Hail to the Emperor, First of His Name.

The White Palace stood silent and eternal, her ancient marble pillars aligned with the slow cascade of October snow. This Palace was, and had always been, the seat of Zironian power in Europe. Her sprawling grounds and manmade monuments carried magnificent representations of this truth.

Upon the west wall was a mural of solid, yet faded gold. The mighty Zironian eagle watched from this perch, its great wings unfurled, gaze resting upon the shimmering Baltic Sea. That greatest of prizes once desired by that first Zironian Monarch, Queen Aglaya Popov, whose reign had carved out the lasting legacy of those first Zironians. But she was long gone now, and that dynasty extinct.

In the courtyard, statues stood. Those not of marble and gold, but of rusted iron and crude stone. Comrades Adam Vines and Stegnov Petrovich, the socialist revolutionaries who had so toppled the once decrepit Empire, and lead the red wave of communism across Europe. But they too were gone now, and the Empire long restored.

Within the palace, a coronation was concluded, the ancient rituals done at long last. The Silver Crown Council made their way through the open doors, white robes fluttering in the winter wind. Each released a dove upon the porch of the palace, taking flight from their cradled hands. An ancient man in a crimson shroud followed these men, a simple laurel wreath upon his brow.

The Empire was old now. Russia-Scotland still stood independent, a lasting stain against national authority. The colonies of the Ivory Coast had since been swallowed by a resurgent Hidrodia, and the Empire had been unable to respond. Island territories in the east had been snapped up by the teal banner of Zara Pola, and the Zironian Pacific Navy sent to the bottom as a result. Plague had crippled the nation, and her economy was in the fifth year of recession. Sanctions, diplomatic isolation, corruption, decadence. All had brought the Empire into a tailspin from which she struggled even to slow.

Hail to the Emperor, Last of His Name.

The sun was shining upon the Siberian tundra, where a man dug his own grave. Zironian soldiers dotted the landscape, dressed in the brown uniforms of the ZIAA. In the snow, men with frostbitten hands dug at the snow with bloody fingers, guns at their back.

The Purge was in full swing. These bureaucrats has been convicted of corruption, of extortion, of embezzlement, of all those wretched diseases that so affect those suit-wearing parasites that clung to the Zironian State.

Many coughed and wheezed as they toiled. The Plague had made its way to each and every corner of the map, even in this snow covered desert.

New truckloads of these men would arrive tomorrow. The guards would carry out this task many years to come.

The State would be fixed.


High Arkadia toiled from their homes. That respiratory virus which swept the planet had made it necessary. Citizens watched the coronation from their television screens, others plugged into group chats, discussing workplace gossip as of nothing had changed. Others took up hospital beds, where labcoat-clad scientists and doctors took up the task of healing the sick.

It was in the Centre of Epidemiological Research where history would turn.

“Check the coronation, I take it?” spoke a thin-haired man sitting near a fume hood.

“Nope. Four hours of rites just to get a red cloak on a man who’ll likely die next year? I’ll just tune in for the music and song.” replied a younger, but stubby man sitting across the room.

“You lack a sense of grandeur, Avlov. Your cynicism is going to get you shot one day.”

“So be it!” roared Avlov. “Let them. Have you check the synthesis yet? Should be done by now.”

The other man raised himself from his chair, wandering over to a small rectangular device where several vials stood, ready to receive their cargo.

“Synthesis is good. Sample is just settling now. Filoviridae snippet has bonded correctly, as has pestis. Samples four through nine are a wash though.”

“As long as one or more is good, we’ll still get our cheque.”

A chuckle broke out. Samples were quickly moved into their tubes, and a packaged boxed up.

Also known as the Lille-Metz-Reims Triangle, the Northwest Townships are a sparsely-populated wilderness area located in the northwestern portion of the French Norwegian Lands. The wilderness of the area has seen minimal development, and the ease of getting lost in this area - combined with the sheer number of deaths of people who do get lost - leads to most Norwegian Landers avoiding the area entirely. Even most government officials will not travel there, and no Norwegian Landish president had journeyed to the area in over fifty years. Until today.

Norwegian Landish President Marie Ellison stands along Old St. André Road, standing about ten feet back of the Denathoran border. This road, once part of the highway from Marseille to Amsterdam, was largely abandoned when a freeway was built not even ten kilometers to the west and had fallen into disrepair in the 25 years since, but was still regularly used by local traffic until the closure of the border due to the pandemic. However, while the border was closed, the road was rebuilt from scratch, with the addition of passing lanes and street lamps to make the drive through the most remote part of the most remote part of mainland TNL significantly safer. The border itself is currently marked by barricades, but on the other side, cars lined up as far as the eye could see. They had traveled from all corners of mainland Denathor to go shopping in the city of Saint-André-de-la-Dénathore, a medium-sized city of around 35,000 another 15 km down the road. They had not been able to for eighteen months. Until today.

Addressing the gathered cars through a megaphone in both English and poorly-pronounced French, Pres. Ellison addressed the tough times that residents of both countries had gone through over the previous eighteen months, but rejoicing in the fact that both countries had vaccinated a significant number of their populace - the Northwest Townships have the highest vaccination rate of any rural area in mainland TNL - the nation was in a position to reopen its borders. After she finished speaking, Pres. Ellison and the rest of the delegation joining her - Economic Development Minister Julie Deschamps, Foreign Minister Cecilia Norberg, Norwegian Landish Border Services Agency Commissioner Martin Alsvik and Denathoran-born political consultant Ian Douglas - stood back as a crane approached and removed the concrete barriers that blocked the border. No sooner than the barriers are removed do cars start streaming across the border and making their way towards St. André. As the TNL-Denathor border is a Cameranian Union border, there have not been border checks in close to twenty years and traffic can freely cross as a consequence. It takes ten minutes to drive the rest of the way to St. André if drivers follow the posted 90 km/h speed limit, but needless to say, most of the drivers definitely seemed in a hurry to get into town.

