International friends and colleagues,


With the 2017 amendment of the Diplomatic & Consular Administration Act 2009 that I led thorugh our Parliament, our Government has been able to secure increased funding and administrative support to host Embassies, Consulates, Delegates and Legations from a wider array of international partners, providing increased safety and security for our Diplomatic Corps while increasing public access and services that they can offer.

At the core of this initiative is the revolution of our Diplomatic Programme, streamlining and simplifying the process of opening and modifying your diplomatic presence in our country. We welcome a suite of new applicants who, by cost or by administrative complexity, have not previously been able to offer a direct diplomatic line of communication to Xuande-Xiphoi. Our Diplomatic Corps is a professional community; this Act will also bring increased support and funding to the Diplomatic Corps to enhance the professional and social bonds between the Diplomatic Corps and the Xuande-Xiphoian Government, and within the Corps itself.

Xuande-Xiphoi is at the crossroads of the east and west, and with our open borders policy of visa-free immigration for all people, we have become a hugely multicultural nation and economy. Our diversity creates tremendous opportunities for business and community, and we believe the support of cultural offices in our nation can serve to mutually benefit our nations and enhance cultural understanding. Xuande-Xiphoi intends to work closely with our Open Border Residents, community groups, and diplomatic officials to build harmony and acceptance of people of all ethnicities, nationalities, colours and creeds in our Republics & Kingdom.

Free trade agreements and preferential trade statuses are built in the conference rooms of embassies before they are signed in the halls of Congresses and Parliaments.

And of course, offering the critical diplomatic and consular services to your citizens that international law guarantees them supports Xuande-Xiphoi's policy of adherence to international human and civil rights legislation. We believe all citizens overseas should have access to the crucial consular services of their nation, and we will always endeavor to support your embassy's delivery of these services - it is certainly a unique and very special experience to see a foreign polling booth in the Great Hall of our Parliament, a remarkable symbol of our support and admiration for foreign democracies and their procedures.

PURPOSE OF THE XUANDE-XIPHOIAN EMBASSY PROGRAMME

Fostering an open system of governance, Xuande-Xiphoi invites foreign governments to establish diplomatic and consular representation inside Xuande-Xiphoi in accordance with international laws and conventions. Xuande-Xiphoi expects foreign diplomatic posts in our nation, in exchange for the privileges and support that they receive, to represent the sending state or organisation in good faith. We expect the foreign post to provide quality services to it's nationals and citizens who seek their service in our nation. We hope that the sending state will also use the opportunity of a diplomatic post in Xuande-Xiphoi, through the offices of its attaches, to advance the sending state's positive relations with Xuande-Xiphoi on matters political, economic, and cultural. In exchange, the Government of Xuande-Xiphoi will foster a productive relationship that serves both nations.

The Republics & Kingdom of Xuande-Xiphoi is a sovereign amalgamation of twenty-three Republics and a Kingdom, these states having collectively asserted matters of foreign affairs since January 1, 1899. The national government is the Xuande-Xiphoian Government. There is a seperation of powers between the branches of government, and between the National Government and the 100 Regional Government Authorities.

CHAPTER 1
HEADS OF MISSION


Xuande-Xiphoi requires, in line with diplomatic convention, requires each Ambassador-designate or equivalent to personally present to the Introducer of Ambassadors at the Office of Protocol of the Ministry of Foreign Affairs a request for the necessary agrément to be granted by the Xuande-Xiphoian Government for the new Ambassador proposed.

Through the Office of Protocol, inform the Xuande-Xiphoian Ministry of Foreign Affairs, by means of a Note Verbale, of the date and time of arrival, means of transport and accompanying persons. In the same Note Verbale, a date shall be requested to submit the Required Copies of the Letters of Credence.

It is required that Ambassadors arrive at Revnami Kingsley International Airport between the hours of 0700h and 1300h local, to receive the compliments upon arrival from a senior executive staff member of the Office of Protocol. Generally, this person will be a career Xuande-Xiphoian Ambassador on posting domestically in Xuande-Xiphoi. The staff member will escort the Ambassador and entourage to the Ministry’s VIP Lounge at the airport, and can organise a limousine transfer to the Embassy (at the Government of Xuande-Xiphoi’s expense.)

The Ambassador-designate will be required to present their Letters of Credence at the next Credentials Ceremony. Please note that the Ambassador-designate’s diplomatic immunities will commence immediately upon arrival in Xuande-Xiphoi.

The Credentials Ceremony is planned at relevant times throughout the year, with a general requirement that at least three Heads of Mission are credentialed at each Ceremony.

The Ceremony, which begins at 10am, takes place at the parade grounds of King’s Gifted House, the residence and office of the Chairperson of the Republics & Kingdom Council, the Xuande-Xiphoian Head of State. King’s Gifted House is conveniently and centrally located between the Parliament Complex and the city proper on the western banks of the Heron River and the eastern bank of the Magnusson River, occupying the majority of the southern Forum Peninsula.

The Ceremony takes place in fair weather in a parade style format. Seating for other VIPs seated will be at each side of the bottom of the steps of King’s Gifted House. A dais and seating at the central bottom of the steps will have been installed. A media area will be provided. King’s Gifted House is not open to the public for these events. An honour guard will be present on parade, before the dais. For this Ceremony, Ambassadors-designate will be brought from their residence or Embassy via Xuande-Xiphoian VIP vehicles, each individually plus a family member, or otherwise arranging their own transport in Embassy vehicles, stopping on the parade ground between the honour guard and the dais.

