a while. As i'm sure you'll notice, this Earth is a bit different from the one we're used to; that's the name of the game in alternate history. The changes to this timeline are interesting, I would hope, and the neat part? You get to add on with your own nation(more on this in Rules and Lore). Enough with the formalities, let dive into the rules so we can get them over with

Rules

1. First off, please follow NS forum rules. They very much apply here.
2. The OP/Co-OP's word is law.
3. Please keep IC and OOC separate.
4. No godmodding, metagaming, flaming, or trolling.
5. 1 nation per player, though you are allowed to change nations if you wish.
6. Regarding the lore of your nation, which was briefly mentioned in the intro, you will be allowed to change your nations history that follows the 1918 POD (point of divergence), as long as they remain realistic and don't contradict already established lore. Minor divergences that occur before the POD may or may not be allowed pending OP/Co-OP review.
7. This is meant to be a geopolitical RP, so no senseless warmongering and invading nations like it's 1941 and you're Germany without a valid casus belli, or reason to go to war.
8. Posts must be at least 3 paragraphs, meaning no one-liners. This is P2TM, not International Incidents.
9. There will be some action from NPC nations in a bit of a world news kind of thing managed by the OP and Co-OP, and the posts will include reactions to things going on in your nation and simulation of world events. These posts will be quite consequential, so i'd suggest paying attention to them and taking them into account.

Lore

In late 1918, the Allied Powers of the United Kingdom, France, and the United States wished to end the war once and for all, and such, the 100-Day Offensive was launched, which pushed back the Germans and negated their advances from earlier in the year. However, the military leaders who were effectively in charge of Germany during the war, with the Kaiser's blessing, refused to surrender, and so did Austria-Hungary. The delusioned militaries of both nations believed the tide would turn and that they could snatch victory from the jaws of defeat.

Boy, were they wrong.

As the Allied advance continued and more and more deaths piled up, many German and Austrian citizens began to grow more and more angry with their governments the more they attempted to spread their "we can still win" message, which not many believed. To make matters worse, winter setting in combined with a poor harvest resulted in a food shortage throughout Central and most of Eastern Europe. The governments of Germany and Austria's unwillingness to act on the food shortage was the straw that broke the camel's back, as beginning in February, the first armed uprisings against German and Austria began in Bavaria and Bosnia respectively. Pretty soon, both nations found themselves in civil war, with the Germans dealing with Republicans, Spartacists, and regional separatists in places like Bavaria, Baden-Wurttemberg and Saxony. in Meanwhile in Austria, the different ethnic minorities, including even some Hungarians, would go up in arms against the Habsburg Government. These civil wars, along with the Russian Civil War, would be known as the Eastern European Troubles, and could also be referred to as the Eastern European Spring.

Meanwhile, the Allied advance continued, with troops as deep into Germany as Nassau, as meanwhile the Republicans managed to take Berlin due to intel issues and infighting amongst the German imperial government and military...or what remained of them, as they split East-West Schism style along pro-and-anti war-continuation boundaries, and the central government relocated to Hamburg. The Republicans were now, at this point, the dominant faction in the civil war, after squashing the regional separatists and the Spartacists with aid from France. They now controlled most of the country, with Imperial holdouts now limited to the north. As Summer turned to fall, the Imperial holdouts would finally surrender, with the Republicans endorsed by the Allies and now the legitimate controllers of Germany. The Treaty of Versailles is signed, though it is slightly less harsh than OTL's Treaty of Versailles in the sense that less reparations are demanded. Otherwise, it remains largely the same. After the treaty is signed in January 1921, the Republicans are internationally recognized, and the Federal Republic of Germany is created (which for all intents and purposes is pretty much the Weimar Republic under a different name)

Meanwhile in Austria, their own civil war went on simultaneously to the German Civil War, with Czechoslovakia, Croatia, Bosnia, Galicia and Hungary all declared independence. The government quickly fell into anarchy, and Austria's military seized control of Austria Proper. Their civil war was a much quicker affair than Germany's or Russia's, as local ethnic militias quickly took control of the local areas in the separated countries. The Austrian military saw the writing on the wall, and would surrender to the Entente. The Treaty of Trianon and other treaties are agreed to by the Austrian rump state, and after the Treaty of Versailles is signed, WW1 officially ends.

