Section 1: To be a member of the IBO, a nation must have posted a roster and at least 1 RP in each of the previous 2 IBCs.
Section 2: Nations which do not post a roster for 2 consecutive IBCs will lose their membership.
Section 3: Any previous hosts of the IBC are automatically members of the IBO, so long as they successfully hosted the tournament to its conclusion and posted a roster in the most recently completed edition of the IBC.

In theory I can understand it if we have concerns about the maturity of a player or players who might join the Council, but it often turns into a popularity contest rather than an avenue to weed out people who genuinely don't belong in decision-making.
For one thing, the WBC is pretty unique in having a mechanism to require voting. Posting a roster and a RP gets you membership in the WCC, the IBC, the World Bowl, the WCoH Federation, and the WLC. So far, we've followed the precedent set by the councils in every large sport besides baseball. What's the exigence behind bucking that precedent and going to a voting requirement?