The honour guard is generally constituted of the Armed Service’s Amalgamation Guard, which is a combined unit of all Armed Services branches specialised in drill and ceremony. At one ceremony per year, the honour guard is provided by the Xuande-Xiphoian National Police including DPC members, in honour of their contribution to the safety of diplomats. The Armed Services Massed Band provides musical accompaniment. Upon arrival, a member of the Xuande-Xiphoian National Police Diplomatic Protection Command in full uniform will open the vehicle doors, allowing egress for the Ambassador and family. A representative of the Chairperson will provide the first welcome and seat the Ambassadors-designate on the seats aside the dais. At this point, a discrete closed circuit hearing device (earphone style) will be provided for simultaneous translation if required.

The Chairperson will descend the steps of King’s Gifted House after the Ambassadors-designate are seated, accompanied by a musical flourish. Invited guests stand for the Chairperson’s arrival. Aside the dais, flagpoles will be installed; upon the arrival of the Chairperson’s arrival, their flag of office is uncased on the flagpole nearest the dais.

At this time, the Chairperson of the Republics & Kingdom Council will make remarks, as may another distinguished guest such as the Minister for Foreign Affairs or the Dean of the Diplomatic Corps. Depending on the Ambassadors being welcomed, a cultural group may be welcomed from the Xuande-Xiphoian community to perform.

Following this, the Ambassadors-designate will be welcomed in order of seniority onto the dais to sit with the Chairperson, provide their letter of credence, and have it signed by them. Photographs are taken during this act. The Ambassador now sits at the dais with the Chairperson.

At the conclusion of the signing of the letters, the commander of the honour guard will call the parade to attention. The Chairperson and the Ambassadors will be brought by the commander of the guard to inspect the front rank of the honour guard. Ambassadors may stop and ask questions to some of the honour guards, if they wish.

On the conclusion of this, the reviewing party then stands at the dais as the flags are raised. The flags of the Ambassadors nations are raised individually in order of precedence, to their national anthem – a shortened version if appropriate. Finally, the Xuande-Xiphoian flag is raised and anthem played. The parade is then marched past the reviewing party. Xuande-Xiphoi often invites local schools or community groups to be a part of the parade, as they join the tail end of the parade during the preparation to march. They will be charged with carrying the flags of each of the Republics & Kingdom and the flags of the 100 regional government areas of Xuande-Xiphoi. It is encouraged to wave to them. Following the parade, VIPs are invited to the Gold Room hall of King’s Gifted House for light refreshments, photographs, and conversation with the Chairperson.

Dress for the ceremony is a dark suit or ladies equivalent, national costume, diplomatic uniform, or full military dress with medals if entitled. Please note that it is generally requested that military uniform is not worn except for military attaches, or if it is a regular part of dress in the Ambassador’s home nation.

Upon being officially informed of the end of their service in Xuande-Xiphoi and, in any case, one month prior to effective departure from the country, the Head of Mission may address the Office of Protocol by means of a Note Verbale or Signed Note, to request farewell audiences with the Minister of Foreign Affairs and senior officials of this Ministry.



CHAPTER 2
STAFF MEMBERS OF THE MISSION


The Ministry of Foreign Affairs welcomes Embassies to appoint subordinate members to the Ambassador as resident and non-resident staff in Xuande-Xiphoi, noting the right of the Ministry to withhold the approval of such appointments where they are believed to exceed the scope and function of the Embassy.

Diplomatic staff shall be understood as the staff members of the Mission having diplomatic status. This shall similarly apply to members of the Consular staff. Administrative and technical staff shall be understood as the staff members of the Mission employed in the Mission’s administrative and technical services.

Service staff shall be understood as the staff members of the Mission employed in the domestic service of the Mission (Chancery and/or Head of Mission’s residence).

Xuande-Xiphoi generally issues Open Border Visas to all persons on arrival to Xuande-Xiphoi, however it is required that persons employed from other nations to work in an Embassy apply for and receive Diplomatic Mission Work Visas. Persons who already hold an Open Border Visa will be required to surrender that visa until such time that their employment with a Mission concludes. Family members will be required to apply for and obtain a Diplomatic Mission Family Visa, which provides their entitlements to the same level of diplomatic immunity.

The staff of missions and diplomatic posts may not undertake any other employment or secondary employment or any professional or commercial activity, outside their official diplomatic, consular or domestic functions, for personal profit or gain while in Xuande-Xiphoi. This section does not apply to locally employed staff who are Xuande-Xiphoian citizens or nationals. Children of schooling age are entitled to the same public schooling entitlement as per any other child.

Other than at the rank of Ambassador (with the exception of international organisations who are treated as Citizens of other nations for programme purposes), staff members may be Xuande-Xiphoian citizens or residents. It must be noted that Xuande-Xiphoian citizens are generally not provided with diplomatic immunity protections in Xuande-Xiphoi, but do retain functional immunity.

Please note that for locally engaged staff it is required that such employment must be regulated by the appropriate employment contract, preferably drawn up in English, and in compliance with prevailing Xuande-Xiphoian law, particularly the .



