Raselan is abuzz with energy for the coming October 17. Tourists are arriving in droves, pennants showing the blue and purple of the flag are being hung up all around the city, and an excitement is building. In a little over a week, Lauzanne celebrates it's 40th anniversary as an independent nation.

Breaking off from the Warsaw Pact and declaring a Federal Republic in 1981, the country has faced significant hardship through three wars, recovering from a post-Soviet economy, political unrest and pressure from foreign nations. From the Civil War, to the Refusal War and most recently the Spring War, Lauzanne nonetheless has survived this long and thrived. Being one of the strongest economies in Eastern Europe with a high standard of living, Lauzanne is the envy of many.

With the 40th anniversary of Lauzanne's independence will come a special parade along with an address to the nation and the world from President Waffenschmidt. Already, dignitaries from many nations are entering the country, hoping to see the proceedings.

The Crown-Government has expressed solidarity for their Lauzannean counterparts to send a single dignitary of military background,. So long as the illustrious hosts are to accept their request for the invitation of Lieutenant-colonel Mikhail Sparkov to be given the green light to attend the procession.

Lieutenant-colonel Mikhail Sparkov is a decorated high-ranking officer, distinguishing himself as a junior NCO serving in Her Majesty's Royal Marine Corp at the time of the flare-up of the Millennium War which suddenly erupted with the massive incursion into the Overseas Dependency of New Carthage shortly after the death of the Duke of the House of Oxenstierna who was assassinated in a drone strike by the Cassadians in a carefully planned operation that aimed and succeeded in covertly gathering implicating evidence of having played crucial role as the main provider of material and financial means to Hizb Al-Shahid, the terrorist group played a central role in staging a mass terror attack on the Cassadian homeland that claimed the lives of almost three thousand people dead or injured after hijacking civilian airliners that were then forcefully diverted into the ground against several landmarks, the Headquarters of the General Staff of the Armed Forces, Krillin Trade Center and the Royal Palace of Carthage being the main targets of their attack.

With the outbreak of this invasion, then-Junior Sergeant Mikhail Sparkov would be from among a sizeable contingent consisting of several units that would be the first to be airlifted to a fast-deteriorating military situation in Albarazil. Although largely trivial in the grand scheme of the war, Sparkov would go on to perform with distinction his duties to his superior officer, Crown, and the men under his command. Gaining a reputation for his do-or-die approach to orders and resolute character to see through his orders carried out at any cost by any means necessary, despite the often ghast odds facing his unit and sister Marine formations who served as the tip of the spear at the head of a vast conscript-heavy grouping of forces following their lead in battle. The role of this "tactical offensive vanguard" being to exploit holes in the line clearing the way for conscript units to pour through gaps and weak points which his unit was one of many - assigned to the task of exploiting "chinks" in the defensive lines of the Ejorikeans.

Wounded in the late stage of the conflict, the injuries he sustained in an advanced active combat area as a result of a stray mortar round rendered him unable to fulfill his duties for the duration of the conflict. Much to his vociferous grief and pleading requests petitioning the top brass to reinstate him back to active service after regaining control of his motor functions. A call that would never be responded to so much with even a short rejection to his demand.

After the war, Mikhail Sparkov would make full recovery and finally be brought back to active duty, after enrolling in the Etropole Officer Academy Of Warfighting And Operational Excellence. Once again proving his mettle in the eyes of his superior and prejudiced examiners who discriminated against him because of his ethnic Sche'gor origin. The marine would go on to complete his education for a commissioned officer, with a starting rank of Major. Over the next several years, he would rise through the ranks of the officer corps of the marine corp, persisting at his job as a determined and skilled professional who would become a voice in a small, but passionate collective of military officers, strategists, planners, and scientists working in the military field who were doggedly avowed in their belief for comprehensive reform to the Cassadian Armed Forces as a result of several serious shortcomings in the structure and strategic mobility of an operationally cumbersome juggernaut that was organized, trained and structured to fight a large, conventional defensive war rather than a large-scale overseas conflict that required rapid deployment. A disaster in the making only averted by a small handful of formations from the specialized and professional "Old Regiment" Land Force units, Airborne, Marine and Border Troop units that bled the colossal conventional armies of the Ejorikeans to a stalemate, keeping the tide at bay until much-needed reinforcements from the Homeland.

His passive-aggressive stubbornness in his entrenched beliefs would come to earn him the nickname of the " Gentle Pitbull". After several years and the excellent performance of units under his command in wargames, his efforts would finally be rewarded by figures sympathetic to his cause of bringing the Cassadian military fully into the 21st century. Attaining a seat on the Joint Forces Command and Equipment Procurement Committee, after his promotion to a Lieutenant colonel, giving patronage to the financing, complete development, and fielding of newer military systems such as the MFBI-2011 and BPT-2013 since he has been given a seat on the council of such important decision-making bodies pertaining the development of Cassadia's military. August bodies that for too long were headed and controlled by reformers whose vision was stuck within the boundary of mindset for the Cold War, in their belief of continued modernization of existing platforms and the fielding of a vast conscript army.

Lieutenant colonel Mikhail Sparkov is aiming to change and do away with the aging top brass that has held the military back.

Unfortunately True Faith/Leonid won't be in attendance here, and as for Sparkov, the NVI delegation can be set up a ways away from them on the stands, to prevent incidents.
