Appalled by the vast number of invasions that LKE has been responsible for throughout its long history, invading too many regions to comprehensively list, but including:

Free Thought, which was occupied twice, the second time for a stunning 85 days, and was only freed through a Security Council liberation,
South Pacific, another region that LKE cruelly occupied twice, and committed an egregious act against during the second occupation, when over 1000 regional message board posts were suppressed, undoubtedly causing dismay and outrage among the natives,
Marxist Leninist Party, a raid in which the the LKE triumphed over the Defender Security Alliance, a victory which LKE has celebrated for years and has commemorated with other invasions,
Xedas, where LKE managed to rally the impressive force of 63 nations and repel multiple liberation attempts, a showing of LKE’s continued military activity and strength,
The Union of Red Nations, Hippiedom, Australia, Argartha, Zhe Intranational Communist, The Union, as well as many others,

Disappointed by LKE’s multiple attempts to invade the region of Moldavia, which were repeatedly rebuffed by the brave natives, who rated LKE’s invasions 37/60 and 35/60, respectively, and amused that despite their obvious defeat LKE continued to claim they had conquered Moldavia and that their emperor held the title of Voivode and Hospodar of Moldavia,

Reproaching LKE’s membership in and involvement with the United Imperial Armed Forces (UIAF), an imperialist military organization that perpetrated numerous acts of war against innocent regions and which contained the condemned region of The New Inquisition (TNI), and that as a member of this organization LKE was involved in many unjust raids,

Disgusted by LKE’s association and military involvement with multiple brutal raiding regions, such as DEN, the Black Riders, Lone Wolves United, Osiris, and The Black Hawks, some of which have been condemned by this body, with which they have committed many cruel invasions of regions, oftentimes entering with the raiding forces or piling on to support later, including but by no means limited to Hogwarts, The Soviet Bloc, Ixnay, Canada, the Coalition of Catholic States, Region Inc, Equestria, the Atheist Empire, Forest, Philippines, Westphalia, Iran, SECFanatics, Dharma, Capitalist Paradise, Concosia, North Atlantic, St Abbaddon, Christmas, Anarchy, Japan, and ASEAN,

Shocked by LKE’s military support for the Lazarus Khanate, a dictatorial regime that couped and occupied the region for an extended period of time and ejected many esteemed natives,

Dismayed by the war that the LKE, as a member of the UIAF, conducted against The Founderless Region Alliance (FRA) and The United Defenders League (UDL), stalwart defending organizations committed to protecting regions from menaces like LKE, and that this resulted in the sacking of many regions, such as the United Defenders League, Belgium, Middle Earth, Liberty Alliance, Scotland, Eastern Europe, and the Soviet Union, some of which had no or only tenuous connections to the FRA and UDL,

Rebuking in particular the raid of Slavia in UIAF’s war with the FRA, during which UIAF forces held the region for months despite the fact that Slavia was in the process of resigning from the FRA before the invasion took place, and as such LKE was knowingly holding an innocent, uninvolved, and active community hostage and using their war as an excuse for vile conquering,

Denouncing LKE’s involvement with the raid of The Rejected Realms that TNI perpetrated, in which Onderkelkia, then the emperor of LKE, seized the delegacy through a puppet state,

Aware that LKE used connections with Gatesville to leverage negotiations when Osiris was couped by The Dourian Embassy, and that this ultimately led to the liberation of Osiris, but recognizing that this extended the period during which Osiris was under outside control, that in this time notable natives were unjustly ejected and generally mistreated, that the negotiations resulted in the destruction of the Kemetic Republic of Osiris, replaced by an Osirian government that advocated for the invasion of other regions and rejected all FRA influence, and that LKE and the entire imperialist sphere used the situation for their own personal and political gain,

Hereby condemns the Land of Kings and Emperors.