CHAPTER 3
TAX PRIVILEGES


In line with international standards, Diplomatic Missions are entitled to a rebate of taxes and charges; this is dependent on reciprocity for Xuande-Xiphoian missions and personnel in the sending state.

IMPORTATIONS OF EXCISABLE, TAXED, DUTIED AND TARIFFED GOODS

Where it is desired to import goods which may be subject to any form of taxation or excise under normal circumstances, Embassies shall be entitled to an annual allowance for importation of goods for the genuine use of the Embassy. This may include public or invitational events, such as public events, trade shows, or samples, but does not include any purpose which may be seen as sale of goods. They may also be used in the giving of gifts for protocol reasons.

Diplomatic posts and, for most purposes personnel, are entitled to full refunds or waivers of the following types of taxes:
  • Airport/seaport movement taxes
  • Customs duties
  • Excise taxes
  • Fuel taxes
  • Goods and Services taxes
  • Land Value Tax and/or Property Taxes – this does not include lease costs payable to the Ministry of Foreign Affairs.
  • Luxury Car Tax
  • Payroll Taxes
  • Personal income taxes
  • Trustee liability taxes

Heads of missions and posts are asked to ensure staff do not import or export prohibited items. Items of animal or plant origin that are being brought into Xuande-Xiphoi must be declared to an officer of the Customs, Biosecurity & Excise Agency (CBXA) at the point of entry. Some items may need to be inspected, treated or, if necessary, destroyed.

Motor vehicles, a term that includes all vehicle types identified in the Land Transport Act 2009, can be registered under privilege. Missions, posts and accredited diplomatic, administrative, and technical and consular staff may purchase motor vehicles under privilege. A staff member who is a citizen or permanent resident of Xuande-Xiphoi is not able to obtain exemptions from duties and taxes. Relevant taxes and registration charges are not applicable to motor vehicles purchased and operated under privilege.

Where it is determined that an importation of a motor vehicle is the best option, advanced notice must be given to Protocol Branch of the Ministry of Foreign Affairs. There are design standards for vehicles on Xuande-Xiphoian roads regarding size, height, and safety and as such, this information is requested in the application form. The importation will be processed in full faith and goodwill by the MFA.

The use of armoured vehicles will be permitted under relevant legislation, with the primary consideration being that the vehicle "possesses a distinctly civilian appearance, form, and function."

Aircraft and boats purchased and operated under privilege will be considered on a case-by-case basis, and only where the use of such craft is congruent with the operations of the diplomatic posts.

Protocol Branch applies a tax quota of one vehicle for the head of mission or post and one vehicle for every two diplomatic or consular officers (but not administrative and technical staff and consular employees). Where all-electric vehicles will be used, Protocol branches will allow increased numbers of vehicles. Please note that with the assent of the Electrified Economy Act 2010, rapidly decreasing numbers of internal combustion engine vehicles have meant a decrease in the number of gas fuel stations and a heightened adoption of electric outlets for vehicles. Parking for vehicles at various chanceries is also reasonably limited, in terms of both on-street parking and in the provided underground car parks.

Accredited diplomatic and consular officers may import or purchase under privilege one vehicle for their personal use. A diplomatic or consular officer who is accompanied by one or more dependent family members may import or purchase a second vehicle under privilege, provided the dependant is a licensed driver and not an Xuande-Xiphoian citizen or national. Motor vehicles owned by missions, posts, diplomats, administrative and technical (A&T) officers and consular officers, whether or not they were purchased under privilege, must carry diplomatic number plates, an example of which is shown below - they are easily distinguished from standard plates, which have white backgrounds. There is no national identifier of the sending states on these plates - plate numbers are randomly generated for security purposes.

All diplomats in Xuande-Xiphoi, as part of the Government's effort to encourage public transport, receive a public transport access card each year with a value of €50,000 (equivalent to $10,000 NSD). An effective public transport network rapidly connects all Embassy districts to the greater city and the Parliament Complex.

CHAPTER 4
DIPLOMATIC IMMUNITY AND INVIOLABILITY


Xuande-Xiphoi offers a protocol of diplomatic immunities in accordance with international law, including the World Assembly Resolution #22 Diplomatic Protection Act. Under Xuande-Xiphoian law diplomatic missions, consular posts, their staff and family members who form part of staff households, enjoy privileges and immunities. Privileges and immunities of consular officials, including honorary consuls, are more restricted than those of diplomatic staff. Immunities are generally limited to acts performed in the exercise of consular functions (functional immunity). In rare circumstances where a Xuande-Xiphoian citizen or national is given diplomatic or consular accreditation, their immunities will be limited to acts performed in the exercise of official functions.

Under Xuande-Xiphoian laws regarding reciprocity, all or any privileges or immunities may be withdrawn from another country's mission, posts or personnel in Xuande-Xiphoi if the privileges and immunities accorded to Xuande-Xiphoi's mission, posts or personnel in that country are less than those accorded in Xuande-Xiphoi. We will also do this on the request of the World Assembly for diplomatic representations located in Xuande-Xiphoi where Xuande-Xiphoi is not an involved party.

All staff of a diplomatic mission are required to possess an ID card issued by the Ministry of Foreign Affairs, and it is highly recommended that it is carried at all times.