As they walked to the parking lot of the nearby duty-free store, where their van was parked, the delegation discussed this important step in the return to normal.

- Commissioner Alsvik: “Traffic finally coming across the border again. Quite frankly, I’m unsure if this day came soon enough for some of those people.”

He looks at his watch.

- “It’s a little after 10 AM now, and I was speaking to the people at the front of the line earlier. Dutchman, his wife and their three kids. He said they left Zwolle - east of Amsterdam - shortly before midnight and they arrived at the border at 4:00 this morning. That’s how desperate people were to get here.”

- Pres. Ellison: “Yeah, the border’s been open for three minutes and there’s no end to that line in sight. The scene in St. André’s gonna be more insane than Black Friday in Port Oslo.”

Minister Norberg surveys the cars zooming past, then turns back to Pres. Ellison.

- “Are you concerned that some of these people - and there’s probably over a thousand of them are going to bring, you know, ‘it’ to this country? After all, we’re just starting to see the impact of the Cothrian variant in Port Oslo!”

- Pres. Ellison: “I spoke to André (Roussel, TNL’s Chief Medical Health Officer) before making the decision to reopen the border. He sees no issue. We’re the most vaccinated nation in Camerania, the national indoor mask mandate is still in place, and even though there are no longer any capacity limits, businesses are still taking steps to keep their customers safe. Besides, these are the Northwest Townships. People from Port Oslo avoid this area like the plague, no pun intended. If there’s one area that’s safe, it’s this one.”

- Minister Norberg: “I hope you’re right…”

The ancient man sat at a desk that was centuries older than he was. Royal Steward Michael V read through reports of the numbers. Things were getting better, yet the times were still troubled.

"Peace" was an unusual word in Camerania, but for the Steward's life it was all he had known. The plague had certainly changed that, but even this was not the greatest challenge that the nation had faced, as Micheal would constantly remind himself.

The Royal Steward yawned as he tried to finish reading the reports, but the numbers just blurred together page after page, the graphs making little sense to his tired mind. He had found himself more tired as of late, but it was not yet time for him to sleep. Duty still called, and the Steward had to answer.

Putting aside the papers, he moved to the window and watched almost blithely as the leaves drifted pass. The fall was arriving, and soon the snow would come with it. He looked to the east as he recalled the glory of Zironia, what once was. The stories of the friendships, betrayals, and animosity played in his mind. Would it ever be the same again? He turned to the south and thought of the Norwegian Lands, ever the survivors. Even as nations had risen and fell, and the government’s within them changed hands like a game of cards, they had remained unmoved. There was something about that that could be admired. And what of the other nations? Who still answered the call of the region, and who was absorbed with their own affairs? Michael supposed the answer would find him out eventually.

The Steward yawned again, and checked the clock. It was evening, and time for him to sleep, at least for now.

Fifteen minutes later, cars were still streaming across the border.

- Douglas: “Mah word! Th’ line o’ cars is ne’er aff tae end, is it?”

- Commissioner Alsvik: (looks to his right) “It’s like everyone in Denathor came down today. Wouldn’t surprise me to see the Steward himself fighting for a spot in the Wal-Mart parking lot when we get back into town.”

Eventually, the driver of their van got tired of waiting, turned on the lights and siren and started driving in the oncoming traffic lane.

- Pres. Ellison: “Ian, you’re from there. What do you think brings so many people from your country on down? We don’t have a retail sector at all and the Kwon is and has always been stronger than the Pound.”

- Douglas: “Ah think tis fur th’ shoaps sector’s sae weak. Th’ shoaps scene here’s dominated by Mellonesian ‘n’ UCSR chain stores, whilk dinnae hae as muckle o’ a foothold back hame, sae fowk wantae shop at they sorts o’ stores. That, ‘n’ maist o’ whit thay buy here is groceries, ‘n’ th’ fairn quality is significantly higher ‘ere than it is back hame.”

After a few minutes, they make it into town, and the parking lot of every grocery store in the city is packed. Even Pharmaprix, which sells some fresh food but only has a limited selection of groceries, has no available parking space. Parking also seems hard to come by at Best Buy and the Home Depot, and the line at the first traffic light in St. André is literally a mile long.

- Pres. Ellison: “All this to buy groceries.”

It takes about twelve minutes to get through St. André, and then another five to get to the town’s airfield. The van dropped Pres. Ellison and her delegation off at the airfield before driving to a government compound near Reims, the nearest major city, while Pres. Ellison and the others board the presidential airplane to head back to Port Oslo. Over the course of the flight, the pandemic remains top of mind.

- Minister Norberg: “How many other borders did we reopen today?”

- Commissioner Alsvik: “Just the Brikanian, though Sea Pig’s doing a good job of getting things under control, though that one’s a customs border, so we can’t unilaterally reopen it like we did the other two. That leaves one other, and I really don’t feel we should be reopening that one anytime soon.”

- Minister Norberg: “The Zironian, I’d assume. Yeah, I don’t know what’s going on over there. I’ve hardly heard a whisper out of Emperor Leonidov or anyone in their government lately.”

- Commissioner Alsvik: “Rushed an untested vaccine onto the market to try and one-up the Mellonesians, which clearly hasn’t worked as intended, ‘cause they’re still in lockdown. Anyways, they’ll do what they’re doing, we’ll do what we’re doing. That way, all will be well in the world.”

- Minister Norberg: “Let’s hope you’re right…”

“This is TNL NEWS. It’s high noon in Port Oslo, I’m Sarah Thomas.

“Shoppers rejoiced as TNL reopened its borders with Brikania and Denathor for the first time in seventeen months. Sources with the Norwegian Landish Border Services Agency tell TNL NEWS that cars had been lining up at the Old St. André border crossing in the Northwest Townships since 4 AM and that it took close to half an hour for all the cars that had lined up to make it across the border, which does not have customs or immigration checks.

