History of the World


The Superman

After coming to power in 1933 Hitler and his inner circle concentrated the efforts of Nazi Germany's greatest scientific minds under the guise of researching the archaeological and cultural history of the Aryan race for a singular purpose: the creation of the Übermensch, the Superman, who would lead the Thousand-Year German Reich in the coming decades. Covertly, Hitler instructed Himmler to found the Ahnenerbe Institute, on 1 July 1935. The institute conducted expeditions throughout Europe in an attempt to uncover evidence of historical metahuman activity, performing anthropometric studies, and collecting ancient artefacts. At the outbreak of the Second World War, the Ahnenerbe Institute's covert mission became more important and Himmler convinced Hitler to attach the Institut für Wehrwissenschaftliche Zweckforschung (Institute for Military Scientific Research) to the Ahnenerbe Institute.

However, as the war took its toll on Germany, Himmler used the Institute's resources and purpose for a contingency plan, Operation Götterdämmerung, to use the Übermensch and save Germany in the event of a complete German military collapse.

Shortly afterward, they began to conduct extensive medical experiments using human subjects; Prisoners of War, political dissidents, and “undesirables” became unwilling subjects in the Nazi eugenics operations. As the war increasingly became untenable for Germany, fewer resources were directed to the Ahnenerbe Institute, but their work continued throughout secret bases constructed throughout occupied Europe.

As the Red Army advanced deeper into German territory Himmler began Operation Götterdämmerung, despite the project's lack of readiness. The Soviet's advance upon the Reich Chancellery suddenly came to a halt when chaos erupted throughout the city. Eyewitnesses to the event reported seeing a large, lumbering creature, attired in the uniform of an SS officer, appear as if out of nowhere and begin to terrorise Berlin. The Soviets began to concentrate their attention on disrupting the creature's rampage but their efforts were met with little success. After nearly twelve hours of decimating Red Army platoons, it eventually collapsed but, before the creature's corpse could be recovered, it exploded in a hail of blood and gore.

Following Germany's unconditional surrender to the Allies, the Americans and Soviets began snatching up Nazi scientists as news of the Ahnenerbe Institute’s project spread throughout Allied Command and more detailed knowledge of Operation Götterdämmerung became known to the Allies leaders. The advent of the Atomic Age, heralded by the destruction of Hiroshima and Nagasaki in August 1945, further propelled the former Allied nations into starting their own metahuman project. Backed with the multibillion-dollar Manhattan Project and Operation Paperclip, the American government had an early head start against their communist rivals.

The Americans’ early lead paid off. Bedecked in a costume reminiscent of the good ol' "stars and stripes", Columbia, the first American metahuman, began a propaganda tour of the continental United States on 4 July 1946, fighting crime and posing for photographs along the way.

Two years later, in August 1948, she travelled to Britain for the Games of the XIV Olympiad before travelling to Europe to help popularise the Marshall Plan and gather support for American economic revitalization of war-torn Europe. Columbia’s tour was a rousing success and a major American propaganda victory.

A little over a year later, on 29 August 1949, the Soviets announced their own success by showing off Hammer, the first Soviet supersoldier. Hammer’s appearance, coming only a few months after the formation of NATO, shocked the Western Powers, who still believed the Soviets were years behind in the metahuman race. Hammer and Columbia met for the first time, as both intervened during the Chinese Civil War and marked the first instance of metahuman combat in history. The two super-powered beings would continue to meet as the Cold War intensified and yet, despite both having prevented the world from destruction countless times, neither felt satisfied. Half a century passed, new metahumans were welcomed into the world but, as the new millennium dawned, the hostilities between the USA and USSR never seemed to cease. Throughout their respective careers, Columbia and Hammer had come to develop a deep sense of friendship and kinship. Both felt they were being used, as the United States and Soviet Union became increasingly reliant on costumed heroes as the linchpin of their national securities efforts. This sentiment was shared by others, as metahumans increased in number but they remained largely pawns to national governments or private vigilantes, despised for the thankless job of protecting people.

Eventually, Columbia and Hammer began a romantic relationship, one that couldn't be made public, and they were forced to meet in private, secluded places. However, even the most carefully constructed plans can go awry, as did theirs when Columbia became unexpectedly pregnant. Knowing that, if the public were made privy to this knowledge, and see their lives’ works destroyed and their unborn child become a pawn in a geopolitical chess game, they began to consider alternate options. With the aid of other, close, costumed metahumans, they conspired to topple the governments of the world and replace them with a system where metahumans could govern themselves without the constraints of nation-states.

It began on New Year's Eve; Sunday, 31 December 1999. As billions around the world celebrated the dawning of a new millennium, the metahumans enacted their plan of global domination. Most were tasked with infiltrating the parliamentary buildings of the worlds’ nations whilst others were assigned to simultaneously assume control of military and nuclear arsenals. Nation after nation fell to the might of the metahumans, albeit unbeknownst to the billions of people who continued to celebrate New Year's Eve in blissful ignorance of the events transpiring; it was only by the light of day that everything became clear to them. As the sun rose on the horizon, people awoke, dreary-eyed and hungover from the night before, only to be subject to a global PSA broadcast from the UN Headquarters in New York City

That morning, Columbia and Hammer relayed the events of the previous night and what had changed. Metahumans would govern the world, the most powerful families of which would receive large swathes of territory to govern, with Hammer and Columbia ruling as the King and Queen of Earth. These metahuman "dynasties” would rule over the weaker metahumans who would, in turn, govern smaller territories; a neo-feudal world order, meant to ensure a feeling of lasting peace, as the metahumans felt more in common with themselves than previous national and ethnic boundaries. Meanwhile, Columbia and Hammer, with their newborn son, relocated to the Olympus; a space station orbiting the Sun, largely removing themselves from Earth affairs.

