I'm not surprised. Hippos, particularly adult males, are known for their argumentativeness. It's thought that they kill more people directly (rather than by transmitting diseases) than any other animal in Africa.

I'm not sure if I can support the proposed resolution in its present state. An hippopotamus is larger than a teapot, but it isn't quite as large as Neptune. The assertion that hippopotami are 'really very large' is ambiguous without a frame of reference by which one evaluates the size of the animal.

The follow-up resolution (from The Orion Nebula) was "Hippos Are Really Quite Large", which was actually about raising endangered species awareness by creating Hippo Awareness Day. That one was legal (I think I actually voted for it) but failed by the margin NewTexas indicated.

I think it might be worthwhile to pursue a plagiarism request, given that "Hippos are really quite large" is a meme at this point. I would imagine it is genericised to the degree necessary that it would no longer be a problem. Imagine someone said "I invented the word 'feeder'! Anyone who uses it in their proposal is a plagiarist!".

The next draft, the fourth one, will give some [very approximate] numbers for upper limits -- at least by Earth-RL standards -- on their length & weight [in the wild].

I had actually TGed Architeuthis before reading this post, to ask whether -- because of their unknowing role in inspiring this project -- they would be interested in taking a look here, but of course I don't know how frequently they log in (or, indeed, whether their nation is now being kept in being only via an Auto-Login script so that they wouldn't even notice my TG...) so I won't hold my breath waiting for them to appear.

Description: PREAMBLE: The intent of the UN rules governing proposals is to insure that substantial issues are discussed. It is entirely just and proper that this should be so. Similarly, the intent of the Freedom of Humor Act, which recently passed the UN by an almost 4 to 1 margin, is to allow these issues to be discussed in an entertaining and amusing way. Also this could be best accomplished by encouraging people to visit the zoo to see Hippos in the flesh so they can understand just how big Hippos are. This would prevent hurt Hippo feelings when people, unfamiliar with the size of Hippos, say "Wow, Hippos are big!" as opposed to having a comfortable idea about the relative size of Hippos, which would cause them to say "Now, THAT is a big Hippo!" only in the presence of an overtly large representative of the species.

AND LET IT BE STILL FURTHER RESOLVED that the member nations of the UN are encouraged to broadcast a national telethon on Hippo Awareness Day to raise money for the establishment of national parks and wildlife sanctuaries.

A resolution to increase the quality of the world's environment, at the expense of industry.

Description: PREAMBLE: The intent of the UN rules governing proposals is to insure that substantial issues are discussed. It is entirely just and proper that this should be so. Similarly, the intent of the Freedom of Humor Act, which recently passed the UN by an almost 4 to 1 margin, is to allow these issues to be discussed in an entertaining and amusing way. HIPPO AWARENESS DAY

WHEREAS, although Hippos are indeed quite large there exists some controversy as to whether they are the second or third largest land animal;

AND WHEREAS the Hippos are known to be distressed by the terrible way that mankind has treated the environment of the Earth;

AND WHEREAS Hippos are not only an endangered species but young Hippos are often mocked in junior high school for their ridiculous looking windbreakers, their large glasses and their round sneakers that resemble above-ground pools,

LET IT BE RESOLVED THAT each member nation of the United Nations declare the first Thursday following the Winter Solstice to be "Hippo Awareness Day".

AND LET IT BE FURTHER RESOLVED that each member nation shall create programs that, on this day, educate its populace to the plight of all endangered species, but mostly Hippos. These programs should also raise the environmental awareness of the citizenry and encourage conservation.

AND LET IT BE EVEN FURTHER RESOLVED that these programs should contain the information that HIPPOS ARE BIG to help them regain their rightful place as the Earth's second largest land animal. Also this could be best accomplished by encouraging people to visit the zoo to see Hippos in the flesh so they can understand just how big Hippos are. This would prevent hurt Hippo feelings when people, unfamiliar with the size of Hippos, say "Wow, Hippos are big!" as opposed to having a comfortable idea about the relative size of Hippos, which would cause them to say "Now, THAT is a big Hippo!" only in the presence of an overtly large representative of the species.

I actually prefer your draft #1 for this — as a joke, it excels in being short and sweet. The current version feels too bloated — it goes on a big too long in my opinion, considering that the punchline is based in randomness (rather than some elaborate situational pun in need of exposition).