Condemn Northern Borland

RECOGNISING that many national leaders have been successfully manipulated into believing that Northern Borland consistently acts in the interests of other nations, having served for many years until July 2017 as the Advocate and Arbiter General of Capitalist Paradise, which entails defending suspects in regional trials and helping resolve internal disputes before they escalate to the court system;

FEARFUL, however, that this community service has only helped Northern Borland to disguise its true legacy as a nation which is so utterly dominated by its fully-deregulated market that it has long described itself as "A Good Place to Raise Your Business" in its tourism campaigns - although such advertisement is hardly proving beneficial for a country which outlaws all immigration and is now ranked by the World Census as the third-most avoided in the multiverse (out of more than 225,000 nations);

CONCERNED that, although Northern Borland appears on the surface to be an economic miracle - boasting of the world's lowest income tax, highest average disposable income (and eighth-highest average income before "tax"), most efficient economy, and fifth-highest gross domestic product - many of these gains are pocketed by the highest-earning decile, the 24th-richest upper class of any country, which currently earns almost seventy times as much as the nation's lowest-income decile;

AWARE that this Northern Borlandian upper class has become so profitable as to distort World Census rankings on industry, with support from a government that spends the entire national budget on subsidising it: the nation currently ranks in the top sixty worldwide for all sixteen major industries other than book publishing (250th), information technology (691st), arms manufacturing (1,077th) and trout fishing (4,151st), with the manufacturing industry as a whole the 81st-largest in the world;

HORRIFIED at the realisation that any semblance of a judicial branch has been abolished, which - when combined with the fifth-rudest and sixth-most armed populace in the world, undoubtedly a byproduct of mandatory military service for citizens - has led to Northern Borland recording the second-highest death rate, 11th-highest crime rate and 132nd-highest youth crime rate of all nations;

DISMAYED at how Northern Borlandian citizens are so busy working (Northern Borland has the multiverse's second-highest employment rate, a figure which takes account of widespread child labour), spending (in the third-largest retail sector of any country) and eating (the prevalence of the world's largest soft-drinks sector and second-largest pizza delivery market translates into more than 199 in every 200 citizens being obese, itself the highest obesity rate worldwide) that they inadvertently prop up their President and CEO by simply not caring, thus being the third most politically-apathetic people in the world; and

Recognizing the eight and a half years of unparalleled service of Ariusgrad to said region as its President, encouraging active participation of its residents in regional and global affairs,

Impressed by the performance of Ariusgrad as they took the task of leading a relatively small and unknown region riddled with fleeting administrations, feuding member nations, and strong invasions,

Further noting that Ariusgrad introduced to Philippines at least 11 new government capacities within a constitutional democratic setup, including the Vice Delegate (Vice President), the Communications Officer (Minister of Foreign Affairs), the Homeland Officer (Minister of Domestic Affairs), and the Security Officer (Minister of Defense) as a commitment towards efficient and effective service within and outside the region,

Admiring the fact that they quickly resolved at least 30 invasion attempts during their administration of the Philippines, including at least four that had a total of over 40 invading nations and at least one with a total of over 70 invading nations taking control of the region from Ariusgrad,

Applauding the diplomacy of Ariusgrad as they helped their region maintain warm relations with more than 100 regions at one time, including multiple major regions such as The Rejected Realms and The Order of the Grey Wardens, while cooperating and working with a number of them in multiple missions in the past,

Praising the leadership of Ariusgrad which brought Philippines to new heights, administering the most number of member nations in the region's history as it reached 177 nations in 2017,

Respecting their prolific work to maintain a good international standing for Philippines as Ariusgrad continued to be active in the universe by having their region join the inter-regional alliance of the URA, an alliance of over 34 independent regions dedicated to World Assembly matters and inter-regional peace,

Noting that Lily was founded in 2017 by Beautiful Flower Bouquet with the sole intention of tagging and de-tagging. Within 1 week of being founded, Lily had 3 members and had raided and detagged nearly 60 regions.

Lily is known to launch fast invasions, that require minimal effort. This makes them some of the most efficient and feared invaders in NationStates. Just see what Lily can do;

In 2018, Lily carried out "Operation Supernova” which successfully tagged 403 regions in a single update.
In 2020, Lily initiated "The Stargazer” which tagged 576 regions, again, in a single update.
And just recently, Lily invaded The Embassy, a region in which held 3519 embassies, was founded in 2015, and held over 50 nations; fell due to manipulation tactics carried out by Frenchy II, a high ranking officer in Lily, to receive the password. The moment Lily seized control, they polluted the World Factbook Entry with advertisements, dismissed officers, and closed every single embassy.
In 2020, LIly was able to seize the delegacy from NationStates, and end a streak of 5907 days.
Just a few days ago, Lily established nearly 70 new embassies in Plum Island, the region where it holds embassies of the regions they invaded. Think about what they could do in a year.

In recent events, Lily and The Black Hawks, another ruthless invader agreed to “...look towards a bright future between them and the interregional military.” This not only magnifies the ruthless behavior Lily already exhibits, but it also allies them with a region that has been condemned twice.