With the end of the First World War, as well as the Eastern European Troubles, peace had been achieved on the European continent for the first time in nearly a decade. The Roaring 20’s, while having begun in America on schedule, were delayed for most of Europe due to the continuing state of war. When it did finally arrive, however, the benefits were phenomenal; the economies of many nations rebounded from the war, and it seemed that peace and prosperity had finally returned.

But the two can be quite fleeting, can’t they?

After just over five years of the economic growth and prosperity that came with the Roaring 20’s, the Wall Street Crash of 1929 would bring that all crashing down. With the end of the Roaring 20’s and the beginning of the Great Depression, authoritarianism enjoyed a resurgence, with Stalin tightening his grip of the Soviet Union, Mussolini and his fascists taking control of the Italian government, Japan’s imperialist ambitions kicking into overdrive, and Hitler and the National Socialist’s takeover of Germany. A cloud of uncertainty had once again rose, and hung over Europe and the rest of the world, and many knew that, even despite the best efforts of British Prime Minister Neville Chamberlain, a repeat of the Great War was on the horizon.

Air Force Breakdown: The Air Force of the ROC is the third force of it's military, and one of its most prestigous. Pilots here fly in European, usually French or British, fighter planes, American bombers, and in-house made planes, such as:

Other Military Information: The ROC also has a nuclear program and in-house made missiles (based on American missiles). A Marine Corps also exists.

Religious Breakdown: No religion is enforced by the state, but folk religions, Christianity, and Islam are among a few practiced within the borders of the ROC.
Political Breakdown: The ROC runs on a direct democratic republican system. It consists of Executive and Legislative branches. The President of the Republic of China is both head of state and head of government. He or she runs with a vice-president to try and get elected to a 4-year term, with a limit of 2 terms per president. As President, an individual is the highest authority of the state and of the military, and usually the Chairman or Chairwoman of the Kuomintang, the party that has ruled the ROC since its inception. The Kuomintang is a center-right wing party, focused on the traditional values of the state, but pushing military progress to compete with the North.

The Legislative Branch consists of the Senate, composed of 90 members, elected proportionally for each province every 3 years to serve a 3-year term. The majority at the beginning of the RP belongs to the Kuomintang.
Organization Membership Breakdown: The ROC is an observer state of NATO, as it is allied with NATO nations but does not have territory on the Atlantic.

Air Force Breakdown: The next force of the US military is the air force. It is by far one of the largest, with over 1000 planes and over 50 different types, too much to list here. Examples include the A-10C Thunderbolt II, the B-52H Stratofortress, and the AH-64 Apache Longbow.

Other Military Information: The US maintains a stockpile of nuclear weapons and ICBMs.

Political Breakdown:
The United States is a constitutional federal republic, in which the president (the head of state and head of government), Congress, and judiciary share powers reserved to the national government, and the federal government shares sovereignty with the state governments.

The executive branch is headed by the president and is independent of the legislature. Legislative power is vested in the two chambers of Congress: the Senate and the House of Representatives. The judicial branch (or judiciary), composed of the Supreme Court and lower federal courts, exercises judicial power.

Two political parties, the Democratic Party and the Republican Party, have dominated American politics since the American Civil War, although other parties have existed.

Currently, Republican president George Bush leads the country, whilst there is an overall Democratic hold on both the Senate and the House.

History: Since the POD is in 1918, please assume all history before then is the same is IRL USA. Although, after the Xinhai Revolution, the William Taft administration grew ever closer with its Chinese counterparts, and thus helped the Kuomintang reunify quicker than normal.

Although the IRL Great Depression did happen, it was not as harmful as reality, as the Federal Reserve provided some emergency lending to near-collapsing banks, and buying government bonds on the open market to provide liquidity and increase the quantity of money after the key banks fell, therefore ensuring the rest of the banks fall after the large ones did, and the money supply would not fall that far and fast.

In 1931, when the Japanese invaded Manchuria, USA only condemned this action, but was unable to act physically due to the effects of the Depression.

