Hispinas, with official name of Kingdom of Hispinas, is a nation state located in the continent of Terranea in Eastern Rushmore, and has an estimated population of around 27 million inhabitants, the nation has land and maritime borders with several nations, with Szavoda to the west, a portion of land claimed by Nuevo Caracas to the south, and a maritime border with Pridnestrovia in Pavola to the west. The nation's capital, Mandrid, is located in the central portion of the nation, but the largest city is Cebuenas in the eastern portion.

Etymology

Hispinas' name came from the union of "Hispania" and "Filipinas", two major ascendants of people currently living in the central and eastern parts of the nation. There were references to a nation called "Hispania y Filipinas", but Hispino historians refute the claim and consider the entity an estranged, separate one from the current inception of the nation.

Sports

Hispinas has a strong preference for Football and Basketball as national sports, followed by Volleyball. The eastern Terranean nation has placed third on a number of tournaments including twice in the last two Copa Rushmori tournaments, and the recent 13th Volleyball World Expo.

Format, Scorination, and Roleplay
The entirety of the tournament will be held ICly around venues in Hispinas.

Depending on the number of signups, I am looking into grouping the participants to x groups of 4, unless we get less than 30 signups, in which 4 groups of x will be implemented. It will also be ensured that IC information can be posted as early as the opening of the RP thread so users have enough resources in case of RP angles or inspirations. Single-round robin will be used with break between matchdays depending on the number of teams per group.

I plan a single elimination knockout format with target of 16 teams, seeding (i.e. arranging the teams by group stage records) will only be used in case groups are not divisible by 4. For example, no seeding will be done if we get a 32-team tournament or if we have 4 groups of x, where standard bracketing will be used.

Below is the tiebreaker criteria will progress to the Round of 16:

1. Points (3 points for a win, 1 point for a draw, 0 points for a loss)
2. Head-to-head result
3. Goal difference
4. Goals for
5. Coin Toss (Higher aggregate RP bonus)

For 4 groups, the bracket will be arranged in such a way that group winners will only meet starting in the semifinal. In case of 5 to 7 groups, teams with the same group placing will be sorted by the above criteria.

The latest stable version of xkoranate (v0.3.3) will be used, with the NSFS formula and a full range of additive modifiers (-5 to +5). The latest Copa Rushmori rankings will be used, with unranked nations ordered by last CR appearance for seeding purposes. RP bonus will be on the generous scale and will be cumulative for the group stages. Once the round of 16 starts, the aggregate bonus from the group stage will decay to 80 percent. RP bonus for timely posted rosters will be awarded and will not be part of the mentioned 80 percent decay.

To encourage participants to timely post a roster, there will be a decay in the ranks if the roster is not posted before every matchday cutoff, with maximum of 30 percent decay, until the participant posts their roster.

Third-party scoring will be used in all of Hispinas' matches.

OOC Information and Experience
The user behind Hispinas started in NS Sports around May 2013 as Sangti/The Royal Barangay, and has hosted a variety of sporting tournaments, including the 25th and 27th editions of the International Basketball Championships (IBC) which was co-hosted with Banija and Abaja respectively, the 24th World Cup of Hockey, the Rugby Union World Cup XXIII and the 4th Sporting World Cup/U-18 World Cup, among other tournaments. He also has a hosting experience on other regional tournaments similar to Copa Rushmori, such as the Campionato Esportiva, having co-hosted the 9th edition with Buyan, and solo-hosted the 26th edition. The most recent hosting done by the user is co-hosting the 13th Volleyball World Expo with Bollonich.

In addition to hosting, He is the former curator of the IUBC, an international domestic basketball competition, and have participated in scorination of NSCAA 6 and 9, and various tennis tournaments such as the Tueres Tenis de Sangti and the Steinigestrasse Open.

Right now we are at 31 signups for main/master nations and 3 puppet signups, 2 of which expressed openly that they can be cut to make numbers work. As such to make this a 32-nation tournament which is the most preferred format by the hosts, The Askari Union would be the 32nd signup and the rest of the two puppets will be put in the wait list in case of withdrawals among currently entered nations.

Should there be a main nation signup within the next 48 hours and no withdrawals, they will take the spot of The Askari Union, and this will close the signup process.

As the 48-hour window for main nations to take the place of The Askari Union has lapsed, the said nation has been officially included in the CR39 field. Any signup regardless of main or puppet nation status would be put in the wait list, as there might still be possibility for some nations to be removed or to withdraw from the tournament between now and the Group Draw, in which any further withdrawals point the Group Draw would be considered once the groups stages have been completed as per NS Sports guidelines for nation withdrawal.

For transparency sake, I just requested a GHR for puppet check earlier today, just to make sure that two nations that I suspect of being puppets the same user is verified.

Group draw will be done live through streaming platform that will be available to non-discord users as well (e.g. YouTube) on November 10, 11 PM PHST [UTC+8]. Questions related to the tournament can and will be posted through this topic also for everyone's visibility and transparency.

Everything Thread has been updated for the final pot information and the new schedule. Group Draw has been pushed back two days and first scorination pushed back three days as well. This is to give the participating nations more time to post their rosters given that four days may be too short for the window especially when a 4.29 percent roster penalty to ranks will be applied in MD1.

Clarification on the H2H result criteria

One thing I may have overlooked in the application of tiebreakers in my bid was on the clarity/vagueness of the second tiebreak criteria for the group stage standings which is H2H result/s between tied teams on points. This will not be an issue for two teams tied, but this may arise some issues if more than two teams are tied on points by end of the group stages.

Below is the tiebreaker criteria will progress to the Round of 16:

1. Points (3 points for a win, 1 point for a draw, 0 points for a loss)

5. Coin Toss (Higher aggregate RP bonus)

Given that there is a possibility of a three-way tie for some of the groups at the end of the group stage, here is the initial decision I made on clarifying this criteria, is to include the H2H goal difference and H2H goals for for the H2H results, as in my bid, the overall goal difference and overall goals for are also included in the tiebreaking criteria in numbers 3 and 4 of the quoted post.

My future host bids will include this specific information for clarity moving forward.

Feel free to discuss the above decision within the ~46 hours duration before MD3 is scored, in order for me to consider the fairest action should there be alternatives or other options considered.

Also for the MD2 results, I forgot to include the goals for (and H2H goals) in the tables, this will be fixed in the posting of the MD3 results.
