The Federal Republic of Fratanica welcomes you to its Embassy Program! Fratanica is a federal semi-presidential constitutional republic, which prides itself on being both a diverse nation and a republic serving the interests of the people. We currently have a population of 92.5 million people within our borders. This effort was created in order to improve foreign relations with other nations, as well as to give foreigners within our borders easier access to representatives of their respective nations. The Fratanican state believes in mutual cooperation with other nations in the international sphere, as well as reciprocal international development. The embassy program will accomplish this goal.

The Ministry of Foreign Affairs is a government department responsible for undertaking foreign affairs and international negotiations. The Ministry of Foreign Affairs also administers the diplomatic missions of Fratanica. The department was created in 1877, and took its current form in 1941 under the new federal republic. The Ministry of Foreign Affairs is currently led by Minister of Foreign Affairs Sofia Marinelli, who took the office on 7 August 2020. The values of international cooperation, citizen protection, and reciprocal growth are core values within the Ministry of Foreign Affairs.

The Ministry of Foreign Affairs strives to promote stability, sovereignty, and liberty throughout the world. The ministry is also making a commitment to furthering international trade and development. Under our current state of foreign policy, our priorities involve distributing foreign aid, developing international partnerships through bilateral trade, and increasing security cooperation with nations aligning with our interests. Some of our utmost security concerns include terrorism, narcotics, and cybercrime.

The Ministry of Foreign Affairs are presently headquartered in the Bruno Toutain Foreign Affairs Building, located in the capital city of Viras. Currently, the ministry is organized into multiple directorates-general, with a single deputy minister and minister leading the department. Each directorate-general contains various offices and organizations working to advance different spheres of Fratanica's foreign policy.

Locations

Embassy locations

This area is considered to be Fratanica's diplomatic hub, located within the capital city of Viras. Most diplomatic missions are established in this 376 km^2 space, and the land is operated by the Diplomatic District Housing Subauthority.

Bastien Circle is a picturesque and charming borough housing various embassies and international cultural centers. The area itself is located within the western outskirts of Viras, making the area quieter and less busy. The landmass of the area is around 202 km^2, ensuring that there is enough space for diplomatic missions.

Consulate locations

Dansburg is considered the financial and economic hub of Fratanica. This highly-developed city is known for housing many large Fratanican and international corporations, as well as banks. The Dansburg Stock Exchange is also present there, making it an alluring area for financial capital. The city contains excellent, well-funded infrastructure and a transparent political system. With a population of over 1.8 million and spanning 963 km^2, this may be an appealing spot for a consulate.

Leenhardt, home to a population of 782,000, is a quaint city which lies on the Rahner River. The older architecture reflects 17th-century Oprimean architecture styles. The city is a bastion of culture and spirit, home to various cultural festivities and traditional celebrations. This has made Leenhardt a popular cultural tourism spot, and an enchanting position for international cultural centers and consulates.

Ville-Des-Mers, translated to "city of seas" in French, is a oceanfront city with a population of 943,170. The area is both a popular tourist attraction and a strategic shipping and trading area. The city is located on the northern coast of Fratanica. Bustling industries there include fisheries, shipbuilding, energy, and maritime transportation. The city's proximity to the sea also holds cultural significance, in art, literature, film, and more.

Beauvau has a population of 812,000 and is best known for its religious and cultural background. The city possesses religious institutions, including the Ardouinian Church of Saints, a cornerstone of Ardouinian Christianity (Fratanica's most popular denomination of Christianity). The destination attracts many people for both the aforementioned reasons, as well as the closely-knit communities within.

Rules

Background information

Many of these rules were codified into regulation through the Domestic Diplomacy Law of 1966, which set basic boundaries and regulations regarding diplomatic missions and consulates throughout the country. Further rules were instituted through several prime ministerial decrees, which concerned the operation and management of the Ministry of Foreign Affairs. These rules can be publically found under the 2021 version of the Report on Government Operations and Regulations, published by the National Archives of Fratanica.

Section I. Diplomatic Immunity

The table below will mark the levels of diplomatic immunity for various diplomatic positions. These are standard diplomatic immunity policies. The sending party or nation has the exclusive right to waive diplomatic immunity.

Section II. Persona non grata and expulsion

The Federal Republic of Fratanica reserves the right to declare the head of mission or other diplomatic staff persona non grata, without any explanation or prior warning. Fratanica also reserves the right to declare someone persona non grata before their arrival in the state. After a person currently in Fratanica is declared persona non grata, they must leave the country within 48 hours or face prosecution.