“This continues a trend of border reopenings that was established by UCSR, which reopened its border to fully-vaccinated Mellonesian travelers earlier this month. Nerf Mellons has no plans to reciprocate, citing a nationwide surge in cases that has filled that nation’s ICUs to near-capacity.

“An unmarked military plane was recently seen flying into Cothria. The plane was untraceable on flight radar, however, Norwegian Landish diplomats in the country believe the plane originated in the Ziron Empire, having seen similar planes while posted there. All travel, essential or otherwise, between Cothria and much of the rest of Camerania - including the Ziron Empire - has been suspended since April.

“In non-pandemic news, fire crews from around Camerania are embarking on a virtual world tour to fight fires ravaging Cyrasium, Nerf Mellons and the UCSR. Low rain levels in all three countries have made the conditions far more conducive to wildfires than usual, though large amounts of rain in central Nerf Mellons and UCSR are expected over the next week.

“And finally, one young Pitatuh Lander’s campaign to write letters to people around Camerania who have been dealing with the social consequences of isolation over the last eighteen months has gained traction around the region, with others his age joining in his cause to ensure that all Cameranians know that someone is thinking of them through these tough times.

A train rumbled through the Swiss alps, it’s trembling engine churning in waining heat of the late European summer. A man say aboard the train, dressed head-to-toe in such finery only worn by Lucitania nobles. His hair was tied in a ponytail, adorned with a silver eagle, the symbol of Lucitanian might. He rifled through that day’s mail, plucked from the hands of a servant before the locomotive‘s departure.

An envelope caught his eye. It was beautifully white, adorned with a red seal bearing the Kaiser’s personal ensign, yet it also bore a symbol long absent from Lucitanian politics.

Across Central Europe, masked diplomats from all across the Empire raced via train and tram to Kaas City, Germany. An Imperial Diet had only been called once before in the nation’s history, and had resulted in sweeping reforms to the Imperial State. Questions raced through the minds of aristocrats, statesman, and the populous alike. The Empire was changing, that much was certain. Imperial power was waining, and it was through that this diet, like the last, could perhaps be used to push for a true parliament in Lucitania, a real parliament, and at last and end to absolute autocracy.

It was the Kaiser who would be the first to soon speak.

The presidential plane lands back in Port Oslo. An airport official checks the temperatures of all five people on board. While four members of the delegation, including Pres. Ellison, are fine, Commissioner Alsvik’s temperature is measured at 39°. He is separated from the rest of the group and given a test for the virus. Pres. Ellison and the rest of her delegation need not isolate, as all - including Alsvik - are fully vaccinated and wore masks in the van and on the plane. Alsvik’s test would come back negative.

Elsewhere in the city, Pres. Ellison’s microbiologist boyfriend, Dr. Christian Devens, Ph.D., is giving the Gray House Pandemic Response Team’s daily press briefing. He is joined by Health Minister Dr. Kathryn James, M.D., Dr. Roussel, Vaccine Team Medical Lead Dr. Sara Jalo, M.D. and National Microbiology Laboratory Director Dr. Antonio Fonda, M.D. Dr. Fonda announces that well over half of Port Oslo’s cases have been sequenced and are coming back positive for the Cothrian variant. He then yields the floor to Dr. Roussel, who announces that in order to try and stamp out variant transmission, the entire National Capital Region will be locked down, with non-essential businesses and services forced to close and essential businesses limited to 10% capacity or 100 people, whichever is lower, and forced to cover up any non-essential items that they sell so that they cannot be purchased. All highways in and out of Port Oslo will be blocked off and intercity air, bus and train travel to and from Port Oslo will be curtailed in an attempt to keep the variant from spreading outside the city and to prevent people from circumventing the orders by traveling elsewhere in the Portuguese Norwegian Lands. The new orders will remain in effect for three weeks.

Cothria was in turmoil, that much was certain. For the first time since the KRS pandemic of 2008, Cothria was in almost total lockdown. Citizens say confined in their homes, watching the endless television broadcasts and digesting the content of an ever-changing public health policy. The Cothrian variant had marked its entrance on the world stage with a ferocity snot unlike the Plague of Justinian, that terrible pestilence that had so crippled the great civilizations of antiquity. Thousands lay dead in the streets of Cothria, and masked cleanup crews dragged the bodies from the streets, burning them in sprawling common pits. It was the smell of burning hair and of Lysol that now blanketed the nation. Ports sat closed, airports abandoned. An estimated 5% of the population had been presumed dead, and infected individuals were impossible to gather with any certainty. Yet the counts were dropping, that too was promising.

People’s President Bai Guowei talked with his ministers, as well as representatives from across Cothria over lunch. While perhaps informal, this small cafe was fitting for the details at hand.

“The March Protocols are beginning to have a lasting effect.” spoke a Dr. Robertson Lee, a well dressed man with a thinning hair of head and a well-kept goatee. “We are expecting case counts to continue their steady decline, so long as the citizenry and government continue to operate as they should.”

“The military remains on standby.” spoke a heavy set men, dressed in the ceremonial red and brown of the People’s Democratic Army, his mouth half-full of pastries. “No threat of revolution among the population, and approval has stood steady. We’ll continue to assist where needed.”

“Wonderful, gentlemen. Simply wonderful.” replied the President, his face beaming. “Now, on the subject of the Zironians.”

The Minister of Homeland Security was quick to reply, adjusting his glasses and coughing slightly through his mask.
“They applied for national surveying papers about seven months ago. In-and out scientific missions ever since. However, we have kept their lines monitored and their networks tapped..”

The President frowned.

“One can never be too careful, Mr. President. Anyway, we found they are both collecting samples from the local bar populations, as well as swabbing illegally obtained cadavers. Though they have sent most of their findings to the Cothrian Disease Central Commissariat, we know they have neglected to share all information.”

The President folded his hands under the desk.
“Troubling news. We were lucky thus far to avoid Zironian interference. I worry they may use this global instability for their own gain. Send our findings to the Norwegian Ambassador, as well as our Bloc friends in the UCSR and Hidrodia. At the very least, as can bluff.”

