Charity Laws and (separately) Social Discrimination Prevention Laws, have provisions that allow for either of the following:
Daily/Bi-Weekly Accommodation (generally for work, at place of work those in immediate need - as a quota for employers), Provisional Monthly Housing Scheme (run by the govt which keeps and funds In-Need Residences and Motels) and Up-keeping Services (where an Organization or Individual can host a homeless individual for an amount of time).

Homelessness in Loquillan is practically nonexistent. The government provides jobs for anybody who needs work and housing for anybody who cannot afford it.

Housing issues are generally managed at the State and local level, so treatment varies. However, there is a notable difference in attitude in the South as opposed to the North.

The Wizlandian South is significantly poorer than the North, and so homelessness is much more common. As a result, it is somewhat less stigmatized and the State governments invest more in shelters, though most would argue that the investment is still very inadequate.

In contrast, the richer North has very few homeless people, and those that are homeless face more social stigma. That being said, being richer with less homeless people means that it’s easier for State and local governments to finance adequate shelters, and thus despite spending a smaller proportion of the budget on such shelters, the North actually does a better job at housing and tackling homelessness.

The Commonwealth has three basic tiers for those seeking aid.
  • The Shelter System: Shelters that are typically locally managed though funded through the Heradorian Ministry of Social Services. Shelters are often split into Men's, Women's, and Family shelters that are designed to either help the individual or group get back on their feet if only short-term help is needed or facilitate their entry into the next level.

  • Common Assistance Housing Authority: A branch of the HMSS, the Housing Authority runs high density public short term housing in eight of out the nine Heradorian Provinces (South Georgia and the South Sandwich Islands, with their small population, had this level removed and incorporated into the Shelter System). The CAHA's goal is to provide safe housing for individuals or family's from six months to two years while the residents go through work placement and treatment programs if necessary. It also offers counseling and psychiatric programs.

  • Long Term Recovery Assistance: A program run by the CAHA, the LTRA is intended to provide long-term (one to five years) off-site aid in work placement, housing upkeep, financial planning, continued counseling and mental health support, and retirement planning.

"Homelessness is a problem. A problem that needs to go. I'm gonna say what we're all thinking. I don't like seeing these people on the streets. I don't like seeing these people live in squalor. I don't wanna live in a world that has homeless people in it. Do you? Of course not! And that's why we've got to get rid of them. Uh, maybe that's bad phrasing. What I mean is I wanna make homeless people disappear. I wanna stop homelessness once and for all. By any means necessary. What, you disagree with me? You want homeless people on the streets? Huh, I'm gonna be honest with you. That's disgusting. You're disgusting.

Now I know what I'm suggesting seems radical but it's really only because we've been trapped inside these neoliberal conceptions of how to deal with a problem. But engough ambiguity, let's get into the specifics. How do we get rid of them? The answer is not just individualism, and it's not just collectivism. It's both. Change begins on the level of the individual. People like you and me going out into the streets and solving this problem. But it's also up to the state to help us out. Petition your local representative and urge them to do what needs to be done. I guarantee you there's a lot of creative and interesting ways to solve the problem that we just haven't been considering yet. Because ultimately, if we don't do something about his now the problem will just keep multiplying.

Now I know what you're thinking, you're gonna say "Comrade Abra, it sounds like you're using ambiguous language to suggest two opposite things simultaneously and then never clarify which of the opposite things you actually meant." To which I say really? Come on! I'm not being ambiguous at all! I think it's pretty clear to anyone with a brain exactly what I mean.

Killing the homeless. I'm talking about killing the homeless."

The homeless are given sustenance, treatment as well as housing as soon as possible in YEVRAZ or some form of temporary shelter if housing is not immediately available. Much like the rest of the poor, jobless and otherwise disenfranchised, they will also be armed and conscripted into a new fatherland worth fighting for. The national revolution is their revolution.
The YEVRAZ (Young Eurasian Valiant Revolutionary Autonomous Zones) or the Limonovshchina is a series of authoritarian communist, patriotic socialist and revolutionary nationalist territories across Europe, Russia, Central Asia and the Caucasus in rebellion against EU, NATO, CIS and their respective national governments. It is inspired by national bolshevism and eurasianism of Karl-Otto Paetel, Eduard Limonov and Alexander Dugin and led by the National Bolshevik Party of Eurasia or NBPE.
Call me Limon. Juche Gang. Stalin did nothing wrong. I am a national communist, socialist patriot, revolutionary republican, state atheist and anthropocentric.

