During German reunification, the East German delegation managed to extract greater concessions from West Germany, which led to much of East Germany's welfare network remaining intact. Meanwhile, the Deutsche Mark was not introduced at a one-to-one ratio with the Mark der DDR, which helped make the former East Germany much more economically competitive. Another decision made during reunification where plants to complete the Stendal nuclear power plant, and build an identical nuclear power plant in Dahlen using Soviet-made VVER-1000 reactors. This was combined with massive infrastructure packages to help rebuild and modernize East Germany. Tax hikes followed to pay for this spending spree.
The economic boom Germany experienced throughout the 1990s due to reunification was fairly one-sided with mos of the benefits being felt in what that been up until recently West Germany. Meanwhile, East Germany saw a rationalization of industry and a spike in unemployment that was mitigated only by government incentives for German companies to invest more heavily in eastern Germany. Despite this, Germany would see moderately strong economic growth despite dozens of economic crises rocking the world in the 1990s. Politically, Germany remained similar to IRL with no actual changes with Kohl still stepping down in 1998 and being succeeded by Gerhard Schröder in the same year.
In the late 1990s and early 2000s, unlike IRL, there isn't a phase-out of nuclear power, with instead a focus being placed on the shutdown of the most polluting coal power plants and their replacement or conversion to natural gas. Like, IRL, Schröder stepped down in 2005 and was replaced by Angela Merkel. German history during this time period is pretty similar to IRL with the primary differences being no phase-out of nuclear power, a more aggressive pro-electric car policy, and an even more open immigration policy to help shore up Germany's aiding population. Politically, Merkel (unlike IRL) is running for a final term in 2021 with her plan being to step down in 2025.