Diplomatic posts have a right, as do Xuande-Xiphoian posts overseas, to unobstructed communications. Official diplomatic bags, clearly marked and sealed, will not be screened, opened or inspected. Diplomatic couriers and their personal baggage, however, are subject to normal aviation security screening procedures. Missions and posts can arrange with the Ports of Entry Branch of the Xuande-Xiphoian National Police for a staff member to have escorted access to restricted areas of an airport to meet an incoming flight carrying diplomatic or consular bags (whether accompanied by a diplomatic courier or not).

Any use of a diplomatic bag or courier to import or export items in contravention of Xuande-Xiphoian laws, including firearms or narcotic drugs, will be treated with the utmost seriousness.

With regard to radio transmitters, a licence is required to operate a radio transmitter. If permitted, reciprocal approval must be given to a Xuande-Xiphoian diplomatic mission or consular post in the country making the request and all installed equipment must conform to the standards of the Xuande-Xiphoian Communications Regulatory Enforcement Agency (XCREA). Installation of a satellite dish must be done in accordance with Regional Government Authority planning laws.

In accordance with worldwide practice for airline passengers, the personal baggage of diplomats – both check-in and carry-on – will be screened and/or searched before air travel is permitted. This is to ensure the safety of all air travellers and is not considered a breach of international convention. This service is provided by the Transportation Services Security Agency and contracted private security providers on arrival and departure from Xuande-Xiphoi.

While diplomatic immunities will always be respected by Xuande-Xiphoi, where a person with diplomatic immunity is sought for prosecution under Xuande-Xiphoian law an application will be made for a waiver of immunity by the sending state; where this is not granted, Xuande-Xiphoi may order a person to be persona non grata and expel them from the Republics & Kingdom in a reasonable period of time. 



CHAPTER 5
CHANCERIES AND DIPLOMATIC BUILDINGS


Diplomatic missions in Xuande-Xiphoi are to be located one of two cities, where relevant conditions are met:
In any circumstances except as below, Embassies and equivalents must be located in the national capital city Revnami, in the Republic of Nonus.
Where a state seeks to co-locate its diplomatic representation to the World Customs Organization, Embassies or equivalents may be headquartered in Xīn Lóngwān, in the Republic of Qing Yuan Shan.

In certain circumstances, Xuande-Xiphoi will consider proposals by missions to co-locate their official premises, on the understanding that physical co-location in no way indicates that the missions concerned are less than independent offices with their own identities, agendas and operations. Co-location does not connote joint or mutual or shared representation.

All consular posts are located in major centres – usually the main cities within a Regional Government Area (excluding the RGA in which the Embassy is located). Consular posts are headed and staffed either by career consular officers or by honorary consuls, but not a combination.

The size of missions and posts should be kept within reasonable and normal limits, having regard to their operational needs.

The establishment of a diplomatic mission in Xuande-Xiphoi, except where such a post is exclusively related to relations with the World Customs Organization, requires approval of the Government of Xuande-Xiphoi through the provided form. For relations exclusively with the World Customs Organization, Xuande-Xiphoi is required under international law to facilitate access and diplomatic privileges for those diplomats.

Xuande-Xiphoi wither provides a facility for diplomatic missions, at no cost for specific diplomatic precincts and offices. These are detailed in the following pages.



CHAPTER 6
SECURITY


Xuande-Xiphoi is an exceedingly safe country, and diplomatic staff should feel safe while in-country.

Security of diplomatic and consular personnel and facilities is the responsibility of the Xuande-Xiphoian Government. Xuande-Xiphoi has obligations to all diplomatic facilities in our nation, including for missions only related to the World Customs Organization. Maintaining the physical security of diplomats and diplomatic missions is an important priority for the Ministry of Foreign Affairs and partners. The lead agency that delivers this service is the Xuande-Xiphoian National Police's Diplomatic Protection Command.

The DPC is a specialist command, with officers qualified in delivering high quality close personal protection, armed response, and public order response. They deliver this service with the support of national law enforcement and civilian and military intelligence sources and utilising the skills of general and special commands of the National Police. This is demonstrated by the use of members of the DPC who constitute security officers for Xuande-Xiphoian missions overseas - the officers who guard diplomatic missions in Xuande-Xiphoi are the same officers who guard Xuande-Xiphoi's missions overseas.

Missions and posts are expected to provide an appropriate level of physical security for themselves, including fencing and other perimeter security measures, entry controls, and intruder and duress alarms. The XXNP provides a monitoring and response service for alarms installed at chanceries, consulates and head of mission/post residences that have been approved for such monitoring. Police maintain close liaison with missions and posts, particularly those subject to threats or recurrent incidents. Where requested, the XXNP may provide a close personal protection detail.

Freedom of expression and peaceful political protest are a key part of Xuande-Xiphoi's system of democracy. This means that there may be protest activity directed at missions and posts. Appropriate efforts will be made to protect the safety and dignity of missions and posts during such protests.

Diplomatic missions are entitled to deploy a proportional amount of security officers to protect the physical and information safety of the diplomatic mission, its goods, and personnel. International security officers may only work in this capacity outside of Embassy grounds as they meet the following qualifications:

  • Successful completion of a Security Officer Certificate of Competency, delivered by the DPC in Revnami and Xin Longwan.
  • Registration with the Security Officers Accreditation Commission and receipt of an ID card, to be worn on duty.

