Daniel Silva sat behind his desk, "You know we will have to choose a side. Del Rio marches south with 8 thousand men while the other Oligarchs scramble to assemble their forces. Only thing Adam achieves is kicking the hornet's nest." Daniel nodded and held up a stack of communications, "HIs official replies to the other countries who want to connect us," He dropped them on his desk one by one. "Each shows his crushing of the Oligarchs as his attempt to restore democracy to the outside world. Forever ending this chapter for Gran Colombia." The mystery person smiled and laughed, "Richard Payne and Amanda Silva will never have their system torn down." Daniel nodded and held up other communications from New Stanford. The mysterious person smiled, "So who do we side with?" Daniel pointed to the letters in his hand, "We maintain the Oligarchs naturally. If Del Rio succeeds, we then send these he asked for and make it appear his government succeeded." Daniel smiled, "We appear to be on the victors side either way."

We understand your fear of the Russian-Gran Colombian alliance. The Russians history with the German people isn't that great. The economic alliance we have with the Russian government is one to ensure prosperity for both the peoples of either state. In no form is the Russian-Gran Colombian alliance a military alliance as yet agreed by the Oligarchs of Gran Colombia. The old government of Venezeula and Colombia may have had previous ties with the Russian government, but those affiliations were terminated by the Gran Colombian government. As for the drug empire once operated out of Colombia and Venezuela, those enterprises have ceased and are being reigned in by the Gran Colombian guard lead by the Orenski and Tchakovas families of Gran Colombia. They are a shell of what once power those criminal elements had. Lastly, for the Oligarchs, it hard to say we do not agree with the Oligarchs current regime. Gran Colombia has never prospered as highly as it does now. Basic human rights to electric, clean water for cooking and drinking, wifi to connect to the outside world, free public transportation, all provided by the power and the unity that the Oligarchs bring to Gran Colombia. Starting in the four regional capitals, along with the Gran Colombian capital of New Stanford, all five cities have the basic rights to civil services previously mentioned, not just to the rich and powerful, but to the poorest citizens of those respected cities. Healthcare is our next goal as a basic right. Being a poorer country, we are working tiresly to build ourselves up to the heights of a first world country.

We request an ambassoder be sent to Berlin to serve as our envoy in helping to build a lasting relationship with the Federal Republic of Germany and the Southern Allignment of Gran Colombia. To begin discussions as to trade and possible for a changing of alliances of whom Gran Colombia looks to. Russia has been an economic ally, but who is to say that Germany couldn't be a better friend to a South American neighbor?

Soldiers in Black Uniform fatigues crouched by the road side. The Del Rio banner, a golden star over a flame, on a blue field, was scattered around the soldiers. The lead afv had two small flags on its front. Adam Del Rio sat in the second the lead jeep with his own Maj. General. "Sir, I think it unwise to rest so openly on the road. Richard Payne knows we are coming. He will surely move against us." Del Rio shook his head, "Richard only has a thousand men at best in New Stanford. The other Oligarchs maybe another thousand combined. Their own forces are gathered in the districts they control. They are probably are running for cover." Two scouts came running back. Del Rio turned and saw them and stood in the rear of the jeep, "Whats got them so hard and up?" The General shouted to report. One of the scouts fell over while the other learned against the jeep, "Paynes Red Guards are marching up the road. A company size force. Mechanized. AFVS and jeeps and trucks. The Guard of New Stanford!" Del Rio look amused, "Payne sent 200 men to stop three thousand?" The General looked more serious than Del Rio. "Radar?" A tech beside him asked something on the radio and waited for a reply which squawked a reply. The tech shook his head. A buzzing sound grew louder then a louder humming. A burst of information shouted from the radio. The tech looked at the General, "Satelite feed went down. We are blind." The humming grew louder till it became clear. Helicopter blades.