Of course, not all were happy with the new order, and resistance movements, some started by the remnants of the national governments, revolted against the metahumans. The action of the Dynasties was swift, with a unified front easily defeating the military might of Earth. The resistance fled to Australia, turning the continent into a fortress, albeit, one that had become a desolate wasteland after repeated bombings by the metahuman dynasties.

Twenty years on, the power of the Dynasties seems as strong as ever. Most conflicts are resolved peacefully, and only the remnants of the resistance remain to fight. However, as the younger generation of metahumans come into their own, and fewer remember the struggles of the Old Order, questions over whether this peace can last persist, and if this will be the Twilight of the Gods.





Introductory Notes


Welcome to Twilight of the Gods.

This is largely a character-driven RP where you play a metahuman or standard human in the events of this alternate world of 2020. The world is divided into different territories, controlled by the most powerful metahuman families, and the continent of Australia, currently the last bastion of human resistance. The first arc of this story will be the final war against the resistance, and most characters will begin there. Afterward, the story will branch off into a more open-ended approach, as the rivalries, friendships, and conflicts of the different metahumans become the focus.



Setting Introduction


The world is currently divided into twelve regions, eleven controlled by the metahuman Dynasties, and Australia. As it is a neo-feudal world, various levels of control exist, and each of these Dynasties or “Houses” are of course devolved into different, smaller units. Each region and Dynasty has its own system of dividing its territory and is largely player-driven.



The ruling body of Earth is the Dynastic Congress. Each metahuman Dynasty, from the Great Houses to the lowest vassal, meets monthly to negotiate trade, resolve conflicts, and ensure the continuation of the Dynastic system. The ruling body of the Congress is the High Council, made up of the Eleven Great Houses and a lesser House elected for a yearly term by the rest of the Congress. The High Council serves as the “upper chamber” of the Congress as well as its supreme court. The presiding officer of the Council rotates monthly, ensuring each member presides at least once a year.

The technology of Twilight of the Gods is far more fantastical than you would see in our current world, as a result of the diverging timeline. It would not be uncommon to see rather “science fiction” technology, and this I also leave largely open to the players, within reason. Magitech is also permitted.

Additional physical features: Viktoria stands at 154 cm tall, weighs 54 kgs, with measurements of 86/60/87.

Personality:Charming, funny, and courteous are some ways people have described the enigma that is Viktoria von Eisenfaust. Those who have faced her in battle, however, know a different side to her. Hearkening back to her SS forefathers, von Eisenfaust is vindictive, sadistic, merciless, and above all else, cruel. However, Viktoria is no mere Nazi. Although heavily influenced by the ideology she was raised in, Viktoria sees no difference between Aryan and Semite, but rather in Homo Superior and Homo Sapien. She believes only metahumans deserve to rule Earth--as they are the new master race, the axis from which the earth shall turn.

Abilities:

Super strength: Viktoria is able to lift 100 tonnes. Related to this, Viktoria is far more durable than a regular human, able to survive an M829 tank shell head-on with only a slight concussion.

Combat expertise: While not a power in and of itself, Viktoria was trained since birth to be the perfect soldier and assassin. She has an encyclopedic knowledge of most modern-day weapons and fighting styles, including Muay Thai, German Ju-Jutsu, and Jieitaikakutōjutsu.

Chronoprohiberis: Viktoria can stop time for those within a 30 metres radius x 50 metres height of her for 30 secs. During that half-minute(relative to her), Viktoria is the only for which time flows normally. As this is only a shift in perception, physical objects, such as bullets, are unaffected.

Biography: Viktoria was born in 1998 in Argentina, the daughter of an SS Officer. Born during the last years of the Cold War, Dr von Eisenfaust--Viktoria's grandfather and then head of the both Institut für Wehrwissenschaftliche Zweckforschungand the German forces in South America --used her in his experimentation for creating a Superhuman in the attempt of starting a Fourth Reich. Thus, for the first years of her life, Viktoria was subject to intense physical and psychological torture. The results, however, were a success, as the girl gained the ability to seemingly manipulate time itself. The other scientists soon realised it was only a distortion of one's perception of time, but the Nazis in exile were able to at last create a viable metahuman. The girl was trained as an assassin, used to kill enemies of the secret Reich, and trained to be the perfect warrior, regardless of the cost.

For years, under the aegis of ODESSA, the exiled Nazi leaders built up their power in South America, unbeknownst to most world governments. With the knowledge of perfect metahuman creation, Dr von Eisenfaust replicated his success and created other metahumans for the Reich, buying his time to strike. In 1999, the exiled Nazi leaders in Argentina finally had their chance, learning of Hammer and Columbia's plans through their spy network. As the world governments collapsed like a house of cards, they struck, using their metahumans and conventional military powers to seize Argentina first before quickly expanding. With the chaos in other, more important parts of the world little cared about the events in South America, and many just assumed it was another revolution that was fairly common to the region. By the end of the year, however, the 55-year waiting was completed and ODESSA declared South America as their Fourth Reich, using their small number of metahumans as a way of controlling the vast swathes of land.

For most of the 2000s, Viktoria acted as an assassin and enforcer for her grandfather--the new Führer--making a name for herself in South America and abroad. Most of her tasks meant killing dissidents, but occasionally she was used for killing resistance and enemy metahumans abroad. However, in 2016 the beautiful Viktoria decided for she no longer desired to be controlled by a non-Meta, and killed her grandfather and parents, naming herself Führer, with the backing of the other Nazi metahumans, Viktoria now rules with an iron fist and spent the first years of her rule crushing any lingering resistance forces in South America and securing the legitimacy from abroad Dynastic Heads, making a name for herself as a ruthless enforcer of the Dynastic System. Her sights are currently on defeating the resistance in Australia and ending the two-decade war.