(I wanted USA to enter the war slightly earlier, but again, will have to wait for lore.)


US and Swiss relations have soured after the US finding out Switzerland had stolen classified nuclear information.

Plumes of smoke rose up from beyond Huijiaba in the distance. Commander Alioth Nara already knew what had happened. She'd received the reports mere minutes ago, by a exhausted rider that had immediately collapsed after reaching the hastily-built fortifications. Suining had fallen, after a brutal and arduous three-week siege. Hundreds of Bannermen lost, and even more civilians perished. She'd received word from scouts that the rebels had split into two large groups of five thousand each, almost as much as the Bannermen guarding this part of the Chengdu-Chongqing Fortifications.

Two armies. Two upcoming battles. She would think this would be one of the major battles to beat back the White Lotus. If they won, they'd be able to successfully rid Chongqing and Chengdu from being anywhere near the White Lotus. If they lost, they'd face certain defeat with the possible sieges of the two cities.

She sighed and walked back to the tent. The grueling battle could wait.

Commanding Tent

'I don't see why we should change anything in our army. The recent loss was just...a stroke of luck. Yes! The gods must have said it was not an auspicious time to battle. Just a fluke.' Always cocky, High Officer Lihong stated.

'As your superior officer, didn't you see how terribly we fought in the battle? It was a miracle that scout lasted so long to get here, in a normal situation, he would've been shot in the first few minutes! Anyways now, for our plan, they will most probably not attack Chengdu from the West, as the mountainous regions currently serve as a base for our gunsmen to shoot down. We still have sent two divisions to patrol the area.

The rebel army was seen amassing the bulk of their forces in Lezhi, and we suspect their next target...is us. We estimate it will take them two days, three at most to arrive here, so until then, I would order everyone to ramp up their military excercises. Remember. We must not let Chengdu fall. We must ensure the survival of the Qing.'

Commander Nara looked around after her speech, only to be met with a chorus of nods. As the officers shuffled out of the room, she went over to her desk, sat down and started writing a letter.

Outside the tent, formations were being made, and the fortifications were getting noisier and noisier with the sound of offiers shouting, continous extensions being made to the wall and various patrols coming and going.

February 3
Empire of Qing
Dongxizhen, Outskirts of Jiancheng

Tang Huan stared up at the impressive walls towering near him. It was mere metres away, on the other side of the Tuo River. These walls-he almost couldn't believe it had been built in mere weeks, it looked like a part of the Great Wall had been moved south. That could be it. After all, there was no knowing what the Red Lotus could do.

It was quite a pity it would have to be destroyed. After all, what was a stone wall to an army of five thousand armed with muskets and horses?

He could see the small fires lighting the walls in the distance. So far, they were concealed by the light hills and trees, but when they charged through the shallow river, they were most vulnerable to the shots by the Green Army. That was why his commander had told them to be fast, avoid the shots, and destroy the Red Lotus. The ladders were prepared, and muskets ready.

Steeling himself for death, he called out to what might be his final charge.

With sporadic gunfire and shouts of pain echoing all around them, the five thousand White Lotus soldiers charge towards the Jiancheng Wall.

February 3
Empire of Qing
Jiancheng Wall, East Side

The soldier collapsed, a multitude of arrows bursting into him. A Nest of Bees? Alioth Nara, looking from a watch-tower, was surprised. She once had thought the White Lotus would have acquired better weapons than this. But that was to be expected from such a lowly rebel group. The aim was quite surprising, though. That was almost the maximum range of a weapon of that kind, and yet the shot went directly into him.

Soon enough, causalties could be seen on both sides, with musket fires and early multistage rockets exploding midair. Nara walked down from the watchtower, and began to watch the 'firework' display first-hand.

February 4
Empire of Qing
Jianchengzhen

Bloodied soldiers lay unmoving on the banks and in the river Tuo, causing the it to bleed red. Cinereous vultures pecked at the ones that hadn't been moved aside, and small fires could be seen being extinguished along sections of the wall.