“So it will be done.”

And the men resumed their lunch, mostly in silence, the occasional cough disrupting the evening quiet.

Christian Devens cannot sleep. He has had few easy nights since his appointment as Chair of the Gray House Pandemic Response Team, but something just seems off tonight.

Prior to a Lucitanian airstrike on the Gray House, the last few Presidents and First Ladies shared a bedroom, so when the Executive Residence was rebuilt, the builders, not expecting an unmarried president to ever be elected, did not build an additional bedroom. As a consequence, Devens sleeps on a single bed in a converted walk-in closet located adjacent to the Presidential Bedroom. Next to Devens’ bed is a window, which he keeps open to account for the lack of air conditioning in that closet at the cost of trying to sleep while cars, trucks, buses and light-rail vehicles constantly stream past. It’s close to 3:30, and Devens has hardly slept a wink all night, despite covering his ears with a pillow and burying his head under his blankets. He hears a buzz. It’s his phone, located on a table next to his bed. He picks it up, and answers in a tone that conveys his anger while not waking up Pres. Ellison.

- “It’s 3:00 in the morning! What do you want?”

Viktor Singh, the Norwegian Landish Ambassador to Cothria, is on the other end.

- “My apologies, Mr. First Gentleman. Forgot about the time zone difference.”

It’s almost 8:00 in Cothria.

- Ambassador Singh: “Anyways, I just got off the phone with the Cothrian Foreign Minister. He says that health officials over here have documented several instances of Zironian scientists flying in and out of the country to do some sort of fieldwork pretty much ever since the first outbreak of that variant got bad. They’re taking samples from victims of the Cothrian variant and places that have seen outbreaks of it. The Cothrians are concerned that samples are being sent back to the Ziron Empire and that that country’s government has bad intentions regarding those samples.”

- Devens: “I’ll speak with the rest of the task force tomorrow and we’ll determine what to do then.”

He hung up, put his phone back on the table and went back to bed, finally falling asleep at around 4:00.

A visibly-tired Devens showed up to the briefing the next day wearing blue jeans, an untucked shirt with a flipped-up collar, no tie and an unbuttoned jacket. The fact that he hadn’t gotten a good night’s sleep was evident in his voice.

- “Good morning, I’m Christian Devens, Chair of the Norwegian Landish Governent’s [sic] Pandemic Response Team. As usual, I’m being joined by Dr. Kathryn James, TNL Minister of Health, Dr. André Roussel, TNL’s Chief Medical Health Officer, and Dr. Tony Fonda, Director of the National Microbiology Lab, and we are joined today by Foreign Minister Cecilia Norberg who has something to say about travel. Cec.”

Minister Norberg was already surprised at Devens’ appearance, and she was even more surprised that he threw to her so quickly without even giving an opening statement, as he usually does.

- “Uh, thanks, Dr. Devens. Good morning, everyone, I’m Cecilia Norberg, Minister of Foreign Affairs in the Government of the Norwegian Lands. This morning, we received word from foreign diplomats that there are unsettling developments out of the Ziron Empire, as it pertains to a possible outbreak of the Cothrian variant in that country. We believe that the variant is in that country and that the Zironian government is not being forthcoming as to the impact that it is having on their population and on their healthcare system. Therefore, we have made the decision to restrict all non-essential travel to and from The Ziron Empire for at least the next three weeks. During this time, in association with our embassy in Arkadia, we will assess the situation in that country, which will allow us to make an informed decision as to whether travel between these two countries should be allowed to resume or should be restricted even further.”

After the briefing wrapped up, Dr. Roussel signed the new orders, which included another three-week extension of the Cothrian travel ban and would take effect the next day.

The Great Purge continued to sweep the nation, and the plague followed close behind.

The ascension of Tsar (Emperor) Isaak Leonidov had brought with it rapid and sweeping changes to Zironia. The first decree saw that the long-ignored technocrats had been appointed to many high-ranking government offices, in hopes of rebuilding a crumbling industrial sector, as well as trimming the fat from a three-century old system, long choked with endless red tape and bloated with needless offices. It was engineers, professors, economists, scientists, philosophers, and all those of high academia and experience who now ran the decrepit nation. Career politicians had all but disappeared these last months, condemned to stagnation and unemployment, or buried beneath the vast Siberian snow under the guns of the ZIAA.

The Tsar had issued his second decree in hopes of a heavenly rebirth of the Zironian economy, and a new deal for her citizens. Public work programs brought beautification and new construction to High Arkadia and beyond. Groups of masked citizens cleaned the streets, built roads through vast Zironian wilderness, dug ditches, and all other manner of menial labour. The government was putting her citizens to work, simply for the sake of having them work.

The third decree was that aimed towards disarming the spectre of contagion that now harassed the Empire. A nation-wide mask mandate was issued, and quarantine measures was called. Public health campaigns blasted day and night from nationalized television and radio. Disinfectant squads patrolled cities and towns, cleaning crowded buildings and public centres. Borders closed to Cothria, New Lucitania, the Better USSR, Zara Pola, and East Korea.

Only time would tell if the Emperor's sight was true. Perhaps these reforms would help.

Stegnovgrad, Baltic Sea Port

"Systems check complete. She's seaworthy at last."

The Zironian Baltic Fleet sat contrast against the setting sun of a cool winter night, silhouetted against a grand golden sun. The ships had been at port for nearly four years, languishing in rust and disrepair. Now, their vast bulks had been repaired, and their great guns again turned towards the mouth of the Pacific.

"Ready to weigh! All hands to stations." a voice rolled through the intercom.

The grand fleet weighed anchor, their steel frames making way through the frozen waters of the Baltic. They were headed for the Norwegian sea, a test for the Cameranian Union. Naval exercises were scheduled between Denmark and Iceland, the fleet meant to prove that, if it wished, the Zironians could cut Brikania from her citizens.