Homeless people are (by force) moved into alleyways and other hidden areas in major cities to make the city look nicer. Citizens may give homeless people their money, but the government is not required to give the homeless anything at all.

There are shelters, special welfare benefits and housing programmes designed to alleviate homelessness in Tangatarehua, but one of the major barriers is that there is still a social stigma against accepting social welfare - strong enough that Rehuans who fall on hard times would rather be homeless and feel "pride" than accept a handout (although the government is trying to reverse these attitudes).

There's also a large number, especially in Tamaki, of homeless immigrants who are not entitled to the aforementioned benefits but who are simply unable to afford the high cost of living even if they are working full time.

Begging on the streets is illegal and police do patrol high risk areas - what's much more common is for homeless people to try and scam you or pretend to be selling something to get around this.

Perhaps the most alarming thing about homelessness in Tangatarehua is that women are ten times more likely than men to end up homeless, and often end up prostituting themselves just to find a bed to sleep in.

The Disorder doesn't really have homelessness. They have the resources to theoretically house tens of billions, divided up among only 17,804 people.

Population growth doesn't exist, because the Disorder is composed of a huge number of completely alien species, almost none of which are capable of producing offspring. On extremely rare occasions when offspring are produced, they are either destroyed, or returned to the universe outside the Disorder. Recruitment criteria for entry into the Disorder are also absurdly strict.

The fact that they won't lift a finger to legitimately help the cosmos' homeless population speaks volumes about their callousness. But then again, this is a nation that gasses populations, burns cities, enslaves the survivors, and turns people into magic-enriched reactor fuel "for the good of all chaos".
A secular destruction-cult, a rogue nation of space nomads, militarized mad scientists & anarchists.

NS Stats for The Disorder are not IC. These are.
A 4.333 civilization, according to this index.

In rural areas its considered to be proper aswell as bring luck to invite a homeless person inside for soup. However in larger cities the authoraties make sure to keep them in Industrial areas in favor of "a clean, safe and pleasant looking cityscape" but otherwise the government concerns itself more with issues like income equality than homelessness itself.

The homeless are sent to the new purpose-built towns in sparsely populated areas, which also houses residents of former Favelas. These towns, aptly named "Vilarejos Industriais" (Industrial Villages) are home to workers of industries and the industrial complexes themselves. These industries arrived in Brazil following the collapse of the People's Republic of China in 2013. Since then, the country experienced a massive boom in the economy, and as result, the average income and life quality of Brazil also improved significantly.

Since the homeless are forcibly moved to the Industrial Villages, there is virtually no homelessness in Brazil anymore. Roughly half of the homeless become workers in the industries, while the other half are interned in recovery fields, where they are treated for any disorder or addiction they have.

They are of our blood, and must be cared for regardless of the cost. It is largely rare as the Dread Realm is paternalistic in regards to its own subjects, though there are such cases brought about by mental illness. These individuals are committed within state institutions or by their families for an indefinite period of time, until they are deemed capable of living on their own.

Very well, Germany provides homeless people with food and shelter, and they are treated equally everywhere. However, whilst the law views them positively, some people view them negatively..

In cosnicu, every registered citizen is given a home upon reaching adulthood, some opt for physical apartments, some opt for houseboats (in the case of the houseboats, theyre usually part of a naval or maritime body, such as a larger cargo ship, whereas those who own a house or apartment areusually planning to spend time on land. Usually homeless individuals are mostly just people who have either tourists (who havent found a room yet) or those who refuse to accept Cosnicu (even though most of them are still very active taxpayers, voters and hardworking individuals)