Amidst the corpses and the carnage, Commander Nara walked through the recently-trampled grounds, reading a detailed report written by the officers of the recent battle. Totalling 900 deaths, 400 injuries, and more than a hundred missing...quite the bloody battle. At least it wasn't as much of a Pyrrhic victory than the other battle at ...more than a thousand deaths and still climbing.

One of her officers shook her away from her thoughts. 'Commander, now that we have banished those lowly rebels from Chengdu, shall we send reinforcements towards Chongqing, or make a strike towards the den of the tigers?'

Nara thought for a moment, and replied,' We shall do the latter. Contact the rest of the ten towns surrounding the White Lotus...Chonqing, Zhangjiajie, Changde, Jingzhou, Jingmen, Xiangyang, Shiyan, Ankang, Hanzhong, Guangyan and Mianyang. We need a unified strike inwards, and reclaim the city of Yichang.'

Walking onwards, the officer was left to write down hasty orders and call the riders.

No more than fifteen minutes later, 30 riders left Chengdu for the other cities.

The meeting was in full swing. A letter had been recieved from the Spanish in the Philippines.

To: Imperial Household Department of the Great Qing Dynasty
From: Governor-General of the Captaincy-General of the Philippines

To whom it may concern,

I have dispatched an emissary of the Captaincy-General on behalf of the Empire of Spain to the capital of China to negotiate the possible opening of trade relations between our two empires. Please grant this emissary safe passage and an audience with the relevant government representative.

Prince Tulisen stated clearly,' Well, one thing's obvious. We have to let the emissary move on safely. We can't risk a war with Spain, not when we're still dealing with the Rebellion. The King has given me permission to let this emissary pass by, but I have to ask you if you have any questions or regrets.'

Head of the Privy Purse Nihan Cuyen replied, 'Prince Tulisen is right. This could also open up new legal markets for the traders, satiate their needs for less taxes, and improve our economy as a whole. Besides, the Huntsmen Department could have Spanish personnel trained in different specialities if all goes well, and couldn't the Imperial Buttery use some new meat?'

Although many of his fellow colleagues had opened themselves up fully to this Spanish emissary, the Head of the Huntsmen Department was skeptical. 'How do you not know if those Westerners are going to sneak spies into our jobs? Ah, yes, speaking about jobs, they should only be given to Manchu and Han people! Imagine if our citizens saw top jobs being taken by foreigners! We'd have another rebellion on our hands.'

Head of the Imperial Armoury Aisin Qiao was another supporter of this idea.' No, no. Just give the Westerners lowly jobs if they even do come here for work. Plus, we could really use some Western weaponry and improve ours. I've heard rumours those Western powers have better guns than ours now, and we might get invaded

Imperial Stable head Hu Manwan laughed at his close colleague's statement. 'That gives me an idea. Let's invite them here, and go through with the meeting, but first, we should treat them to a military excercise, full with cannons, cavalry, soldiers and all the bells and whistles! Show them the true might of the Qing!'

Tulisen replied to Manwan, saying, 'I'm going to have to red light that idea. Showing off our military could make us seem more hostile, more aggressive, and ruin possible relations. Let me think for a short moment.'

Five minutes later, Tulisen had made up his mind. 'I'm letting the emissary go through. They'll meet with me and the Viceroy of Zhili here at the Old Summer Palace. Now, onto the next important topic to discuss. Commander Nara, a frontliner of the White Lotus Rebellion who has led the Qing to several victories in the Rebellion, wants to talk about the matter of improving our weaponry.'

After an ardous day of meetings, Prince Tulisen wandered off to his own rooms in the Palace, and started drafting a letter to the Spanish.

To: Governor-General of the Captaincy-General of the Philippines
From: Grand Chancellor of the Imperial Household Department

To Raphael de Aguilar y Ponce de Leon,

We would be glad to host your emissary at our fine capital Peking. Trade relations between our nations should be set in stone, and we hope this could lead to further strengthening of relations between Spain and China. We have prepared lodgings for you at the Old Summer Palace, and a guide will be waiting for you once you arrive, and when you have settled in, she will lead you to the place of the meeting. You will be seeing the Viceroy of Zhili and me, Grand Chancellor Prince Tulisen. We hope you will find your stay relaxing.