“This comes after the Norwegian Lands banned non-essential travelers from the Ziron Empire, citing the latter country’s alleged coverup of an outbreak of the Cothrian variant. There is no evidence that the Cothrian variant, or any variant, is surging in the Ziron Empire, which recently imposed strict new measures, including a mask mandate and a curfew, to curb transmission.

“Schools in Pitatuh Land are returning to remote learning after confirmed cases have been reported in over 800 schools nationwide. Pitatuh Land is the first nation in the Northern Hemisphere to close its schools since they reopened in August and September.

“In non-pandemic news, Russia-Scotland is on edge after a bombing of the country’s primary port. Several million dollars of damage has been reported, while counts of deaths and injuries, which only further strain the country’s healthcare system, have yet to be released. The Russia-Scottish government is blaming Lachston for the attack. Lachston, which controls much of western Indonesia, is designated as a terrorist organization by the Cameranian Council and much of the international community and the territory it controls internationally recognized as part of Lochston.

“And finally, a cross-border romance between a young Norwegian Lander and a young Denathoran finally rekindled after eighteen long months.

The House of Knights was awash in splendour. It’s great gothic spires stood defiant beneath the glass and concrete monoliths of Kaas City, the Imperial structure an bastion of the past against a sprawling modern cityscape. Diplomats, ministers, and foreign ambassadors flooded into the Diet Chambers, taking their assigned seats as they went. Voices mingled, those or a great European concert. German, Austrian, Polish, and Swiss. It was truly a diet of the modern age, for all of the European Lucitanian Empire sat ready to speak, and ready to listen.
Statues flanked all sides of the hall. Marble busts of past statesman, of war heroes, of Kaisers and of Lords. The men of all Lucitania’a history stood eternal and vigilant in this house of Imperial dignity.
At the north end of the forum stood a physically imposing man. He was tall, dressed in a bleak, grey uniform. His breast adorned with medals and finery. A cap covered his head, and his face was darkened by a truly 18th century moustache.

Greetings, subjects of Lucitania. I welcome each and every one of you to this truly special European affair. Only once before, under the reign of Kaiser Carl Gantzmann II has such an extraordinary event taken place. It was on the eve of European collapse that our King brought a diet to the forefront of Lucitanian society, and so I bring you here today! Applause broke out in the forum. It was the beginning of a new era of Lucitanian diplomatic and societal cooperation. The establishment of a semi-constitutional monarchy and the first Lucitanian parliament. Diplomats hurried, leaping upon jets departing for Cyrasium, Zara Pola, and Lachston. The Lucitanian government would seek an alliance to counterbalance the economic and political weight of the Cameranian Union and the Ziron Empire.

Devens had an easier sleep that night. The next morning, the Gray House Pandemic Response Team would be holding a meeting in the Ulsrud Meeting Room, and, as is usually the case, would be subjected to a temperature check on the way into the room. All was going well, until it was Devens’ turn.

- Dr. Roussel: “Hmm. 40 degrees. You might wanna get checked out.”

Devens complied, hopping into a van to get transported to the Near North Side Recreation Center test site. While on his way, he phones Vice President Gábor Székely to inform him what is going on and to ask him to chair the team meeting and to lead the 11 AM media briefing. Vice President Székely complies.

Testing is top of mind at the briefing. Vice President Székely does not give an opening statement, having not prepared to replace Devens, and instead turns directly to Minister Norberg, who announces that the Norwegian Landish Embassy in Arkadia’s investigation into the state of the outbreak in the Ziron Empire has been completed. Ambassador Ivan Söderström found that while the Cothrian variant is circulating in Arkadia, tough lockdown measures imposed by the Zironian government have all but eliminated the threat it poses. Therefore, the decision is made to allow vaccinated Zironians who have received a negative test in the 48 hours prior to their arrival to travel to TNL for both essential and non-essential purposes. In addition, all international travelers to TNL who arrive by air, regardless of country of origin and vaccination status, will be required to submit to a rapid test upon arrival at the airport and will not be allowed to leave their hotel until and unless the results come back negative.

The 38-year-old Devens is expected to make a full recovery, as would the 32-year-old President if she tests positive.

“North America has become ground zero for the fourth wave of the pandemic as jurisdictions throughout Nerf Mellons and the UCSR report record high daily case counts. Despite this, the two countries remain close to fully open and no European nation has issued any sort of advisory against travel to or from these two countries.

“For the first time ever, residents of CoalMiner are starting to move above the surface. This comes as the Cothrian variant is running rampant through the nation’s underground society, with poor ventilation providing ideal conditions for the spread of the virus. Since the start of the pandemic, only Nerf Mellons and Cothria have reported more cases than CoalMiner.

“In non-pandemic news, the UCSR is on track to qualify for its first World Cup in over thirty years after claiming five points in its first three qualifying matches. Waves lapped against Cuba’s shores, a cream-pink sunset blanketing the darkening sky. The Royal Estate stood beyond the sand, where upon the oaken patio stood the King in his comfortable evening clothes, coffee cup in his hand. There were no cameras here. The waves washed all thoughts of royal responsibility and pressure from his mind. Constitutionalism suited him, the thought.

Until the door behind him swung open. A fair-skinned man in an dark grey suit approached, concern absent from his voice.
“Sir. There’s a new situation developing.”

The King sighed. “You know I am forbidden to act, Martinez. Why inform me of more pandemic happenings?”

The Prime Minister took stride, looking over the balcony alongside the King. “The pandemic is largely under control. The Union is graciously helping supplement the vaccine efforts.”

“So then why do you wish to speak?”

“Union dues. The Zironians have flocked their Baltic Sea fleet to the Norwegian Sea. Brikania has expressed public concern.”

“A threat?” questioned the King, sipping from his mug.

“More of a statement, I imagine. We’ll be moving our Atlantic Fleet to Port Oslo. A show of good faith from our nation to our Union friends.” spoke Prime Minister Martinez, plucking a hair from his suit sleeve.