Section III. Personnel and equipment

Fratanica's National Police Authority is responsible for protection of diplomatic missions, however, the sending nation may bring along a security force.
The max number of security personnel that can be brought is 15 people.
The total number of diplomatic staff, including technical, service, and security staff, may not exceed 130 persons for an embassy, unless exceptions are granted by the Ministry of Foreign Affairs. For consulates, they may not exceed 80 persons.
The Ministry of Foreign Affairs has the exclusive right to grant exemptions for the number and types of people, vehicles, or items declared, if such security or operation concerns warrant it.
All weapons and vehicles for official use of the mission must be declared on the application.
The max number of vehicles, including watercraft and aircraft, is 5.
Armored or weaponized vehicles, such as tanks, APCs, artillery vehicles, and the like are prohibited.
The max number of weapons per security officer is 1 rifle (or SMG), 1 shotgun, 1 non-lethal weapon (such as a taser or beanbag shotgun), 2 pistols, and 2 knives or batons.
Types of weapons not listed above are strictly prohibited.

Section IV. Miscellaneous

Fratanica reserves the right to reject any application for a consulate or embassy without reasoning.
Diplomatic and consulate staff are expected to respect the customs, laws, and culture of Fratanica. Failure to do so may result in expulsion.
The properties of diplomatic missions fall within the jurisdiction of the Fratanican government, with special protections and privileges.
Each consulate can have only one consul.
These properties can not be entered by Fratanican government or police officials, unless explicit permission from the head of the mission is given.
The head of mission and sending State is exempt from all national, provincial, and municipal taxes and fees, besides payment of contracted services.
Diplomatic agents are also exempt from customs duties.
People contracted by the mission or the head of mission are not exempt from taxation.
The diplomatic mission reserves the right to fly its flag on its premises, or display any national symbols or emblems.
The residence of a diplomatic agent has the same protections as the mission themselves.
Fratanica will be responsible for allowing entry and granting exemption from all customs duties and taxes, and charges on the following except for storage, cartage, and other such services:

- Items for official use by the mission
- Items for use of a diplomatic agent or family intended for part of the household, including establishment

Family members of a diplomatic agent are also granted the same immunity as the diplomatic agent, provided they are not Fratanican nationals.
Official diplomatic communications by the mission shall not be interfered with. Communications between the mission, their consulates, and their government may require diplomatic couriers and encrypted messages, and the Fratanican government may not interfere with this. A diplomatic bag may be sent with clear diplomatic markings containing documents or materials, without the possibility of detainment or search. Diplomatic couriers have full protection and may not be arrested or detained.
The archives and documents of a sending nation may not be seized, searched, or opened.

Protocol Upon Arrival

Upon the arrival of the Ambassador Extraordinary and Plenipotentiary, they will be met by a diplomatic protocol officer from the ministry and taken to the Detienne House, located in the Diplomatic District. There, they will meet the Head of Protocol or his deputy and present his or her credentials, as well as a Letter of Recall from their predecessor if necessary. In the same place, the Ambassador will meet with the Minister of Foreign Affairs and formally request for an audience with the President, as well as receive their special diplomatic identification documents. They will receive a date and time via letter from the ministry.

Once it is time for the ceremony, a diplomatic protocol office will phone the Ambassador-designate, requesting his presence at the Presidential Palace. They may be accompanied by their spouse and 1 member of their diplomatic staff. The President will host a ceremonial gathering of Ambassadors-designate at the Presidential Palace, in groups of 5 at a time. There, a military ceremonial guard and military orchestra will be present. The military orchestra will play the national anthem of Fratanica and of the Ambassador's country. The Ambassador will then inspect the honor guard, who will salute the Ambassador. Afterwards, the Ambassador will be led to the President's office by his or her chief of staff.

Upon arrival at the President's office, the Head of Protocol from the ministry will announce, "President of the Federal Republic of Fratanica. I hereby present to you the Ambassador Extraordinary and Plenipotentiary from [ambassador's nation], who shall be accredited on this day of the [day] of [month], [year]. He/she asks that you accept his credentials as Ambassador Extraordinary and Plenipotentiary to the Federal Republic of Fratanica".

The Ambassador will then present his Letter of Credence and Letter of Recall from their predecessor to the President, saying "President of the Federal Republic of Fratanica, I humbly request that you accept my credentials from [head of state of their country], and it is my pleasure to present a letter of credence appointing me as Ambassador Extraordinary and Plenipotentiary to the Federal Republic of Fratanica".

The President of Fratanica will accept his or her credentials, and then shake the Ambassador's hand. Afterwards, they will pose for official pictures.
