RMB is ruled legal in the "Expanded details" section of rule 2a:

Terms included within NationStates the game - eg. passwords, World Factbook Entries, founders, eject, Regional Message Board, 'black helicopters transporting nations between regions' - legal. However that does not apply to "OOC" pages or parts of pages, such as the News page, FAQs and Getting Help page.

Defining for the purpose of this resolution, spamming as an act of flooding a region's message board with the intent of sending mass misguided or harmful messages with the intention of draw attention to oneself or cause.

Acknowledging that spamming is condemned unilaterally by all regions' leadership and governance structures.

Recognizing that all regions have diverse communities and noting that some spammers usually engage in hateful conversations that target such communities in real life.