The King relaxed his stature. “Acceptable. What else have I missed here in my isolation?”

“The Norwegian government has expressed worry over the Cothrian variant, and perhaps more. We’ll be closing our ports to all European and Asian travellers. A precaution is all.”

The Windian Atlantic Fleet has been sent to Port Oslo in order to supplement the Union Navy in the area. The nation has also closed its borders to all unnecessary travellers from Europe and Asia, hoping to prevent the introduction of the Cothrian variant.

Pres. Ellison is restricted to the Presidential Bedroom. She is definitely feeling worse than she had the previous day, so while she has yet to receive her test results, she knows what’s coming.

As she watches a soccer game between AFC Port Oslo and Port Oslo United FC, her phone rings.

- “This is the President.”

- “Good evening, Madam President. This is Corey calling from the Port Oslo Regional Health Authority. Your test has been processed, and we regret to inform you that it has come back positive.”

- Pres. Ellison: “I’ve been fully vaccinated for three months now. This Cothrian variant is an entirely different monster, isn’t it?”

- Corey: “About that. We’re working on sequencing the sample, and while I have to emphasize that these are preliminary findings, it seems as though what you and your partner have could be best described as Cothrian on steroids. It seems to have evolved to be able to resist the vaccines.”

Pres. Ellison gasps.

- Corey: “But I can’t tell you any more. I’m a low-level customer service representative, not a doctor, so all I can tell you to do is to self-isolate for the next two weeks or until you get two negative tests.”

The fallout from the positive tests and sequencing is swift. Anyone who had been in direct contact with Pres. Ellison or Devens over the previous two weeks is forced to isolate. As everyone above him in the line of succession has been deemed a close contact, Transportation Minister Per Larsen will act as President, with Families Minister Carlos Magalhães acting as Vice President and Sports and Culture Minister Elsa Somby as Prime Minister. Further contact tracing shows that the Zironian Deputy Emperor had visited the Gray House the day prior to Pres. Ellison’s event at the Denathoran border. Based on Devens and Minister Norberg’s comments at recent briefings, could there be any coincidence?

“TNL is on its fourth President this week after Prime Minister Adam Möller tested positive for the new Gray House variant. With all members of Cabinet deemed close contacts, the line of succession advances to the Speaker of the People’s Council, followed by backbench MPCs in order of seniority. Speaker Pedro Gutiérrez is now the acting President, with Dean of the House Maurice Descartes acting as Vice President and longtime Green MPC France Lajoie as Prime Minister. The presidency was previously held on an acting basis by Vice President Gábor Székely and Transportation Minister Per Larsen.

“A large group of nations led by CoalMiner and the Better USSR has banned all travel to and from TNL in light of the emergence of the Gray House variant. In a joint statement released by the leaders and top health officials of these nations, they cite the government’s inability to stop the spread of new variants through the nation’s cities, even though no cases of the Gray House variant have been reported outside of Port Oslo, which remains under lockdown. Some analysts view this as retaliation for TNL’s tough travel restrictions, though Cothria, which has been the main target of Norwegian Landish travel restrictions in recent months, did not sign on to the statement. A spokeswoman for the Norwegian Landish Ministry of Foreign Affairs tells us she understands the decision.

“An investigation into the origins of the Gray House variant has been launched by the Norwegian Landish Public Health Agency. Norwegian President Marie Ellison and her partner Christian Devens, the first two people to contract this variant, met and held a state dinner with Zironians in the two weeks prior to their diagnosis and that country has been publicly accused by TNL of mishandling an outbreak of the Cothrian variant. Calls by TNL NEWS to the Zironian government were not returned.

“Nerf Mellons’ economy has close to erased its pandemic-error losses in light of TNL reopening its border to Denathoran shoppers. TNL’s nearly-non-existent retail sector is dominated by Mellonesian multinationals and these businesses reaped record profits on the first day of cross-border shopping close to two weeks ago. Since transmission of the Cothrian variant is under control and no cases of the Gray House variant have been detected in the French Norwegian Lands’ Northwest Townships region, the land border with Denathor will remain open for the time being.

A man sat upon the wet earth, snow and dirt dusting the grey of his clothes. A fire crackled, it's soft amber light falling upon the monolithic oak trees that surrounded it. Shadows leapt and darted with each jump of the flames, an eerie grasping of nature's nocturnal hands. A kettle hung from a stick above the fire, only just beginning to whistle. Isaak poured himself a cup of black tea, and another for the man sitting across the fire.

"Drink up. You don't want to catch a cold." spoke the Emperor.

The man across the fire chuckled, the fire's obscured light casting long shadows across his heavily wrinkled face.
"Wouldn't be the worst thing to catch, these days." he spoke softly.

"There are opportunities to be found, even in the face of this pandemic." the Emperor whispered, taking a drink. An owl perched above, the occasional ruffle audible as it moved about.

"Where do we find ourselves next?" spoke the wrinkled man.

"Right to the point, Sokolov? Enjoy the wilderness of homeland before you tire me with geopolitics." mocked the Emperor, staring up at the great bird. The man frowned, looking anxiously about the forest about him, it's vastness swallowing up their forms. Some time passed, but finally the Emperor spoke.

"Russia-Scotland. That is where we will find ourselves next."

Sokolov sipped his tea.
"Would it not be wiser to reclaim the Kuril Islands? We know not how the international community will react to a war."

"It would, certainly. However, the Norwegian government will not be paralyzed indefinitely. In politics there is but few favourable moments; the great art is to seize it."

"When do we move?" questioned the man, sitting ever more so upright.

"If they chose to listen to me." the Emperor chuckled, "We should be starting right around now."

Two scientists peered apprehensively at the televison, watching their work unfold. Norwegian news of infection and government rumbling had rocked the international community.

The last days had brought numerous successes, with both the Cothrian and Grey House variants successfully administered into the Norwegian Lands. While Cothria had altered the diplomatic community to Zironian ambition, the plan was in motion nonetheless. The Deputy Emperor had successfully funnelled the disease into the nation, though he too was soon to die. It was a worthy sacrifice, for the Empire's lost glories would return once more.