Qualified international security officers are entitled to utilise restricted equipment when performing their diplomatic duties, which may include:
  • An approved incapacitant spray.
  • An approved extendable, concealable baton.
  • An approved style of handcuffs.
  • Approved encrypted radio communication equipment.
  • An approved form of body armour or stab vest.
  • When specifically approved by the Ministry of Foreign Affairs due to an exceptional security threat, an approved taser device.

Xuande-Xiphoi prohibits the possession, carriage and use of firearms by members of the Diplomatic and Consular Corps and by other staff members of the missions and posts (including guards). This applies to all persons and premises with or without diplomatic or consular immunity.

It is a long-standing policy of the Xuande-Xiphoian Government that foreign security personnel accompanying foreign dignitaries in Xuande-Xiphoi are not permitted to carry firearms. This policy is based on the very high standard of protective security arrangements provided by Xuande-Xiphoian authorities. Foreign security personnel are also not permitted to import or carry prohibited items which include ballistic vests, or any other type of weapon, including batons, tasers, handcuffs and sprays.

Where foreign security personnel are carrying weapons for other purposes, such as visits to other countries, those firearms and other weapons must be handed over to the XXNP on arrival for safe keeping. The weapons will be returned to the security personnel at the point of departure from Xuande-Xiphoi.

The Minister of Internal Affairs can, in extremely limited circumstances, issue an exemption to allow for security guards to carry weapons and equipment for the purposes of close personal protection in limited time periods and circumstances. This policy has never been utilised, and would only be considered in extraordinary circumstances. Another exception to this policy may be allowed for individuals to possess, under prescribed conditions, non-prohibited types of firearms for sporting purposes only.

CHANCERIES AND DIPLOMATIC PRECINCTS

Revnami is a tremendously large city, home to 13.9 million residents. The nearby cities of Melrose and North Revnami, thoroughly interconnected by efficient high speed public transport, connect an additional 25.7 million residents to Revnami. Revnami, by it's historic role as the unofficial-then-official capital of Xuande-Xiphoi, has historically given great preference to foreign diplomatic establishments.

The Ministry of Foreign Affairs possesses land within the Revnami Regional Government area to which it has the sole power to lease and release to international diplomatic missions, across the city proper and in the legally independent Parliamentary Complex. Additionally, the Ministry assists diplomatic missions to establish Diplomatic & Consular Service offices or Customer Service Centres, which are usually leased office spaces in the city which are used by mission staff to perform various functional duties. These areas are similarly entitled to diplomatic inviolability and protection from the Diplomatic Protection Command.

Xuande-Xiphoi provides accomodations for all embassies to enhance security in those regions, and to ensure an adequate level of public transport coverage. In your application, we request preferences be given as to your area of chancery construction.

PAVILLION DRIVE, PARLIAMENT COMPLEX

Pavillion Drive, named for famed Xuande-Xiphoian unionist Leon Pavillion, is home to Embassies of major allied states to Xuande-Xipohi. Located on the western bank of Lake Neike, only seperated from New Parliament House by the roadway itself, these Embassies greatly benefit from the ease of accessing Xuande-Xiphoian government agencies. New Parliament House and the central Parliament Complex are the seat of the Xuande-Xiphoian Legislative Assembly and Citizen's Assembly, with quick access via the Parliamentary Complex Transit Network to the headquarters of all central Government Ministries. This bank of chanceries, provided at the complete expense of the Xuande-Xiphoian Government, stretches from Number 1 Pavillion Drive across from New Parliament House, to Number 54 Pavillion Drive, by the intersection of Pavillion Drive and Portland Street.

Chanceries are provided as-is, with internal fitouts provided according to customer requests. The exterior physical appearance of each Embassy is identical. A flagpole is provided at the frontage of the Embassy along the roadway.

Each Chancery is a 10,000-square-metre Multifunctional Workspace Building which serves a mix of uses, ranging from gatherings of more than 500 people to focused individual work or group collaborations. There are five floors plus a parking garage.

The office floors are designed to have a column-free centre, opening up the interior of each floor for large work groups. Each Embassy is equipped with double-height space on the first floor creates a 550-seat auditorium that can be used in different ways. It can be partitioned into three individual halls, for more intimate events or to allow various gatherings to take place simultaneously. Decor and specific design elements are free for each Embassy to determine.

It is generally expected that Embassies utilising these spaces will have additional office facilities in the Revnami CBD, due to the large staff requirements.

SUBURB OF OXBOW, GARDENS PENINSULA NORTH

Named for the Oxbow Lake formed by the River Magnusson, this suburb to the north of the Parliament Complex and north-east of the Revnami central city is a high socioeconomic area, and home to major facilities including the Xuande-Xiphoian National Archives, the Legislative Council, and in a short walk across the Mangusson River walking bridges, the offices of many Members of Parliament. The suburb is also home to King's Gifted House, the regular meeting venue for the Republics & Kingdom Council and residence of the Chair of the Republics & Kingdom Council during their six month tour of service.