Brief history: Following the metahuman coup, exiled Nazi leader, who had been building up their power in South America, used their metahuman forces to topple the Argentine government and established a base of operations. Over the course of 2000, they seized all of South America and parts of Central America, including the vital Panama Canal. Using their small German and metahuman minority, the Reich maintains strict control over South America, although, under Viktoria’s rule, she had largely adopted a Pro-Meta view, promoting non-Aryan metahumans into the Reich’s forces and awarding her loyal vassals accordingly.

Appearance: A short woman with a pale complexion, long wavy raven hair that reaches the mid-thighs with side-swept bangs that reach past her breasts to her waist and few strands that seem to act on their own accord as they stick out from place with some gray streaks, and gray deep set eyes with both age lines around them and a beauty mark under the right.

Alex has a soft, slight plump, voluptuous figure, her arms and legs still retaining some of the toned muscles that she had back in her former days of being a hero. Her attire is an elaborate witch theme attire with either hooded cloak that is black on the outside but lavender on the inside.

Additional physical features: Alexandria's height is 5’0, weighs 160 lbs, and with measurements of 37/33/46. Elaborate arcane tattoos are found on her back, hair and cloak hiding the fact that her back is exposed to the world.

Personality: Alexandria is a complex woman: brilliant, erratic, passionate, committed, idealistic, talented, charming, insulting, bold, incautious, arrogant, and sometimes shortsighted when she lets her ambitions on a goal get the best of her. Yet she can also be cold, aloof, and ambivalent to some while also being kind, caring, and even showing motherly qualities as she tends to problems and raises the spirits of others. Both a great companion to have as well as a chore to be around, those are some of the words others have used to describe her.

While she displays great patience on certain tasks and matters once something sets her off she shows a fiery temper. To those that wronged her she takes an almost sadistic delight in extracting retribution from them. When she sets herself on a task she becomes dedicated to the task to an almost obsessive level until she is finished with the task. Otherwise when relaxing she shows an almost hedonistic delight in festivities as she shows off her more flirtatious and easy going side. It’s during these moments that she would try to skreet most responsibilities to enjoy herself, with the sole exceptions being magic and motherhood. Games of chance are a weakness as she can’t resist playing them to win something, even if it means she has to cheat to win.

Alex has a weakness for both sweets and cute things. As evident whenever her daughter is brought up as she ends up gushing about her, showing her love for her child. This love however can make her paranoid at times for her daughter’s safety. Alex’s sense of confidence can sometimes be admirable and other times it can be seen as narcissistic. She is a woman of endless contradictions and dualities.

Abilities:

Eldritch Magic: By harnessing the various energies present within herself, the universe and various dimensions she shapes reality to limited degrees. A versatile and powerful ability that can allow her to bless and curse targets, see from remote locations or through time, locate lost objects and people, imbue ordinary objects with supernatural powers and exploit hidden supernatural properties in ordinary objects, heal and harm people with magic,contact otherworldly and mundane beings, protect against malevolent spells and entities, creation and manipulation of familiars, and banish supernatural creatures and magic. While this power is great it is limited by the reagents, symbols (including somatic usage), and words. Not having the right ingredients and preparations may prove to be devastating for any work of magic. While some spells she can perform in a few minutes, others require lengthy rituals to be performed, ranging from hours to even days for the most powerful. As such she carries around potions, enchanted items, prescribed sigils for quick spell casting. Certain sites of powers can augment her magic and specific circumstances can either greatly aid with some spells but weaken others; an example would be that a burning town would aid with combative spells but be poor for spells related to fertility. Also some spells and rituals may require her to perform them under a specific location, time and circumstance. Some locations can also negatively affect spells such as a spell to make ones attractive performed on a graveyard would only make those with necrophiliac tendencies attracted to the caster. Interrupting her rituals or spells can cause them to go wildly out of control and even those under her control can still produce supernatural anomalies due to rebound effects if the magic used was great. Magic also at times requires the practitioner to sacrifice something and some even make deals with powerful beings for more knowledge and power. To grow her power she needs to gather more knowledge and understanding on the spells and rituals she wishes to use. Those who practice magic long enough will begin to change on a physical, mental, and even spiritual level.

Strong Will: Through her own mental fortitude and sorcerous defenses Alex is protected against telepathic intrusions, psychic attacks directed at her mind, and can even resist mind control. Not even causing mental hallucinations will work. This strong will can even allow her to endure great physical pain and psychological trauma, and mixed with her own persistence can even push her to achieve feats that some would think are impossible. However, truly powerful psychics and sorcerers as well as magical beings can break through her defenses and ultimately she is still human meaning that her body would give up long before her will and spirit ever does.

Peak Intellect: Alexandria possess a far greater mental capabilities than most people. The most obvious is a greater degree of intelligence that she augments with her years of studying the mystic arts and gaining more knowledge through its use, learning more about the true nature of things. However this knowledge doesn't come without risks as some of the secrets that can be learn can be damaging to the minds of those who don't possess a strong enough mental fortitude. While she possesses such a will some of her eccentricities are a result of the secrets she learned. Other effects include her having an eidetic memory which due to her field is both a blessing and a curse and a greater sense of tactical planning, wit, and creativity. She is also more perceptive than most as she can spot even the most minute details in other people and in her surroundings. She can also learn things much faster.

Occult Awareness: Alexandria can sense and identify occult, paranormal, and metaphysical forces, objects, and entities. She can perceive entities hidden behind illusions or are invisible, can sense magic around her, and is aware of any supernatural occurrences happening around her. This power greatly enhances her expertise when it comes to the paranormal and magic. This ability does not work against metahumans whose powers are technological or biological in nature.

It was after her time in the university she would leave to make her own journey in exploring the world to explore old ruins and gather artifacts, both mundane and occult in nature.

