[DRAFT 1] Climatological Freedoms of Speech

Postby The Great Nation of Sawgrassia » Thu Jun 03, 2021 2:52 pm

Please be nice. This is my first try. Lol
CIVIL RIGHTS - SIGNIFICANT

Most August Nation-State Members of The World Assembly:

Acknowledging that climatology is a field of study which provides critical insight about the past, present, and future conditions of the climate and that an understanding of climatology is essential to the security and well-being of all nation-states

Recognizing that the environmental actions and affairs of nation-states and businesses could have vast, wide-reaching, and potentially catastrophic consequences resulting from changes to the climate and its many delicate systems

Recognizing that some nation-states may attempt to hide, block, or censor certain climatological information from its citizens or other nation-states for any number of reasons

Affirming that any such censorship of verifiably factual and true information is an infringement on scientists’ freedoms of speech

It Shall Henceforth and Hereunto Be Know That, Upon Passage, This Resolution:

Hereby Prohibits:

    A) Any nation-state member of the World Assembly from censoring, blocking, or withholding any verifiably factual and true data, findings, or terminology relating to the communication and understanding of climatological sciences

Clarifying that this resolution does not compel nation-states, nor the World Assembly, to confirm or deny the existence of any climatological changes; only to prohibit any/all censorship in communicating verifiably factual and true climatological information

Clarifying that this resolution does not prohibit nation-states, nor the World Assembly, from censoring, blocking or withholding any verifiably biased, methodologically invalid, or scientifically incorrect climatological information. Such decision remains within each individual nation’s jurisdiction

We would support this resolution if it also extended to climate change denialism. After all, they deserve a right to express their views and ideas too, don’t you think? Don’t want this resolution to be too one-sided eh?

Hello! I’m a GAer and NS Roleplayer from the United Kingdom.
My pronouns are he/him.
Any posts that I make as GenSec will be clearly marked as such and OOC. Conversely, my IC ambassador in the General Assembly is Ambassador Fortier. I’m always happy to discuss ideas about proposals, particularly if grammar or wording are in issue. I am also Executive Deputy Minister for the WA Ministry of TNP.
Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. Read the factbook here for more information; perhaps, I will eventually finish it.

Why, thanks- I still have sometimes trouble understanding English text subtle meaning. Neither the less, I suppose that you should also include a clause that prohibits distribution of state security secrets concerning climatology. Things like climatological weapons, etc...

OOC: given that climatological weapons are not illegal under WA law of course.

I think that’s a bit beyond the scope of this proposal, but it’s definitely worth considering.

OOC: Climatological weapons I don’t think are really possible. I’m a meteorology major and I’ve taken a lot of environmental science and climate classes. Climate refers to the meteorological conditions over a long period of time, so a climate weapon wouldn’t really help in any way since the effects wouldn’t be felt for some time.

OOC: I know, but it’s still not very practical as a weapon. If someone were to hypothetically use a climatological weapon, much of the effects wouldn’t be felt for several decades. So it’s really practicality. If you had a machine that controlled the weather or events like hurricanes or tornadoes, that would be a much different story.

OOC: Look, NS certainly has a lot of nations that use scorched earth tactics (and I’m honestly surprised why the WA didn’t outlaw them already), Laka Strolistandiler being a good example. While such weapons are not yet implemented, IC we are working on that and, most likely, will use them when (and if) the war will break out.

"We support this proposal. In order to develop and to be trusted, science must allow for the genuine exchange of ideas, or else the same ideas will go continuously reinforced without thought or debate. It is said that science is self-correcting, in the sense that it identifies and corrects its own prejudices, shortcomings, and failures. Let it continue to do so."

(OOC: This has been submitted after less than an hour of drafting. GA drafting normally takes weeks or months to complete, so that all the players that dwell here can give relevant feedback. In just an hour, there’s not time for players in different time zones or who are simply busy to provide their feedback, which could be vital. I encourage you to withdraw to allow for a more in-depth drafting period.

EDIT: Apparently, this has just been withdrawn.)

The Confrederated Clans (and other Confrederated Bodys) of the Free Bears of Bears Armed
(includes The Ursine NorthLands) Demonym = Bear[s]; adjective = ‘Urrsish’.
Population = just under 20 million. Economy = only Thriving. Average Life expectancy = c.60 years. If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.

This proposal specifically relates to the censorship or blocking of climatological data and information. I believe that this is sufficiently distinct enough of a topic to warrant its own legislation. Additionally, GAR#436 does not mention censorship of scientific material nor guarantee these rights to scientists or scientific discoveries and does not explicitly prevent governments from censoring such information.

Author, put the intended Category/Strength or AoE in the OP with the draft.

And also, why do you want to make it a WA crime to ban false information that has the potential to ruin people's lives and livelihoods?

I’ve added the intended category/strength.

Are you saying you believe governments should be able to censor/withhold import climatological information, which has the potential to ruin people’s lives and livelihoods, from its citizens?