In this leafy green suburb, the Xuande-Xiphoian Government works closely with the Revnami Regional Government to facilitate the constrution of Embassies to the client's requirement, subject to building design standards. Applicant nations interested in establishing an Embassy in this area are advised to submit an indepdent proposal as to the construction of the site, prepared in any format they see fit. Generally, sites are sufficient for a medium-sized legation, generally supported by additional office spaces in the city proper. It is requested that Embassy provide a design briefing to the Ministry before beginning construction.

Plots of land within this suburb are held in trust by the Ministry of Foreign Affairs of Xuande-Xiphoi, and it should be noted that the area is an exceptionally high land value area. As such, the Ministry does require a leasehold agreement to be entered into with the diplomatic mission, which does require payments to be made to the Ministry which are considerable.




REVNAMI CENTRAL BUSINESS DISTRICT, REVNAMI CITY

Located on the eastern bank of Lake Neike, history and modernism collides in the central business district of Revnami. The city's central region, home to nationally important sites such as the Nonus National University, XXEX stock exchange, Revnami Central Station, the Neike Yacht Club, and the national and international headquarters for hundreds of international firms. Tall structures and modern buildings, interconnected by the metro subways and street level trams, are the host for numerous Embassies in this area. The area's exceptional accessibility facilitates diplomatic posts of any size, but particularly those with a focus on serving consular functions.

Embassies in this area are able to facilitate any number of staff, and the Ministry will assist in acquiring leases, refunding taxes and charges, and securing offices in cooperation with diplomatic missions.




REVNAMI CITY SOUTH, REVNAMI CITY

Revnami City South is home to the vast majority of foreign posts in Revnami, and is a popular choice. The Xuande-Xiphoian Government has worked closely with the Revnami Council to provide a tremendous amount of space along the south-western edge of the city, along the waterfront of Lake Neike and the South Neike River. Along the waterfront, as the ground slopes to to the shore, three major avenues offer hundreds of plots to the use of diplomatic missions, interspersed with positions for businesses and public facilities, including public transport stations, parks, and positions and kiosks for the Police Diplomatic Protection Command.

From west to east, the roads are Harbourside Terrace, Upham Road, East Coast Road.

Along the avenues, the Ministry of Foriegn Affairs provides Terrace Offices free of cost to international missions. Each Office is a freestanding structure with views to the east and west, with offices on the western side of the street having views over the water. Each Terrace Office is designed to have a high level of sustainability featuring high quality construction with added security functions, including blast and bullet proof materials, bollards along the entire roads length, multiple entryways and exit points, security refuges, and space for security scans before entering the Embassy proper. For added security, Xuande-Xiphoi can facilitate electronic security sweeps prior to Embassy fitout.

Each Terrace Office has four multifunction floors and a roof space which may be used as an event space, and a basement level suitable for parking an Embassy motor pool. Each floor provides 320 square metres of space (including space dedicated to elevators), providing each Terrace Office with 1280 square metres of space plus the basement and roof.

Embassies are also equipped so that, with two months notice, a portion of roof space can be strengthened to facilitate the installation of communications equipment if the Embassy does not elect to establish and hardwire this infrastructure off-site.

Many businesses with a focus on offering office, event, and personnel services have been established in the local area, including a number of cafes and restaurants. Additionally, three free tram routes connect major transport hubs at the Revnami Central Station and major Pantame station, with each route (#22 A through C) going at surface level along each avenue. It is exceptionally easy for Embassy staff to access their offices quickly, cheaply, and regularly.

Fitout of the chancery is entirely the choice and expense of the Embassy. It is generally recommended that Embassies utilise open plan style offices for the majority of staff, with dedicated offices for senior staff. Visa issue or consular offices are generally best positioned on the ground floor. It may be useful, particularly for Embassies with a smaller staff pool, that , some space may be converted into full sized apartments suitable for a staff residence, such as that for the Ambassador and family.




SUBURB OF MARCUSFIELD, WEST REVNAMI

Marcusfield is a suburb zoned for light industrial use. Conviniently located large plots of land permit for Embassies to be constructed according to Embassy requirements from scratch, however the general focus on this suburb for chancery purposes is to ensure a heightened level of security. Embassies positioned in this area are highly secure and generally have a constant police presence from kiosks located outside of the Embassies and regular patrols from armed Diplomatic Protection Command officers.

Embassies looking to establish a presence in this area must demonstrate an exceptional need for heightened, ongoing security, or be otherwise directed to establish a presence in this area by the Ministry of Foreign Affairs.

Enhanced security measures include large walls, blast protection, restricted personnel and vehicle access, and full site coverage of security cameras.





CONSULATES

In 2011, the Xuande-Xiphoian Government accepted recommendations from the Ministry of Foreign Affairs to, as best as possible, centralise diplomatic and consular service in Revnami. This is due to the considerable expense in securing consulates, widely spread out across Xuande-Xiphoi. This effort is known as the Future Consulates Programme. The programme attempts to provide the full breadth of consular services to international visitors to Xuande-Xiphoi, providing resources to diplomatic posts to achieve this, and doing so while respecting the diplomatic immunity and information security that consular officers are afforded.

