Due to the large influx of users who are neither aware of the minimum age nor on how to use the forums properly, I propose having a page for new nations that opens first time clicking on the forums.
Either having the classic "I agree that I'm above 13 and have read and understood the rules" or by hiding some codewords in the rules that one has to enter to get into the forums.
Could maybe be also changed to take IP or Email into account to be less of a hassle.

It's not that big a problem. We have one or two a month. When they self-out (as they usually do), the honest ones stop posting, and the rule-evaders require mod intervention anyway. It's not worth inconveniencing everyone by adding a click-through page that no one will read to catch the occasional honest pre-teen.