Two private jets departed the Imperial Airport in High Arkadia, their black forms screaming across the calm winter skies. One would touch down in Fort Optimus, and the other in Kaas City. Each carried a member of Zironia's Silver Crown Council, the highest members of the Emperor's Advisory Board. Each carried with them a letter, stamped with the crisp, white stamp of the dove. The Empire meant to make war, and so she would seek allies.

Guarantee of Neutrality or Offer of Conflict
"We intend to begin, on the nineteenth of January, unrestricted and total war against the province of Russia-Scotland. In spite of this, the Ziron Empire seeks to make sure that the member states of the Cameranian Union remain neutral. Should this be unsuccessful, we make [Denathor and/or New Lucitania] a proposal of alliance on the following basis: Make war together, make peace together, generous financial support and an understanding on our part that Denathor is to gain territory in south Persia, and Lucitania her rightful land in Elsass-Lothringen. The settlement in detail is left to you.

Pres. Ellison and Devens are holding a press conference over Zoom. Neither appear to be in particularly good condition, though Devens at least wore a tie (tied directly around his neck) and a jacket over the white T-shirt he was wearing. Ellison takes a lighter tone during her portion of the briefing, informing the journalists on the call that while she and Devens are taking DayQuil to manage their symptoms, they are otherwise alright and “are looking forward to reassuming control of the country in ten days,” signaling their intent to make a full recovery. The tone of the briefing takes a significant turn as soon as Pres. Ellison turns it over to Devens, who does not hold back in his portion of the briefing.

- “While the media is referring to what we have as the ‘Gray House variant,’ I have no doubt in my mind that this new variant did not originate at the Gray House. After analyzing the results of our contact tracing as well as my briefing notes, I am in a position to announce that effective immediately, we are putting the Ziron Empire on notice.”

He goes on to outline a timeline of events, beginning with the emergence of the Cothrian variant, continuing with the Zironians’ research trips to Cothria and concluding with the Deputy Emperor’s visit to the Gray House.

- Devens: “The timing of these events could be purely coincidental, but I am of the firm belief that they are not. This matter has been referred to the Office of Inspector General for the Department of Health and the Norwegian Landish Security and Intelligence Service for the purpose of a full investigation, so I will provide no further comment. Thank you, I will now open the floor to questions.”

Despite saying he would provide no further comment, most of the reporters’ questions were directed at Devens. For his part, his answers generally expanded upon what he had already said, but included no new information.

Acting President Pedro Gutiérrez, National Security Minister João Medeiros, Foreign Minister Cecilia Norberg and Defense Minister Félix Doucet are meeting over Zoom. All have seen the Zironians’ telegram, which they got from the Gray House, which in turn got it from an undisclosed source within an undisclosed foreign country.

- Norberg: “Russia-Scotland’s itself a member of the CU. If the Zironians attack, Denathor’s obliged by treaty to help defend.”

- Medeiros: “That is certainly true and the Zironians know it. They seem to think they can leverage Denathor to leverage the rest of us to get out of the way.”

- Doucet: “But that’s not who we are! Pacifism may be part of the CU’s agenda, but if our enemies punch, we punch back harder!”

Gutiérrez sends the Zironians a fax, informing them that he holds full presidential powers and “can and will deploy the military at a moment’s notice if need be,” while Norberg goes on the phone. Her first call is to the Denathorans, urging them to reject the Zironian proposal. Afterwards, she took a deep breath, picks the phone back up and dials a sequence of numbers she never thought she would ever dial.

- “Hello? This is Cecilia Norberg, Foreign Minister of the Norwegian Lands. I need to speak to the Kaiser. This is important…”

At a press conference called by President Marie Ellison meant to provide reassurance to the nation, Devens took the opportunity to show a PowerPoint presentation outlining Zironian research into the Cothrian variant and how he believes the new Gray House variant was introduced by Zironian Deputy Emperor Kirill Timofeev, who allegedly smuggled a bottle labeled ‘All-Purpose Disinfectant,’ but containing a sample of the new variant, into a state dinner and sprayed the contents of the bottle at Ellison and Devens when they took their masks off to eat. The Zironians have yet to comment on the allegations.

“The Ziron Empire is in mourning after the death of Deputy Emperor Timofeev. The official cause of his death is the Cothrian variant, however, Devens believes he contracted the Gray House variant as a result of the event that introduced it to the world. Timofeev served in high-ranking roles under the original Empire and the reigns of both President Vines and General Petrovich. A successor has not yet been announced.

“TNL is further restricting international travel. International air travel will be funneled into five airports, located in Lisbon, Madrid, Barcelona, Lyon and Paris, with travelers forced to get tested both the day before departure to and immediately after arrival in TNL and forced to quarantine in a hotel for up to two weeks afterwards, while the ferry service between the French Norwegian Lands and Pitatuh Land has been suspended only a week after the resumption of operations due to the emergence of the Gray House variant and an uptick in cases of the Cothrian variant in Pitatuh Land. Land crossings with Brikania and Denathor remain open, owing to under-control levels of transmission in the French and Swedish Norwegian Lands.

“In non-pandemic news, Zara Pola has fired warning shots over its border with the Better USSR after the latter nation fired nuclear-tipped missiles into the Sea of Japan, which landed in Zara Pola’s territorial waters. The latest aggression from the Better USSR comes in response to annual joint military drills conducted by the Mellonesian and Zara Polan militaries, which the Better USSR views as a rehearsal for a possible war. In nearly seventy years since the Soviet-Zara Pola War ended, no peace treaty has been agreed to by the two nations and Nerf Mellons.

“And finally, the polar bears are making a comeback! How the animals have thrived in UCSR’s arctic since the start of the pandemic.

