Well, it all depends on how you write it. Personally, I'd say that your idea would work best as a follow-up to #415. For example, if nations banned the sport in schools, maybe journalists suddenly unearth some sort of concussion cover-up in the professional league, despite their claims of robust safety protocols. As long as the options are distinct from #415, it could work.
Keep in mind that this particular issue can be received by nations that have banned pro sports. A follow-up wouldn't make sense for those nations if the whole premise requires you to have pro sports. For that reason, we would need to make some adjustments to #415 so that it would work with a follow-up. I wouldn't mind doing that, if someone wrote a compelling issue.