At one point, Lily had tagged nearly 40% of all taggable regions and at this point, holds over 1650 embassies in Plum Island.

The Security Council's motto is “Spreading interregional peace and goodwill, via force if necessary.” This is one of those times where we must take action and use force against Lily to condemn them.

OBSERVING that Scardino has led invasions of numerous regions and overseen the destruction of multiple active communities, including but not limited to:

LWU's raid on Great Barrier Reef, during which Scardino's forces may very well have destroyed the region had its natives not managed to refound it,
The invasion of Supreme Union in 2006, which forces from the Pacific, significantly aided by LWU, invaded simply because of a recruitment message that violated the Pacific's 15 line limit, despite the fact that both the Pacific and Supreme Union were in the Alliance of Conservatives, Capitalists and Economic Libertarians at the time,
The raid on Hell in late 2005 by forces from LWU, also overseen by Scardino – they even managed to recruit a native, Ditzie Freaks, to LWU who then caused even more chaos and destruction as a raider,
The usurpation of the sinker region Lazarus' delegacy by LWU forces, overseen by Scardino,

DISTURBED by Scardino's involvement in the Sekhmet Legion of Osiris, reviving activity there and organising raids which, among others, captured and destroyed regions such as:

Socialist Alliance of Eurasia, where forces from both Osiris and LWU refounded the region and destroyed its community,
Hypernova House where Scardino, along with others from the Sekhmet Legion, infiltrated the government, only to betray their trust by removing all regional officers, ejecting countless natives and eventually destroying the region,

APPALLED by Scardino's work in gaining control of the government of and eventually getting elected WA delegate of The East Pacific (TEP), culminating in leading a regime responsible for mass ejections and eventually attempting to coup TEP in October 2019,

REVOLTED at Scardino's actions leading up to and during the coup, which include but are not limited to:

Asking members of the infamous Rahl family to vote stack in Scardino's favour during one of the prior elections in TEP,
Illegally dismissing all but one of the Viziers of TEP, and ejecting multiple long-time contributors to and Viziers of TEP, including Aelitia, Todd McCloud and Bachtendekuppen (the latter two being nations that have been Commended by this very council in part for their service to TEP), thereby reducing the security of the region and preventing an easier transfer of power,
Scardino's policy of "purging marsupials" during the coup, in which innumerable developing and new members were brutally ejected from TEP, especially those with the default flag,
Scardino's regime's use of authoritarianism and propaganda to suppress opposition, such as allowing nations with over 200 endorsements to take part in the marsupial purges, publishing a falsified version of TEP's Concordat and illegally ejecting and banning the legitimate Delegate-Elect, Marrabuk,

Concerned that recruitment between regions that are neither a Feeder nor a Sinker will harm the long-term growth of such regions,

Convention Against Heisting

A resolution to express a position on international affairs and obligations.

Description: The Security Council,

Believing it necessary to inform the greater public on how nations attempt to collect signature artworks of other nations in order to protect collectors and minimize disputes,

Recognizing that the collecting of signature artworks, even with the help of advanced tools, can be extremely time-consuming and arduous,

Defining, for the purpose of this resolution,

Card Farming – the process in which nations puppet, enslave, or administer other nations in order to collect their artwork, generally with the aim of increasing reserves of bank.
Transfer – artwork being bought and sold with the intention of moving bank between nations controlled by the same administration.
Heist – when a nation attempts to steal bank from another nation, typically during transfers, by placing a lower ask than the amount being transferred.
Pull Event – an event in which nations attempt to duplicate artwork by matching an ask above market value and placing repeated, rapid, and increasing bids while card farming.

Understanding that in order to build a collection, a nation must obtain bank, usually through card farming, and that bank, once pooled on secondary nations, must be transferred to the nation building the collection,

Noting that during a transfer, there is considerable risk of being heisted, and that this risk can change depending on a variety of factors, which, for the benefit of the public, have been outlined below,

Asserting that nations are entitled to the fruits of their labor, and that the practice of heisting does not align with the mission of this Council,

Hereby declares the following guidelines for collectors:

Article I. Reducing Risk

Transfers are best conducted during times of low market activity.
Avoid conducting transfers during pull events, which can disrupt the event and increase the chances of having the transfers heisted.
Artworks of higher scarcity make for better transfers, decreasing the chances of having heisters obtain a copy of the artwork being used.
Have several copies of an artwork before conducting transfers with it.
The greater the amount of bank attempting to be transferred over a single exchange, the greater the risk of heisters obtaining a copy of the artwork.
For large transfers, start the auction with a low risk bid, generally around market value, and wait towards the end of the auction before attempting to move large sums of bank, thus limiting the amount of time heisters can intervene.

