He did his job for ages, watching over time and recording the events of history, until the fall of the Greek Hellenic empire. He like so many of his brethren lost a great number of their primary worshipping base and thus his powers waned like so many others. While some of his fellow gods dreamed of taking back their empire and thus their grand powers, Chronos saw an opportunity. While also feeling the loss of his former might, he was worshipped but never as actively as an Olympian like Zeus or Apollo...he and his fellow primordians usually served as more abstract personifications, so Chronos was used to not having throngs and throngs of worshippers. He too wished to find a way to get his full potential back, but was content to plan and plot and wait as long as it took instead of coming out sword in hand. He took his wife and they would spend their ages among the world, making connections within the supernatural community and "going with the flow of time" as it were. Now it's said they live in New York City, in the shell of a grand clock-tower that they made livable with frequent visits from their daughters, watching over the ages of the world. To him, it's a welcome vacation until an opportunity opens up.
Equipment: A pocket-watch which serves as the conduit for his powers, takes the form of a modern wristwatch for when he needs to blend in more with the humans.
Powers: Since his worshippers have much diminished, so have his powers and he can't really do the magnificent godly feats he once was able to. However, he does have some divine juice left in him and is still quite formidable. As the one with dominion over time, Chronos has the power to freeze time for a short moment and can pause, rewind and fast-forward time for up to five minutes...any longer than that can have serious consequences for both the god and Time's delicate weave. He can also evade attacks by opening portals to push himself forward or backwards in time by up to one minute. He can see the flow of time and as such, can see certain events in the past, present or future...however since the future is not set in stone, he only sees one possible outcome that may or may not occur.
Pic/Description (Mortal Form): In his mortal form, Chronos appears as an unassuming if somewhat eccentric clean-shaven man of African-American descent. He's athletic in build and short, standing at about 5'5 at his highest. He's often dressed in clothing of a Victorian or Regency style, but if he needs to blend in he'll often be seen in a button-up and tie. His ties, bow-ties and scarves are often adorned with patterns of clocks, and he's never seen without his pocket watch. He has deep russet-brown skin, black eyes and dark brown hair in a short afro, threaded through with gray. He also wears gold-rimmed glasses.
Pic/Description (God Form):: In his god form, Chronos' hair turns white and his skin turns blue, his eyes appearing as glowing miniature clocks with hourglass shaped pupils...besides that, he looks very much the same.
Personality: Chronos is a patient and somewhat reclusive god, never been one to hurry and tends to keep to himself outside of his circle of friends. He prefers to bide his time (lol) rather than just jumping straight in. He's quiet and genial and makes for a pleasant conversationalist, and is a faithful husband to Ananke and doting father to his three daughters, the Fates. He's almost unnervingly hard to rattle, except he does have that one berserk button besides his kids...DON'T call him Kronus, the two of them tend to get mixed up and Chronos is tired of it. "No, I'm NOT that psychopath who ate his children. Thank you, next!" This stoic personality makes it seem like he's devoid of emotion at times, but he just tends to keep his emotions and thoughts to himself.
Skills: Besides his magic, Chronos is skilled in poetry and information gathering, and he has some skills with modern-day firearms as well. He's a chess player and master of the long game, adept at making drawn-out, sometimes decades long gambits just knowing he usually will succeed at the end.

Funny you should mention that. I am currently working on the story of the Elves. As for your second question, yes.

This ability has allowed some of the more enterprising city dwelling Elves to make a living as Private Investigators, as there are spells that can harm or kill someone without leaving any physical damage.