In the years she spent exploring throughout the world she became an unofficial heroine as during her hunt for artifacts and tomes she had faced against cults searching for the same items, supernatural threats related to them, and even metahumans seeking more power or who worked with the superpowers in an attempt to use magic for their own gains.

However during her journey she was contacted by the UK government and forced to perform missions for them. It was an assignment she barely escaped from and until his granddaughters ascension caused Alex to be pursued by assassins and agents of the would be Fourth Reich for some years.

Other missions the UK sent her on had her go to the remaining colonies the UK still had and having her use her magic to try and convince the locals to remain loyal subjects of the decaying empire with other metahumans under their employment. Seeing the advantage of such an assault and knowing that other members in the meta community have heard such rumors she agreed to assist her in the overthrow.

The last years in the 90s were spent with Alex arranging everything she and the other metas would need to overthrow the UK government. Once the time came for the rebellion Alexandria would order all members of the resistance cell to strike.

As the old world began to crumble in secrecy behind the festivities Alex and most metas would find to their shock that not only did the Royal Army had new weapons made to fight against metahumans but they even manage to brainwash mages and metahumans they have capture for breaking their increasingly draconian rules against them fighting against their own kind. What was worse the one leading the government’s retaliation was the first publicly unveiled British made Metahuman and national icon, Captain Britain.

Captain Britain was the first meta to have heard of the plan to overthrow the old world and while he participated in the meetings to plan out the attacks he had reservations about the idea. He may not have liked the politicians in charge but he still had loyalty to queen and country. More importantly he was concern that if his fellow metahumans took over most would abused the mundanes for a misplaced feeling of retribution. Thus during the years of planning he acted as a spy for the government, giving them ample warning and time to prepare for the strike.

Alex was forced to call a retreat as the attempt to take over failed, making the survivors slink into the shadows to plan out the civil war they now found themselves in.

As the rest of the world fell in place the UK became a battleground as the old power fought against the metahumans that they had created. When news of Captain Britain's betrayal reached the metahumans aboard many decided that the UK was free reign for any meta to claim if they can kill Captain Britain.

During the civil war Alex would not only fight against the UK forces but other metahumans who had intentions of claiming the UK for themselves. While she was reluctant to fight against other metahumans she ultimately choose to fight and even kill what were rivals for her chance to claim the the title lord of the British Isles.

The war lasted for five years. In that time she discovered elements of the Fourth Reich attempting to find a secret vault the UK stored the magical relics they stole. She would follow them and after the nazis dealt with most of the security forces and systems she would kill them and claim the relics as some within belonged to her family. It was also during the latter years of the war that she discovered that her family was murdered sometime before the rebellion, with a few being turned into monstrous creatures now being used as living weapons . Each one being used for experiments that either killed them or they were executed once their use was done.

This realization made her fall into a deep depression but also made her enraged to the point that during the final years of the war her tactics became far more ruthless against her enemies. When the final battle was waged she would face against Captain Britain and during the fight she would get the traitor to confess on why he betrayed his kind during the fight, a request he followed through in an attempt to convince her to see reason.

In the end his attempts failed to sway Alex to his side as she can never forgive the government for the atrocities they committed against her kind and family, yet when she killed the former hero she found herself feel saddened that such a good man had to die for a rotten system. After the fall of Captain Britain she would hunt down the prime minister and most members of Parliament, killing most of them including the Prime Minister.

However her attempt to find the royal family failed as they and several loyalists fled the UK sometime after Captain Britain's death. Worse still they left by the use of magic. Yet Alex didn’t have time to think on the implications of the royal family either having a mage or having a family member being a mage as she needed to clear out the remaining threats to her rule.

A few months after she had defeat the last of her enemies she was awarded the right to rule the UK as she sees fit, an award she used to her full effect.

She would allow the metahumans and mages who fought besides her the titles of Manus, the Hands of her new Thaumatarchy of Albion. Each Manus would control a specific plot of land while Alex would create a council of powerful and wise mages who were skilled in both spellcraft and leadership called Magisters to lead the various spheres of influences of her new Thaumatarchy.

Despite the neo feudal nature of the new world order Alexandria was not one to just rely on presitages and familial connections, she understands the value of merit and hard work. Overtime the damages down by the civil war would begin to heal as cities like London were reconstructed as almost living cities of magic and magitech research and developed grew and thrived in the new state.

More surprisingly the laws she had on mundanes was infact fair as she still treated them as value citizens, allowing them access even to magitech to improve their lives and giving them a role in her new state. These acts of benevolence are done because she agreed with Captain Britain that if any other metahuman took over they would have most likely abused the more mundane population, something she wished to prevent. But besides moral consideration she also has a more ambitious one. She wish to turn her normal populations into metahumans.

This plan would either involved creating the same process that most world governments had or turning them into mages. This plan, known to most as The Awakening, is the driving motivation of the Thaumatarchy as many believe that mankind is on the verge of achieving greatness, they only need to transcend past the limitations nature made into them.

She markets herself as a specialist in disposing of dangerous animals, phenomena and people who cannot control their own powers. As superpowered animals and people whose abilities manifest uncontrollably are relatively common and often need to be urgently dealt with, she has no shortage of contracts to take on. She is an associate of the Abigail Institute.

Appearance: Reference image. Evelyn has dull orange hair and golden eyes. She keeps most of her hair tied up behind her head with a black ribbon and she has long bangs on either side of her face. Her height is 166cm and her weight is 55kg. She is physically unremarkable, with an athletic build and no outstanding aesthetic features. Voice reference. Her voice is lowish and subtle, generally lacking energy and maintaining a consistent, exhausted timbre.