A voice rang out through the pomp and splendour of the House of Knights, it's walls awash in Imperial beauty. The Horseman of Death had thundered across Camerania, spreading plague in his wake, but a new seal was broken, and the Horseman of War stood on the near horizon. Citizens of Lucitania tuned into the debate, the first in history to witness the unfolding of a parliamentary debate.

"Would the Minister of Helvetica please rise to the forum." spoke the Grand Speaker.

A man dressed in a blue suit stood, his face sharp and weary. Ryan Von Gunten spoke, his voiced ever so tainted with Norwegian french.
"I stand before the Kaiser's parliament advocating for peace! For nearly four decades has Lucitania maintained her military quiet, and we should break that no longer! Peace in our time must be kept! We have nothing to gain from a war with Norwegia nor Zironia but the blood of a million Lucitanian youth! This war will but serve the interests of the hawks and robber barons home and abroad! Let the flower of our nation not be sent to die as livestock in France or Russia, but live as Lucitanians in a new peace!"

Claps and boos erupted from the chamber, and the Speaker rose to he seat, slamming a gavel into it's place.
"Silence! Would the Minister of Lechia please rise to the forum."

A fat man with a prominent nose stood, a Lucitanian pin on his breast.
"Our interests lay in the west, with our fellow Lucitanians! Those Germans, Swiss, Czech, and all other manner of Europeans in Elsass-Lothringen are Lucitanian citizens, and must be protected from the tyranny of Norwegia! We shan't abandon our citizens nor our honour! This is a nation that has antagonized our lands since the times of the ancients, and you ask us to simply roll over and make peace?! Citizens of the Empire, it is we who must right this wrong! The Zironians stand with us, and together we shall roll over Europe like a great tide! We once again have a chance to bring Lucitania into greatness, if only we seek it now!"

Another cacophony of praise and scorn was thrown down from the politicians, and the gavel once again slammed.

"The vote will soon be decided! May the nays or ayes have it, first we give the floor to the Norwegian and Zironian ambassadors, may their cases be made!"

The Nowegian and Zironian Nations may now make their cases to the House of Knights.

The sun's rays began their slow crawl across the skies of the frigid Nowegian Sea. A thick mist wafted around the Windian Atlantic Fleet, her many ships silent and still, silhouetted against the vast ocean. They were anchored a mere 80 kilometers from their target, the Zironian fleet threatening Brikania. Every sweep of the radar, and every photograph brought back by UAVs showed the same, a sizeable fleet of Zironian ships, silent, unmoving in the sea.

On the bridge, a message flicked across the screens of the Atlantic Flagship, the IWS Deluge.

And so the Windian fleet sat, ever watchful of the Zironian fleet. Communications fluttered between Cameranian Union governments, but war remained just beyond a declaration. In the Windian Empire, the Imperial Expeditionary Force was being armed and prepared for a journey to Port Oslo, where they would join Norwegian forces in the defence of Russia-Scotland, should conflict arise.

The Gray House variant is spreading through Port Oslo and its suburbs. Most of the initial cases were linked to businesses that were patronized by family members of Devens’ close contacts. In response, Port Oslo Mayor John Valentim has announced that he is reimposing a municipal state of emergency. Non-essential city services, such as libraries and recreation centers, will be forced to close, while capacity limits on buses and light-rail and reductions in their schedules will return. Devens and Dr. Roussel have also announced that the strict public health orders in effect in the National Capital Region, which include a ban on all indoor and outdoor gatherings, the closure of non-essential businesses and requirement for essential businesses to only sell items deemed essential, the closure of restaurants for in-person dining, a 10% or 100-person capacity limit and a ban on all travel to and from the National Capital Region, will remain in effect indefinitely.

- Devens: “To those of you who did the right thing, following public health orders and getting vaccinated, I’m sorry that we have to do this. Know that it isn’t your fault or mine that we’re having to go through this. The good news is that we have sent samples of the Zironian variant to labs in Denathor and a booster shot against this variant should be here soon.”

The announcements of the new orders angered Port Oslo’s Denathoran community. Contrary to the political culture of the rest of TNL or that of contemporary Denathor, Port Oslo’s Denathorans have been described by political scientists as “more conservative than the Lucitanians,” and members of that community took to the streets to protest the new orders. Some even went as far as to tie effigies of Pres. Ellison, Devens, Dr. Roussel and Mayor Valentim to the light-rail track through Denathor Village, which has a vaccination rate of 41%, cheering when a train ran them over.

Both the Gray House and City Hall condemned the protests, with Pres. Ellison personally phoning the Steward of Denathor to apologize for their actions.

- Pres. Ellison: “We both know these people and their actions do not accurately reflect the values of either of our nations. Do know that fines and arrests are pending, and I will make sure that the good name of your nation will not be tarnished by these protests.”


TNL does not have an ambassador in Kaas City and deal with the Lucitanian government using the Denathoran embassy as an intermediary. However, with the security of her nation very much at stake, Minister Norberg knew she would have to take matters into her own hands.

Addressing the House of Knights via videoconference from her home in rural Sweden, Minister Norberg gives an impassioned speech. She notes that the 2019 presidential runoff effectively served as a referendum on the status of Alsace-Lorraine (which she consistently referred to in her address by its French name), as candidate Tobin Hall campaigned on handing it back to Lucitania, and Hall lost nationwide by sixty points and in areas along the Lucitanian border by eighty, signaling the area residents’ desire for their land to remain part of TNL. She adds that the entire world is still in a state of pandemic that shows no signs of slowing down and that “yet another war” would bring about further division among nations in a world where co-operation is needed.

Norberg attempts to further sweeten the deal. Citing progress that had been made with the development of the vaccine, which TNL purchased from labs in Lucitanian, she announced that if the Lucitanians opted for peace, her department would “immediately” enter into negotiations with the Lucitanians to open embassies between the two nations, tear down the electric border fence and “pursue fully-normalized relations.” She cautions that a Halvorsen-era plan to strengthen the fence, put on hold by Pres. Ellison the day she entered office, could be resumed if the Lucitanians opt for war.