Over the tree canopy burst three UH-60 Blackhawks from the Gran Colombian army. Out of the doors leaned gunners. The General shouted orders and radio calls were shouting out. Machine guns on trucks turned up at the helicopters who began to unleash hell on the Imperial Guard. The Vickers clan signal on the side of the choppers let them know who was their to fight. Del Rio looked to his jeep driver who had slumped over. He pushed the man out of the seat and slid into the seat. He turned to shout at his General but only saw the man get cut down by the machine guns from the choppers. He turned around in his seat again and pressed the gas. Leaving behind the crying and dying sounds of war. He drove for a couple minutes before slamming to a hault. Before him stood Captain Fairchild. Eight Red Guard soldiers stood behind him rifles raised. Del Rio looked back to see the gap closed by a Red Guards jeep and more soldiers. More soldiers stepped out of the bush. Del Rio raised his hands, "I am Adam Del Rio, Protectorat of Gran Colombia. I demand to see the Oligarch Payne!" Fairchild smiled and stepped aside. Richard Payne strode forward in full Red Guard uniform. His impressive height towered over Del Rio, "Welcome back to New Stanford, arrest him." He strode to his truck and grabbed the handle on the side, "You belong to me now." The sound of helicopters and machine guns continued. Red Guards soldiers loaded up on trucks while others began marching forward and killing the Imperial Guard wounded. "I surrender my men Payne!" Del Rio shouted. Richard Payne nodded, "Then they can die knowing their Oligarch is a coward."

A few days have passed since the Emperor sent the letter to the Protectorat Adam Del Rio of Gran Colombia via the Russian embassy in Brasilia.

Minister Storck: Majesty, don't worry they will respond.

Emperor Luiz I: I know we have to be patient.

The minister was going to keep talking when all of a sudden.

The palace phone starts ringing.

It's the Russian ambassador calling to say that the letter from the government of Gran Colombia had arrived and that a Russian diplomat would be arriving in 15 seconds to deliver it in person.

After 15 seconds the Russian diplomat had arrived with the letter, the emperor and the prime minister thanked him and the diplomat left

they opened the letter and read it.

Immediately the emperor called the minister of foreign affairs. Minister Fernanda Aranha Hapner, grand-niece of former foreign minister and president of the UN in 1947 Oswaldo Aranha. Asking her to respond to this letter immediately and so it was done.

Well, Bagachyov pondered, it actually worked. He doubted the Germans would care about their tiny statelet, but the money was coming, and food production was beginning to speed up, though of course it would take time to have any meaningful effect. In addition, the Directory needed to get the year's budget sorted out. Another meeting was convened. "Alright everyone" the Conservative leader began. "We got the budget in order last year, so lets try to do it again this year and not fail like in 1996. Now-" He was interrupted by the air force minister. "Alright, just in case something bad happens in Germany that stops the inflow of money, we need a new budget. For the first budget, I propose we budget 30% towards-" He was interrupted by Zhirinovsky. "40% towards military, 25% towards education, 20% towards infrastructure, 10% towards our salary, and 5% to healthcare along with everything else, for a total budget of 185 Billion rubles if we don't earn the expected money from Germany, and 192.5 Billion rubles if we do."

This was met with hostility from everyone else. Bagachyov derided him for spending to much to education, Rybakov insulted him for neglecting healthcare, which was also repeated by Dugin, and Bakov derided him for making this on the fly and attempting to use percent which were multiples of 5. Everyone voted against his proposal, and began formulating an actual budget. However, problems swiftly emerged over the military budget.

Gerasimov argued the military, with all three branches, was needed to defend the nation. Rybakov explained that focusing on the military was a horrible idea given their country was still having financial problems. However, Dugin stepped in, and began mediating a proposal. Eventually, Budget A and Budget B, were created, with Budget A being used first. Budget A involved 27.4% of the economy, or 211.08 billion rubles or so. Of the budget, 46.01 billion rubles would be spent on defense, 43.03 Billion on healthcare and other government benefits, 37.02 Billion on infrastructure, 32.01 Billion on education, 27.01 billion for administration, 11 billion for interest payments, and the other 15 billion saved up, with 10 billion possibly going into budget b if implemented. Budget B involved 259.25 Billion rubles plus another ten billion from budget A, the 259.25 billion representing 35% of the GDP, with 34% of the budget going to healthcare, 23% to infrastructure, 20% to military, 13% to education, and 10% to administration. The budgets were sent to the legislature and Budget A was approved hours later.

With the budgets done, Rybakov and Bogachyov walked off. They called each other later however, and decided to meet in a park. Bogachyov began. "Did you realize that Dugin seems to decide a lot of things nowadays? He always helped begin the vote and preparation for eveyr major decision we have made." Rybakov realized that was true. "Well, yes. And?"

"And" Bogachyov said. "It threatens to cause all of Kalinia to see him as it's savior. He agreed to trade with the Germans and helped set the budget. We need to form a coalition, and vote together on everything, so that he and the other radicals are repressed, and their evil ideologies stay away from our people." Rybakov smiled. "Well, alright then, friend."