Personality: Evelyn is left unfulfilled by her career and eschews work as often as she is able. However, due to the high demand for her services, she often finds herself swamped by tasks anyway. In spite of taking on a lot of contracts, she’s typically strapped for cash. She cruises through life, taking on more dangerous jobs every day and meeting more powerful people as her track record grows. She doesn’t really care, though. A job’s a job, and she doesn’t care how big of a splash she’s making so long as she gets to walk away with a paycheck. She spends most of her spare time fraternising, drinking and fostering skills. She often stays up for hours, playing the piano or violin in her apartment out of sheer boredom. She’s tired, unmotivated and closed off.
Abilities:
Evelyn’s defining ability is known as “Piggyback”. She is capable of instantaneously ‘entering’ any moving medium or object and reappearing from that object/medium later on. For example, she can “enter” a laser beam upon making physical contact with it, immediately reappearing at the laser beam’s end. She can do the same with thrown projectiles (appearing at the point of impact), soundwaves (including explosions) and electrical currents. If her reappearance would cause her to intersect with another object, she either displaces whatever she’s reappearing in (e.g. pushing aside a block of gelatin) or she simply manifests outside of the object. If she inhabits a physical medium (e.g. a moving projectile, as opposed to light or an electric current), a change in trajectory will cause severe nausea and vertigo when she emerges. Ergo, inhabiting an object which is expected to swerve (such as a person or a melee weapon) is rarely advisable. Evelyn’s ability only works if the vector which she is inhabiting is actually in motion. She cannot enter anything which doesn’t have a net velocity. Further, she can’t move against the direction of “flow”. For example, she can’t shine a red flashlight at a brighter red light bulb and expect to reappear next to the bulb, because there’s a net movement of red light away from the bulb. However, she could shine a blue flashlight at the red bulb and appear near the bulb, since the blue light is distinct from the red.

Evelyn can only inhabit a vector for a few seconds; she cannot stay inside a projectile indefinitely, nor can she inhabit a person and ‘hide’ inside them for hours on end. She also needs to make physical contact with the medium for her to be able to move through it. This means that if she wants to travel down an electrical wire, she needs to touch it. As such, interacting with some vectors can be hazardous for her. Also, if the vector is damaged or fragmented, she is forcibly ejected and suffers severe injuries. For example, if she were to inhabit a baseball, and if that baseball were to be bisected during flight, she’d be forced out of the ball and torn in half herself. Overuse of her ability leads to nausea, acute radiation poisoning and a progressive breakdown of her body as it undergoes several rounds of deconstruction and reconstruction, resulting in weak bones and burst capillaries. While inhabiting a vector, Evelyn has no mass or inertia. She effectively no longer exists. Her emergence from an object is instantaneous, as is her entrance into it. She needs to be aware of what she wants to enter before she can do so: if a bullet is fired at her, she can technically enter it and reappear from it unharmed, but this only works if she knows the bullet is coming beforehand and times her entrance perfectly. Common applications of her ability include using a laser pointer to relocate from place to place, firing a gun and following the trajectory of the bullet, and entering the shockwave from an explosion to avoid being struck by shrapnel and overpressure.

Biography:
Evelyn was born in London in 1997 to apparently mundane parents. Two years after being born, the metahumans’ takeover occurred. Her parents were killed and she was passed into the foster care system. The United Kingdom’s government was successful in resisting the metahuman takeover for a number of years, retaining control over much of England and some of its holdings in Scotland. During that period, all resources were strictly rationed and martial law was imposed. Evelyn’s upbringing was generally rough, and when she became aware of her powers she didn’t dare to use them, due to the government’s policy of eliminating metahumans before they could become an issue or conscripting them into the military. She repeatedly came into conflict with other children and her caretakers, breeding an instinctive vigilance and scrupulous demeanour.

Even after the fall of the British government in 2005, she remained impoverished and generally underprivileged. London had been shredded by the war and its citizens were barely scraping by. She ate rats and her best friend at the time was a dog which slept and dug for scraps by her side. It was eventually killed by a passing metahuman, a soldier. She witnessed the incident and retaliated by mauling the man with a shard of glass. His peers, of course, shot her in retaliation and she only barely managed to escape. Hours later, bleeding out in an alleyway, she was found by elements of a criminal group operating out of the area, taking advantage of the lack of regulations in the freshly conquered UK to traffick illegal goods and recruit members to serve in their actual heart of power, in North America. She was recruited as a runner, relaying messages and delivering packages. She earned a decent living. Eventually her superiors began tasking her with minor errands. Sorting out negotiations, organising dead-drops and the like. She became an expert in procuring and delivering goods. There were a lot of things which were in high demand. Food, water, individuals: she specialised in tracking down and delivering the latter. Sometimes she was asked to reunite loved ones with one another, other times she was told to simply kidnap them for some unknown purpose. She was decently skilful.

Her superiors eventually allowed her to take on personal commissions when the UK stabilised, since they didn’t have much work for her anymore. Her old network of criminal buddies more or less fell apart as the newly formed government of the Thaumatarchy of Albion cracked down on organised crime, and new syndicates formed to replace the fallen. Therefore, she gravitated toward work posed by legitimate sources. This ultimately led to her being employed by the government of Albion as an “Abigail”, an informal term for a person who eliminates superpowered animals, people who can’t control their own powers and various unintelligent phenomena which threaten the public’s safety. She was startlingly good at her job, and though she maintained that she was a freelancer, she was basically working for them full time, even being employed to supplement the police force by tracking down and apprehending metahuman criminals. She later became an affiliate of the Abigail Institute due to the proximity of their vocations and her ability to benefit from their support, given her lacking offensive capabilities. In the present day she still works as an Abigail, hunting down whales which make people vomit razors when it sings and killing on average seven uncontrollably superpowered babies every month. She keeps track of these things: it’s important information when she needs to file her taxes.

Appearance: Reference image. Honey-blonde hair, shoulder length, tied into a bun. A metal hairpin on the upper-right side of her face keeps her hair from covering her eyes. She is 159cm tall, weighs 49kg and has jade green eyes. She has a high, melodic voice with no discernible accent.