Article II. International Cooperation

When possible, members of regional and non-regional organizations having to do with the exchange of artwork, henceforth referred to as “guilds,” should refrain from heisting and advise against the practice.
Guilds are encouraged to craft agreements, publish literature, and issue their own guidelines regarding heisting in an attempt to build a safer market space.
Guilds are encouraged to organize against heisters, and use whatever means available on the market to corral the threat.

Article III. Communication

When subject to a heist, nations should make an effort to end the dispute by communicating with the heister.
When a heist originates from a region with a guild, the guild should facilitate communication between the parties involved when requested and practical.

Against Quorum Raiding

Defining quorum raiding as the act of unseating delegates approving a World Assembly proposal in order to prevent the approved proposal from reaching quorum and going to vote,

Understanding that historically, quorum raiding was used as an anti-fascist tactic and was used exclusively in order to prevent any subscriber of this particularly vile ideology from promoting themselves or spreading propaganda to the eyes of thousands of world leaders, and billions of people,

Concerned, however, that the practice has evolved beyond that of merely preventing the spread of fascism and similar ideologies, turning into an alternative for counter-campaigning any telegram getting to vote, allowing the opinion of a few to be much more forcefully shot down without any actual consent from the approving delegates,

Believing that quorum raiding undermines the democratic right of the collective delegates of the World Assembly and subjects them to be momentarily dethroned,

Observing that past use of quorum raiding and similar tactics have proven to be harmful to the establishment of the World Assembly and its participants, discouraging many delegates with smaller endorsement counts to abstain altogether from approving proposals out of fear of retaliation, making it significantly harder for proposals to reach vote following instances of quorum raiding,

Noting that using non-combative means of preventing a proposal from going to vote, including but not limited to informative counter-campaigns and outreach, serve to prevent conflict and alleviate tension regarding World Assembly proposals,

Hereby;

Proclaims its unwavering opposition to quorum raiding as an expression of opinion on any individual proposal or author,
Urges militaries to immediately cease quorum raiding operations except in cases where the concerned proposal will serve as a tool for propaganda for any particularly hateful ideology or any region or nation which legitimately adheres to said ideology, and the only regions targeted by the operation are supporters of such an ideology,
Further urges militaries wishing to quorum raid a proposal excepted from clause two to only do so after extensive forethought and as a last resort,
Reminds nations, regardless of actual militaristic ideology, to remember that the World Assembly as an organization should not suffer due to personal political ambitions of any one individual, nation, region, or other organization, regardless of the adherence to this resolution, and asks them to act with good intentions towards the World Assembly, its inhabitants, and the world at large.

Recalling that in June 2003, the ACC placed a tyrant, Alpha C, as Delegate of the South Pacific, who turned the South Pacific into a puppet state of the ACC; the Coalition of the South Pacific, the fledgling government of the South Pacific, was largely helpless and seemingly unlikely to regain its sovereignty over the region,

Admiring LadyRebels' bravery after securing the delegacy of the South Pacific when Alpha C was ejected from the United Nations (UN); on its own free will, it turned on the ACC and heroically restored the Coalition’s sovereignty, boldly defying orders from High Commander of the ACC Pilmour; LadyRebels then resigned from the ACC and openly assured natives that they would no longer be terrorised by the ACC, selflessly destroying all of its standing within the ACC for the cause of good,

Description: THE SECURITY COUNCIL:

REITERATING the important role that campaigners from many nations serve in alerting world leaders to major issues of international importance, often multiple times a day,

NOTING that, as of early December 2021, activists from [nation=Sacara] have gone to infinity and beyond to provide potential answers for fifteen different issues regarding matters as diverse as:

opportunities to reform and relax parental licensing standards (known to leaders as "Mother Knows Best?");
potential consequences for past use of language now widely seen as offensive, whether by currently prominent politicians ("Skeletons in the Closet") or in contemporary pop culture ("With Friends Like These...");
the legitimacy of allowing children to donate money to politicians, never mind to actually cast votes for them ("A Minor Political Problem");
to what extent the obligation of police forces to apprehend suspected criminals should restrict the right of religions to hold services without undue interference ("Livin' on a Prayer"); and
whether or not to make minimum age recommendations for watching disturbing films mandatory ("Curtains for the Horrorshow");

