Doesn’t this constitute a change in gameplay / increased obligation for WA leaders and therefore an illegal proposal under WA protocols?

I’m voting against this, unless Max himself starts handing out awards then even more WA badge hunting is not going to be accepted in my book.

Thirteen Terran years ago, the World Assembly was created and no such proposal has had its day at vote since. Our delegation believes a resolution to ensure that those who have contributed greatly to intermultiversal peace are rewarded is long overdue.

A resolution to slash worldwide military spending.

Whereas all sapient rights are put in danger wherever unnecessary armed conflict occurs, the General Assembly hereby:
  1. establishes the World Assembly Peace Prize, hereinafter the Prize,
  2. tasks the WA Commission on Human Rights with:
    1. receiving nominations for the Prize from anyone who works as a head of state or government, legislator, or professor in any member state, in addition to any leaders of member state delegations to the World Assembly; and disregarding nominations with the effect of such individuals nominating themselves, their co-workers or their employer for the Prize,
    2. awarding the Prize each year to that person or group of people resident in any member state who has been nominated in accordance with Article b(i),
    3. basing its decision to award the Prize to any given person or group solely on whether, in its view, they have demonstrably contributed more than any other such person or group in the previous year to the resolution, without violence and with respect for all sapient rights protected by international law, of major conflicts between and within nations which involved or could have realistically involved large-scale acts of violence, and
    4. rewarding (each of) the winner(s) of the Prize in each year with a medallion containing one ounce of 99.9% pure silver and of one-and-a-half inch diameter, which shall have on its obverse the words "WA PEACE PRIZE - WITH PEACE COMES FREEDOM" surrounding the logo of the World Assembly, and on its reverse nothing,
  3. forbids members from confiscating any rewards bestowed upon Prize winners under Article b(iv) for any reason not enshrined by prior and standing international law, and
  4. encourages all members to refrain from organised armed conflict which is not necessary to prevent practices (such as terrorism, genocide, and other crimes against humanity) that threaten the achievement of all sapient rights.

I ask him to remove the madman from the World Assembly of the country that makes this law, we will not agree to take our freedom to stop the discrimination in the World Assebly. And this is what I write about the law here, I will not link here what law gives the chosen law:

(1)
Declares its unwavering support for the LGBTQ community and the ideals of personal pride, celebrating diversity and individuality, as well as freedom of sexuality that it stands for, and promises to uphold and protect those principles to the best of this international body's ability


(2) The failure of the definition of “the accused”, resulting in all clauses regarding the accused to apply to acquitted individuals, due to the past tense of the clause possibly meaning “any person who has been charged in the past with a crime”

(3) Congratulates authors', and thanks voting states', improving quality of resolutions,

(4) Defines "honor-based violence" as an act of violence perpetrated against an individual by or at the direction of a relative or any other member of a community, due to the perception that the individual has brought shame or dishonor upon their family or community, or has otherwise violated an honor code !!!!

"If it encouraged peace, that would be one thing. It does not encourage peace, it encourages the cessation of war. But in order to stop a war, you first have to start one. Any bloodthirsty bastard who gets tired of fighting is therefore eligible for this prize, no matter what tangential or collateral suffering he's caused. This is therefore worse than useless: it's a feel-good piece of smarm that doesn't incentivize true peace, nor disincentivize open warfare. We remain opposed, even in the face of more naive delegations' earnest and shrill pleas in favor."

See Tinfect's post in this thread, and my previous one: "that treacherous, prevaricating, murderous scumbag"1 Henry Kissinger won the RL Nobel Peace Prize, and that shit takes the cake. There appears to be no safeguard whatsoever against precisely that sort of thing happening here.

Probably hoping that now he will have more lobbying power to make delegates vote his way based on friendships instead of making a good proposal.

The consequences of Resolution #59 are the opposite of the aims. The resolution actually increases income inequality as it is often the typically low paid poor who work longer hours to make up for the gap in income with the higher paid workers and thus has further consequences of decreasing basic welfare.

On 9th July 2006, Repeal "The 40 Hour Workweek" by Leg-ends was passed with 71.1% support; its full text can be found here.

You will note that the 2006 repeal makes the same basic point as the 2004 repeal, namely that individuals should be allowed to work as long as they want without Regulatory Superstate interference, but its other arguments run more along the lines of "the UN WA should butt out of private contracts where it has incomplete information" than "this doesn't fit the category description."

Similarly, while WAPP 2 will continue to push the point that "all sapient rights are put in danger wherever unnecessary armed conflict occurs," it will pivot on pre-emptive (if not practical) conflict reduction recommendations while retaining the Peace Prize in a less central role.

Addendum: Most resolutions are decided by more than eight percentage points (or a thousand votes, spin it how you will). World Assembly Peace Prize was the closest GA resolution of 2021 so far; the last resolution that had a narrower margin either in terms of percentage or absolute votes was Land Reclamation Regulation, which was defeated by 324 votes after getting 48.97% FOR and was passed in a different form three months later anyway.