Personality: Rain is polite, reserved and on occasion affable, should the situation be of no particular import. She comes off as controlled and always being slightly less energetic than her surroundings, maintaining a degree of restraint. She has no outstanding wants; most of her actions are driven by simple curiosity, a general conviction that the world is worth experiencing. This is a consciously put-on personality. She is equally capable of being hostile, vindictive and intimidating. She has a severely inhibited fight-or-flight response and generally doesn’t react negatively to what would generally be considered unpleasant stimuli.
Abilities:
Rain has perfect telekinetic control over her entire body. She can break down and reform her bones, create and destroy nerve endings, force blood to take alternative routes through her blood vessels and create new muscle units. As long as everything which she creates is physiologically viable - that is to say, it has at minimum a satisfactory blood supply - it can function as any other organ or part of her body would. There are a few caveats to this ability. The first is that she cannot generate specific tissue types out of others; if she wants to create a bone, she has to extract the necessary material from other osseous pockets in her body. The second is that dead, nonviable or otherwise inactivated tissues cannot be affected by her ability. Thirdly, while she is capable of fully disembodying her organs without losing control of them, she loses sensation in them due to the nerves having been disconnected from her. Generally, Rain’s ability manifests as freeform flight, additional strength and greater speed. There are other applications as well; she can create simple tools using bone tissue, repair broken bones instantaneously, recirculate blood lost during combat, mend damaged blood vessels, and seal open wounds almost as soon as they appear. She can also forcibly eject shrapnel/projectiles from her flesh and telekinetically fortify her skin, making it substantially harder to pierce. Though, this makes her skin rigid and therefore immobilizes that part of her body.

Rain’s vulnerabilities lie in her lacking durability. While she has dramatically enhanced physical capabilities, she remains roughly as fragile as a normal person. And, though she can quickly heal her own injuries, she cannot reconstitute cauterised, chemically destroyed or utterly pulverized flesh. Furthermore, if her brain is destroyed, she will die as a normal person would. This is partially mitigated by her ability to reinforce her own bones but an intraorbital gunshot bypasses the protection afforded by her skull altogether. She is technically capable of migrating her brain throughout her body but there aren’t any especially good places to put it other than her head. Also, sufficiently traumatic wounds such as those created by high caliber bullets, densely packed explosive shrapnel or severe avulsions are difficult to mend in the middle of combat, as she has to manually debride the wound of denatured tissue. Rain can revitalise freshly deceased human cadavers (Within 10 minutes of a person’s death some of their organs remain alive albeit redundant) and extract tissues from their body. Any risk of organ rejection is negligible: she is a type AB+ blood recipient (universal receiver) and can intuitively modify the histocompatibility complex proteins of incoming tissue in order to ensure that their leukocytic antigens match her own. The exception to this rule relates to bone tissue, which she can extract from any mammalian corpse. Quantifying the force which she can produce with her ability is difficult. Though, in general, she can exert enough force with her hands to gouge concrete, snap rebar and tear a car door off of its hinges. When in flight, she can move at a constant 90-120km/h, capable of achieving bursts of greater velocity. When using her ability without the mechanical assistance of her musculature, her strength is significantly less than that. One of her bones can “grow” with enough force to lift a fridge, although her bodily reconfiguration is slow enough that she can’t spear someone by simply expanding her skeletal system in their direction.

Biography:
Rain was born in Portsmouth in 1999, around the same time as the metahuman revolution. She was the child of two significant metahumans. Her father was a biologist who was capable of seamlessly combining two or more organisms, allowing him to create chimeras which were the subjects of research into how they could be weaponized. Her mother was a hemokinetic who worked as a rescue operative, ‘pinging’ rubble for signs of blood and life. Her mother died shortly after Rain’s birth, succumbing to a chemical attack brought about by a mundane resistance group while attempting to extract survivors from a collapsed subway tunnel. Her father was killed shortly thereafter during an industrial accident. Being only six years old at the time, Rain was funnelled into the foster care system. She actually knew Retherford around this time, being housed within the same orphanage. Conditions were poor, although after just a few years, associates of Rain’s parents got in contact with her caretakers and offered to relocate her into a more affluent academy, one formerly dedicated to the training of “heroes'' by the government, which was really just a place where they turned superpowered children into ultra loyal government operatives. After the fall of the United Kingdom’s government however, it had become more of a regular academic institution. She was given a privileged education, being taught anatomy and surgical medicine at an early age in order to prevent her from injuring herself while experimenting with her powers.

When Rain turned sixteen, Retherford had already become an Abigail. Labour laws were relatively lax at the time in regards to metahumans; there wasn’t really a lower limit for how old someone had to be in order to engage in a potentially hazardous occupation which required the utilisation of supernatural abilities. Rain actually got in contact with Retherford first, recalling her from their time spent together in the foster care system and having been reminded of her existence by news reports involving incidents which Retherford was instrumental in containing. Rain had no other real connections, as many of her parents’ associates had either lost interest in her or died, while all the people she knew from school were distant from her due to her relatively reclusive and unambitious personality, contrasting heavily with their bombastic attitudes. Further, they were biased against her for having come from what they considered to be an impoverished background, and for being an orphan who lived at the school rather than in her own home. Retherford was actually one of only a number of people whom she asked to live with while she figured out what she was going to do after graduating from the academy. At the time, one was expected to follow in the vocational footsteps of their parents or to become a hero/law enforcer; she couldn’t do the former and didn’t want to do the latter.

