I recommend using option 1) here, but 2) would be a more conventional fix.

This can disrupt the formulated narrative of a Nation State that has not engaged in war throughout its recent (or even entire) history.

This issue's options directly reference the military. All of them. It doesn't use a credible forced-response narrative, so it shouldn't be drawn if nations lack militaries. If you want to be pesky at nations that don't have militaries, set up other issues for that.

Both of these have been confirmed to be acceptable usage in British English, where "a single subject includes a collective noun when being spoken of as a whole: the constituency, as a whole, get a set number of seats and the farming industry, as a whole, struggle under the restrictions".
For that equivalency, imagine establishing the subject and then referring to it with pronouns thereafter: "You know (the farming industry)? Meat prices are soaring as (it) struggle under government-imposed-restructions.""meat prices are soaring as it struggle under government-imposed-restrictions"
"meat prices are soaring as they struggle under government-imposed restrictions"
"meat prices are soaring as it struggles under government-imposed restrictions"

The presence of a parking lot is contradictory to Nation States that have a policy of no automobiles. And I doubt much running can be done in bicycle storage units.

Over two weeks ago I made the above post about what looks to me like a problem with an issue option given to a nation with a conflicting Policy.
Pogaria responded to a number of questions raised in later posts, but said nothing about this one.
Is thisThank you.
- Just an unintentional failure to notice the post? If so, please consider it now.
- Actually being/already addressed, though noting this was overlooked? If so, please acknowledge. - or -
- Because my post was so ludicrous/stupid/off-topic that it was unworthy of a response? If so, please let me know in what way(s) so I can endeavor not to make the same mistake(s) again in possible future posts?

If I recall, the second-to-last sentence of that option is basically your national motto. In this case, your motto contains a period, but that doesn't make it outright have a punctuation error. It probably doesn't account for national mottos that end in punctuation marks.