THANKFUL for the work of many Sacarians in helping those from abroad who seek to raise other issues with world leaders with framing the demands and proposed courses of action that they wish to raise in a manner befitting of their international significance;

FURTHER INSPIRED by the Sacarian government's maintenance of Sacara's Issues Hub, a novel tool through which leaders can view highly-condensed summaries of every issue that they could face and vote on what their "favourite" issues are;

OBSERVING that Sacara's finest literary critics have successfully organised two Horror Short Story Contests (in 2018 and 2021), which have attracted entries from storytellers in nations such as Valentine Z, Infected Mushroom, Main Nation Ministry and World Machine (known to the World Census as Shwe Tu Colony) - each of which has a strong tradition of creative writing in their own right; and

BELIEVING that any nation that has done so much to enhance the knowledge and wisdom of so many leaders on so many occasions as has Sacara deserves recognition:

DISGUSTED by support for dictators and genocides within the region's communication systems, which have led to many nations leaving,

HORRIFIED at how nations that deny genocides receive no punishment whatsoever, despite the region's laws claiming to prohibit "denial of historical or ongoing serious crimes", indicating that the regional government also denies these genocides,

OUTRAGED at the region's rejection of basic human rights,

CONCERNED by the region's tall, imposing walls, which seek to imprison freedom-seeking peoples within the region,

Declaration on China

A resolution to express a position on international affairs and obligations.

Description: THE SECURITY COUNCIL:

BELIEVING that, while the day-long occupation and subsequent liberation of [region=China] in December 2021 were mentioned in SC#379 "Reflections on 2021," this body should more prominently document those events as to educate present and future generations;

AWARE that China is a medium-sized region experiencing founderlessness which is therefore currently overseen by WA Delegate and State Councillor [nation=Zhong-guo], a well-regarded resident endorsed by five natives which has never sought to do any harm to their region or its reputation;

NOTING that on the 19th of December 2021, [nation=Commie Raider Lesbians] (CRL; a vassal state of Aleena Connolly/Wascoitan) seized the Delegacy of China for no good reason on behalf of an imposing coalition of raider and Independent organisations, defeating those from China and elsewhere who sought to defend native rule by just 37 endorsements to 33;

RECALLING that over the next 12 hours, CRL had accrued a handy 80 endorsements or so while Zhong-guo had received about 70: levels of support for the native administration that would no doubt have been much higher had the raider delegate, in the minutes before their stranglehold on power was confirmed, not banned eleven defenders from other regions who were endorsing the native incumbent;

INSPIRED by how, rather than betray or forget about their homeland, Zhong-guo persevered and calmly co-operated with China's allies on how best to take back control of their region, eventually moving to the international defender headquarters of [region=Artificial Solar System] after 21 hours to earn more allied endorsements;

THANKFUL that, while supporters of CRL failed to add to their hundred-strong occupying force as they tried to hang onto power, Zhong-guo attained an impressive 116 endorsements to return to the Delegacy that was rightfully theirs exactly a day after losing it, swiftly reversing the damage that their region had suffered and expelling every single nation that had assisted the CRL regime (including CRL themselves);

AFFIRMING that the diversity of this liberating force, rapidly organised and yet one of the largest of all time, as well as the single largest of 2021 - with participants varying from tenured leaders to nations that had never defended before - was key to restoring native rule in China and should serve as a model in how to build successful military coalitions;

RECOGNISING, in addition, that the endorsements Zhong-guo won on the 19th and 20th of December 2021 - all of them deeply and equally valuable in helping to preserve China's sovereignty - came from nations which moved into the region at very short notice, in contrast to the fairly constant stream of pilers that propped up CRL; and

CONVINCED that this body ought to recognise the acts of those who came to China's aid in its greatest crisis, as well as of those who sought to bring about its downfall, as one of the largest and most memorable examples of international conflict, challenge, and (ultimately) constructive collaboration:

HEREBY:

DECLARES that the recent invasion and liberation of [region=China] is deserving of study by raiders, defenders and natives alike (more so than many other military operations), given the many valuable lessons about tactics, strategy, resilience and fortune that it teaches;
EXPRESSES its belief that the kind of diligent ingenuity observed in China should be widely and effectively imitated in the service of a sensible-minded international order; and
WISHES the best of luck to [nation=Zhong-guo] and the other natives of China in their ongoing efforts to strengthen and rebuild their home.
