Your proposal had filler in it because it needed filling out. Your writing was good enough, it's just that the nominee you picked hasn't really got the significance, breadth or longevity of achievements that people expect to award a Commendation. Every author gets misses as well as hits - occasionally there's something you can improve on, or it's a case of bad timing, but most often you chalk them up to experience and move on.