Retherford wrote back and agreed to let Rain live in her apartment, motivated somewhat by her memories of Rain but mostly by the fact that she simply would’ve felt awkward turning Rain down. Besides, she was out most of the time to work, so she didn’t make much use of her living space anyway. Rain moved in, got a part time job, got involved in Retherford’s deal and eventually the two just silently and unofficially agreed that Rain was kind of Retherford’s employee now. Rain now helps to negotiate with clients, does busiwork and occasionally accompanies Retherford out in the field. In the course of doing the latter, she’s picked up some minor experience in fighting. Their relationship isn’t on paper and neither one of them would actually say that the other person is their colleague or friend, but they’re dependent enough upon one another that they might as well be both of those things. Rain mostly acts as a liaison between Retherford and the Abigail Institute, doing paperwork, acquisitions and that sort of thing.

How common are metahumans in this setting?



Applications; they're based on some OCs I created for a different RP, and their powers are inspired by some fanfiction I've been reading recently. :p

Family name: House Rosengard

Dynastic Head: Rikissa Rosengard, First Speaker for the Nordic Commonwealth

Other Members: Raynor Rosengard, Chief Director of the Nordic Office of Paranormal Affairs. Colin Rosengard, High Commissioner for the Nordic Institute of the Sciences. Both brothers of Rikissa's.

Territorial Claim: The core Nordic countries of Denmark (+ the Faroe Isles), Sweden, Norway, Finland, and Iceland, in addition, the regions of West Karelia, the Salla Region, and the German half of South Jutland. The Commonwealth also considers Greenland to fall under the jurisdiction of the First Speaker, but exercises no practical control over this region.

Political Philosophy: The leaders of the Commonwealth are bound in a common faith in human progress. Progress towards what, exactly, is not entirely clear, but the Commonwealth takes technology, especially as it relates to transhumanism, extremely seriously.

Brief History: As a neutral power in the Cold War, the Swedish government was always concerned with the demands of an independent defensive policy against the rising belligerence of the two rival superpowers. Consequently, it invested significant efforts into civil defence (which was largely neglected into oblivion after the Soviet dissolution in 1991), a nuclear weapons programme (quietly abandoned in the 1970s), and, most relevantly for the story of the Rosengards, a metahuman program with two successes: a Kalla Rosengard and Sophia Strand, who married to produce three children Rikissa, Raynor, and Colin. The couple quickly consolidated their control over Northern European affairs by co-opting the existing administrations of Sweden and Finland in the chaotic aftermath of the New Year's Revolution, emerging as a major power player in the new world order. This was recognised in the formal recognition of House Rosengard, with Kalla as its founding head, as one of the ruling families of Western Europe in August 2000. A fervent believer in metahuman superiority, Kalla and Sophia were both ambushed during the disastrous 2009 Battle of Cairns, killing Sophia, leaving Kalla in a permanent coma, and thus leaving the reins over the Nordic Commonwealth to young Rikissa. The ascension of a mere child to the First Speaker's Office having created considerable internal tensions, Rikissa has pursued a far more isolationist policy compared to her father, gradually drawing down the Commonwealth's involvement in the Australian war to a mere token force while purging the Nordic Office of Paranormal Affairs of anti-Rosengard metahumans. By 2021, as a so-called 'midnight state' on the crown of Europe, very little is known about the internal affairs of the Nordic Commonwealth that the Rosengards do not want being known...

Name: Rikissa Rosengard

Alias: 'The Cameraman'

Alignment: Nominally, the Dynastic Houses; in recent years, however, House Rosengard has pursued an increasingly isolationist policy.

Age: 24 years of age; born 28th January 1996.

Appearance: Green-eyed and red of hair, Rikissa reflects the Scottish heritage of the genes used to create her mother. She is somewhat on the short side by Nordic norms and has a petite, mousy sort of physique, albeit one honed through years of regular but light exercise. Because of her tendency to rush to her workshop whenever a new spark of inspiration strikes her, she has largely given up on wearing anything other than her engineering clothes, which include a sturdy and long-sleeved leather shirt, blue jeans, and steel-toed sneakers.

Additional Physical Features: A red scar mars Rikissa's right cheek from the edge of her lips to her ears, the mark of a failed assassination attempt in her youth.

Personality: Often distant, formal, and callous, Rikissa has difficulties expressing her emotions although this does not mean that she does not have them. She is very much the harsh but fair matriarch of the Rosengard clan, having raised and protected her younger brothers when she was not so old herself in the aftermath of her parents' ambush.

Abilities: Rikissa is a trance-tinker, often spending hours putting scrap materials together in her workshop in a sleep-walking daze and creating artifacts of advanced technology that she herself does not understand or remember building. While she is thus able to create armaments, industrial equipment, and other such knickknacks superior to anything else the information era has to offer, her inability to mass-produce her creations or figure out the scientific principles behind their functionality prevented Rikissa from starting a technological revolution that she had initially hoped for.

Biography: Although born before the New Year's Revolution, Rikissa was too young to remember much of the old word and her first memories are those of struggle and violence in the post-Revolution chaos that established the new world order. Developing into a paradox of a person capable of great love and care but not very much empathy, Rikissa spent most of her childhood isolated from her peers both by her personality and by the political necessities of her status, bouncing between private tutors and 'babysitters' drawn from civil service bureaucrats.

Suddenly thrust into the public spotlight and high politics following the incapacitation of her father when she was just thirteen years old, her social and political skills were forged in fire dodging assassination attempts, ambitious subordinates, and political plots. She would spend the next few years ruthlessly suppressing challengers to her throne, growing ever more paranoid of rivals and foreigners alike in the process. By the 2016 All-Commonwealth Parliament, which was forced to leave 19 of its 87 seats empty due to Rikissa's repeated purges of its membership, her little 'midnight state' was complete: Rikissa's power absolute within her little fiefdom and foreign influence in her realm thoroughly purged. Now, twenty-one years after the Revolution, another new year dawns, and it brings with it Rikissa's weary and suspicious eyes peering at her fellow nobles across her borders...