The Future Consulates Programme asks diplomatic missions to establish their presence in Xuande-Xiphoi at Revnami, and provides the following services:
  • The use of diplomatic or consular bags to further diplomatic or consular objectives across Xuande-Xiphoi is expanded, including all forms of domestic travel.
  • Financial support to diplomatic posts to purchase/license secure communications software and hardware to facilitate remote access.
  • A dedicated travel agency on-call for all diplomats for domestic travel.
  • Free upgrades to premium economy on domestic flights for business travel, and free upgrades to business class for senior officers, through partnership with the Flag Carrier Association.
  • Diplomatic Protection Command support in close personal protection, transport, and liaison with local police when necessary.
  • Support to nominated international intelligence agencies to perform electronic sweeps of office and hotel accomodation during consular travel.
  • Where a case of extremely urgent need to travel domestically is demonstrated, the Xuande-Xiphoian Government will organise transport via the Revnami Flying Service or the Xuande-Xiphoian Air Force.
  • Where genuinely required for consular purposes, transfer of persons in Xuande-Xiphoian custody and/or criminal trials to venues in the Revnami area.
  • Access to co-working (hot desking) spaces in every large Xuande-Xiphoian city, including whole offices, which may be used when travelling.

Applications for states to open a Consulate-General in Xuande-Xiphoi without an Embassy will be accepted, and processed as per standard protocols. Consulates-General may be opened and co-located with diplomatic missions with representation to the World Customs Organisation at Xin Longwan, on approval from the Ministry of Foreign Affairs.

Supporting our diplomatic and consular visitors, the Ministry of Foreign Affairs provides a number of facilities that can be shared by our international guests to enhance their experience and maximise their effectiveness in Xuande-Xiphoi. These facilities and privileges are distinguished by the colour of the holder's ID card, and include the following:

Applications for diplomatic representation to the World Customs Organisation should be redirected to the World Assembly Protocol Office.

For applications for diplomatic missions to be accredited to Xuande-Xiphoi, in the first instance, the entity responsible for incoming and outgoing diplomatic communications should be tasked with delivering a completed application to the Xuande-Xiphoian Ministry of Foreign Affairs, Revnami.

Following the receipt of the application, the Ministry of Foriegn Affairs will work closely with the foreign entity to prepare the diplomatic status and post for the applicant. Upon completion of this process, the Chancery will be prepared. Diplomatic posts are, generally speaking, not able to begin operations until such time that the diplomatic mission's head has met with the Head of State of Xuande-Xiphoi, being the incumbent Chair of the Republics & Kingdom Council. Presentation of Letters of Credence will be organised by the Ministry of Foreign Affairs, and this ceremony will occur to receive all Ambassadors and officers of equivalent rank upon their appointment to representation in Xuande-Xiphoi.

To His Excellency the Minister of Foreign Affairs of Xuande-Xiphoi

Saint Martin’s Day, November 11th, 2022.

Your Excellency,

I have the honour to refer to your letter dated the 3rd instant to His Erbonian Majesty the King, who has commanded that I write to express His Erbonian Majesty’s sincere pleasure to hear of this first step towards the furthering of the diplomatic relations the which presently happily subside between between this Kingdom of Nortend, Cardoby and Hambria and the Republics and Kingdom of Xuande-Xiphoi and to address your Excellency’s questions.

Your Excellency’s letter has convinced His Erbonian Majesty’s Government of the value in this endeavour, and I have the honour to assure your Excellency and your Government that His Erbonian Majesty’s Foreign Office will do all that it can to help your Government in establishing a permanent presence in this Kingdom.

Three matters were outlined in your Excellency’s letter which I have the honour of addressing in turn. Imprimis, in reference to His Erbonian Majesty’s letters patent dated July 17th, 2017, your Excellency drew attention to the stated maximum staffing level for chanceries for an embassy of 45 persons. This is in relation to diplomatic and consular staff only, and does not include household staff, office and clerical staff, external servants or other non-diplomatic staff. Should your Excellency’s Government wish to send further diplomatic or consular staff in excess of the 45 allowed for ordinarily, His Erbonian Majesty’s Foreign Office will be able to assist in procuring the relevant paperwork.

Item, your Excellency referred to the clause restricting the keeping of certain vehicles for the use of missions and desired to be advised as to what would be acceptable. I have commanded my Secretary to send further details of vehicle regulations; however in general terms, „small motor-carriages” fuelled other than by diesel are permitted, so long as they pass relevant safety and roadworthiness standards for use on public highways.

Item, your Excellency referred to the clause in the said letters patent which requires that missions not harbour persons declared by His Erbonian Majesty’s Warrant to be produced, &c. &c. As your Excellency correctly notes, it is a long-standing practice that the premises of a mission are inviolable by the receiving state, the which custom is approved and respected by His Erbonian Majesty’s Government according to Article 22 of the Convention on Diplomatic Relations. I have the honour to assure your Excellency that Article 22 is ratified and established in law by an Act entitled „An Act to Ratify and Establish the Vienna Convention on Diplomatic Relations”.

Notwithstanding the inviolability of missions and the right of states to harbour persons wanted or unwanted, it is also a general rule of diplomacy that Missions as a matter of courtesy ought not to harbour persons wanted by law. If your Excellency requires, I am able to arrange a charter under the Great Seal confirming that any premises of your Excellency’s Government’s mission shall remain inviolate to entry without permission of your Country’s authorities no matter what may; however, His Erbonian Majesty’s Government nevertheless reserves the right to take appropriate diplomatic action in such circumstances, as is customary.

I trust that my answers will provide a full satisfaction to your Excellency’s questions and that they have settled any worries or concerns your Excellency may have had about establishing a permanent diplomatic presence in this Kingdom. I will be able to discuss your Excellency’s Government’s desire to pursue a trade agreement vis-à-vis agricultural produce in due course. On behalf of His Erbonian Majesty’s Government, I wish to once again express the mutual desire for the success of this renewed relationship, and in this happy spirit I have the true honour to renew to your Excellency the assurances of my highest consideration.

His Majesty’s Foreign Office presents its compliments to the Mission of the Republics and Kingdom of Xuande-Xiphoi and has the honour to refer to the arrangements which are proposed to be made for the permanent establishment of a Mission and Premises in Lendert-with-Cadell.

The Foreign Office upon request from His Excellency the Minister of Foreign Affairs of Xuande-Xiphoi has made inquiries into available buildings around the Orse in the City of Lendert. Several buildings currently held on lease may be available for the assignment of the lease to the Embassy with the Consent of the land-lord, which is the Prior and Convent of St. Peter’s Cathedral Priory, the which Consent the Foreign Office sees no difficulty in procuring.

Nonetheless, the Foreign Office regrets that it does not think that it would be very likely that any detached buildings should be available anywhere in Lendert-with-Cadell owing to the very dense habit of construction in the city. However, it is also not aware of any substantive reasons for complaints stemming from the physical joinder of walls between Chanceries of other States accredited to the Court at Saint Michael’sgate, and thus hopes that it will not be a great consideration for the Embassy. The Foreign Office will be able to arrange with the Corporation of the Cities of Lendert and Cadell for secure bollards to be placed in front of the Chancery premises, provided that they do not obstruct lawful foot traffic over a right of way.

It is expected that the fitting and furnishing of Chancery premises will be supervised by the Embassy, and the Foreign Office has the honour to welcome any officials from the Republics and Kingdom of Xuande-Xiphoi to undertake any inspection or other checking of the premises. The Foreign Office requests that it be informed of the relevant persons and dates of arrival so that the appropriate paperwork and chartae visae may be arranged.

The Foreign Office wishes to point out that S.U.V.-type motor vehicles are not deemed roadworthy vehicles under law and cannot be lawfully used on public highways, and hopes that the Mission will consider alternative vehicles. The Foreign Office wishes to enquire whether the future Embassy will wish to keep its motor carriages at the Royal Mews or whether garaging will be sought elsewhere. Furthermore, it wishes to know whether the future Embassy will desire to employ the services of one of the State Carriages of the Royal Mews when horse-drawn carriage of members of the future Embassy is necessary, or whether it is intended that carriage services will be obtained elsewhere.

His Erbonian Majesty’s Foreign Office avails itself of this opportunity to renew to the Mission of the Republics and Kingdom of Xuande-Xiphoi the assurances of its highest consideration.

Unfortunately, I have been advised that there are some matters within the application that must be resolved prior to further accepting your application. Particularly;
  • I have been advised that, at this time, the proposed location of the Embassy of Arpasia at Pavillion Drive will not be feasible. It is recommended in lieu that a location within Revnami City is a more optimal solution.
  • The importation of firearms for security purposes is explicitly prohibited. It is requested that an alternate security arrangement is prepared for consideration at the earliest opportunity.

Good morning Mr. Kerrigan,

As you know I was recently asked by the National Government to put together a top-level price estimate for the construction of the Embassy based on the designs you have sent through. I've spoken to some people from across Council and I have some basic expenses for you.

As you know, the Ministry has identified a suitable site alongside Tangnei Road in the upper CBD. This site is currently home to two towers at No. 332 and 340 Tangnei Road, each of which were built in 1961. We have not reached out to the property owners at this time to determine the appetite for sale, but we envisage for an appropriate expense this will be possible. As such, I am merely providing you with known numbers:

  • Rateable Value of the land alone: €29,600,000,000 (approx. $5,920,000,000 NSD)
  • Probable demolition cost: €26,455,000 ($5,291,000 NSD) - note that this is based on nationally prevailing rates and does not incorporate additional Council expenses
  • Cost of construction, based on internationally similar structure of the building shell only (no internal fitout): approx. €15,000,000,000 ($3,000,000,000 NSD)
  • Subtotal: €44,626,455,000 ($8,925,291,000 NSD)

Please note this does not include costs including the building's capital value, the profit margin negotiable with the seller, Council application fees (not considered taxes exemptable by diplomatic missions), bioremediation, additional costs for sustainability regulations, or other public costs that may emerge. I note that this would effectively mean each of the 80 proposed employee is utilising an Embassy that costs something like $111 million per capita.

The Ministry is hopeful that these numbers will provide further context for your decision making and advises that agreements will have to be entered into with Council and proof of funds shown prior to further processing of your application. Please let me know if I can provide any further information otherwise I will leave you to engage with the Ministry.

OOC: I calculated the cost considering that Revnami as the national capital is prime real estate so I utilised prime Tokyo land as an equivalent, I also only used the front portion of St. Pauls Cathedral (148,000 sq. ft.) to calculate the square footage. As an RP response, I might recommend a message asking for a new location or new building proposal, etc - or push ahead!
This is useful though as it will give me the inspiration to add more details onto the main page so much appreciated!