Name: Raynor Rosengard

Appearance: Oddly, considering that he has a precognitive power that does nothing at all to enhance his physical strength or resilience, Raynor is practically the ideal image of a dashing young sportsman. With blond hair cut at the shoulders and eyes of sapphire blue, he resembles his father more than he does his mother. The solid muscles that sit on his large frame are testaments to his longstanding obsession with keeping himself in peak physical condition.

Additional Physical Features: None notable.

Personality: Cheery, energetic, and rowdy, Raynor was a tiresome child to raise and a demanding coworker to be around. He has a tendency to act before he thinks that is only barely reined in by his older sister's advice and tends to hold an optimistic outlook on life. Devoted to his family and loyal to his friends, the rage he directs and those who offend him complements Rikissa's quiet condescension and Colin's sadistic hatred well.

Abilities: Raynor is a limited precognitive, able to predict when and where interesting events will occur. While he is unable to divine the exact nature of the future events that he senses, he is able to feel certain aspects of such future events, such as how significant they will be, whether they will be positive or negative, whether they will be civil, military, or natural in provenance, et cetera, with proximity to the event in both space and time improving the accuracy of such feelings. Raynor's ability has successfully pulled Nordic troops several sticky situations during his service in Australia in 2017-2019.

Biography: Born into the relative stability of the Nordic Commonwealth in the new order, Raynor's childhood was not marred by the demands of politics as much as Rikissa's was. Raynor enjoyed a relatively normal childhood socialising with other upper-class metahuman children his age. Against the advice of his older sister, Raynor decided to proceed to a private secondary school in 2013 instead of continuing with tutoring, where he developed into a more fervent supporter of the new world order of dynastic houses than either of his siblings.

After reaching sixteen years of age, Raynor volunteered for service in Australia as part of the Joint Scandinavian Paranormal Corps, where his aggressive personality served him well. Between his battlefield performance and the obvious utility of his superpower in commanding non-metahuman troops, Raynor quickly rose to the ranks and was honourably discharged in 2019 as a decorated veteran. The harsh experiences of the hellish Australian battlefields tempered his recklessness, but he came back more extroverted and outgoing than ever before. Despite Rikissa's repeated attempts to pigeonhole him into a Civil Service leadership role, Raynor remains happier on the field than sitting behind a desk.

Alias: 'The Journalist'

Alignment: Nominally, the Dynastic Houses; but in truth his loyalty is primarily to him and his.

Age: 16 years of age; born 12th February 2004.

Appearance: With hair only slightly darker than his sister's red and eyes of emerald green, it is easy to see Colin's family resemblance to Rikissa and rather less easy to see the resemblance to Raynor. Having focused heavily on learning the esoteric and the technical in order to best take advantage of his superpower at the cost of more physical pursuits, Colin presents a slender appearance not at all helped by being somewhat taller than the Nordic norm for his age.

Additional Physical Features: Colin is the only member of the Rosengard to family to wear glasses: not because there is anything wrong with his eyes, but because it helps him, in his own words, "look cute".

Personality: Colin is his brother's antithesis in personality as well as appearance. An unassuming, quiet sort of person at first glance, his first impressions hide long years of being overshadowed by his older siblings that created a desire to make something of himself as well as his burning hatred and resentment against the world that have gifted him with second-rate talents. Beware the foreign captive that falls into Colin's hands, for he will not only make a mockery of your humanity through vile experimentation in the name of Science, he will personally enjoy every second of your pain.

Abilities: Colin is a technical psychic. He is able to learn information by touching the storage medium on which it is recorded; this is an extremely versatile power, ranging from touching a computer to access files in its hard drive to touching someone's head to collect their memories, but the requirement that he physically touch the storage medium makes the ability impractical for battlefield use. His power, furthermore, only gives him the stored information and not the context needed to understand it, which means that encryption, foreign languages, and unconventional file types often cause him problems, nor does it help him sort through the enormous quantities of information stored in brains and hard drives.

Biography: Spending most of his childhood in the aftermath of the 2009 Battle of Cairns, Colin's early childhood was more marred by deprivation and neglect than either of his siblings. He received a rather spotty education through an ever-unstable roster of private tutors and instead delved into the library and the internet to teach himself about whatever he found his interests and his passions drifting to. His tutors' records from this time period describe a quiet recluse of a bookworm, seeking solace from the chaos of the succession crisis in his books.

After he manifested his superpowers, Rikissa began to draw on his ability for the interrogation of her rivals and captured spies, giving him the kind of human attention that he has never really enjoyed before. Addicted to the taste of power and of finally being more than the quiet child in the corner, after the Commonwealth stabilised after the succession crisis and the stream of rivals that needed interrogating slowly trickled to a stop Colin would proceed into the Institute of the Sciences to continue practicing his arts in conjunction with more traditional interrogation techniques.

Yeah, but there's a big difference between "one in ten" and "one in ten thousand". :p Not to mention, since metahumans have been artificially created, the density might also be different between world regions, with wealthier regions having much more.

The OP mentions lesser houses and that this is a neo-feudal scenario, which means that the 11 Greater Houses wouldn't maintain centralised control over their respective realms and would instead have vassals ruling over parts of their territories. My application is for one such vassal house.

Between you sitting over in Britain and us sitting over in Northern Europe, whoever takes control of the Western European Great House is probably going to have quite the headache dealing with autonomous-minded vassals. ehehehehe

Oh yes. I think our realms would get along if the isolationist policy wasn't in the way. Though now that I can make a lesser house that now gives me a chance to make that app. Also I'm sure the next generation would be naturally made now that the first gen is around. Which means that in the far future metahumanity would be the new humanity.

Is it okay to form artificial states within the regions? Like combining Belgium, Netherlands and Luxembourg to form Benelux?

That can be your fief but you are still a subject to the Great House that your territory falls under.

Gonna make the app for my dynasty which would explain what is going on my guys. I was told I can be more detailed since the system I made has no real world counterpart.
